Notice inviting e-tender for the supply of Energy

Efficient Pumpsets for Thrissur and Ponnani Kole lands,

for and on behalf of Government of Kerala in two cover

system from manufactures/distributors/dealers/firms of the

following specification.

In accordance with respective specification as shown

in the tender documents, the tender is to be submitted as

e-tenders through etenders.kerala.gov.in. Since this is an

online process only those bidders who have enrolled in

the above portal with their on Digital Certificate (DSC)

can participate in the tender. E-tender document and other

details will be obtained from the above portal.

EMD (online payment)—One percent of quoted

amount.

Performance Security—5% of the quoted amount.

Period of Supply—90 days from the date of supply

order.

Tenders will be open online in the presence of such

bidders or their authorized representatives who have

logged in at the prescribed time of opening. If the date

fixed for opening happens to be a holiday or due to net

failure the tenders will be opened in the next working

day at the same time.

Scanned copy of the Agreement in the prescribed

format in Kerala Stamp Paper worth ` 200 should be

submitted online and original to the undersigned before

the opening of e-tender. The rate should be quoted in

Indian Currency only.

The rules and regulation prescribed for e-tenders by the

Govt. of Kerala shall be applicable to this e-tender also.

SPECIAL CONDITIONS



The basic rate quoted should be inclusive of

all charges for supply, installation, trial run,

commissioning, transportation, handling, all

taxes etc. but excluding GST. GST has to be quoted

separately in GST Column. The firm has to supply

the items at the location specified as per direction

from the undersigned.



The bidder should specify the make and model of

pump set.



The bidder should submit authorised dealership/

Distributionship certificate from manufacturer.



The supplier should confirm the repair and service

facilities, availability of spare parts etc. of the

items supplied by them for a period of 5 years.



The Executive Engineer (Agri.), Kozhikode reserves

the right to award only full quantity of supply to

any other supplier or distribute the supply to

different suppliers as per decision of the technical

committee constituted for the purpose.



A scanned copy of preliminary agreement signed

in Kerala Stamp Paper worth ` 200 should be

uploaded along with tender documents.



The successful tender will have to execute an

agreement in Stamp Paper worth ` 200 in prescribed

form and manner and also to furnish the required

security amount @5% of total quoted amount

within 14 days of the receipt of supply order.



The payment shall be released only after satisfying

the quantity, quality, specifications of the

items supplied and success of the trail run,

commisioning of the item supplied and inspection

of the technical committee constituted for

the same.



Tender received incomplete in respect will be

summarily rejected and the decision of the

undersigned on such matters will be final.



The supply should be completed within 90 days

on receipt of the supply order.



Selected firm/manufacturer should complete the

constructions if any required at their own risk and

cost for the erection.



A minimum waranty period of two years is to be

assured for the items supplied.



All annexure should be duly filled and uploaded

with the tender.

of 125 Amps including suitable metering,

LED Indications, protection, selector switch,

single phase/dry running preventer, capacitor

of 12.5 KVAR capacitor, with necessary

wiring and earthing etc. as per KSEB and

Electrical Inspectorate norms. The Pump set

should supplied with suitable Copper power

cable of 20 mts or as per site requirement.

Tender for the purchase of Generator under Plan

2019-20 in the head of account 2202-03-103-85 (Plan) in

Government College, Kottayam is extended to 17-1-2020.

Sealed tenders are invited for the purchase of

Generator for an amount not exceeding ` 4,50,000 under

the scheme “Matching Grant Plan 2019-20”.

The envelope containing the tender should be

superscribed “Tender for the purchase of generator under

the scheme Matching Grant Plan 2019-20” and addressed

to the Principal, Government College, Kottayam, Nattakom

P. O., Kottayam-686 013. Last date for the receipt of tender

is 17th January 2020 at 2 p. m. Late tenders will not be

accepted. The tenders will be opened at 3 p. m. on

17th January 2020 in the presence of such tenderers or

their authorised representatives who may be present at

that time.

Intending tenderers may on application to

the Principal, Government College, Nattakom P. O.,

Kottayam obtain the requisite tender forms on which

tenders should be submitted. Application for tender form

should be accompanied by a cash remittance of ` 1,512

(including GST) which is the price fixed for a form and

which is not refundable under any circumstances. Demand

Draft for ` 756 on the local branch of SBI drawn in favour

of the Principal, Government College, Kottayam and self

addressed stamped cover should be enclosed with the

application for tender forms to be sent by post.

The tender forms are not transferable. Sale of tender forms

will be closed at 12 Noon on 17th January 2020. Cheques,

Postage Stamps etc. will not be accepted towards the cost

of tender forms nor will the forms be sent per VPP.

Duplicate tender forms, if required will be issued at

` 756 (inclusive of taxes) per copy.

The rate quoted should be valid upto 31-3-2020. The

articles should be supplied within 30 days on receipt of

the supply order, in concerned department at your expense.

Rates, tax and condition of supply of articles should clearly

be stated separately in respect of each of them. An

agreement in the prescribed form in Kerala Government

Stamp Paper worth ` 200 should be enclosed with the

tender.

The tender should be accompanied by an EMD of

1% (one percent) of the total cost of the articles tendered

for, either in cash or crossed bank draft, or TSB deposits

or Government Pronote or Bank guarantee or NSL. Tenders

without sufficient EMD will be rejected. EMD will carry no

interest. Firms who are exempted from EMD should furnish

attested copy of exemption orders.

stock and spares and repair capabilities for the supply of 14 Nos. of Fibre Boat with out Board Engine (40 HP) as per the

specifications of this Department. The tender is to be submitted as e-tenders through https://etenders.kerala.gov.in. Since

this is an e-tender, only those bidders who have enrolled in the above portal with their own Digital Signature Certificate

(DSC) can participate in the tender.

Tender Opening and Evaluation

(a)

Soon after the opening of the tender, the tenderers are requested to come to the Fire and Rescue Services

Headquarters with documents and presentations on all the technical aspects of the equipment and accessories for the full

understanding of the Head Office Purchase Committee (Technical), on the date specified.

(b)

There will not be any further communications about the opening of the technical and financial bids separately.

Soon on opening the technical bid of e-tenders, the committee constituted to evaluate the technical aspects, will meet and

scrutinize the technical specification of equipment submitted with the e-tender.

Technical expert of bidder should be available for explaining all the aspects of the item, during the time of

presentation and evaluation.

(d)

During evaluation, the tenders will be first evaluated for the compliance of Departmental Technical

Specification. Only those tenders which comply the Departmental Technical Specifications will be considered for

subsequent financial evaluation.

(e)

The financial bid belonging to those dealers/suppliers who qualified in the technical bid of the equipment as

required above by Kerala Fire & Rescue Services Department alone will be considered.

(f)

On finalization of technical evaluation, the second cover i.e., the financial bid of the concerned competent

firm will be evaluated by the Head Office Committee (Finance) for consideration.

The bidder should upload all the supporting documents along with the Technical cover.

(g)

The originals of all the required documents like technical specification compliance statement of the product,

agreement in Stamp Paper worth ` 200, the declaration on Kerala Stamp Paper worth ` 200 and Brouchers/Photograph of

the item intended to supply, OEM Authorisation Letter and other required documents shall be produced before the

undersigned soon after the Financial Bid opening.

(h)

After opening the financial bid, financial evaluation will be done and the details will be uploaded in the

financial evaluation field of the e-tender site, only after consultation with the DPC. The decision of the DPC shall be final

on the admissibility of the tender and thereafter awarding of the contract.

(i)

The right of acceptance or rejection of e-tender or cancelling the tender without assigning any reason, at

any stage of tendering, is solemnly vested with the Director General, Kerala Fire and Rescue Services or a committee

appointed by him.

The boat and OBM shall be new, unused and suiting to latest design.

The 8 seated mono hull FRP boat shall be designed, constructed, tested and delivered to operate in inland

waters of Kerala as per the technical specification, meeting the requirements of IRS Class and Registration

Authority Rules.

Boat shall be registered under KIV Rules, Director of Ports, Kerala.

A 40 HP 4 stroke outboard motor should be installed with a forward steering system and OBM remote

control system.

The OBM should have a self-ignition system so that the operator can start/stop the engine from his forward

seat.

The operator should be able to control the boat from Forward seat without any obstruction; no seats should

be placed in front of the operator disturbing the view.

The boat should be provided with 6 numbers of separate individual FRP buckets seats. The remaining

portion should be kept suitable for keeping Fire Fighting/Rescue operation equipments.

The boat shall have a forward wind screen with transparent acrylic sheet.

All round C-fender should be provided for the boat.

10.

Stainless Steel Grab rail should be provided so that the passengers can hold on it while sailing.

11.

The boat should be provided with navigational lights, trumpet horn and search light with complete electrical

wiring.

12.

One DC power operated bilge pump should be provided in the boat.

13.

Adequate capacity battery for powering ignition system, navigational lights, search light, bilge pump and

horn should be provided.

14.

A foldable canopy with SS frames and nylon material should be provided.

15.

All life saving equipment/Fire fighting appliances as required by registration authority for the boat shall be

provided in the boat.

16.

The manufacturer should bear the cost of insurance (Third party, Personal accident) as required by

Registration Authority.

17.

All the tests, trials as required by the IRS Class and Registration Authority shall be conducted.

18.

The fibre boat shall be RED in colour. The words “Kerala Fire & Rescue Services” shall be

printed/stickered in yellow letters of size not less than 10 cm in height on one side of the hull. Same text in

“Malayalam Font” shall be painted over the other side in same manner. Emblem of the department shall be

affixed on the front of the hull. The underwater area should be applied with one coat primer, one tie coat and

one coat Antifouling paint.

The drawing, design, manufacturing materials are to be approved by IRS and the boat manufacturer should

have the manufacturing facility/works approved by IRS.

20.

Drawing of general arrangement of boat must be enclosed with tender. The successful bidder shall submit

the IRS certification for each boat, at the time of supply.

The Boat shall be supplied with one M.S anchor with rope and 4 numbers of OARs.

Warranty: The Boat, OBM and entire accessories should have a warranty period of 36 months from the date

of final acceptance.

The Bidder should be a reputed Original Equipment

Manufacturers (OEM) or authorized dealer of OEM,

who is having an Authorization Certificate from the

OEM to participate in the tender at Kerala Police

and Certificate from the OEM for sales and service.

One Bidder cannot represent two suppliers/OEMs or

quotes on their behalf in a particular tender.

The OEM/Bidder should have a well equipped

service Centre functioning in India to cater

immediately after sales requirement. Copy of service

Centre details must be enclosed along with tender

document. (Preferably bidder should have a service

Centre in South India).

The bidder should have a valid GST registration.

Copy of GST registration certificate should be

enclosed along with the tender.

The bidder should have valid GST Index Number.

Copy of GST Index Number allocation letter should

be enclosed along with the tender.

The Bidder must fulfill the following minimum

qualification criteria to prove the techno commercial

competence and submit the documents in support

thereof:

(a) Valid Authorization letter from the OEM to

attend this particular tender.

(b) Certificate of Registration/Incorporation

Certificate of the Bidder.

P&L and Balance Sheet/audit report of last 3

years.

(d) The bidder (authorized dealer/distributor)

should have the dealership/distribution ship for

at least 3 (three) continuous consecutive years

with the OEM.

(e) The Bidder has to submit a Warrantee

Certificate along with invoices.

(f)

The bidder/manufacturer should have a

minimum of 3 years experence in the

Manufacture/supply of same OEM products

and related accessories for Kerala Police/any

Kerala Government Organization.

Conditions

The Tender should be superscribed with Tender

Number and name of the store item and addressed

to the Commandant, KAP IV Battalion,

Mangattuparamba, Kannur, Kerala. Late Tenders will

not be accepted. A bond in stamp paper worth

` 200 should be enclosed with the Tenders

agreeing to follow all the terms and conditions

stipulated by the Commandant KAP IV Battalion,

Mangattuparamba, Kannur, in the Tender document

with regard to purchasing Band instrument.

The tenders should be submitted in two separate

parts containing Technical and financial bids in

separate sealed envelopes clearly superscribed and

should be put together in a large envelope, all

envelops sealed and superscribed with “Tender No.

such offers shall be rejected outright.

As the items are urgently required, the selected

bidder will have to supply the item without loss of
