As required under section 3(2) of the Kerala Forests (Vesting and Management of Ecologically Fragile Lands)
Act, 2003 (Act 21 of 2005), it is hereby notified for the information of the public that as per section 3(1) of the Act,
the ownership and possession of the Ecologically fragile lands, given in the schedule below, in the District of Kannur,
shall stand trransferred to and vested in the Government free from all encumbrances and the right, title and interest of
the owner or any other person thereon shall stand extinguished with effect from the date of commencement of the Act,
ie. 2nd June, 2000.

Intending persons may ensure the quantity and quality of materials put up for e-auction before the commencement
of the same and no complaints will be entertained after the e- auction. In case any Govt. Department requires any of the
materials put up for the e-auction, the quantity remaining after their selection only will be
re-auctioned. The quantity that may become ready for sale after the publication of this notification will also be included
in the e-auction. Any further notification to the sale conditions that may be issued by the Government after the issuance
of this notification will also be applicable to this e-auction.

The Divisional Forest Officer, Nilambur North reserves all the right to exclude any quantity of firewood shown in
the schedule above for sale. EMD amount of ` 20,000 for participating e-auction can be remitted through e-treasury
online payment system or by Demand Draft to DFO Nilambur North Division before 6 p. m. on the previous day of
the e-auction. The buyer registration number has to be mentioned while paying the EMD. Only the registered customers
who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid
materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD will be
forfeited.
The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within 7
working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or
Demand Draft (DD) drawn in favour of Divisional Forest Officer, Nilambur North Division payable at State Bank of
Travancore, Nilambur Branch or by cash in Sub Treasury, Nilambur. If any amount is charged by bank for clearing the
Demand Draft, the same shall be borne by the bidder himself.
If any modifications or change in the sale conditions are intimated by the Government or by the Additional
Principal Chief Conservator of Forests (Protection), Thiruvananthapuram, that will also be applicable to this e-auction
sale and it will be informed to the bidder before e-auction. The undersigned reserves the right to alter the quantities of
the materials mentioned in the above schedule or to cancel the e-auction of any materials without further notice. Timber
poles, Firewood collected from felled trees (felled as part of development purposes/dangerous to life and property) will
also be included in dumping depot auction. In the case of urgency, material collected from plantations of various ranges
will also be included for auction on the above mentioned dates/on the date notified for a specific range, auctions of
another ranges dumping depot will also be conducted.

The Thondy articles such as logs, weapons, swan sizes, firewood etc. in the below mentioned ranges in this
Division will be sold in Tender/Auction sale by the Divisional Forest Officer, Kozhikode or an officer authorized by him
on the dates noted against each. In case the proposed dates happen to be a public holiday, the tender/auction will be
conducted on the next working day at the same place and same time of schedule so fixed.
CONDITIONS
1. Besides the tender/auction condition mentioned below the common condition published in the Kerala Gazette
dated 22-12-2009 vide notification No. Pro-(5) 6835/09 dated 22-12-2009 of the Chief Conservator of
Forests (Protection), Thiruvananthapuram and the other common sale conditions prevalent as in time to time in
the Forest Department will also be applicable to this auction sale.
2. The intending bidders should satisfy themselves about the quality of the material put up for auction sale before
the commencement of the auction and any complaint raised, there after the sale will not be entertained at any
rate.
3. Intending tenderers/bidders should deposit ` 2000 (Rupees Two thousand only) as E.M.D before their
participation in tender/auction sale.
4. The successful bidders/tenderer should remit the full sale value of the thondy article on the auction date itself
for those produce which are put up for auction after obtained the Court sanction.
5. If the total bid amount of the thondy articles is below ` 20,000 the full amount of the sale value should be
remitted after the auction and if sale value exceeds ` 20,000, 35 % of the sale value, subject to a minimum of
20% and maximum ` 1,00,000 should also be remitted on the same date of the auction.
6. The balance amount and taxes etc. should be remitted and remove the materials within 40 days from the date of
receipt of intimation of the confirmation order.

for Teak Poles/Billets/Firewood can be remitted through e-treasury till 6 p. m. on the previous day of the auction. For
the benefit of the bidders who are not well versed with online transactions, Divisional Forest Officer, Kannur will accept
EMD in the form of Demand Draft payable at any Nationalized Bank drawn in favour of Divisional Forest Officer,
Kannur till 2 p. m. on the previous day of the auction. Only registered customers who have remitted the EMD in time
will be able to participate in the e-auction. If the sale value of bid materials is not paid within the specified time period
against any of the bid lot by the H1 bidder, the EMD will be forfeited.
The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within
7 working days of issuance of accepance letter. In case unsuccessful bidder the EMD will be returned to the bidders by
Divisional Forest Officer concerned on request. The mode of payment is through e-treasury of Government of Kerala or
Demand Draft (DD) drawn in favour of Range Forest Officer, Kannavam Range payable at State Bank of India,
Koothuparamba branch or by cash in Sub Treasury, Kuthuparamba for item included in Schedule. If any amount is
charged by bank for clearing the DD, the same shall be borne by the bidder himself.
If any modifications or change in the sale conditions are intimated by the Addl. Principal Chief Conservator of
Forests (Protection), Thiruvananthapuram, that will also be applicable to this e-auction sale and it will be informed to the
bidder before e-auction. The undersigned reserves the right to alter the quantities of the materials mentioned in the above
schedule or to cancel the e-auction of any materials without further notice.
