KL 01 V 1581 kept in the Compound of District Forestry Extention Information Centre, Kottarakkara will be put forth for
e-auction on 13-3-2020 (Alternate date 24-3-2020). Those who have registered as bidders in MSTC can participate in the
e-auction. Details of e-auction sale will be available from the website of MSTC www.mstcecommerce.com or shall be
available from this office (Phone No. 0474-2748976).

Place where the articles are located—DFEIC, Kottarakkara (District Forestry Extention Information Centre,
Kottarakkara)
The undersigned reserves the right to alter or to cancel the e-auction of the vehicle without further notice. EMD
amount of ` 20,000 can be remitted through e-treasury to the Assistant Conservator of Forests, Social Forestry Division,
Kollam upto 4 p.m. on the previous day of the e-auction. The bidder registration number has to be mentioned while
remitting the EMD. Only the registered bidders who will submit the EMD will be permitted to participate in the
e-auction.
Conditions
1.
The intending bidders should satisfy themselves about the condition of the vehicle put up for e-auction.
The vehicle can be inspected with the prior permission of the Assistant Conservator of Forests,
Social Forestry Division, Kollam and no complaints will be entertained after the e-auction.
2.
All the conditions of e-auction in Forest Department prevailing at the time will be applicable to this
e-auction also.
3.
All the conditions and procedures of e-auction issued by MSTC from time to time will be applicable to this
e-auction also.
4.
The successful bidder should pay 35% of the bid value after adjusting the EMD already remitted, within
7 working days on receipt of confirmation of the e-auction. The mode of payment is through e-treasury of
Government of Kerala or through Treasury Challan.
5.
If any modifications or changes in the conditions of e-auction if intimated by the Additional Principal
Chief Conservator of Forests, (FB&A) Thiruvananthapuram will also be applicable to this e-auction.

1.

Forest Officers and no complaints will be entertained
after e-auction.

If the RC book of the vehicle is not available, the bidder
himself has to obtain the duplicate RC Book at his own
cost.
3.
All the norms and conditions specified in the Govt. Order
vide No. GO (Ms.) 212/15/Fin. dtd. 5-6-2015 and other
relevant prevailing rules at the time will be applicable to
this e-auction also.
4.
All the conditions and procedures of e-auction
concerned with the sale of codemned vehicles issued by
MSTC from time to time will be applicable to this auction
also.

If any modification or changes in the conditions of
e-auction are intimated by the Additional Principal Chief
Conservator of Forests (Protection), Thiruvananthapuram

dated 22-11-2013. The existing rules and sale conditions are also applicable to this e-auction.
The Divisional Forest Officer, Nenmara reserves all the right to exclude any other vehicles shown in the schedule
above for sale. Those who wish to participate the e-auction may register with MSTC Ltd. The buyer registration number
has to be mentioned while paying the EMD. If the sale value of vehicles is not paid within the specified time period
against any of the bid lot by the H1 bidder, the EMD will be forfeited.
The successful bidder, Should remit 50% of the bid value after adjusting the EMD already remitted within
7 working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or
by cash in Sub Treasury, Kollengode. The successful bidder should pay the GST as per rules.

All bids/e-auction documents are to be submitted online only and in the designated online cover(s) on the

The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address
and signature of the bidders duly attested by the concerned Village Officer, or any other approved identity document
along with the EMD through online. Those who do not produce any approved identity card or certificate will not be
eligible to participate in the e-auction.
Intending persons may ensure the quality of the above vehicles put up for e- auction before the commencement of
the same and no complaints will be entertained after e-auction. Any further notification to the sale conditions that may be
issued by the Government after the issuance of this notification will also be applicable to this tender cum auction.
The unsold vehicles will be sold on the next auction date shown in the schedule and separate notification will not be
published for the same.
If any modification or change in the sale condition are intimated by the Additional Principal Chief Conservator of
Forest (Protection), Thiruvananthapuram that will also be applicable to this E-Auction. The undersigned reserves the right

Range of North Wayanad Forest Division, Mananthavady
(Dead and windfallen trees), stacked and stored at
Temporary Dumping depots at Begur and Bavali, will be
offered for sale by e-auction on 19-2-2020, 20-2-2020,
24-3-2020, 25-3-2020. Those who registered for e-auction
with MSTC Company only can have the right to

The Divisional Forest Officer, North Wayanad
Division, Mananthavady reserves all the right to exclude
any class or quantity of Teak poles, billets and firewood
shown in the schedule above for sale. EMD amount of
` 20,000 for Teak Poles/Billets/Firewood can be remitted
through online payment system to e-treasury of
Government of Kerala or Demand Draft (DD) drawn in
favour of Range Forest Officer, Begur Range payable at
State Bank of India, Mananthavady Branch. The buyer
registration number has to be mentioned while paying the
EMD. For the benefit of the bidders who are not well
versed with the online transactions, for some initial
period, Range Forest Officer, Begur Range will entertain
receipt of EMD in the form of Demand Draft payable at
State Bank of India, Mananthavady Branch drawn in
favour of Range Forest Officer, Begur Range,
Mananthavady as was done in the old system, by 2 p.m.,
on the previous day of e-auction. Only the registered
customers who will submit the EMD will be able to
participate against the eligible lots in e-auction. If the sale
value of bid materials is not paid within the specified time
period against any of the bid lot by the H1 bidder, the
EMD will be forfeited.
The successful bidder shall remit 35% of the bid
value after adjusting the EMD already remitted, within 7
working days of the issuance of acceptance letter. The
mode of payment is through e-treasury of Government of
Kerala or Demand Draft (DD) drawn in favour of Range
Forest Officer, Begur Range payable at State Bank of
India, Mananthavady Branch or by cash in Sub
Treasury, Mananthavady. If any amount is charged by
bank for clearing the DD, the same shall be borne by the
bidder himself.
If any modifications or change in the sale conditions
are intimated by the Addl. Principal Chief Conservator of
Forests (Protection), Thiruvananthapuram, that will also be
applicable to this e-auction sale and it will be informed to
the bidder before e-auction. The undersigned reserves the
right to alter the quantities of the materials mentioned in
the above schedule or to cancel the e-auction of any
materials without further notice.
