Sealed competitive tenders are invited for the

‘‘Supply of Water Purifiers as per running contract in

Govt. Ayurveda College, Thiruvananthapuram and other

Department” as per the specification appended herewith

for the year 2020-21.

Estimated cost of items to be supplied—` 4,80,000.

Earnest Money Deposit—` 4,800.

Address—The Principal, Govt. Ayurveda College,

Thiruvananthapuram Phone No. 2460190/2473656.

The envelopes containing the tender should bear the

superscription ‘‘Supply of Water Purifiers as per running

contract in Govt. Ayurveda College, Thiruvananthapuram

and other Departments for the year 2020-21”. addressed

to the Principal, Government Ayurveda College,

Thiruvananthapuram. The last date of the receipt of

tenders will be on 8-1-2021 at 11 a. m. The late tenders

will not be accepted. The tenders will be opened on

8-1-2021 at 12 noon, in the presence of the tenderers or

their authorised representatives, who may be present at

that time.

Intending tenderers may on application to the

Principal, Govt. Ayurveda College, Thiruvananthapuram to

obtain the requisite tender forms on which tenders should

be submitted. Application for the tender form should be

accompanied by cash remittance of ` 1,700 [Original GST

Chalan for ` 204 (SGST - ` 102 & CGST-` 102)] should be

submitted for obtaining tender form], which is the price

fixed for a form and which is not refundable under any

circumstances. Tender forms are not transferable. Sale of

tender forms will be closed on 7-1-2021 at 11 a. m.

Cheque, Postage Stamps etc. will not be accepted

towards the cost of forms. Those who wish to purchase

tender forms by post shall send an additional amount of

` 50 by Money Order to cover postal charges. Duplicate

tender forms, if required will be issued at ` 952.

Intending tenderers should submit an amount of 1%

of the quoted amount as Earnest Money Deposit by

Demand Draft in favour of the Principal, Government

Ayurveda College, Thiruvananthapuram together with an

agreement in Kerala Stamp Paper worth ` 200. The rate

quoted shall remain firm for acceptance till one year from

the date of acceptance. The Principal, Govt. Ayurveda

College, Thiruvananthapuram will have powers to

postpone/cancel the tender. If Government declares

8-1-2021 as a public holiday, the tender will be opened at

the same time on next working day. Further details can be

had from this office during office time.

total cost of the articles quoted for can be remitted

by way of crossed Demand Drafts drawn in favour

of the Principal, Government Medical College,

Thiruvananthapuram.

Firms will be exempted from furnishing Earnest

Money Deposit if they had produced the duly

attested copies of relevant certificate along with

their tenders.

Tenders unsealed, unsigned or submitted without

superscription as specified are liable to be rejected.

Sealed quotations are invited for the supply of the

materials specified in the schedule attached below/

overleaf. The rates quoted should be for delivery of the

articles at the place mentioned below the schedule. The

necessary superscription, due date for the receipt of

quotations, the date up to which the rates will have to

remain firm for acceptance and the name and address of

officer to whom the quotation is to be sent are noted

below. Any quotation received after the time fixed on the

due date is liable to be rejected. The maximum period

required for delivery of the articles should also be

mentioned. Quotations not stipulating period of firmness

and with price variation clause and/or ‘subject to prior

sale’ condition are liable to be rejected.

The acceptance of the quotations will be subject to

the following conditions:

1. Acceptance of the quotation: constitutes a

concluded contract. Nevertheless, the successful

tenderer must within a fortnight/a month after the

acceptance of his quotation furnish 5 percent of

the amount of the contract as security deposit and

execute an agreement at his own cost for the

satisfactory fulfillment of the contract, if so

required.

2. Withdrawal from the quotation after it is accepted

or failure to supply within a specified time or

according to specifications will entail cancellation

of the order and purchases being made at the

offerers expenses from elsewhere, any loss incurred

thereby being payable by the defaulting party. In

such an event the Government reserves also the

right to remove the defaulter’s name from the list

of Government suppliers permanently or for a

specified number of years.

3. Samples, duly listed, should be forwarded if called

for under separate cover and the unapproved

samples got back as early as possible by the

offerers at their own expenses and the Government

will in no case be liable for any expenses on

account of the value of the samples or their

transport charges, etc. In case, the samples are

sent by railway; the railway receipt should be sent

separately, and not along with the quotation since

the quotation will he opened only on the

appointed day and demurrage will have to be paid

if the railway parcels are not cleared in time.

Quotations for the supply of materials are liable to

be rejected unless samples, if called for of the

materials tendered for are forwarded. The approved

samples may or may not be returned at the

discretion of the undersigned. Samples sent by V.P.

Post or “freight to pay” will not be accepted.

4. No representation for enhancement of price once

accepted will be considered during the currency of

the contract.

5. Any attempt on the part of tenderers or their

agents to influence the Officers concerned in their

favour by personal canvassing will disqualify the

tenderers.

If any license or permit is required, tenderers^. just

specify in their quotation and also state authority

to whom application is to be made.

7. The quotation may be for the entire or part

supplies. But the tenderers should be prepared to

carry out such portion of the supplies included in

their quotation as may be allotted to them.

8. (a) in cases where a successful tenderer, after

having made partial supplies fails to fulfill the

contracts in full, all or any of the materials not

supplied may, at the discretion of the

Purchasing Officer be purchased by means of

another tender’quotation or by negotiation or

from the next higher tenderer who had offered

to supply already and the loss, if any, caused

to the Government shall thereby together with

such sums as may be fixed by the Government

towards damages be recovered from the

defaulting tenderer.

(b) Even in cases where no alternate purchases are

arranged for the materials not supplied, the

proportionate portion of the security deposit

based on the cost of the materials not supplied

at the rate shown in the tender of the defaulter

shall be forfeited and balance alone shall be

refunded.

9. The prices quoted should be inclusive of all taxes,

duties, cesses, etc., which are or may become

payable by the contractor under existing or future

laws or rules of the country of origin/supply or

delivery during the course of execution of the

10. (a) Ordinarily payments will be made only after the

supplies are actually verified and taken to

stock but in exceptional cases, payment

against satisfactory shipping documents

including certificates of Insurance will be made

up to 90 per cent of the value of the materials

at the discretion of Government. Bank charges

incurred in connection with payment against

documents through bank will be to the account

of the contractor. The firms will produce

stamped pre-receipted invoices in all cases

railway receipts/shipping documents are made

through Banks. In exceptional cases where the

stamped receipts of the firms are not received

for the payments (in advance) the unstamped

receipt of the Bank (i.e.counterfoils of pay-in-

slips issued by the Bank) alone may be

accepted as a valid poor for the payment

made.

(b) The tenderers shall quote also the percentage

of rebate, (discount) offered by them in case

the payment is made promptly within fifteen

days/within one month of taking delivery of

stores.

11. Any sum of money due and payable to the

successful tenderer or contractor from Government

shall be adjusted against any sum of money due

to Government from him under any other contracts.

12. Special conditions, if any, printed on the quotation

sheets of the tenderer or attached with the tender

will not be applicable to the contract unless they

are expressly accepted in writing by the purchases.

Warranty conditions should include the

following : (1) Warranty period of the

machine/equipment should be minimum

1 year and the warranty should include all

the spare parts and labour charges complete.

(2) Spares and services should be available

throught the expected life time of the

machine/equipment.

the supply order. Necessary layout and

Foundation Drawings also should be

furnished.

Required accessories/spares/tools for

installation should be taken care of by the

bidder.

Catalogues/Operation Manuals/Spare Parts

Manuals along with all technical details of

the machine should be produced by the

successful bidder at the time of supply

of the machine/equipment.

Installation and trial run should be carried out

by the supplier at the specified Govt. Press

at his own cost whether consumables

required for the trial run, if any be provided

by the supplier. If not, the details of the

requirement should be intimated to the

Department at the time of confirmation of

supply order itself without fail.

The supplier shall undertake that the

firm has never been blacklisted by any

Government/Quasi Government firm in

India and no case is pending against the

firm. This should also be made clear in the

tender as preliminary undertaking (as per

the affidavit format enclosed to be executed

in Kerala Stamp Paper worth ` 200)

The delivery period should be specifically

mentioned in the tender. Any abnormal

delay by the supplier in delivery/commiss-

ioning etc. attract compensation and penalty

by the supplier or action decided by the

purchasing officer.

Details of the machine offered such as

Brochures, drawings if any, video CDs

demonstrating the operation etc. should

be brought at the Pre bid meeting and any

deviation from the technical specifications

should be clarified and got approved by the

purchaser’s technical authorities.

During the erection/commissioning or while

performing in the guarentee period, if machine

the supplied is found defective, improper

or not as per the specifications or of inferior

quality, of is not otherwise in accordance

with the contract, then the department of

printing shall intimate this fact in writing

to the supplier for rectification/replacement

of such defective machines at their own

cost to the entire satisfaction of the

purchase officers. In the event of their

failure to do as above department reserves

the right to carry out such repair work at

the risk and cost of defaulted supplier.

Rate quoted should be valid for a period of

minimum 6 months

Rates quoted should be inclusive of all

taxes/charges, loading, unloading, transpor-

tation, erection and commissioning charges.

AMC (after warranty period) details should

be specified. Specify the year-wise rates for

a period of 5 years after warranty period.

Tender Evaluation will be done purely on

the basis of the documents submitted by the

bidder online and no document submitted

afterwards will be considered for evaluation.

Hence, all documents which the bidder

feels necessary for the evaluation of the

tender should be submitted online. A copy
