Sealed competitive tenders are invited for the

“Supply of Bones Models as per running contract in

Rachanasareera Department, Govt. Ayurveda College,

Thiruvananthapuram” as per the specification appended

herewith for the year 2020-21.

PAC will be ` 4, 27,000.

The envelopes containing the tender should bear the

superscription “ Supply of Bones Models as per running

contract in Govt. Ayurveda College, Thiruvananthapuram

and other departments for the year 2020-21” addressed

to the Principal, Government Ayurveda College,

Thiruvananthapuram. The last date of the receipt of

tenders will be on 15-1-2021, 2 p. m. The late tenders will

not be accepted. The tenders will be opened on 15-1-2021,

3 p.m. in the presence of the tenderers or their authorised

representatives, who may be present at that time.

Intending tenderer addressing application to the

Principal, Govt. Ayurveda College, Thiruvananthapuram

has to obtain the requisite tender forms in which tenders

should be submitted. Application for the tender form

should be accompanied by cash remittance of ` 1,500

[Original GST Chalan for ` 180 (SGST-` 90 & CGST-` 90)

should be submitted for obtaining tender form], which is

the price fixed for a form and which is not refundable

under any circumstances. Tender forms are not

transferable. Sale of tender forms will be closed on

14-1-2021, 11 a.m. Cheque, Postage Stamps etc. will not be

accepted towards the cost of forms. Those who wish to

purchase tender forms by post shall send an additional

amount of ` 50 by money order to cover postal charges.

Duplicate tender forms, if required will be issued at ` 840.

Intending tenderers should submit an amount of 1%

of the quote amount as Earnest Money Deposit by

Demand Draft in favour of the Principal, Government

Ayurveda College, Thiruvananthapuram together with an

agreement in Kerala Stamp Paper worth ` 200. The rate

quoted shall remain firm for acceptance till one year from

the date of acceptance. The Principal, Ayurveda College,

Thiruvananthapuram will have powers to postpone/cancel

the tender. If Government declares 15-1-2021 as a public

Tender opening and evaluation

(a) Soon after the opening of the tender, the tenderers are requested to come to the Fire and Rescue Services

Headquarters with documents and presentations on all the technical aspects of the equipment and accessories for the full

understanding of the Head Office Purchase Committee (Technical), on the date specified.

(b) There will not be any further communications about the opening of the technical and financial bids separately.

Soon on opening the technical bid of e-tenders, the committee constituted to evaluate the technical aspects, will meet

and scrutinize the technical specification of equipment submitted with the e-tender.

(d) During evaluation, the tenders will be first evaluated for the compliance of Departmental Technical

Specification. Only those tenders which comply the Departmental Technical Specifications will be considered for

subsequent financial evaluation.

(e) The financial bid belonging to those dealers/suppliers who qualified in the technical bid of the equipment as

required above by Kerala Fire & Rescue Services Department alone will be considered.

(f)

On finalization of technical evaluation, the second cover i.e. the financial bid of the concerned competent firm

will be evaluated by the Head Office Committee (Finance) for consideration.

(h) After opening the financial bid, financial evaluation will be done and the details will be uploaded in the

financial evaluation field of the e-tender site, only after consultation with the DPC. The decision of the DPC shall be final

on the admissibility of the tender and thereafter awarding of the contract.

(i)

The right of acceptance or rejection of e-tender or cancelling the tender without assigning any reason, at any

stage of tendering, is solemnly vested with the Director General, Kerala Fire and Rescue Services or a committee

appointed by him.

The rules and regulations prescribed for e-tenders by the Government of Kerala/Store Purchase Manual,

SPECIFICATION FOR RUBBER DINGHY

The equipment proposed is to be used by Fire & Rescue Services Personnel in rescue operations during incidents

in water bodies evacuation in flood affected areas, transportation of medicines and essential commodities to the relief

camps, emergency rescue tools and equipments to incident spots, attending stand by duties etc.

One set of equipment shall include an Inflatable Rubber Dinghy with Floor Foard, Foot Pump and attachments for

Air filling, Paddles, 50 Meter Braided Nylon Rope etc.

Inflatable boat (Dinghy)

(1)

The Rubber Dinghy shall be inflatable with air pressure.

(2)

The Rubber Dinghy shall be suitable for 10 (Ten) persons, or for 1000kgs weight. (Minimum)

(3)

There shall be two layers of material on lower tubes for better abrasion and puncture resistance and shall have

reinforcing strips under air chambers,

(4)

The design of the Rubber Dinghy shall be such that, it shall have minimum four separate air chambers. Out of

which minimum three air chambers shall be in main hull, and the left shall be in the inflatable keel. Minimum

One Excess Pressure Relief Valve shall be there for each air chamber.

The hull, air tubes (Chambers) and Keels shall be made from hypalon/equivalent material with 1670 DENI, and

IRS approved fabric material as per BSMA (British Standard Manufacture Association) 16/ IMO (International

Maritime Organization), LSA (Life Saving Appliance) regulations shall be used.

The exterior size of the Rubber Dinghy shall not be less than 4200mm x 1800mm

There shall be inflatable keel not less than 7" diameter for stability in sea and swift water rescue.

make the payment. Bidders will be directed to the payment gateway page of the State Bank of India. There are two

options—State Bank of India Net banking payment, payment through MOPS from other banks to the payment gateway

of SBI.

For obtaining Digital Signature Certificate (DSC) and necessary portal enrolment bidders can visit the website

https://etenders.kerala.gov.in.

Tenders will be opened online in the presence of such tenderers or their authorized representatives who have

logged in before the prescribed time of opening of technical & financial bids. If the date fixed for opening happens to

be a holiday/due to internet failures, the tender will be opened in the next working day, at the same time.

The tenderer, or his representative shall be physically present at the Fire and Rescue Services Headquarters on the

date prescribed, with the necessary documents and presentations on all the technical aspects of the equipment and

accessories for the total understanding and verification of the technical committee.
