Plantation, Kollathirumedu Range, under this Division by thinning will be sold in e-auction sale subject to detailed auction
sale conditions published in Kerala Gazette No. 36, Vol. III dated 16-9-2014 of Additional Principal, Chief Conservator of
Forests (Protection), Thiruvananthapuram vide Notification No. Pro. (4) 29243/13 dated 21-8-2014, Kerala Gazette No. 43,
Vol. III dated 4-11-2014 of Additional Principal, Chief Conservator of Forests (Protection), Thiruvananthapuram
vide Notification No. Pro. (4) 26243/13 dated 17-10-2014 and Kerala Gazette No. 50, Vol. III, dated 23-12-2014 of Additional
Principal Chief Conservator of Forests (Protection), Thiruvananthapuram vide Notification No. Pro. (4) 26243/13
dated 3-12-2014 and other rules in force, as per schedule furnished below. Any Government loss incurred in this regard
will be the libility of Sri. Roopesh, S. H., SRS Timber Traders, Shivaji Rao Complex, B. M. Bypass Road, Hunsur, Mysore,
Who bid the same in the auction held on 27-12-2017 and failed to transport after remitting the Sale Value and Taxes.
Those who wish to participate have to remit an amount of ` 20,000 as EMD as e-payment before the e-auction through
MSTC limited. Successful bidders will have to remit 35% of the bid amount on the e-auction itself through e-payment.
Successful bidders will have to remit the balance value, GST, Forest Development Tax, Income Tax and such other taxes
that are prevailing at the time of e-auction within the stipulated time limit.
E-auction documents and connected records are available in the website: www.mstcecommerce.com. The Earnest
Money Deposit should be submitted on e-payment/e-treasury/demand draft/MSTC through the internet online Banking
of or through NEFT for other banks. For submission of e-auction visit the website: www.mstcecommerce.com. All
bids/e-auction documents are to be submitted online only and in the designated online cover(s)/envelope(s) on the
www.mstcecommerce.com. website and e-auction documents submitted manually/through post will not be entertained.
Online e-auction/bids are to be accompanied with relevant documents. E-auction/bids received online without
scanned copies of relevant documents will not be considered and shall be summarily rejected. Any further clarification
on this e-auction can be obtained from NIC/the e-auction Helpdesk number available in the www.mstcecommerce.com
website and from the office of the Divisional Forest Officer, Vazhachal during the office hours. The details regarding
e-payment (Bidder’s Bank Account Number where he/she is having core banking facility and e-mail ID) should be
submitted along with the e-auction documents. E-auction documents without these details will not be accepted. Technical
bid and financial bid shall be submitted in their respective designated online covers. The Forest Department will not be
responsible for any inconvenience or loss to the Bidder while uploading/downloading the bid.
The bidders who wish to participate in the e-auction should produce a certificate showing the permanent address
and signature of the bidders duly attested by the concerned Village Officer, or any other approved identity documents
along with the EMD through online. Those who do not produce any approved Identity Card or Certificate will not be
eligible to participate in the e-auction.
The intending bidders should satisfy themselves about the quality and quantity of the thinned materials put up for
e-auction sale and no complaints will be entertained after the e-auction. The quantity that may become ready for sale after
the publication of this notification will also be included in the e-auction. Any further notification to the sale conditions
that may be issued by the Government after the issuance of this notification will also be applicable to

The Divisional Forest Officer, Nilambur North reserves all the right to exclude any quantity of firewood shown in the
schedule above for sale. EMD amount of ` 20,000 for participating e-auction can be remitted through e-treasury online
payment system to or by Demand Draft, DFO to Nilambur North Division before 6 p. m. on the previous day of the
e-auction. The buyer registration number has to be mentioned while paying the EMD. Only the registered customers
who will submit the EMD will be able to participate against the eligible lots in e-auction. If the sale value of bid
materials is not paid within the specified time period against any of the bid lot by the H1 bidder, the EMD
will be forfeited.

The successful bidder, 35% of the bid value, after adjusting the EMD already remitted, shall be paid within 7
working days of issuance of acceptance letter. The mode of payment is through e-treasury of Government of Kerala or
Demand Draft (DD) drawn in favour of Divisional Forest Officer, Nilambur North Division payable at State Bank of
Travancore, Nilambur Branch or by cash in Sub Treasury, Nilambur. If any amount is charged by bank for clearing the
Demand Draft, the same shall be borne by the bidder himself.
If any modifications or change in the sale conditions are intimated by the goverment or by the Additional Principal
Chief Conservator of Forests (Protection), Thiruvananthapuram, that will also be applicable to this e-auction sale and it
will be informed to the bidder before e-auction. The undersigned reserves the right to alter the quantities of the materials
mentioned in the above schedule or to cancel the e-auction of any materials without further notice. Timber poles,
Firewood collected from felled trees (felled as part of development purposes/dangers to life and property) will also be
included dumping depot auction. In the case of urgency, on the date notified for as specific range, auctions of another
ranges dumping depot can also be conducted.

The Thondy articles such as logs, weapons, swan sizes, firewood etc. in the below mentioned ranges in this
Division will be sold in Tender/Auction sale by the Divisional Forest Officer, Kozhikode or an officer authorized by him
on the dates noted against each. In case the proposed dates happen to be a public holiday, the tender/auction will be
conducted on the next working day at the same place and same time of schedule so fixed.
CONDITIONS
1.
Besides the tender/auction condition mentioned below the common condition published in the Kerala Gazette
dated 22-12-2009 vide Notification No. Pro-(5) 6835/09 dated 22-12-2009 of the Chief Conservator of Forests
(Protection), Thiruvananthapuram and the other common sale conditions prevalent as in time to time in the
Forest Department will also be applicable to this auction sale.
2.
The intending bidders should satisfy themselves about the quality of the material put up for auction sale before
the commencement of the auction and any complaint raised, there after the sale will not be entertained
at any rate.
3.
Intending tenderers/bidders should deposit ` 2,000 (Rupees Two thousand only) as E.M.D before their
participation in tender/auction sale.
4.
The successful bidders/tenderer should remit the full sale value of the thondy article on the auction date itself
for those produce which are put up for auction after obtained the Court sanction.

If the total bid amount of the thondy articles is below ` 20,000 the full amount of the sale value should be
remitted after the auction and if sale value exceeds ` 20,000, 35 % of the sale value, subject to a minimum of
20% and maximum ` 1,00,000 should also be remitted on the same date of the auction.
6.
The balance amount and taxes etc. should be remitted and remove the materials within 40 days from the date of
receipt of intimation of the confirmation order.

prevailed in Kerala Public Works Department and Kerala
Forest Department will be applicable to these works.
Guarantee as prescribed in G. O. (Ms.) No. 98/92/ PWD
dated 1-11-1992 will also be applicable to this tender.
Tender forms are not transferable. Tender should be
submitted along with a preliminary agreement signed and
executed in a stamp paper worth ` 200. Incomplete
tenders and tenders without EMD or tender received after
this stipulated time are liable to reject it. The undersigned
reserves the right to reject any tender without assigning
any reason thereof.
