In exercise of the powers conferred by sub-section (1) of section 2 of the Kerala Public
Services Act, 1968 (19 of 1968), read with section 3 thereof, the Government of Kerala hereby
make the following rules further to amend the Kerala Service Rules, namely:-

RULES
1. Short title and commencement.- (1) These rules may be called the Kerala Service (Ninth
Amendment) Rules, 2023.
(2) Sub-rule (1) and clause (a) and items (i) and (ii) of clause (c) of sub-rule (3) of rule 2
shall be deemed to have come into force on the 1st day July, 2019, clause (a) of sub-rule (2) of rule 2
shall be deemed to have come into force on the 5th day of May, 1979, clause (b) of sub-rule (2) of
rule 2 shall be deemed to have come into force on the 1st day of April, 2021 and clause (b) of sub-
rule (3) of rule 2 shall be deemed to have come into force on the 1st day of August, 2021.
2. Amendment of the Rules.- In Part III of the Kerala Service Rules,-
(1) in rule 65, after item (b), the following item shall be inserted, namely:-
"(c) Maximum pension - 83,400/-, Minimum pension - 11,500/-"
(2) in rule 68,-
(a) for the figure and word "15 times", the figure and words "16 and half times" shall
be substituted;
(b) for the figure and word "14 lakhs", the figure and word "17 lakhs" shall be
substituted.
(3) in rule 90,-
(a) in clause (4) of sub-rule (4CC), for the figures, "8,500" and "36,000", the figures
"11,500" and "50,040" shall respectively be substituted;
(b) in note 5 below sub-rule (6) and in clause (1) of sub-rule (6A), for the figures
"30,000", the figures "60,000" shall respectively be substituted;
(c) in sub-rule (7), in clause (b),-
(i) in sub-clause (a), for the figures and letters "1,20,000 viz; 60,000", the
figures and letters "1,66,800 viz; 83,400" shall be substituted;
(ii) in sub-clause (b), for the figures and letters "1,20,000 viz; 36,000" the
figures and letters "1,66,800 viz; 50,040" shall be substituted.

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.)
The pension and other related benefits of pensioners were revised pursuant to revision of
pay scale of State Government Employees with effect from 1st
July, 2019 as per
G.O(P)No.30/2021/Fin., dated 12th February, 2021. The ceiling of 15 times the emoluments for
death-cum-retirement gratuity raised to Sixteen and half times as per G.O(P)No.456/79/(41)/Fin.
dated 5th May, 1979. Also the income limit for the eligibility for family pension to unmarried
daughters above 25 years of age and parents revised with effect from 1st August, 2021 as per
G.O(P)No.127/2021/Fin. dated 21st September, 2021. To give statutory validity to the provisions
contained in the above said Government Order, the Government have decided to amend Part III of
the Kerala Service Rules suitably.
The notification is intended to achieve the above object.
