NOTIFICATION
In exercise of the powers conferred by 1st proviso to section 14 of the Right to Fair
Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013
(Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the
Notification as per sub-section (1) of Section 11 of LARR Act, 2013, from the date of appraisal of the
Social Impact Assessment report by the Expert Group namely:

Extension
As per G.O.(P) No.107/2020/RD dated 18th December 2020 and published in the Extra
Ordinary Gazette No 3025 dated 19th December 2020, the notification in accordance with the
provisions as per section (1) of section 4 of the Right to Fair Compensation and Transparency in land
Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013) with regard to the
acquisition of 2.3835 Hectares (2.0305 Hectares of land in Thiruvalla, Kuttapuzha, Kunnathanam,
Kalluppara, Mallappally & Anikkad Villages of Pathanamthitta District & 0.3530 Hectares of land in
Payipad & Nedumkunnam Villages of Kottaym District) for the purpose of Thiruvalla- Mallappally-
Chelekombu Road Development has been issued.
AND WHEREAS, the District Collector, Pathanamthitta has informed that as per section 14 of
LARR Act, 2013 where a preliminary notification under sub-section (1) of section 11 is not issued
within twelve months from the date of appraisal of the Social Impact Assessment report submitted by
the Expert Group under section 7, then, such report shall be deemed to have lapsed and a fresh
Social Impact Assessment shall be required to be undertaken prior to acquisition proceedings under
section 11. The date of appraisal of the Social Impact Assessment report by the Expert Group under
section 7 and extended as per G.O.(P)No.13/2023/RD dated 19th January 2023 and published in the
Extra Ordinary Gazette No. 215 dated 19th January 2023 and G.O.(P)No.186/2023/RD dated 03rd
August 2023 and published in the Extra Ordinary Gazette No. 2586 dated 04th August 2023 will expire
on 30/01/2024.
NOW THEREFORE, sanction is accorded to extend the time limit for a further period of 6
months from the date of expiry ie, 30/01/2024 in publishing the Notification under sub-section (1) of
section 11 by invoking the provisions contained in 1st proviso to section 14 of LARR Act, 2013 with
regard to the acquisition of 2.3835 Hectares (2.0305 Hectares of land in Thiruvalla, Kuttapuzha,
Kunnathanam, Kalluppara, Mallappally & Anikkad villages of Pathanamthitta district and 0.3530
Hectares of land in Payipad & Nedumkunnam Villages of Kottaym District) for the purpose of
Thiruvalla - Mallappally -Chelekombu Road Development, on the condition that if the 11(1) Notification
is not published in the extended period then fresh acquisition proceedings needs to be initiated.

Extra Ordinary Gazette No. 2586 dated 04th August 2023 will expire on 30/01/2024 and therefore
extend the time limit for publishing the Notification under sub-section (1) of section 11.
The notification is intended to achieve the above object.
