G.O.(Ms.) No.189/2023/GAD. Dated, Thiruvananthapuram, 12th December, 2023.
In exercise of the powers conferred by clauses (2) and (3) of Article 166 of the
Constitution of India, the Governor of Kerala hereby makes the following rules further to
amend the Rules of Business of the Government of Kerala, namely:–

RULES
1. Short title and commencement.– (1) These rules may be called the Rules of
Business of the Government of Kerala (2nd Amendment) Rules, 2023.
(2)
They shall come into force at once.
2. Amendment of the Rules.– In the Rules of Business of the Government of
Kerala, in PART II in the FIRST SCHEDULE,–
(1) under the heading “List of Departments”, –
(a) after serial number “1. Agriculture Department.”, the following serial
number and entry shall respectively be inserted, namely:–
“2. Animal Husbandry Department.” ;
(b) the existing serial numbers from 2 to 46 shall be renumbered
consecutively from 3 to 47;
(c) after serial number so renumbered “8. Cultural Affairs Department.”, the
following serial number and entry shall respectively be inserted, namely:–
“9. Dairy Development Department.”;
(d) the existing serial numbers from 9 to 47 shall be renumbered
consecutively from 10 to 48.
(2) under the heading ‘DISTRIBUTION OF BUSINESS AMONG
DEPARTMENTS OF THE SECRETARIAT,’–
(a) under the sub-heading “I. AGRICULTURE DEPARTMENT”, the
existing items D and E and all the entries thereunder shall be omitted and the existing
item “F”, shall be relettered as “D.” ;
(b) after the sub-heading “I. AGRICULTURE DEPARTMENT” and the
entries thereunder, the following sub-heading and entries shall respectively be inserted,
namely:–

“II. ANIMAL HUSBANDRY DEPARTMENT
1.
Administration of Animal Husbandry Department.
2.
Veterinary College and Research Institute.
3.
Veterinary Research Council.
4.
Administration of Kerala Veterinary Practitioners Act.
5.
Veterinary Hospitals and Dispensaries.
6.
Livestock, Poultry, Piggery Development.
7.
Dry stock Farms.
8.
Slaughter of cows.
9.
Society for Prevention of Cruelty to Animals (SPCA).
10. Indo-Swiss Project.”;
(c) the existing serial numbers, prefixing the sub-heading from ‘II to XLVI'
shall be renumbered consecutively from 'III to XLVII’;
(d) after the sub-heading so renumbered “VIII. CULTURAL AFFAIRS
DEPARTMENT” and the entries thereunder, the following sub-heading and entries shall
respectively be inserted, namely:–
“IX. DAIRY DEVELOPMENT DEPARTMENT.
1.
Dairy Development Department.
2.
Fodder Development.
3.
All Programmes of Milk Production and Distribution.
4.
Papers relating to Milk Supply Unions and Primary Co-operative
Societies.
5.
Operation Flood Project.
6.
Kerala Livestock Development and Milk Marketing Board.”;
(e) the existing serial numbers so renumbered as prefixing sub-heading
from ‘IX to XLVII' shall be renumbered consecutively from 'X to XLVIII’;

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general
purport.)
As per G.O.(Ms.)No. 20/2023/AHD dated 17th August, 2023, the subjects
‘Animal Husbandry’ and ‘Dairy Development’ included under Agriculture Department
were separated from the parent department and declared as two independent departments
as Animal Husbandry Department and Dairy Development Department respectively.
Hence, Government have decided to amend the Rules of Business of the Government of
Kerala, in order to include the aforesaid independent departments in the the said rules,
accordingly.
The notification is intended to achieve the above object.a
