NOTIFICATION

In exercise of the powers conferred by Section 45 and 46 of Mental Health Act,

2017 (Central Act No.10 of 2017) read with rule 3 of the Mental Health Care (State Mental

Health Authority) Rules, 2018, issued by the Government of India, the Government of Kerala

have hereby nominate Smt. Rahana V.M., Additional Law Secretary, Law Department,

Dated, Thiruvananthapuram, 18^th December, 2023.

Smt. D. Krishnapriya, Additional Secretary, Finance Department, Shri. Dileep Kumar T.I., Joint

Secretary, Social Justice Department and Smt. Sini Sabu, Joint Secretary, Home Department as

members in the State Mental Health Authority constituted vide G.O.(P) No.87/2019/H&FWD,

dated 16^th July, 2019 and published as S.R.O. No.486/2019 in the Kerala Gazette Extraordinary

No.1651 dated 19^th July, 2019, and consequently make the following amendment to the said

notification, namely:-

AMENDMENT

In the said notification,—

i) for the entries (d) to (g) the following entries shall be substituted,namely: -

"(d) Smt. Rahana V.M., Additional Law Secretary, Law Department, .. Member (ex-officio)

(e) Smt. D. Krishnapriya, Additional Secretary, Finance Department .. Member (ex-officio)

(f) Shri. Dileep Kumar T.I., Joint Secretary, Social Justice Department .. Member (ex-officio)

(g) Smt. Sini Sabu, Joint Secretary, Home Department .. Member (ex-officio)"

Explanatory Note

(This does not form part of the notification, but is intended to indicate its general purport).

Section 45 of the Mental Healthcare Act, 2017 (Central Act No. 10 of 2017) provides that

every State Government shall, within a period of nine months from the date on which the said

Act receives assent of the President, by notification, establish an Authority to be known as the

State Mental Health Authority. The Government of Kerala have established State Mental Health

Authority vide notification issued under G.O.(P) No.87/2019/H&FWD dated 16^th July, 2019 and

published as S.R.O. No. 486/2019 in the Kerala Gazette Extraordinary No.1651 dated 19^th July,

2019, with three members and four officers were nominated as ex-officio members of the said

Authority vide notification issued under G.O.(P) No.6/2020/H&FWD dated 29^th February, 2020

and published as S.R.O. No. 170/2020 in the Kerala Gazette Extraordinary No.761 dated 4^th

March, 2020. Now there are some changes in the official position of the officers nominated as ex

officio members owing to transfer/superannuation. Hence Government have decided to amend

the said notification for effecting the changes.

The notification is intended to achieve the above object.
