The following draft of vesting order and Scheme, which Government of Kerala propose to issue and settle

in exercise of the powers conferred by sub-section (1) of section 4 and sub-section (1) of section 5 of the Charitable

Endowments Act, 1890 (Central Act 6 of 1890), is hereby published as required by rule 3 of the Charitable

Endowments (Kerala) Rules, 1966, for the information of all persons likely to be affected thereby.

Notice is hereby given that the said draft will be taken up for consideration on or after the Sixtieth day from the date

of publication of this notification and that any objection or suggestion which may be received from any person with

respect of the said draft before the expiry of the period specified will be considered by the Government. Objections

and suggestions shall be addressed to the Principal Secretary to the Government of Kerala, Higher Education

Department, Government Secretariat, Thiruvananthapuram – 1

Draft Vesting Order

In exercise of the powers conferred by sub-section (1) of section 4 of the Charitable Endowments Act, 1890

(Central Act 6 of 1890), the Government of Kerala hereby order that the property specified in column (2) of the

Schedule appended belonging to the Endowment mentioned in column (1) thereof shall be vested with the Treasurer

of Charitable Endowments, Kerala and under subsections (1) and (3) of section 5 of the said Act, the Government of

Kerala hereby settle the following scheme for the administration of the said property and appoint the date of

publication of the final notification to be the date on which the said scheme shall come into operation, namely:-

Draft Scheme

The Endowment shall be called “A.O. Raphael Memmorial Scholarship.”

The corpus of the Endowment shall consists of Rs.6,00,000/- (Six Lakh Rupees only) and shall be invested

with the Treasurer of Charitable Endowments, Kerala.

The corpus of the Endowments shall be invested in any Long term securities of the Government of India or

the Government of Kerala or in any of the Securities approved by the Government.

The Principal, Government College,Tripunithura shall be administrator of the Fund.

The annual interest accruing on the Fund shall be utilized during the succeeding year for awarding a prize

to Post Graduation 1^st year, during the previous year.

The scholarship is strictly meant for the First year Post Graduation students of the Government College,

Tripunithura.

Only those students with 75 percent or above attendance can avail this scholarship.

Students whoever secured 55% marks or above or equivalent grade in the first and second Semester

examination will be considered for the Scholarship.

The scholarship will be provided only to those students from BPL category or students whose annual

income of the family from all sources does not exceed Two Lakh.

10. Those who avail any scholarship other than E-grants will not be considered for the scholarship.

11. Maximum limit of the Scholarship amount per student is Rs.8000/-

12. Those who avail this Scholarship must complete the entire PG course.

13. Endowment committee has the right to modify and make any change in the guidelines as per the

implementation of four year UG courses.

14. The prize shall be awarded on the suitable occasion in the academic year itself as decided by the

Administrator, and thereafter, the fact of such award with relevant details shall be intimated to the Donor of

the Endowment (or the representative) and also published in the Notice Board of the Government College,

Tripunithura for information of the Public.

15. In any year more than one Student found eligible for the Prize by securing the same marks or (eligible

criteria), then the Amount shall be equally divided among them.

16. Requisition for payment of the Annual Interest shall be sent by the Administrator at any time, not later than

three months prior to the date fixed for the Award of the Prize, and the Treasurer of Charitable Endowments

shall thereupon arrange to place the annual interest to the disposal of the Administrator.

17. If any year, the interest is not utilized as provided in clause 5 to 13above, or if the prize not awarded owing

the some reason or if any surplus is left after awarding the prize, such amount shall be added on to Corpus

of the fund by the Treasurer of Charitable endowments, unless its payment is allowed by the Treasurer in

exceptional cases on the specific recommendation of the controlling authority specified in clause 18 below.

18. If any doubt or dispute arises regarding the meaning or interpretation of the scheme it shall be referred to

the Director of Collegiate Education, Thiruvananthapuram.
