NOTIFICATION

In exercise of the powers conferred by section 6 of the Delhi Special Police

Establishment Act,1946 (Central Act 25 of 1946) read with section 30 of The Banning of

Unregulated Deposit Schemes Act 2019(Act No. 21 of 2019), the Government of Kerala

hereby accord consent to the members of the Delhi Special Police Establishment to

exercise powers and jurisdiction in the whole of the State of Kerala for investigation into

the offences involved in Crime No. 27/2024 of Sholayur Police Station as well as all

other connected cases registered or to be registered until the Central Bureau of

Investigation takes over these cases, in connection with the unregulated deposit taking

conducted by My V3 Ads Media Private Limited from various persons, punishable under

the provisions of the Indian Penal Code, 1860 (Central Act 45 of 1860), and the Banning

of Unregulated Deposit Schemes Act, 2019 (Act 21 of 2019) and any other offences

committed in the course of the same transaction or arising out of the same facts, in regard

to these cases within the State of Kerala.

Explanatory Note

(This does not form part of the notification, but is intended to indicate its general

purport.)

The investigation of case filed against My V3 Ads Media Private Limited

conducted so far revealed that the accused firm has 17 Franchises, and its business chain

is spread across the States of Kerala, Tamil Nadu, Karnataka and Andhra Pradesh and the

head office of the firm is located at Chennai in Tamil Nadu and is having inter- state

ramifications and also the accused firm had made strong impact on the investors and

collected huge funds from the poor people of Attappadi. The case deserves an appropriate

investigation by a central investigation agency. In the light of section 30 of Banning of

Unregulated Deposit Schemes Act, 2019 (Central Act 21 of 2019), the Government of

Kerala have therefore decided to refer the investigation of offences involved in various

crimes registered under the provisions of the Banning of Unregulated Deposit Schemes

Act, 2019 (Central Act 21 of 2019) and other Acts against My V3 Ads Media Private

Limited to the Central Bureau of Investigation. For the said purpose, consent of the State

Government under section 6 of Delhi Special Police Establishment Act, 1946 (Central

Act 25 of 1946) is necessary. Government have therefore decided to accord consent under

section 6 of the said Act.

The notification is intended to achieve the above object.
