GOVERNMENT OF KERALA
NOTIFICATION
In exercise of the powers conferred by 2nd proviso to subsection 7 of section 19 of the Right to
Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013
(Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the
declaration as per sub-section 1 of section 19 to theNotification issued under sub-section (1) of section
11 as per G.O.(P) No. 65/2021/RD dated 14th June 2021 and published in the Extra Ordinary Gazette
No. 1775 dated 15th June 2021, namely :-

Extension
Notification No. G.O.(P) No. 65/2021/RD dated 14th June 2021 and published in the Extra
Ordinary Gazette No. 1775 dated 15th June 2021 has been issued in accordance with the provisions of
subsection (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of 204.8739 Hectares of land
in Mokeri, Cheruvancheri & Puthur Villages of Kannur district for setting up of Industrial Park by
KINFRA.
AND WHEREAS, the District Collector, Kannur has reported that as per Section 19(7) of LARR
Act, 2013 mentions that the 19(1) Declaration has to be published within 12 months from the date of
issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued as per
G.O.(P) No.65/2021/RD dated 14th June 2021 and published in the Extra Ordinary Gazette No. 1775
dated 15th June 2021 and extended as per G.O(P) No.204/2022/RD dated 14th July, 2022 and
published in the Extra Ordinary Gazette No 2399 dated 19th July, 2022 , G.O(P) No. 33/2023/RD dated
06th February, 2023 and published in the Extra Ordinary Gazette No. 430 dated 06th February, 2023 &
G.O.(P) No.213/2023/RD dated 02.09.2023 and published in the Extra Ordinary Gazette No.2866
dated 04th September 2023 expired on 14/06/2024 and therefore requested to extend the time limit for
publishing the 19(1) Declaration.
NOW THEREFORE, sanction is accorded to extend the time limit in publishing the Declaration
for a further period of twelve months from the date of expiry of the 11(1) notification i.e., 14/06/2024 by
invoking the provisions contained in 2nd proviso to Section 19(7) of the LARR Act, 2013 with regard to
the acquisition of 204.8739 Hectares of land in Mokeri, Cheruvancheri & Puthur Villages of Kannur
district for setting up of Industrial Park by KINFRA, on the condition that if the 19(1) declaration is not
issued within the extended period then fresh acquisition proceedings needs to be initiated.
