Kerala hereby rename all existing Traffic Police Stations and Traffic Units as “Traffic
Enforcement Units (TEUs)” and declare that each of the building specified in column (2) of the
Schedule below where the corresponding Traffic Enforcement Unit as renamed in column (3) is
functioning, shall be a Police Station, with jurisdiction to deal with the registration and
investigation of suo motu cases under sections 184 and 185 of the Motor Vehicles Act, 1988
(Central Act 59 of 1988) and sections 281 and 285 of the Bharatiya Nyaya Sanhita, 2023 (45 of
2023) (erstwhile sections 279 and 283 of the Indian Penal Code, 1860) , detection of petty
cases under the Motor Vehicles Act, 1988 (Central Act 59 of 1988) compounding fines, issuing
charge sheets in petty cases etc. within the local areas specified in column (6), with effect from
1st September, 2018, namely:-

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general
purport.)
As per G. O. (Ms.) No. 116/2018/Home dated 14th July 2018, Government had
accorded sanction for transferring the investigation of traffic accident cases from Traffic Police
Stations to local Police Stations and renaming the existing Traffic Police Stations and Traffic
Units as ‘Traffic Enforcement Units’ (TEUs). Detailed instructions regarding the
implementation of the new system were issued by the State Police Chief vide Police Head
Quarters Circular No. 21/2018 and Circular No. 15/2019. As per the same, Traffic Enforcement
Units shall register and investigate suo-motu cases only (Sections 184 and 185 Motor Vehicle
Act, 1988 cases, sections 281 and 285 of the Bharatiya Nyaya Sanhita, 2023 (erstwhile
sections 279 and 283 of the Indian Penal Code, 1860)) and also entrusted with the powers to
detect Motor Vehicle petty cases, compound fines, issuing charge sheets in petty cases etc.

Accordingly, Government have decided to declare Traffic Enforcement Units as Police Stations
and to define their powers and local area of jurisdiction.
The notification is intended to achieve the above object.
