publishing the Notification as per sub-section (1) of Section 11 of LARR Act, 2013, from the
date of appraisal of the Social Impact Assessment report by the Expert Group namely:-
Extension
As per G.O(P) No.64/2023/RD dated 24th February 2023 and published in the Extra
Ordinary Gazette No. 675 dated 25th February 2023, the notification in accordance with the
provisions as per section (1) of section 4 of the Right to Fair Compensation and Transparency
in land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013) with
regard to the acquisition of 2 Hectares of land in Manjalloor Village of Ernakulam district for
the Improvements to Nellapara - Madakkathanam road 3rd reach (Angamvetty to
Madakkathan) has been issued.
AND WHEREAS, the District Collector, Ernakulam has informed that as per section 14
of LARR Act, 2013 where a preliminary notification under sub-section (1) of section 11 is not
issued within twelve months from the date of appraisal of the Social Impact Assessment
report submitted by the Expert Group under section 7, then, such report shall be deemed to
have lapsed and a fresh Social Impact Assessment shall be required to be undertaken prior to
acquisition proceedings under section 11. The date of appraisal of the Social Impact
Assessment report by the Expert Group under section 7 was submitted on 15/09/2023 and
the Notification under sub-section (1) of section 11 needs to be issued on or before
15/09/2024.
AND WHEREAS, the District Collector, Ernakulam has informed that as per 1st proviso
to section 14 of LARR Act, 2013, Government have the power to extend the period of twelve
months, if in its opinion circumstances exist justifying the same and therefore requested to
extend the time limit in publishing the Notification as per sub-section (1) of Section 11 of
LARR Act, 2013 from the date of expiry.
NOW THEREFORE, sanction is accorded to extend the time limit for a further period of
6 months from the date of expiry ie, 15/09/2024 in publishing the Notification under sub-
section (1) of section 11 by invoking the provisions contained in 1st proviso to section 14 of
LARR Act, 2013 with regard to the acquisition of 2 Hectares of land in Manjalloor Village of
Ernakulam district for the Improvements to Nellapara - Madakkathanam road 3rd reach
(Angamvetty to Madakkathan).

in land Acquisition, Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013) with
regard to the acquisition of 2 Hectares of land in Manjalloor Village of Ernakulam district for
the Improvements to Nellapara - Madakkathanam road 3rd reach (Angamvetty to
Madakkathan) has been issued. As per section 14 of LARR Act, 2013 where a preliminary
notification under sub-section (1) of section 11 is not issued within twelve months from the
date of appraisal of the Social Impact Assessment report submitted by the Expert Group
under section 7, then, such report shall be deemed to have lapsed and a fresh Social Impact

11. The date of appraisal of the Social Impact Assessment report by the Expert Group under
section 7 was submitted on 15/09/2023 and the Notification as per sub-section (1) of section
11 needs to be issued on or before 15/09/2024. 1st proviso to section 14 of LARR Act, 2013
specifies that Govt. shall have the power to extend the period of twelve months, if in its
opinion circumstances exist justifying the same and hereby extend the time limit for publishing
the Notification under sub-section (1) of section 11.
The notification is intended to achieve the above object.
