GOVERNMENT OF KERALA
NOTIFICATION
In exercise of of the powers conferred by sub-section (1) of section 2 of the Kerala Public
Services Act, 1968 (19 of 1968) read with section 129 of the Kerala Police Act, 2011
(8 of 2011), the Government of Kerala hereby make the following rules further to amend the
Kerala Police Service Special Rules, 1966, issued under G.O. (Ms.) No. 246/PD dated the 14th
June, 1966 and published in the Kerala Gazette No. 26 dated the 28th June, 1966, namely:–

RULES
1. Short title and commencement.–(1) These Rules may be called the Kerala Police
Service (Amendment) Special Rules, 2025.
(2) They shall come into force at once.
2. Amendment of the rules.–In the Kerala Police Service Special Rules,1966,–
(1) in rule 2, under the heading Branch III–Miscellaneous (Technical),–in column (2),–
(a) against Category 5 ‘Tester Inspectors’,–
(i) for the words “By Transfer” the words “By Promotion” shall be substituted;
(ii)...for the words “Finger Print Experts in the Kerala General Subordinate;
Service” the words “Finger Print Expert” shall be substituted;
(b) against Category 8–“Finger Print Expert”, for the words “By Promotion” the
words “By Transfer” shall be substituted.
‘(2)’ for rule 4, the following rule shall be substituted, namely:–
“4. Appointing Authority.–The appointing authority for the Category 2 of
Branch I, Categories 2, 4 and 5 of Branch II and Categories 2, 3, 4, 6, 7 and 8 of Branch III
shall be the Inspector General of Police concerned. The appointing authority for Category 5
of Branch III shall be the State Police Chief.”

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.)
As per the G. O. (P) No. 58/2019/Home dated 31st December, 2019 and published as
S. R. O. No. 1028/2019 in the Kerala Gazette Extraordinary No. 3267 dated 31st December,
2019 the Kerala Police Service Special Rules, 1966 was amended to include the post of Finger
Print Expert in the Kerala Police Service. In the said amendment rules, the method of

appointment to the post was mentioned as “By promotion from the Category of Finger Print
Searchers in the Kerala General Subordinate Service”. The method cannot be resorted to,
since both the posts belong to different services. Hence Government have decided to
modify the method of appointment as “By transfer” appointment from the Kerala General
Subordinate Service. It is also found that since the post of Finger Print Expert is included in
the Kerala Police Service, the method of appointment to the post of Tester Inspector in the
Kerala Police Service needs to be modified as “By promotion” instead of “By transfer”
from the category of Finger Print Expert in the Kerala Police Service. Accordingly, the
Government have decided to amend the Kerala Police Service Special Rules, 1966.
The notification is intended to achieve the above object.
