NOTIFICATION
In exercise of the powers conferred by 1st proviso to section 14 of the Right to Fair
Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013
(Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the
Notification as per sub-section (1) of Section 11 of LARR Act, 2013, from the date of appraisal of the
Social Impact Assessment report by the Expert Group namely :-

Extension
Proceedings No.K6-48847/2022 dated 21st March 2024 and published in the Extra Ordinary
Gazette No.1126 dated 25th March 2024 has been issued in accordance with the provisions as per sub
section (1) of section 4 of the Right to Fair Compensation and Transparency in land Acquisition,
Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013) with regard to the acquisition of
82.9 Ares of land in Vizhinjam Village of Thiruvananthapuram District for rail connectivity between
Vizhinjam International Seaport to Balaramapuram Railway station.
AND WHEREAS, the District Collector, Thiruvananthapuram has informed that as per section
14 of LARR Act, 2013 where a preliminary notification under sub-section (1) of section 11 is not issued
within twelve months from the date of appraisal of the Social Impact Assessment report submitted by
the Expert Group under section 7, then, such report shall be deemed to have lapsed and a fresh
Social Impact Assessment shall be required to be undertaken prior to acquisition proceedings under
section 11. The date of appraisal of the Social Impact Assessment report by the Expert Group under
section 7 was submitted on 17-12-2024 and the Notification under sub-section (1) of section 11 needs
to be issued on or before 16-12-2025.
AND WHEREAS, the District Collector, Thiruvananthapuram has requested to extend the time
limit in publishing the Notification as per sub-section (1) of Section 11 of LARR Act, 2013 from the date
of appraisal of the Social Impact Assessment report by the Expert Group.
NOW THEREFORE, sanction is accorded to extend the time limit for a further period of six
months from 17-12-2025 in publishing the Notification under subsection (1) of section 11 by invoking
the provisions contained in 1st proviso to section 14 of LARR Act, 2013 with regard to the acquisition
of 82.9 Ares of land in Vizhinjam Village of Thiruvananthapuram District for rail connectivity between
Vizhinjam International Seaport to Balaramapuram Railway station.

in Vizhinjam Village of Thiruvananthapuram District for rail connectivity between Vizhinjam
International Seaport to Balaramapuram Railway station. As per section 14 of LARR Act, 2013 where
a preliminary notification under subsection (1) of section 11 is not issued within twelve months from
the date of appraisal of the Social Impact Assessment report submitted by the Expert Group under
section 7, then, such report shall be deemed to have lapsed and a fresh Social Impact Assessment
shall be required to be undertaken prior to acquisition proceedings under section 11. The date of
appraisal of the Social Impact Assessment report by the Expert Group under section 7 expired on
16-12-2025 and therefore extend the time limit for publishing the Notification under sub-section (1) of
section 11.
The notification is intended to achieve the above object.
