It is hereby notified for the information of the public that the right of felling,
collection and removal of standing trees (Softwood and pulpwood) adjacent to solar fencing at
Ayanicha,Kottappara,,Koovakkandam areas under Mekkappala Forest Station in Kodanad
Range in this Division as specified in the schedule appended below will be sold in E-Auction
through M.S.T.C, subject to the terms and conditions of sale of Timber in Government Timber
Depots published in Government Gazette No.49 Vol.II dated.10.12.2013 and vide Notification
No. Pro(4)29243/13 dated 17/10/2014 of the Additional Principal Chief Conservator of Forests
(P), Thiruvananthapuram and as per general conditions of the sale of tree growth prevailing in

Date of e-auction: 08.01.2026. If the auction cannot be conducted on the proposed
date, it will be conducted on 15.01.2026 or 22.01.2026.
Sale Conditions
1. Intending Tenderers/Bidders should deposit an Earnest Money Deposit of Rs.25,000/-
(Rupees Twenty five Thousand only) through online / Demand Draft drawn in favour of
The Divisional Forest Officer, Malayattoor from any Nationalized Bank for participating in
the e-auction.
2. The successful Tenderers / Bidders should remit 35% of the bid value, after adjusting EMD
already remitted shall be paid through e-treasury system within 7 working days of issuance
of acceptance letter. If the successful bidder fails to remit this amount within the prescribed
time, the EMD will be forfeited to Government and the lots will be re-auctioned at his risk
and loss.
3. The successful Tenderers/Bidders have to pay balance value along with GST (as per Rule),
FDT, Income Tax and other taxes if any at the rate prevailing from time to time within 15
days of issuance of acceptance letter.
4. The e-auction will be on lump-sum basis for the right of felling, collection and removal of
entire marked and enumerated softwood tree species only from the above area mentioned in
the schedule hereto the area of which has been surveyed and demarcated on the ground.

5. Intending tenderers/bidders may inspect the trees themselves of the quality and quantity of
the produce before participating in the auction. Complaints if any, regarding the quality and
quantity etc. received after the e-auction will not be entertained.
6. If the value fetched in the resale/re-e-auction is less than that obtained in the original e-
auction, the difference between them together with all incidental expenditure to fixing up
of the resale including notification charges as assessed by the Divisional Forest Officer
concerned will be recovered from the defaulting Tenderers/Bidders through legal means
including Revenue Recovery Act in force.
7. The participating Tenderers/Bidders only have the rights for the felling, collection and
removal of marked and enumerated standing softwood trees and they have no right for
felling, collection and removal of unmarked softwood trees as well as Hardwood trees like
Teak, Rosewood, Sandal, Irul etc, if any.
8. The confirmation of the e-auction sale will ordinarily be communicated to the party
concerned as early as possible. Within 15 days from the date of issue of acceptance letter,
the successful tenderers/Bidders should execute an agreement on a stamp paper worth
rupees equal to an amount, 0.1% of the total Sale value, after remitting balance value along
with applicable Forest Development Tax, GST (as per Rule) and Income Tax at the rate in
force and security deposit of 05% for the total sale value. In case of failure to remit the
amount within 15 days extension shall be granted by the Range Forest Officer for 15 days
subject to the realization of 24% penal interest plus 2.5% surcharge on the interest. After
these, further extension will not be allowed at any cost.
9. The period of contract will be 40 days (Forty days) from the date of execution of
Agreement. No extension of the period of contract shall normally be granted on any
ground. Under very special circumstances, for good and sufficient reasons, the Divisional
Forest Officer may take necessary decisions for grant extension of time.
10. The license for the removal of timber and firewood collected from the coupe should be
issued only on the basis of the prevailing norms.
11. The contractor or his agent shall enter into the coupe only after getting the written
permission from the Divisional Forest Officer, Malayattoor or Range Forest Officer,
Kodanad.
12. The contractor shall at all time during the currency of the contract, keep the boundaries
cleared to a width of 2 meters and keep the cairns intact.
13. The contractor will be liable for any damage or loss caused to other trees in the nearby
plantations, if any or in the reserve.

14. The Divisional Forest Officer will give permission to keep the timber and other produce
outside the coupe, if requested by the contractor at his own risk. But, if the collected
timber/firewood are not removed within the agreement period due to unforeseen situation
or climate, a ground rent @Rs.200/- per hectare will be recovered from the tenderer/bidder
concerned.
15. The tenderer/bidder will be liable for all the illegal activities occurred within 0.4 km
perimeter of the above mentioned area. Any such activities noticed should be reported to
the forest officials by the contractor, otherwise the contract will be cancelled.
16. The security deposit will be refunded only after the successful completion of the
Agreement conditions after producing the clearance certificates of Sales Tax, Income Tax,
Agricultural Income Tax etc... If there is any liabilities outstanding in this respect to the
government, that will be adjusted from the security deposit of the contractor.
17. All common conditions regarding sale coupes are also applicable to this e-auction. Further
details can be had from the office of the undersigned or from the office of the Range Forest
Officer, Kodanad on all working days.
