NOTIFICATION

As per Order No. 32903/G1/2008/H&FWD dated 8-7-2009 and section 60(1) of the

Kerala Public Health Act, 2023, published in the Kerala Gazette No. 354/Leg.H1/2021/Law

dated 28th November, 2023, the Government may, by notification, or any authority generally

or specially authorized by the Government, declare any area of the State as a festival area for

a specified period and make necessary arrangements and impose restrictions with regard to

public health.

In exercise of the powers thus conferred upon me, in pursuance to section 60(1) of the

Kerala Public Health Act, 2023, I hereby declare that the area specified in the schedule below

shall, be a notified festival centre for a period of 3 days commencing on 30-12-2025 and

ending on 1-1-2026 in connection with the Annual Festival of 93rd Sivagiri Pilgrimage

Celebration of Sivagiri Mutt, Varkala, Thiruvananthapuram and define the said area for the

purpose aforesaid be the sites for the said festival on condition that the Mutt authorities

mentioned in the Annexure, are liable to comply the orders of Honorable Supreme Court and

the Order of District Collector’s No. S9-54315/14 dated 1-11-2014 regarding the noise

pollution and ensure that all the sound amplifying equipments shall be hired from only those

mike operators who have registered with the District Administration.

Area within Varkala Municipality, Elakamon Grama Panchayat, Edava Grama Panchayat,

Vettoor Grama Panchayat and Chemaruthy Grama Panchayat.
