NOTIFICATION

In exercise of the powers conferred by 2^nd proviso of subsection 7 of section 19 of the Right to

Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013

(Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the

declaration as per sub-section 1 of section 19 to the Notification issued under subsection (1) of section

11 as per G.O.(P)No.168/2023/RD dated 10^th July 2023 and published in the Extra Ordinary Gazette

No.2282 dated 11^th July 2023, namely :-

AND WHEREAS, the District Collector, Thiruvananthapuram has reported that as per Section

19(7) of LARR Act, 2013 mentions that the 19(1) Declaration has to be published within 12 months

from the date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification

issued as per G.O.(P)No.168/2023/RD dated 10^th July 2023 and published in the Extra Ordinary

Gazette No.2282 dated 11^th July 2023 and extended as per G.O.(P)No.183/2024/RD dated 14^th

August 2024 and published in the Extra Ordinary Gazette No.2671 dated 17^th August 2024, G.O.(P)

No.23/2025/RD dated 10^th January 2025 and published in the Extra Ordinary Gazette No.247 dated

25th January 2025 and G.O.(P) No.286/2025/RD dated 1^st August 2025 and published in the Extra

Ordinary Gazette No.2861 dated 4^th August 2025 expires on 10/01/2026 and therefore requested to

extend the time limit for publishing the 19(1) Declaration.

NOW THEREFORE, sanction is accorded to extend the time limit in publishing the declaration

for a further period of six months from 11/01/2026 by invoking the provisions contained in 2 ^nd proviso

to Section 19(7) of the LARR Act, 2013 with regard to the acquisition of land in Pallichal and

Balaramapuram villages of Thiruvananthapuram district for the construction of rail connectivity from

Vizhinjam International Seaport to Balaramapuram Railway Station.

Explanatory Note

G.O.(P)No.168/2023/RD dated 10th July 2023 and published in the Extra Ordinary Gazette No.

2282 dated 11^th July 2023 has been issued in accordance with the provisions of sub-section (1) of

section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and

Resettlement Act, 2013 with regard to the acquisition of land in Pallichal and Balaramapuram villages

of Thiruvananthapuram district for the construction of rail connectivity from Vizhinjam International

Seaport to Balaramapuram Railway Station. As per Section 19(7) of LARR Act, 2013 mentions that the

19(1) Declaration has to be published within 12 months from the date of issuance of 11(1) Notification

(Preliminary notification) and that the 11(1) Notification issued as per G.O.(P)No.168/2023/RD dated

the Extra Ordinary Gazette No.247 dated 25^th January 2025 and G.O.(P) No.286/2025/RD dated 1^st

August 2025 and published in the Extra Ordinary Gazette No.2861 dated 4^th August 2025 expires on

10/01/2026 and hereby extend the time limit for publishing the 19(1) Declaration.

The notification is intended to achieve the above object.
