NOTIFICATION
In exercise of the powers conferred by 2nd proviso to sub-section (7) of section 19 of the Right
to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act,
2013 (Central Act 30 of 2013), the Government of Kerala hereby extend the time limit in publishing the
declaration as per sub-section (1) of section 19 to the Notification issued under sub-section (1) of
section 11 as per G.O.(P) No.384/2025/RD dated 26th September 2025 and published in the
Extraordinary Gazette No.3445 dated 27th September 2025, namely:-

Extension
G.O.(P) No.384/2025/RD dated 26th September 2025 and published in the Extraordinary
Gazette No.3445 dated 27th September 2025 has been issued in accordance with the provisions of sub-
section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of 9.77 Hectares of land in
various villages of Kannur district for the purpose of improvement and development of NH 66 (from
Manna junction to New NH Bypass road).
AND WHEREAS, the District Collector, Kannur has reported that as per Section 19(7) of
LARR Act, 2013 mentions that the 19(1) Declaration has to be published within 12 months from the
date of issuance of 11(1) Notification (preliminary notification) and that the 11(1) Notification issued
as per G.O.(P) No.384/2025/RD dated 26th September 2025 and published in the Extraordinary Gazette
No.3445 dated 27th September 2025 expires on 26-09-2026 and therefore requested to extend the time
limit for publishing the 19(1) Declaration.
NOW, THEREFORE, sanction is accorded to extend the time limit in publishing the
Declaration for a further period of six months from the date of expiry of the 11(1) notification ie,
26-09-2026 by invoking the provisions contained in 2nd proviso to Section 19(7) of the LARR Act,
2013 with regard to the acquisition of 9.77 Hectares of land in various villages of Kannur district for
the purpose of improvement and development of NH 66 (from Manna junction to New NH Bypass
road).

Explanatory Note
(This does not form part of the notification, but is intended to indicate its general purport.)
G.O.(P) No.384/2025/RD dated 26th September 2025 and published in the Extraordinary
Gazette No.3445 dated 27th September 2025 has been issued in accordance with the provisions of sub-
section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement Act, 2013 with regard to the acquisition of 9.77 Hectares of land in
various villages of Kannur district for the purpose of improvement and development of NH 66 (from
Manna junction to New NH Bypass road). As per Section 19(7) of LARR Act, 2013, the 19(1)
Declaration has to be published within 12 months from the date of issuance of 11(1) Notification
(preliminary notification) and that the 11(1) Notification issued as per G.O.(P) No.384/2025/RD dated
26th September 2025 and published in the Extraordinary Gazette No.3445 dated 27th September 2025
expires on 26-09-2026 and therefore extend the time limit for publishing the 19(1) Declaration.
The notification is intended to achieve the above object.
