WHEREAS, under the provisions of subsection (3) of section 32 of the

Kerala Cooperative Societies Act, 1969 (21 of 1969), the Joint Registrar of Co

operative Societies (General) had issued orders superseding the managing

committee of the Thumboor Service Cooperative Bank, Ltd No. 359 in Thrissur

District and appointed an administrator to manage the affairs of the said Bank

under subsection (1) of the said section;

AND WHEREAS, under subsection (1) of section 32 of the said Act, the

term of an administrator or administrative committee appointed to manage the

affairs of a society shall not exceed six months in the aggregate provided that in

the case of a Cooperative society, carrying on the business of banking,

appointment of administrator or administrative committee shall not exceed one

year in the aggregate;

AND WHEREAS, the term of one year of the administrator/administrative

committee appointed under subsection (1) of section 32 of the said Act, to

manage the affairs of the Thumboor Service Cooperative Bank Ltd No. 359 in

Thrissur District expired on 05^th June 2020;

AND WHEREAS, the term of the administrative committee of the said Bank

extended further for a period of one year from 06^th June, 2020 to 05^th June, 2021

in pursuance of the notification issued under GO(P) No.46/2021/Coop dated

18^th February, 2021 and published as S.R.O.No.243/2021 in the Kerala Gazette

Extraordinary No.953 dated 25^th February, 2021 and there after the term of the

administrative committee of the said Bank extended further, for a period of 4

years from 06^th June, 2021 to 05^th June, 2025 in pursuance of the notification

issued under GO(P) No.185/2024/Coop dated 23^rd September, 2024 and

published as S.R.O. No. 872/2024 in the Kerala Gazette Extraordinary No.3069

dated 28^th September, 2024 and there after the term of the administrative

committee of the said Bank extended further for a period of one year from 06^th

June, 2025 to 05^th June, 2026 in pursuance of the notification issued under

GO(P) No.163/2025/Coop dated 19^th November, 2025 and published as S.R.O.

No. 1323/2025 in the Kerala Gazette Extraordinary No.4111 dated 25^th

November, 2025 and the period so extended also expired on 05^thJune,2026;

AND WHEREAS, the Registrar of Cooperative Societies has reported that

the election to the Board of Directors of the said Bank could not be conducted

within the extended period and has requested to extend the term of the

administrative committee for a further period one year from 06^th June, 2026 to

05^th June, 2027 or till a newly elected committee enters upon office whichever is

earlier to avoid administrative vacuum in the said Bank ;

AND WHEREAS, the Government have considered the matter in detail and

are satisfied that it is necessary, to extend the period of administrative

Committee for monitoring the day to day activities of the bank as part of public

interest, to direct that the provisions of subsection (1) of section 32 of the said

Act shall apply to Thumboor Service Cooperative Bank, Ltd No. 359 in Thrissur

District with certain modifications and to permit the Registrar of Cooperative

Societies to extend the term of the administrative committee appointed to

manage the affairs of the said Bank for a further period of one year from 06^th

June, 2026 to 05^th June, 2027 or till a newly elected committee enters upon

office whichever is earlier;

NOW,THEREFORE, in exercise of the powers conferred by section 101 of

the Kerala Cooperative Societies Act, 1969 (21 of 1969), the Government of

Kerala hereby direct that the provisions of subsection (1) of section 32 of the

said Act shall apply to the Thumboor Service Cooperative Bank, Ltd No. 359 in

Thrissur District with the modification of substituting the words “seven years” for

the words “one year” for the purpose of enabling the Registrar of Cooperative

Societies to extend the term of the administrative committee appointed to

manage the affairs of the said Bank for a further period of one year from 06^th

June, 2026 to 05^th June, 2027 or till a newly elected committee enters upon

office, whichever is earlier to avoid administrative vacuum in the said Bank.

Explanatory Note

purport.)

The term of the administrative committee appointed under subsection (1)

of section 32 of the Kerala Cooperative Societies Act,1969 (21 of 1969), to

manage the affairs of the Thumboor Service Cooperative Bank, Ltd No. 359 in

Thrissur District expired on 06^th June, 2020. And the term of the administrative

committee of the said Bank extended further, for a period of one year from 06^th

June, 2020 to 05^th June, 2021 in pursuance of the notification issued under

GO(P) No.46/2021/Coop dated 18^th February, 2021 and published as

S.R.O.No.243/2021 in the Kerala Gazette Extraordinary No.953 dated 25^th

February, 2021 and further extended for a period of four years from 06^th June,

2021 to 05^th June, 2025 in pursuance of the notification issued under GO(P)

No.185/2024/Coop dated 23^rd September, 2024 and published as S. R. O. No.

872/2024 in the Kerala Gazette Extraordinary No.3069 dated 28^th September,

2024 and further extended for a period of one year from 06^th June, 2025 to 05^th

June, 2026 in pursuance of the notification issued under GO(P)

No.163/2025/Coop dated 19^th November, 2025 and published as S.R.O.No.

1323/2025 in the Kerala Gazette Extraordinary No.4111 dated 25^th November,

2025 and the period so extended also expired on 05^th June,2026. The Registrar

of Cooperative Societies has reported that the election to the Board of Directors

of the said Bank could not be conducted within the extended period due to

pendency of cases regarding election of the said society and has requested to

extend the term of the administrative committee for a further period of one year

from 06^th June, 2026 to 05^th June, 2027. Hence Government have considered the

mater in detail and are satisfied that it is necessary, in public interest, to direct

that the provisions of subsection (1) of section 32 of the said Act shall apply to

the said Bank with certain modifications and to permit the Registrar of Co

operative Societies to extend the term of the administrative committee appointed

to manage the affairs of the said Bank for a further period of one year from 06 ^th

June, 2026 to 05^th June, 2027 or till a newly elected committee enters upon

office whichever is earlier to avoid administrative vacuum.
