ഏഷതങ്കിലും ബിഡർ നിരതപ്ദവയ ഇളവ് ആവശ്യഷപ്പടാൽ ആ ദർഘാസ് അസാധുവായി

കണക്കാക്കുകയും അത്തരം ബിഡുകൾ നിരസിക്കുകയും ഷചേും.

3. 70% ബിൽ തുക സാധനങ്ങൾ തൃപ്തികരമായ രീതിയിൽ ലഭിച്ച ഖശ്െം നൽകുന്നതും

ഖശ്െിക്കുന്ന 30% തുക ജില്ലാ ആ ീസുകളിൽ നിന്നും ഗുണനിലവാര റിഖപ്പാർട് ലഭിച്ച ഖശ്െവും

നൽകുന്നതായിരിക്കും.

4. ദർഘാസുകൾ ഓൺപലൻ സംവിധാനം വഴി മാപ്തഖമ സമർപ്പിക്കാവൂ. മറ്റ് തരത്തിലുള്ള

ദർഘാസുകൾ സവീകരിക്കുന്നതല്ല.

5. ` 200–ഷെ ഖകരളം മുപ്ദപപ്തത്തിൽ തോറാക്കി ഒപ്പിട പ്പിലിമിനറി എപ്ഗിഷമെ്റ് ഒഴിഷക മറ്റ്

All tender documents are to be submitted online through and in the designated online

cover(s)/envelope(s) on the e-tender website and tenders submitted manually or through post will not be

entertained. Late tenders will not be accepted.

The Financial bid should contain the following document

Total Cost of 7146 m of 140 mm 6 Kg/cm2 PVC pipe as per IS 4985 inclusive of GST, transportation

cost and loading/unloading charges for the supply to the office of the Asst. Exe. Engineer, Central Workshop

& Stores, Kureepuzha, Kollam in BOQ.

GENERAL CONDITIONS

1. The financial bids of technically qualified bidders will be opened. Financial evaluation of the bids will

be carried out based on the rate quoted in BOQ.

2. As per Kerala Store Purchase Manual Para 8.27 [Amended by G.O.(P) No.10/2023/SPD EMD exemption]

is strictly restricted to MSME units working within the State of Kerala. Any out of State bidder, the

claimed EMD exemption will be treated as invalid and the bids will be rejected.

3. 70% of the payment will be effected after receiving the item in good condition and the balance 30% will

be paid after getting satisfactory performance report from the District Officers.

4. The hard copy of the tender documents will not be accepted except the agreement in Kerala Stamp Paper

worth ` 200.

5. All Government rules prevailing will be applicable to the tender. Director of Ground Water Department,

Thiruvananthapuram, Kerala reserves the right to cancel, accept or reject all or any tender at his sole

discretion without assigning any reason. For legal purposes, the cause of action will be deemed to have

arisen in Thiruvananthapuram, Kerala State, India.

5. Allowed delivery time is 21 days from the date of supply order.

6. The Bids without sufficient details may be rejected.

7. The Bids without required EMD and preliminary agreement prepared in Kerala Stamp

Paper worth ` 220 will not be considered.

8. The claims for waiving tender cost and EMD shall be supported by valid

certificate/proof.

9. The item form the successful tenderer will be accepted only after satisfactory supply

installation and running.

10. All the terms and condition of the bidder shall be specifically mentioned in the bid.

11. Payment of the cost of the items to the supplier will be released only after satisfactory

supply/installation/demonstration etc. No advanced payment or payment against

. All Tenders/bids shall be accepted only through online mode and no manual submission of

the same shall be entertained.

. The tenders/bids shall be opened online at the O/o the Controller of Stationery,

Thiruvananthapuram on the prescribed date and time.

. Tenders/bids must be quoted in English language only.

. The rate quoted should be valid for a period of 90 days. The rate quoted must be both in

figures and words and it must be firm for the supply period. HSN Code must be noted in the

BOQ.

. Tenderers can quote Two rates and submit sample for each with marking (sample 1,

sample 2). If there is only one sample and Two rates and the sample was not marked

properly, it’s rate shall be considered the lowest.

. Sample paper is essential. Samples required against each item above should reach the

undersigned on or before the opening time of tender. Samples in cut pieces or in size which

are not suitable for conducting lab test will not be tested & accepted. Tender No. and

name of the paper mill should be recorded in sample also. The covers containing the

samples shall be appropriately superscribed with the tender number and addressed to

the Controller of Stationery, Thiruvananthapuram-695 033. Late covers containing samples ^.will

not be accepted. The Sample paper will be tested in our Paper Testing Lab and the

eligible samples will beconsidered for the next stage of the tender.

. Online tenders/bids are to be accompanied with a preliminary agreement executed on a

Kerala Stamp Paper worth ` 200. The scanned copy of the preliminary agreement and

General conditions duly signed by the contractor shall be submitted online and subsequently the

original in a separate cover by registered post/speed post or physically to this office on or

before the date and time of opening of the tender/bid. Otherwise the tenders will not be

considered and shall be summarily rejected.

. The sample submitted by the paper suppliers/Paper re-conditioners should mention the name

of the Paper Mills to which the sample belongs. They should submit authorization letter from

the Paper Manufacturing Mills along with the tender. Otherwise the tenders will not be

considered and shall be summarily rejected. Lab report of the sample paper shall also be

furnished.

. All participants should submit the documents showing the production capacity of the OEM

(Mill). The Tenders should submit the documents showing the Turn Over for the last two years.

All participants should submit the documents showing fulfillment of their biggest supply of

tendered item for the last 3 years.

. Each tenderer shall furnish 1% of the total cost of the material as Earnest Money Deposit.

. Rate should be quoted for free delivery including unloading charges at various Department

Stores/Govt.Presses within the State of Kerala.

. All Rules and regulations of the Tender/bid shall be in accordance with the Store Purchase

Manual of the Govt. of Kerala. An Offer in Hard Copy which is not reflected in the BOQ

will not be considered at any cost.
