NOTIFICATION
In exercise of the powers conferred by 1st proviso to section 14 of the Right to Fair
Compensation and Transparency in land Acquisition, Rehabilitation and Resettlement Act, 2013
(Central Act 30 of 2013), the Government of Keralam hereby extend the time limit in publishing the
Notification as per sub-section (1) of Section 11 of LARR Act, 2013, from the date of appraisal of the
Social Impact Assessment report by the Expert Group namely:-

Extension
Proceedings No.DCWYD/1620/21-B1 dated 9th August 2021 and published in the Extraordinary
Gazette No.2786 dated 25th September 2021 has been issued in accordance with the provisions as per
section (1) of section 4 of the Right to Fair Compensation and Transparency in land Acquisition,
Rehabilitation and Resettlement Act, 2013 (Central Act 30 of 2013) with regard to the acquisition of
land in Vythiri Taluk of Wayanad District for Banasura Sagar Irrigation Project.
AND WHEREAS, the District Collector, Wayanad has informed that as per section 14 of LARR
Act, 2013 where a preliminary notification under sub-section (1) of section 11 is not issued within
twelve months from the date of appraisal of the Social Impact Assessment report submitted by the
Expert Group under section 7, then, such report shall be deemed to have lapsed and a fresh Social
Impact Assessment shall be required to be undertaken prior to acquisition proceedings under section 11.
The date of appraisal of the Social Impact Assessment report by the Expert Group under section 7
extended as per G.O.(P)No.431/2025/RD dated 25th October 2025 and published in the Extraordinary
Gazette No.3781 dated 27th October 2025 expired on 17-05-2026.
AND WHEREAS, the District Collector, Wayanad has requested to extend the time limit in
publishing the Notification as per sub-section (1) of Section 11 of LARR Act, 2013 from the date of
appraisal of the Social Impact Assessment report by the Expert Group.
NOW THEREFORE, sanction is accorded to extend the time limit for a further period of six
months from the date of expiry ie. 17-05-2026 in publishing the Notification under sub-section (1) of
section 11 by invoking the provisions contained in 1st proviso to section 14 of LARR Act, 2013 with
regard to the acquisition of land in Vythiri Taluk of Wayanad District for Banasura Sagar Irrigation
Project.

Gazette No.3781 dated 27th October 2025 expired on 17-05-2026 and therefore extend the time limit for
publishing the Notification under sub-section (1) of section 11.
The notification is intended to achieve the above object.
