S.O 134:- Whereas Ladakh Power Development Department (LPDD), the applicant having its registered

office at Council Secretariat, Kurbathang, Kargil, Union Territory of Ladakh-194103 has applied for

authorization under Section 164 of the Electricity Act, 2003for the implementation of transmission

projects sanctioned to Union Territory of Ladakh under Prime Minister’s Development Package (PMDP)-

2015.

And whereas The Administration of UT Ladakh vide its order no. 16 (PDD)/UTL of 2022 dated

01.08.2022 had granted prior approval under Section-68 (1) of the Electricity Act, 2003 in favour of

LPDD to implement transmission projects sanctioned to the Union Territory of Ladakh under Prime

Minister’s Development Package (PMDP)-2015 with following scope of work:

TransmissionLines:

1) 220 kV Phyang-Diskit S/C Transmission Line

2) 220 kV Drass-Padum S/C Transmission Line

Gas Insulated Sub-Stations (GIS):

1) 220/33 kV GIS Diskit (Nubra).

2) 220/33 kV GIS Padum (Zanskar).

And now the applicant has requested to confer upon him, all the powers under section 164 of the

Electricity Act,2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with

respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained

by Government or to be so established ormaintained for the implementation transmission projects

sanctioned to Union Territory of Ladakh under Prime Minister’s Development Package (PMDP)-2015

with aforesaid scope of work.

The Transmission lines covered under the above scheme will pass through, over, around and between the

following villages, towns and cities:-

Ladakh Power Development Department (LPDD), had complied with the MoP’s procedure for obtaining the

authorization under section 164 of Electricity Act, 2003 for the above scheme. Now, after careful

consideration, the Administration of Union Territory of Ladakh, under section 164 of the Electricity Act,

2003, confers allthe powers to Ladakh Power Development Department (LPDD) for the construction of

aforesaid projects, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to

placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government

or to be established or maintained subject to following terms and conditions for installing the above

mentioned transmission lines/projects, namely:

(i)

The approval is granted for 25years;

(ii)

The Applicant shall have to seek the consent of the concerned authorities i.e. local bodies,

Railways, National Highways, State Highways etc. before erection of proposed lines;

(iii)

The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding

transmission, O&M, open access, etc.., framed under Electricity Act, 2003.

(iv)

The Applicant has been entrusted with the responsibility for laying of electric lines/projects in

Union Territory of Ladakh under the Prime Minister’s Development Package (PMDP)-2015.

The details of the works are published in the Gazette of Union Territory of Ladakh dated24^th

August, 2022.

(v)

The Applicant shall operate the lines after approval of Electrical Inspector / Chief Electrical

Inspector of Central Government/State/UT.

(vi)

The approval is subject to compliance of the requirement of the provisions of the Electricity

Act, 2003 and the rules made there under by the applicant.

(vii)

Ladakh Power Development Department (LPDD) shall have to submit the requisite clearances

to the Secretary Power and NRE of Union Territoryof Ladakh after obtaining the same from

concerned authorities like Civil Aviation, Defense etc. at the time of Electrical Inspection.
