का. आ. 88, -भारत के संविधान के अनुच्छेद 309 के प्रािधान द्वारा प्रदत्त शक्तिय ं का प्रय ग करते
हुए और इसी विषय पर पहले की सभी अवधसूचनाओं का अवधक्रमण करते हुए संघ राज्य लद्दाख के
उपराज्यपाल (प्रशासक), यहां लद्दाख लीगल मेट्र लॉजी विभाग में सहायक नियंत्रक के पद पर भती की विवध
क विवनयवमत करने िाले वनम्नवलक्तखत वनयम बनाते हैं, अर्ाात्:
1, संनिप्त शीर्षक और प्रारंभ. - i) इन वनयम ं क , लद्दाख कानूनी मेट्र लॉजी विभाग में सहायक वनयंत्रक
"ग्रुप बी राजपवत्रत पद" भती वनयम 2023 कहा जाएगा
(ii) ये वनयम आवधकाररक राजपत्र में उनके प्रकाशन की तारीख से लागू ह ंगे।
2 पद संख्या, वर्गीकरण और वेति मैनरिक्स में स्तर - उि पद ं की संख्या, इसका िगीकरण और िेतन
मैवट्रक्स में इसके स्तर के बारे में अनुबंवधत अनुसूची के पररवशष्ट 2, 3 और 4 में वनवदाष्ट वकया जाएगा।

3. भती की नवनि, आयु सीमा, योग्यता: - उि पद ं से संबंवधत भती की विवध, आयु सीमा, य ग्यता और
अन्य मामले अनुसूची के पररवशष्ट 5 से 13 में वनवदाष्ट वकए जाएंगे।
4. सीिी भती द्वारा नियुक्ति के निए निवासी मािदंड का प्राविाि: - वनयुक्ति की पात्रता संघ राज्य
लद्दाख में लागू अन्य अवधवनयम, वनयम, विवनयम या आदेश में वनवदाष्ट वनिासी आिश्यकताओं के अधीन ह गी

5. अयोग्यता- - क ई व्यक्ति नहीं,
क. वजसने एक ऐसे व्यक्ति के सार् वििाह वकया है वजसका पवत जीवित है;
या
ख. वजसने एक ऐसे व्यक्ति(ओं) के सार् वििाह वकया है वजसका पवत जीवित है, िह उि पद के वलए
य ग्य ह गा।
लेवकन लद्दाख के उपराज्यपाल (प्रशासक) क यवद इस बात से संतुष्ट ह ंवक ऐसा वििाह व्यक्ति(ओं) के
व्यक्तिगत कानून के तहत संविदावनक है और वििाह के दूसरे पक्ष के वलए या ऐसा करने के अन्य कारण हैं, त
उन्हें इन वनयम ं के प्रचालन से छूट् दी जा सकती है।
6. छूर, की शक्ति - जहां उपराज्यपाल (प्रशासक) का यह मत है वक ऐसा करना आिश्यक या उवचत है,
िह अपने वलक्तखत आदेश में कारण दजा करके और यूपीएससी के परामशा से, वकसी भी िगा या श्रेणी के
व्यक्तिय ं के संबंध में इन वनयम ं के वकसी भी प्रािधान क छूट्, दे सकते हैं।
7. बचत - इन वनयम ं में कुछ भी ऐसा नहीं ह गा ज संघ राज्य लद्दाख के प्रशासन द्वारा जारी वनयम ं, वनदेश ं
या आदेश ं के अनुसार अनुसूवचत जावतय ं, अनुसूवचत जनजावतय ं और अन्य विशेष श्रेवणय ं के वलए प्रदान
वकए जाने िाले आरक्षण, आयु सीमा में छूट् और अन्य सुविधाएं प्रभावित करेगा।

13 ब िंदु अनुिूची - अनुलग्नक I
15-01-2024 को यूपीएििी द्वारा अनुमोददत अनुिूची वर्ष: 2023
योग्यताएिं यूपीएििी के वववेकानुिार, ककिी भी अभ्यर्थी की योग्यता को सलखखत में दर्ष ककए गए कारणों के
आधार पर छूट दी र्ा िकती हैं, शते कक वह अभ्यर्थी अन्द्यर्था अच्छी तरह िे योग्य हो
अनुिूचचत र्ातत या अनुिूचचत र्नर्ातत के अभ्यचर्थषयों
के मामले में, यूपीएििी अपने वववेकानुिार, सलखखत में
दर्ष ककए गए कारणों के आधार पर अनुभव ििं िंधी
योग्यताओिं में छूट दे िकता है, यदद चयन के ककिी भी
चरण में यूपीएििी को यह लगे कक इन िमुदायों िे
ििं िंचधत अभ्यर्थी जर्नके पाि उल्लेख अनुिार
आवश्यक अनुभव /योग्यता , उि ररजततयों को भरने
के सलए उपलब्ध नहीिं हैं तो
िीधी भती के सलए तनधाषररत
आयु और शैक्षिक योग्यता
प्रमोट के मामले में भी लागू
होंगे
पररवीिा की अवचध यदद
कोई है तो
भती की ववचध, चाहे िीधी भती द्वारा हो, पदोन्द्नतत द्वारा हो या प्रतततनयुजतत/अवशोर्ण द्वारा, और ववसभन्द्न ववचधयों

In case of recruitment by Prom/Dep./abs. grades from which prom/dep./abs to be made
पदोन्द्नतत:
तनरीिक (वेतन मैदिति में स्तर 6E) िे, जर्न्द्होंने तनयसमत आधार पर तनयुजतत के ाद इि पद पर 06 (छह) वर्ों की तनयसमत िेवा की हो।
मानक नोट:
र्हािं कतनष्ठों जर्न्द्होंने अपनी योग्यता/पात्रता िेवा पूरी कर ली है, उन्द्हें पदोन्द्नतत के सलए ववचार ककया र्ा रहा है, वहािं उनके वररष्ठ पर भी ववचार ककया र्ाएगा, शते कक

Ladakh, the 20th of September, 2024
S.O.88,-In exercise of the powers conferred by the proviso to Article 309 of the Constitution of
India and in supersession of all earlier notifications on the subject matter, the Lieutenant
Governor (Administrator) of the Union territory of Ladakh, here by makes the following rules
regulating the method of recruitment to the post of Assistant Controller in the Ladakh Legal
Metrology Department, namely:
1, Short title and commencement. - i)
These rules may be called the Ladakh Administration,
Assistant Controller in Ladakh Legal Metrology Department “Group B Gazetted Post"
Recruitment Rules 2023.
ii. These rules shall come into force from the date of their publication in the Official Gazette.
2 Number of posts, classification and Level in the Pay Matrix. -The number of said posts, its
classification and Level in the Pay Matrix attached thereto shall be as specified in paras 2, 3 & 4 of
the Schedule annexed hereto.
3. Method of recruitment, age limit, qualifications: -The method of recruitment, age limit,
qualifications and other matters relating to said posts shall be as specified in paras 5 to 13 of the
Schedule annexed hereto.
4. Provision for Resident Criteria for appointment by direct recruitment: -
The eligibility for appointment will be subject to residency requirements prescribed in any Act,
Rule, Regulation or Order in force in the Union territory of Ladakh.
5. Disqualification. -No person,
a. who has entered into or contracted a marriage with a person having a spouse living;
OR
b. who, having a spouse living, has entered into or contracted a marriage with any person(s) shall
be eligible for appointment to the said post.
Provided that the Lieutenant Governor (Administrator) of Ladakh may, if satisfied that such
marriage is permissible under the personal law, applicable to such person(s) and the other party to
the marriage or there are other grounds for so doing, exempt any person from the operation of these
rules.
6. Power to relax. - Where the Lieutenant Governor (Administrator) is of the opinion that, it is
necessary or expedient to do so, he may, by order for reasons to be recorded in writing and in
consultation with UPSC, relax any of the provisions of these rules with respect to any class or
category of persons.
7. Savings. - Nothing in these rules shall affect reservations, relaxation in age limit, and other
concessions required to be provided for the Scheduled Castes, Scheduled Tribes, and other special
categories in accordance with the Rules, Instructions or Orders issued by the Administration of
Union territory of Ladakh.
