Ladakh, the 13^th March, 2025

S.O. 26_In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read

with the Government of India Ministry of Home Affairs, New Delhi Notification No.S.O.5088 (E), dated 1st

November, 2022, the Lieutenant Governor (Administrator) of Union territory of Ladakh, hereby makes the

following rules regulating the method of recruitment to the post of Executive Engineer (Electric) in the Ladakh

Power Development Department, namely:-

1. Short title and commencement: -

These rules may be called the Ladakh Administration, Executive Engineer (Electric) in the Ladakh

Power Development Department, Recruitment Rules, 2025.

II.

These rules shall come into force from the date of their publication in the official Gazette.

2. Number of posts, classification and Level in the Pay Matrix: -

The number of said post, its classification and level in the pay Matrix attached hereto shall be as specified in

paras 2, 3 & 4 of the Schedule annexed hereto.

3. Method of recruitment, age limit, other qualifications: -

The method of recruitment to the said post, age limit, qualifications and other matters relating to said posts shall

be as specified in columns 5 to 13 of the Schedule annexed hereto.

4. Disqualification: -

No person,

a) who has entered into or contracted a marriage with a person having spouse living;

b) who having a spouse living, has entered into or contracted a marriage with any person (s) shall be eligible

for appointment to the said post.

Provided that the Lieutenant Governor (Administrator) of Ladakh may, if satisfied that such marriage is

permissible under the personal law, applicable to such person(s) and the other party to the marriage or there are

other grounds for so doing, exempt any person from the operation of these rules.

5. Power to relax-

Where the Lieutenant Governor (Administrator) Union Territory of Ladakh is of the opinion that, it is

necessary or expedient to do so, he may, by order for reasons to be recorded in writing and in consultation with

UPSC, relax any of the provisions of these rules with respect to any class or category of person (s).

6. Savings: -

Nothing in these rules shall affect reservations, relaxation in age limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, and the other special category of persons in accordance

with the instructions or orders issued by the Administration of Union Territory of Ladakh.

Assistant Executive Engineer (Electrical) in Level-10A

in the Pay Matrix, possessing Degree (B.Tech/B.E) in

Electrical/Electronics Engineering from a recognized

University/Institute with five (05) years of regular

service in the grade.

Note-1: for persons holding the post of Assistant

Executive Engineer (Electrical) on regular basis on the

date of notification of these rules possessing B.E

Degree or AMIE Section (AB) from a recognized

University/Institute, eligibility service for promotion to

the post of Executive Engineer, (Electrical) shall

continue to be 08 years of combined regular gazette

service including minimum of 04 years of regular

service as Assistant Executive Engineer (Electrical).

Note 2: For persons holding the post of Assistant

Executive Engineer (Electrical) on regular basis on the

date of notification of these rules possessing diploma in

Engineering from a recognized University /Institute,

eligibility service for promotion to the post of

Executive Engineer (Electrical) shall continue to be 10

years of combined regular gazette service including

minimum of 04 years of regular service as Assistant

Executive Engineer (Electrical).

Deputation (Including Short Term Contract):

Officers under the Central governments /State

Governments /Union Territory Administrations /

Public Sector Undertakings / University/ recognized

researching

institution

Autonomous

Bodies/

Statutory Organizations.

(a) (i) Holding analogous posts on a regular

basis in the parent cadre department; or

(ii)With five years of regular service in the

post in the level – 10 in the pay matrix or

equivalent in the parent cadre /department,

Note: The period of deputation including period of

deputation in another ex-cadre post held immediately

preceding this appointment in the same or some other

organization/department of the Central Government

shall ordinarily not exceed four years. The maximum

age limited for appointment by deputation shall be not

exceeding 56 years as on the last date of receipt of

applications.

provided they are not short of the requisite qualifying /

eligibility service by more than half of such qualifying

/eligibility service or 2 years, whichever is less and

The departmental officers in the feeder category who

are in the direct line of promotion shall not be eligible

consideration for appointment by promotion

13. Circumstances in which UPSC to be consulted

in making recruitment

Communication with Min/Dept:

Consultation with UPSC is not necessary.

UPSC Advice Note:

1.Framing RR proposals: Proposal of Ladakh UT for

Framing of Recruitment Rules for the post of Executive

Engineer (Electric) vide 11011 is approved by Union

Public Service Commission as detailed above.

2. These Rules may please be notified within ten weeks

as required under the Ministry of Home Affairs

(Department of Personnel and Administrative Reforms)

O.M. No. AB.14017/12/87-Estt.(RR), dated 18.3.1988

and also DoPT No. AB.14017/61/2008-Esft. (RR), dated

27.1.2016 and a copy of the Gazette Notification

uploaded on this portal.

3. If any change(s) take(s) place in the designation of the

post(s), the same may be incorporated in the

Notification, but specific intimation in this regard may

be sent to this office for noting the change in our

records. If, however, any change in the scale of pay,

number of post(s), qualification etc. take place, a

reference may please be made to this office for

obtaining the Commission approval to amend, if need

be, the approved rules.

4. In terms of the instructions contained in DoPT O.M.

No. AB-14017/61/2008-Estt.(RR), dated 27.2.2015, the

notified Recruitment Rules for the post(s) mentioned as

above

5. Further, in terms of the instructions contained in Para

3.1.5, Part III of the DoPT O.M. No. AB-14017/48/2010-

Estt.(RR), dated 31.12.2010, the notified recruitment rules

for the above post(s), should be reviewed once in a five

year with a view to effecting such change as are necessary

to bring them in conformity with the changed position,

including additions to or reductions in the strength of the

lower and higher level posts.
