Ladakh, the 17^th April, 2025

S.O. 47_ In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read

with the Government of India Ministry of Home Affairs, New Delhi Notification No.S.O.5088(E), dated 1^st

November, 2022, the Lieutenant Governor (Administrator)of Union territory of Ladakh, hereby makes the following

rules regulating the method of recruitment to the post of Chief Engineer (Electrical) in the Ladakh Power

Development Department, namely:

1. Short title and commencement: -

These rules may be called the Ladakh Administration, Chief Engineer (Electric) in the Ladakh Power

Development Department, Recruitment Rules, 2025.

ii)

These rules shall come into force from the date of their publication in the official Gazette.

2. Number of posts, classification and Level in the Pay Matrix: -

The number of said post, its classification and level in the pay Matrix attached thereto shall be as specified in

paras 2, 3 & 4 of the Schedule annexed hereto.

3. Method of recruitment, age limit, other qualifications: -

The method of recruitment to the said post, age limit, qualifications and other matters relating to said posts shall

be as specified in columns 5 to 13 of the Schedule annexed hereto.

4. Disqualification: -

No person,

a) who has entered into or contracted a marriage with a person having a spouse living;

b) who having a spouse living, has entered into or contracted a marriage with any person(s) shall be eligible

for appointment to the said post.

Provided that the Lieutenant Governor (Administrator) of Ladakh may, if satisfied that such marriage is

permissible under the personal law, applicable to such person(s) and the other party to the marriage or there are

other grounds for so doing, exempt any person from the operation of these rules.

5. Power to relax-

Where the Lieutenant Governor (Administrator) Union Territory of Ladakh is of the opinion that, it is

necessary or expedient to do so, he may, by order for reasons to be recorded in writing and in consultation with

UPSC, relax any of the provisions of these rules with respect to any class or category of person(s).

6. Savings: -

Nothing in these rules shall affect reservations, relaxation in age limit and other concessions required to be

provided for the Scheduled Castes, Scheduled Tribes, and the other special category of persons in accordance

with the Rules, Instructions or orders issued by the Administration of Union Territory of Ladakh.

Promotion:

From the Superintending Engineers (Electrical) in pay Level 13 in

the Pay Matrix, with at least twenty (20) years of combined regular

Gazetted Service in Electrical Engineering out of which at least

one (01) year regular service shall be in the grade of

Superintending Engineer (Electrical).

(a) (i) Holding analogous posts on regular basis in the parent

cadre/department; and

(b) Possessing the following educational qualification and

experience:

(i)

Bachelor of Engineering/ Bachelor of Technology in

Electrical/Electronic Engineering from a recognized

University/Institute.

(ii) Eight-year professional experience in the field of

Electrical Engineering.

Note.1: The department officers in the feeder category who are in

direct line of promotion will not be eligible for consideration for

appointment on deputation similarly, deputationists shall not be

eligible for consideration for appointment by promotion.

Note.2: Period of deputation (ISTC) including period of deputation

(ISTC) in another Ex-cadre post held immediately preceding in

appointment in the same or some other organization/department of

the central government shall ordinarily not to exceed four years.

The maximum age limit for appointment by deputation (ISTC)

shall be not exceeding 56 years as on the closing date of the receipt

of applications.

Standard Note:

Where juniors who have completed their qualifying/eligibility

service are being considered for promotion, their senior would also

be considered provided they are not short of the requisite

qualifying/ eligibility service by more than half of such

qualifying/eligibility service of 02 years, wherever is less and have

successfully completed their probation period for promotion to the

next higher grade along with their juniors who have already

completed such qualifying/eligibility service.

1.Framing RR proposals: Proposal of Ladakh UT for Framing of

Recruitment Rules for the post of Chief Engineer (Electrical) vide

11010 is approved by Union Public Service Commission as detailed

above.

2. These Rules may please be notified within ten weeks as required

under the Ministry of Home Affairs (Department of Personnel and

Administrative Reforms) O.M. No. AB.14017/12/87-Estt.(RR),

dated 18.03.1988 and also DoPT No. AB.14017/61/2008-Esft. (RR),

dated 27.01.2016 and a copy of the Gazette Notification uploaded on

this portal.

3. If any change(s) take(s) place in the designation of the post(s), the

same may be incorporated in the Notification, but specific intimation

in this regard may be sent to this office for noting the change in our

records. If, however, any change in the scale of pay, number of

post(s), qualification etc. take place, a reference may please be made

to this office for obtaining the Commission approval to amend, if

need be, the approved rules.

4. In terms of the instructions contained in DoPT O.M. No. AB-

14017/61/2008-Estt.(RR),

dated

27.02.2015,

the

notified

Recruitment Rules for the post(s) mentioned as above are required to

be uploaded on your Department/Ministry/Organization website.

5. Further, in terms of the instructions contained in Para 3.1.5, Part III

of the DoPT O.M. No. AB-14017/48/2010-Estt.(RR), dated

31.12.2010, the notified recruitment rules for the above post(s),

should be reviewed once in a five year with a view to effecting such

change as are necessary to bring them in conformity with the changed

position, including additions to or reductions in the strength of the

lower and higher level posts.
