(1) The District Committee shall monitor the existing District Environment Management

Plan and report shall be submitted to the Chief Secretary/Advisor, Union Territory of Lakshadweep

on or before 27^th of every succeeding month.

(2) A monthly monitoring report shall be published in the official website of the Union

Territory.

(3) Review and approve the Island Level Monitoring Committee plan endorsed by the

Island Level Committee concerned.

rules.

THE LAKSHADWEEP GAZETTE EXTRAORDINARY

The Special Task Force for Plastic Waste Management shall meet once in two months

and monitor the following activities in the Union Territory as below.

(1) Prepare a comprehensive Action Plan for implementation of PWMR 2016 and phasing

out of SUPs, with identified activities and timelines and synergizing efforts and resources of

various Departments/Agencies at State, District and City level.

(2) Assess plastic waste generated in State/Union Territory with respect to collection,

recycline and end of life disposal and identify gaps in plastic waste management (Reduce,

Reuse and Recycle)- policy, implementation, enforcement, infrastructure etc.

(3) Strengthen policy, regulatory, institutional mechanism/structures for the implementation

of Plastic Waste Management Rules (PWMR), 2016 and phasing out of Single Use Plastic

(SUP) in the state/Union Territory, design appropriate management strategies and allow for

allocation of financial resources for PWM including leveraging of funds from Swachh Bharat

Mission.

(4) Take measures for effective enforcement of (i) Plastic Waste Management Rules,

2016, as amended, and (ii) state/Union Territory specific bans imposed on identified single use

plastic items.

(5) Develop policies for supporting the adoption of alternative to identified single use

plastic items prohibited under PWMR, 2016, as amended.

(6) Take measures to strengthen ULBS/GPs for segregation, collection, storage,

transportation, processing, disposal of plastic waste.

(7) Take measures for effective monitoring of implementation of PWM Rules, 2016, as

amended

(8) Prepare a detailed road map for activities to build awareness and outreach among

public on plastic waste management and reduction in the use of SUP items.

(9) Develop strategy for building a strong public movement for mitigation of plastic pollution

by involving education institution (School, Colleges, Universities), NCC, NSS, Scouts, Youth

clubs, Eco clubs, Opinion makers and voluntary organizations, with a detailed action plan in this

regard.

(1) The Island Level Monitoring Committee under Solid and Plastic Waste Management

shall prepare and submit Island Management Plan on or before 31^st May 2021 to the Member

Secretary, District Committee concerned.

(2) The fortnightly meeting may be conducted to monitor the plan and report shall furnish

to the Member Secretary, District Committee under Solid and Plastic Waste Management Rule,

Union Territory of Lakshadweep Administration on or before 5^th of every succeeding month.

(3) The copy of the minutes of the fortnightly meeting shall be submitted to the Chairman,

District Committee/Chairman State Level Advisory Body, without fail.
