CONDITIONAL ORDER UNDER SECTION 133 CrPC
F. No.2/1/2022-Dist.Col:- Whereas, it has come to the notice of the undersigned
that unscientific handling of cattle, unscientific slaughter of cattle, unscientific disposal of
leftover meat in the open and slaughter of cattle by unlicensed establishments are ongoing
in the Islands of Lakshadweep. Such unscientific parctices result in improper disposal of the
leftover meat and unhygienic handling environment , thereby acting as a breeding ground for
microbes, having potential to cause infectious diseases among the general public. Hence,
this poses serious threat of outbreak of communicable diseases among the larger population
of the Islands.
Whereas, based on the information received and after conducting local field enquiries,
I am thoroughly satisfied that such unscientific handling of cattle, unscientific slaughter of
cattle, improper disposal of leftover meat in open and slaughter of cattle by nulicensed
establishments poses serious threat to public health and hence results in public nuisance to
the general population.
Now therefore, I Arjun Mohan, District Magistrate, Lakshadweep District, in exercise
of the powers conferred upon me under Section 133 (1) (b) of the Cr. P.C 1973, hereby
prohibits all the activities related to unscientific handling of cattle, unscientific slaughter of
cattle, improper disposal of leftover meat in open and slaughter of cattle by nulicensed

establishments in the Union Territory of Lakshadweep. Any person or establishment
aggrieved by this order, shan Show Cause before the undersigned within 7 days from the
date of issue of this order as to why this order shall not be made final

NOTIFICATION
F. No. 115/1/2023-E&F (2)/718:- Whereas, the Government of India notified ‘‘Rules for the
Manufacture, Use, Import, Export and Storage of Hazardous Microorganisms/Genetically
Engineered Organisms or Cells, 1989’’ (Rules 1989) under the provisions of Environment
(Protection) Act, 1986 with a view to protecting the environment, nature and health, in
connection with the application of gene technology and micro-organisms.
And whereas, Clause (5) of Rule 4 of the said Rules emplaces to constitute District
Level Biotechnology Committee (DLC) to govern and implement various provisions of the
Rules for the Manufacture, Use , lmport, Export and Storage of Hazardous Microorganisms/
Genetically Engineered Organisms or Cells, 1989.
Therefore, in compliance to the Rules for the Manufacture, Use , lmport, Export and
Storage of Hazardous Microorganisms/Genetically Engineered Organisms or Cells 1989.
(Rule 1989) the Competent Authority is hereby constitutes the following committee to govern
and implement the said Rules.
