STATEMENT

The corpus of the Contingency Fund of the State established and maintained

under the Maharashtra Contingency Fund Act (XLVI of 1956), is one hundred and

fifty crores of rupees.

2.

Considering the bumper crops ofTur in the crop season 2016-17, the State

Government had declared Market Intervention Scheme on 27th April 2017, for the

purchase of Tur. On behalf of the State Government, the Maharashtra State Co-

operative Marketing Federation has purchased 25.25 lakh quintals ofTur at Minimum

Support Price (MSP). For the payment to the farmers and ancillary expenditure, the

Maharashtra State Co-operative Marketing Federation has raised loan of Rs. 1493

crores and the State Government has extended it’s guarantee. Till 31st March 2018,

the Maharashtra State Co-operative Marketing Federation has paid Rs. 77.95 crores

towards interest. The Maharashtra State Co-operative Marketing Federation is

supposed to process the Tur and convert it into Tur Dal and sell it and repay the loan.

However, the market rate of Tur has fallen below the Minimum Support Price (MSP)

due to bumper crop during 2017-18 Kharif season also. Therefore, it is difficult for

the Maharashtra State Co-operative Marketing Federation to repay the loan in near

future. Therefore, to avoid the expenditure towards interest, the Government has

decided to repay the loan.

3.

The nature of this expenditure is unforeseen, hence, the necessary budget

provision is not available. These items of expenditure would constitute “New Services”

and, therefore, they are required to be brought to the notice of the State Legislature.

The ensuing session of the State Legislature is proposed to commence on the 4th

July 2018. Necessary orders for making available funds for the above-mentioned

purposes can be issued only after the expenditure on these “New Services” is

brought to the notice of the State Legislature, by way of Supplementary Demands

and an Appropriation Bill, passed by both Houses of the State Legislature, is published

as an Act of the State Legislature. However,as the expenditure for these items is

required to be incurred immediately, it has been decided to incur the expenditure by

way of withdrawal of advances from the Contingency Fund.

4.

The present corpus of the Contingency Fund is only Rs.150 crores. At

present, the balance available is inadequate for meeting the expenditure on the

above-mentioned item and for other unforeseen and immediate items of expenditure,

which would be required to be met from the Contingency Fund. It is, therefore,

considered expedient to temporarily increase the existing corpus by Rs.1528 crores

to make the corpus of the Contingency Fund of Rs. 1678 crores, so as to meet the

expenditure, as aforesaid.

5.

As both Houses of the State Legislature are not in session and the Governor

of Maharashtra is satisfied that circumstances exist which render it necessary for

him to take immediate action further to amend the Maharashtra Contingency Fund

Act (XLVI of 1956), for the purposes aforesaid, this Ordinance is promulgated.
