STATEMENT
The corpus of the Contingency Fund of the State established and
maintained under the Maharashtra Contingency Fund Act (XLVI of 1956), is
one hundred fify crores of rupees.
2.
On the assessment of drought during Kharip 2018, according to the
indicators given in the Manual for Drought Management, 2016, the State
Government has, vide Government Resolution, dated the 31st October 2018,
declared severe or moderate drought in 151 Talukas of various District in
the State. The Cabinet Sub-committee in its meeting held on the 3rd January
2019 and the State Executive Committee under Disaster Management in its
meeting held on the 22nd January 2019 have proposed to provide for relief to
farmers for the loss of crop and for various other drought mitigation measures.
3.
An amount of rupees 7,104 Crore is required for the payment of relief
or input subsidy to the affected farmers in drought affected 151 Talukas. The
State Government has submitted a memorandum of rupees 7,963 Crores to
the Government of India for meeting the expenditure on relief to farmers,
water supply and cattle camps. The provision made during the year 2018-2019,
for meeting the expenditure on relief for the loss of crop due to natural
calamity is insufficient. Therefore, the Government has decided to provide
an amount of rupees 2,000 Crore immediately for relief to farmers towards
the crop loss and various other mitigation measures.
The nature of this expenditure is unforeseen ; hence, the necessary budget
provision is not available. These items of expenditure would constitute “New
Services” and, therefore, they are required to be brought to the notice of the
State Legislature. The ensuing session of the State Legislature is scheduled
to commence on the 25th February 2019. Necessary orders for making available
funds for the abovementioned purposes can be issued only after the
expenditure on these “New Services” is brought to the notice of the State
Legislature, by way of Supplementary Demand and an Appropriation Bill,
passed by both Houses of the State Legislature, is published as an Act of the
State Legislature. However, as the expenditure for these items is required
to be incurred immediately, it has been decided to incur the expenditure by
way of withdrawal of advances from the Contingency Fund.
4.
The present corpus of the Contingency Fund is only rupees 150 crores.
At present, the balance available is inadequate for meeting the expenditure
on the above-mentioned items and for other unforeseen and immediate items
of expenditure, which would be required to be met from the Contingency
Fund. It is, therefore, considered expedient to temporarily increase the
existing corpus by rupees 2,00 crores, to make the corpus of the Contingency
Fund of rupees 2,150 crores, so as to meet the expenditure, as aforesaid.
