STATEMENT
The Corpus of the Contingency Fund of the State established and
maintained under the Maharashtra Contingency Fund Act (XLVI of 1956) is
rupees one hundred fifty crores.
2.
During the period 2015-16 to 2018-19 due to unseasonal rains and
drought like situation in some parts of the State, farmers suffered huge losses
and were unable to repay their loans in time. Therefore, the Government
has, vide Government Resolution, Co-operation, Marketing and Textiles
Department, No. Krukarma 1219/C.R. 157/2-C, dated the 27th December, 2019
declared “the Mahatma Jotirao Phule Shetkari Karja Mukti Yojna, 2019” for
giving benefit to loan waiver to the farmers upto rupees two lakhs and enable
them to avail fresh short term crop loans for the Khariff season 2020.
3.
In the State around 39 lakh farmers are eligible for the loan waiver.
For the said Scheme, approximately rupees 29,716 crore are required. The
said Scheme will be in operation from 22nd February 2020 and till 5th March
2020, for the purpose, an amount of rupees 10,000 crore is required.
4.
The nature of this expenditure is unforeseen; hence the necessary
budgetary provision is not available. These items of expenditure would
constitute “New Services” and therefore, they are required to be brought to
the notice of the State Legislature. The ensuing session of the State
Legislature is scheduled to commence on the 24th February 2020. Necessary
orders for making available funds for the above mentioned purposes can be
issued only after the expenditure on these “New Services” is brought to the
notice of the State Legislature, by way of Supplementary Demand and an
Appropriation Bill, passed by both Houses of the State Legislature, is
published as an Act of the State Legislature. However,as the expenditure
for these items is required to be incurred immediately, it has been decided
to incur the expenditure by the way of withdrawal of advances from the
Contingency Fund.
5.
The present corpus of the Contingency Fund is only rupees one
hundred fifty crores.
At present, the available balance is inadequate for
meeting the expenditure on the abovementioned items and for other
unforeseen and immediate items of expenditure, which would be required to
be met from Contingency Fund.
It is, therefore, considered expedient to
temporarily increase the existing corpus by rupees ten thousand crores, to
make the corpus of the Contingency Fund of rupees ten thousand one hundred
fifity crores, so as to meet the expenditure, as aforesaid.
6.
As both Houses of State Legislature are not in Session and the
Governor of Maharashtra is satisfied that circumstances exist which render
it necessary for him to take immediate action further to amend the
Maharashtra Contingency Fund Act (XLVI of 1956), for the purposes aforesaid,
this Ordinance is promulgated.
Mumbai,
BHAGAT SINGH KOSHYARI,
Dated the 19th February 2020.
