कर्मांक िडबीटी-1120/ पर्.कर्.164/14 - अे. – ज्याअथȓ, सेवा िंकवा लाभ िंकवा अथर्सहाय्य देण्यासाठी आधार काडɕचा वापर

ओळखपतर् म्हणून करण्यामुळे, शासनाची सेवा पर्दान पर्िकर्या सुकर होते, ती पारदशर्क आिण कायर्क्षम होते आिण लाभाथ्यȝना त्यांची

अनुदाने पर्त्यक्ष त्यांना सोईस्कररीत्या आिण सुरळीतपणे िमळणे शक्य होते आिण आधार काडɕमुळे एखादया व्यक्तीस स्वत:ची

ओळख िसȠ करण्यासाठी अनेक दस्तऐवज सादर करण्याची गरज पडत नाही,

आिण, ज्याअथȓ, सोबत जोडलेल्या अनुसूिचत नमूद केलेल्या योजना िंकवा सेवांची महाराष्टर् शासनाचा, कृिष, पशुसंवधर्न,

दुग्धव्यवसाय िवकास व मत्स्यव्यवसाय िवभाग अंमलबजावणी करीत आहे.

आिण, ज्याअथȓ, या योजना िकेंवा सेवांमध्ये राज्याच्या एकाȎत्मक िनधीतून करण्यात येणारा आवतȓ खचर् अंतभूर्त आहे ,

म्हणून, आता महाराष्टर् आधार (िवत्तीय व इतर अथर्सहाय्य, लाभ आिण सेवा यांचे लिÑयत िवतरण) अिधिनयम, 2016 (2016

चा 18) (यात यापुढे ज्याचा िनदȃश ‘ उक्त अिधिनयम ’ असा करण्यात आला आहे ) याच्या कलम 3 च्या तरतुदींनुसार राज्य

शासनाचा, कृिष, पशुसंवधर्न, दुग्धव्यवसाय िवकास व मत्स्यव्यवसाय िवभाग याव्दारे उक्त योजना आिण सेवांतगर्त हस्तांतरणाच्या

थेट लाभ हस्तांतरण योजनेच्या (डी.बी.टी.) अंमलबजावणीसाठी कायर्पध्दतीचे पुढील टप्पे अिधसूिचत करीत आहे : –

(1) सोबत जोडलेʞा अनुसूिचतील योजना िकंवा सेवा याखाली अथŊसहाʊाचा लाभ िमळवू इİDžणाऱ्या ʩƅींना ȑांचेकडे

आधार क्रमांक असʞाचा पुरावा सादर करणे आवʴक आहे िकंवा आधार अिधप्रमाणन कŝन घेणे आवʴक आहे,

(2) सोबत जोडलेल्या अनुसूिचतील योजना िंकवा सेवा याखाली अथर्सहाय्याचा लाभ िमळवू इȎच्छणाऱ्या, पण आधार

कर्मांक नसलेल्या िंकवा आधार कर्मांकासाठी नाव न नोंदिवलेल्या कोणत्याही व्यक्तीस, आधार कर्मांकासाठी तात्काळ अजर्

करावा लागेल, मातर् उक्त अिधिनयमाच्या कलम 3 च्या तरतुदींनुसार तो आधार िमळिवण्यासाठी पातर् असला पािहजे आिण

अशा व्यक्तीस आधार कर्मांकासाठी कोणत्याही आधार नोंदणी केंदर्ाला [भारतीय िविशष्ट ओळख पर्ािधकरणाच्या

संकेतस्थळावर (UIDAI) (www.uidai.gov.in) यादी उपलब्ध आहे] भेट देता येईल.

(3) आधार (नोंदणी आिण अद्ययावतीकरण) िविनयम, 2016 यांच्या िविनयम 12 नुसार, राज्य शासनाच्या पर्शासनातील

स्थािनक पर्ािधकरणे, आधार नोंदणीसाठी भारतीय िविशष्ट ओळख पर्ािधकरणाची (UIDAI) नोंदणी िनबंधक झाली आहेत िंकवा

होण्याच्या पर्िकर्येत आहेत आिण भारतीय िविशष्ट ओळख पर्ािधकरणाशी (UIDAI) िवचारिविनमय कǘन नोंदणी सुिवधा

उपलब्ध कǗन देण्यासाठी सोईच्या िठकाणी िवशेष आधार नोंदणी िशिबरे भरवत आहेत आिण वर नमूद केलेल्या

योजना/सेवेखाली देऊ करण्यात आलेल्या अथर्सहाय्याचा लाभ िमळवू इȎच्छणाऱ्या, पण आधार कर्मांक नसलेल्या िंकवा

आधार कर्मांकासाठी अजूनही नोंदणी न केलेल्या कोणत्याही व्यक्तीला आधार कर्मांकासाठी नाव नोंदिवण्यासाठी अशा िवशेष

आधार नोंदणी िशबीरांना िंकवा भारतीय िवशेष ओळख पर्ािधकरणाच्या (UIDAI) िंकवा जवळपासच्या िवद्यमान िनबंधक

असलेल्या कोणत्याही आधार नोंदणी केंदर्ांना देखील भेट देता येईल.

परंतु, एखाद्या व्यक्तीस आधार (कर्मांक) नेमून देण्यात येईपयȊत पुढील कागदपतर्े सादर करण्यास अधीन राहून, त्याला

अनुसूिचतील योजना िंकवा सेवांखाली लाभ घेण्याची मुभा देण्यात येईल.

क.

(एक) जर त्याने “ आधार ” साठी नाव नोंदवले असेल तर त्याची आधार नोंदणीची पावती ; िंकवा

(दोन) आधार नोंदणीसाठीच्या िवनंती अजɕची पर्त,

ख.

(एक) भारताच्या िनवडणूक आयोगाने िदलेले मतदार ओळखपतर् ; िंकवा

(दोन) िशधापितर्का ; िंकवा

(तीन) मोटार वाहन अिधिनयम, 1988 (1988 चा 59) अन्वये लायसन्स देणाऱ्या पर्ािधकरणाने िदलेले वाहन चालन

लायसन्स ; िंकवा

(चार) राजपिᮢत अिधकारी िंकवा तहसीलदार यांनी अिधकृत लेटर हेडवर िदलेले अशा व्यक्तीचे छायािचतर् असलेले

ओळखपतर् ; िंकवा

(पाच) छायािचतर् असलेले िकसान पास बुक ; िंकवा

(सहा) छायािचतर् असलेले बँकेचे पासबुक ; िंकवा

(सात) राज्य शासनाने िविनȌदष्ट केलेले इतर कोणतेही दस्तऐवज

लाभाथȔना सोईस्कर आिण िवनाव्यत्यय सेवा उपलब्ध कǘन देण्याच्या दृष्टीने, राज्य पर्शासनाने, आधार

कर्मांकासाठी नाव नोंदवण्याचे महǃव आिण आधार नावनोंदणीसाठी उपलब्ध कǘन देण्यात आलेल्या सुिवधांच्या

तपशीलासंदभɕत लाभाथȔमध्ये जागǗकता िनमɕण करण्यासाठी, त्यांच्या क्षेितर्य कायɕलयामाफर्त स्थािनक पर्सारमाध्यमाद्वारे

व्यापक पर्िसद्धी िदली पािहजे.

गट िंकवा तहसील िंकवा तालुक्यांमध्ये नाव नोंदणी केंदर्े उपलब्ध नसल्याने लाभाथȓ नाव नोंदवू शकत नसतील

तर, क्षेतर्ीय अिधकाऱ्यांनी, सोईच्या िठकाणी नाव नोंदणी सुिवधा उभारणे आवश्यक आहे आिण लाभाथȔना, त्यांनी आपले नाव,

पत्ता इ.सारख्या तपशीलासह नाव नोंदणी करण्याची िवनंती करायला हवी.

थेट लाभ हस्तांतरण (डीबीटी) यासाठी पातर् असलेले लाभाथȓ, राज्य शासनाव्दारे याबाबतीत पर्ािधकृत करण् यात

आलेल्या, सेवा पुरिवणाऱ्या अिधपर्माणन वापरकतɕ एजन्सी (ए यु ए) ला, राज्य शासनाने वेळोवेळी उपलब्ध कǘन िदलेल्या

नमुन्यात अिधपर्माणनासाठीची आपली संमती सादर करतील.

NOTIFICATION

THE MAHARASHTRA AADHAR (TARGETED DELIVERY OF FINANCIAL AND OTHER SUBSIDIES, BENEFITS

AND SERVICES) ACT, 2016.

No. DBT-2020/C.R. No. 164/14-A.–Whereas, the use of Aadhaar as identity document for

delivery of services or benefits or subsidies, simplifies the Government delivery processes,

brings in transparency and efficiency and enables beneficiaries to get their entitlements

directly to them in a convenient and seamless manner and Aadhaar obviates the need for

producing multiple documents to prove one’s identity ;

And whereas, the Agriculture, Animal Husbandry, Dairy Development and Fisheries

Department is administering the schemes or services mentioned in the Schedule appended

hereto;

And whereas, the said schemes or services involves recurring expenditure incurred from

the Consolidated Fund of the State ;

Now, therefore, in pursuance of the provisions of section 3 of the Maharashtra Aadhaar

(Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, (Mah.

XVIII of 2017) (hereinafter referred to as “the said Act”), the Agriculture, Animal Husbandry,

Dairy Development and Fisheries Department, hereby notifies the following steps for

implementation of Direct Benefit Transfer (DBT) mechanism for transfer of subsidies under the

said schemes or services, namely : –

1. Individuals desirous of availing the benefits of subsidy under the said schemes or

services are required to furnish proof of possession of Aadhaar number or undergo Aadhaar

authentication.

2. Any individual desirous of availing the benefits of subsidy under the said schemes

or services who does not possess the Aadhaar number or has not yet enrolled for Aadhaar

shall have to apply for Aadhaar enrollment immediately provided he is entitled to obtain

Aadhaar as per the provisions of section 3 of the The Aadhar (Targeted Delivery of

Financial and other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) and such

individuals may visit any Aadhaar Enrollment center (List available at UIDAI website

(www.uidai.gov.in) for Aadhaar enrolment.

3. As per regulation 12 of the Aadhaar (Enrollment and Update) Regulations, 2016

the local authorities in the State have become or are in the process of becoming UIDAI

registrars for Aadhaar enrollment and are organizing special Aadhaar enrollment camps

at convenient locations for providing enrollment facilities in consultation with UIDAI and

any individual desirous of availing the benefits of subsidy offered under above mentioned

schemes who does not possess the Aadhaar number or has not yet enrolled for Aadhaar,

may also visit such special Aadhaar Enrollment Camps for Aadhaar enrollment or any of

the Aadhaar enrollment centers in the vicinity with existing registrars of UIDAI:

Provided that, till the time Aadhaar is assigned to the individual, he shall be allowed

to avail the benefits under the said schemes or services subject to the production of the

following documents, namely :–-

(a) (i) if he has enrolled, his Aadhaar Enrollment Id slip ; or

(ii) a copy of request made for Aadhaar enrollment ;

(b) (i) the voter identity card issued by the Election Commission of India ; or

(ii) ration card ; or

(iii) the driving license issued by the Licensing Authority under the Motor

Vehicles Act, 1988 (59 of 1988) ; or

(iv) the certificate of identity having photo of such member issued by any

Gazetted officer or a Tahsildar on an official letter head ; or

(v) the Kisan passbook with photo ; or

(vi) bank passbook with photo; or

(vii) any other photo identity document specified by the State Government.

In order to provide convenient and hassle free services to the beneficiaries, wide

publicity shall be given through field offices and local media for awareness of the

beneficiaries about the necessity of enrollment for Aadhaar and details of facilities

made for Aadhaar enrollment.

5.

In case the beneficiaries are not able to enroll due to non-availability of enrollment

centers in the Block or Tahsil or Talukas, the field officers are required to create

enrollment facilities at convenient location and the beneficiaries may be requested to

register their request for enrollment by giving their names with other details, such as

name, address, etc. at such location.

6.

Beneficiaries eligible for Direct Benefit Transfer (DBT) shall submit his consent for

authentication in the format as may be provided by the State Government, from time

to time to the Authentication user agency (AUA) providing service, which is

authorized in this behalf by the State Government.
