क्रमांक व््यशिअ-२०२१/प्र.क्र.१०६/व््यशि-४,— भारतीय संविधानाच्या अनुच््छछेद ३०९ खालील परंतुकान््वये प्रदान करण््ययाांांत

आलेल्या शक््तींचा वापर करून आणि या संदर््भभात सध्या अस््ततित््ववात असलेले सर््व विद्यमान नियम, आदेश किंवा अनुदेश यांचे अधिक्रमण

करून, महाराष्ट्ाचे राज्यपाल याद्ारे महाराष्टट्र शासनाच्या कौशल्य, रोजगार, उद्योजकता व नावीन्यता विभागाच्या प्रशासकीय नियंत्रणाखालील

व््यवसाय शिक्षण व प्रशिक्षण संचालनालयामधील शासकीय संस््थेतील आणि शासकीय कार््ययालयातील कनिष््ठ सर्वेक्षक-नि-कनिष््ठ

प्रशिक्षणार्थी सल्लागार (तांत्रिक), अधीक्षक (तांत्रिक), भांडार अधीक्षक, भांडारपाल व सहायक भांडारपाल, गट-क (तांत्रिक), महाराष्टट्र

शिक्षण सेवा, पदावरील सेवाप्रवेशाचे विनियमन करणारे पुढील नियम करीत आहेत :—

१. या नियमांना व््यवसाय शिक्षण व प्रशिक्षण संचालनालयामधील कनिष््ठ सर्वेक्षक-नि-कनिष््ठ प्रशिक्षणार्थी सल्लागार (तांत्रिक),

अधीक्षक (तांत्रिक), भांडार अधीक्षक, भांडारपाल व सहायक भांडारपाल, गट-क (तांत्रिक), महाराष्टट्र शिक्षण सेवा, (सेवाप्रवेश)

नियम, २०२२ असे संबोधण्यात यावे.

२. या नियमांत संदर््भभानुसार दुसरा अर््थ अभिप्रेप्रेत नसेल तर,—

(क) “नियुक्ती प्राधिकारी” याचा अर््थ, संचालक, व््यवसाय शिक्षण व प्रशिक्षण संचालनालय यांच्या अधिनस््त असलेल्या

गट - क (तांत्रिक) पदांकरिता संचालक, महाराष्टट्र राज्य कौशल्य, व््यवसाय शिक्षण व प्रशिक्षण मंडळ यांच्या अधिनस््त असलेल्या

गट - क (तांत्रिक) पदांकरिता, संबंधित विभागाचा सहसंचालक, व््यवसाय शिक्षण व प्रशिक्षण यांच्या अधिनस््त असलेल्या गट - क

(तांत्रिक) पदांकरिता व शासन सेवेत संबंधित पदावर उमेदवाराची नियुक्ती करण्यास सक्षम असणारा असा आहे ;

(ख) “पदवी” याचा अर््थ, सांविधिक विद्यापिठठ

ाची अभियांत्रिकी किंवा तंत्रशास्त्ातील पदवी किंवा शासनाने त्याच््ययाशी

समतुल्य म््हणून घोषित केलेली अन्य कोणतीही अर््हता असा आहे ;

(ग) “पदविका” याचा अर््थ, महाराष्टट्र राज्य तंत्र शिक्षण मंडळाने प्रदान केलेली अभियांत्रिकी किंवा तंत्रशास्त्ातील पदविका

किंवा शासनाने त्याच््ययाशी समतुल्य म््हणून घोषित केलेली अन्य कोणतीही अर््हता असा आहे ;

(घ)“संचालनालय” याचा अर््थ, शासनाच्या कौशल्य, रोजगार, उद्योजकता व नावीन्यता विभागाच्या प्रशासकीय

नियंत्रणाखालील व््यवसाय शिक्षण व प्रशिक्षण संचालनालय असा आहे ;

(च) “पदोन्नतीसाठठीची पात्रता” याचा अर््थ, शासनाच्या सामान्य प्रशासन विभागाने वेळोवेळी निर्गमित केलेल्या नियम, शासन

निर््णय किंवा आदेशांमध्ये पदोन्नतीसाठठी विहित केलेल्या अटी व शर्ततींनुसार पदोन्नतीसाठठीची पात्रता असा आहे ;

(छछ)“अभियांत्रिकी व््यवसाय अभ्यासक्रम” याचा अर््थ केंद्र शासनाच्या कौशल्य विकास व उद्योजकता मंत्ालयाच्या

अखत्यारीतील प्रशिक्षण महानिदेशालय, नवी दिल्ली यांनी घोषित केलेले अभियांत्रिकी गटातील व््यवसाय अभ्यासक्रम असा आहे;

(ज) “शासन” याचा अर््थ, महाराष्टट्र शासन असा आहे;

(झ) “राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा” याचा अर््थ, राष्ट्ीय व््यवसाय प्रशिक्षण परिषद, नवी दिल्ली यांचेद्ारे घेण्यात

येणारी शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा असा आहे ;

(त्र) “राष्ट्ीय व््यवसाय प्रमाणपत्र परीक्षा” याचा अर््थ राष्ट्ीय व््यवसाय प्रशिक्षण परिषद, नवी दिल्ली यांचेद्ारे घेण्यात येणारी

व््यवसाय प्रमाणपत्र परीक्षा असा आहे ;

(ड) “माध््यमिक शाळा प्रमाणपत्र परीक्षा” याचा अर््थ, महाराष्टट्र राज्य माध््यमिक आणि उच्च माध््यमिक शिक्षण मंडळेे

अधिनियम, १९६५ (१९६५ चा महाराष्टट्र अधिनियम क्रमांक ४१) अन््वये गठठीत केलेल्या विभागीय मंडळाकडून घेण्यात येणारी

माध््यमिक शाळा प्रमाणपत्र परीक्षा असा आहे किंवा शासनाने त्याच््ययाशी समतुल्य म््हणून घोषित केलेली अन्य कोणतीही अर््हता

असा आहे;

(ण) “निवड समिती” याचा अर््थ, या सेवाप्रवेश नियमातील पदांवरील सरळसेवा भरतीकरीता उमेदवारांच्या निवडीच्या

प्रयोजनार््थ कौशल्य, रोजगार, उद्योजकता व नावीन्यता विभाग यांचेकडून वेळोवेळी गठठीत करण्यात आलेली निवड समिती असा आहे;

३. संचालनालयामधील कनिष््ठ सर्वेक्षक-नि-कनिष््ठ प्रशिक्षणार्थी सल्लागार (तांत्रिक), या पदावरील नियुक्ती पुढील मार््गगाने

करण्यात येईल :—

(क) अधीक्षक (तांत्रिक) किंवा भांडार अधीक्षक, महाराष्टट्र शिक्षण सेवा,गट-क (तांत्रिक) हे पद धारण करणाऱ्या व

या पदावर किमान तीन वर्षेे नियमित सेवा व सेवासातत्य पूर््ण केलेल्या व्यक््तींमधून एकत्रित ज्येष््ठतेच्या आधारे, योग्य व्यक्तीच्या

पदोन्नतीने करण्यात येईल;

किंवा

(ख) निवड समितीद्ारे घेण्यात येणाऱ्या स््पर््धधात्मक परीक्षेच्या निकालाच्या आधारे शिफारस करण्यात आलेल्या, जे खालील

निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :—

(एक) वययोमर््ययादा.—

(एक) किमान वयोमर््ययादा.—पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास

अठठरा वर्षेे पूर््ण.

(दोन) कमाल वयोमर््ययादा.—पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास मागास

संवर््गगात समाविष्ट नसलेल्या व्यक््तींसाठठी अडतीस वर््ष पूर््ण व मागास संवर््गगात समाविष्ट असलेल्या व्यक््तींसाठठी

त्ेचाळीस वर्षेे पूर््ण.

(दोन) किमान शैक्षणिक अर््हता.-

अभियांत्रिकी किंवा तंत्रशास्तत्र यामधील कोणत्याही शाखेतील पदविका.

(तीन) अनुभवाची अर््हता.- सर्वेक्षण किंवा तांत्रिक व््यवस्थापन किंवा सल्लागार किंवा पर््यवेक्षणाचा अनुभव ;

(एक) पदवीधारक व्यक््तींकरिता एक वर््षषापेक्षा कमी नाही इतका,

(दोन) पदविकाधारक व्यक््तींकरिता तीन वर््षाांपेक्षा कमी नाही इतका, शासकीय किंवा निमशासकीय किंवा

खाजगी आस््थापना किंवा कोणत्याही महामंडळेे किंवा इतर कोणत्याही संस््थांमधील.

४. संचालनालयामधील अधीक्षक (तांत्रिक), या पदावरील नियुक्ती निवड समितीद्ारे घेण्यात येणाऱ्या स््पर््धधात्मक परीक्षेच्या

निकालाच्या आधारे शिफारस करण्यात आलेल्या, जे खालील निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :—

(एक) वययोमर््ययादा.-

(एक) किमान वयोमर््ययादा. - पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास अठठरा वर्षेे पूर््ण.

(दोन) कमाल वयोमर््ययादा.- पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास मागास संवर््गगात

समाविष्ट नसलेल्या व्यक््तींसाठठी अडतीस वर््ष पूर््ण व मागास संवर््गगात समाविष्ट असलेल्या व्यक््तींसाठठी त्ेचाळीस वर्षेे पूर््ण.

(दोन) किमान शैक्षणिक अर््हता.-

अभियांत्रिकी किंवा तंत्रशास्तत्र यामधील कोणत्याही शाखेतील पदविका.

(तीन) अनुभवाची अर््हता.- तांत्रिक व््यवस्थापन किंवा पर््यवेक्षणाचा अनुभव;

(एक) पदवीधारक व्यक््तींकरिता एक वर््षषापेक्षा कमी नाही इतका,

(दोन) पदविकाधारक व्यक््तींकरिता तीन वर््षाांपेक्षा कमी नाही इतका,

शासकीय किंवा निमशासकीय किंवा खाजगी आस््थापना किंवा कोणत्याही महामंडळेे किंवा इतर कोणत्याही

संस््थांमधील.

५. संचालनालयामधील भांडार अधीक्षक, या पदावरील नियुक्ती भांडारपाल, महाराष्टट्र शिक्षण सेवा, गट-क (तांत्रिक) हे पद धारण

करणाऱ्या व या पदावर किमान तीन वर्षेे नियमित सेवा पूर््ण केलेल्या व्यक््तींची एकत्रित ज्येष््ठतेच्या आधारे, एकत्रित ज्येष््ठतासूचीनुसार

योग्य व्यक्तीच्या पदोन्नतीने करण्यात येईल.

६. संचालनालयामधील भांडारपाल, या पदावरील नियुक्ती पुढील मार््गगाने करण्यात येईल :-

(क) सहायक भांडारपाल, महाराष्टट्र शिक्षण सेवा, गट-क (तांत्रिक) हे पद धारण करणाऱ्या व या पदावर किमान तीन वर्षेे

नियमित सेवा व सेवासातत्य पूर््ण केलेल्या व्यक््तींमधून एकत्रित ज्येष््ठतेच्या आधारे, योग्य व्यक्तीच्या पदोन्नतीने करण्यात येईल;

किंवा

निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :-

(एक) वययोमर््ययादा.—

अठठरा वर्षेे पूर््ण.

त्ेचाळीस वर्षेे पूर््ण.

भाग चार-अ—१अ

(दोन) किमान शैक्षणिक अर््हता.—

(एक) माध््यमिक शालांत प्रमाणपत्र परीक्षा उत्तीर््ण ;

आणि

(दोन) अभियांत्रिकी व््यवसाय अभ्यासक्रमातील विहित केलेली राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा

उत्तीर््ण किंवा राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा नसलेल्या व््यवसाय अभ्यासक्रमांकरिता विहित केलेली राष्ट्ीय

व््यवसाय प्रमाणपत्र परीक्षा उत्तीर््ण.

(तीन) अनुभवाची अर््हता.—भांडार हाताळण्याचा किंवा

भांडार व््यवस्थापन कामाचा अनुभव,-

(एक) पदविकाधारक व्यक््तींकरिता दोन वर््षाांपेक्षा कमी इतका,

(दोन) राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा उत्तीर््ण व्यक््तींकरिता तीन वर््षाांपेक्षा कमी नाही इतका,

(तीन) राष्ट्ीय व््यवसाय प्रमाणपत्र परीक्षा उत्तीर््ण व्यक््तींकरिता चार वर््षाांपेक्षा कमी नाही इतका,

संस््थांमधील.

७. संचालनालयामधील सहाय्यक भांडारपाल, या पदावरील नियुक्ती निवड समितीद्ारे घेण्यात येणाऱ्या स््पर््धधात्मक परीक्षेच्या

निकालाच्या आधारे शिफारस करण्यात आलेल्या, जे खालील निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :-

(एक) वयोमर््ययादा.-

(एक) किमान वयोमर््ययादा.- पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास अठठरा वर्षेे पूर््ण.

(दोन) किमान शैक्षणिक अर््हता.-

(एक) माध््यमिक शालांत प्रमाणपत्र परीक्षा उत्तीर््ण ;

आणि

(दोन) अभियांत्रिकी व््यवसाय अभ्यासक्रमातील विहित केलेली राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा उत्तीर््ण

किंवा राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा नसलेल्या व््यवसाय अभ्यासक्रमांकरिता विहित केलेली राष्ट्ीय व््यवसाय

प्रमाणपत्र परीक्षा उत्तीर््ण.

(तीन) अनुभवाची अर््हता.—भांडार हाताळण्याचा किंवा

भांडार व््यवस्थापन कामाचा अनुभव,-

(एक) पदविकाधारक व्यक््तींकरिता दोन वर््षाांपेक्षा कमी नाही इतका,

संस््थांमधील.

८. नियम ३ येथथे नमूद केलेल्या पदावर पदोन्नती व नामनिर्देशनाने करावयाच्या नियुक्तीचे प्रमाण ५० : ५० असे राहील.

परंतु आणखी असे की, पदोन्नतीद्ारे नियुक्ती देण्याकरिता योग्य उमेदवार उपलब्ध नसतील तर नियुक्ती प्राधिकाऱ्याच्या सहमतीने

पदोन्नती व नामनिर्देशन याद्ारे करावयाच्या नियुक्तीकरिता विहित करण्यात आलेले प्रमाण त्या भरती वर््षषापुरते शिथिल करून सदर पदे

नामनिर्देशनाद्ारे भरता येतील.

९. नियम ६ येथथे नमूद केलेल्या पदावर पदोन्नती व नामनिर्देशनाने करावयाच्या नियुक्तीचे प्रमाण ७५ : २५ असे राहील.

नामनिर्देशनाद्ारे भरता येतील.

१०. (क) नियम ३, ५ किंवा ६ येथथे नमूद पदांवर पदोन्नतीने नियुक्त होणाऱ्या व्यक्तीने, पदोन्नतीपूर्वीी हिंदी भाषा परीक्षा व मराठठी

भाषा परीक्षा या दोन्ही परीक््षाांांसंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, हिंदी भाषा व मराठठी भाषा परीक्षा अगोदरच उत्तीर््ण केलेली

असणे अथवा उत्तीर््ण होण्यापासून सूट मिळविलेली असणे आवश्यक राहील. अन््यथथा या पदावर पदोन्नती अनुज्ेय ठठरणार नाही.

(ख) नियम ३, ४, ६ किंवा ७ येथथे नमूद पदांवर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, हिंदी भाषा व मराठठी भाषा परीक्षा या

दोन्ही परीक््षाांांसंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, हिंदी भाषा व मराठठी भाषा परीक्षा नियुक्तीपूर्वीी उत्तीर््ण केलेल्या नसतील तर,

हिंदी भाषा व मराठठी भाषा परीक्षा नियमात नमूद केलेल्या विहित मुदतीत हिंदी भाषा व मराठठी भाषा परीक्षा उत्तीर््ण होणे आवश्यक राहील.

त्याचप्रमाणे विहित मुदतीत हिंदी भाषा व मराठठी भाषा परीक्षा उत्तीर््ण न झाल्यास सदर परीक्षा उत्तीर््ण होईपर्यंंत वार््षषिक वेतनवाढ अनुज्ेय

राहणार नाही. तसेच पुढील पदांवरील पदोन्नती अनुज्ेय रहाणार नाही.

११. (क) नियम ३, ५ किंवा ६ येथथे नमूद पदांवर पदोन्नतीने नियुक्त होणाऱ्या व्यक्तीने, पदोन्नतीपूर्वीी संगणक हाताळणी ज्ान अर््हता

प्रमाणपत्रसंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, संगणक हाताळणी ज्ान अर््हता प्रमाणपत्र धारण करणे अथवा सदर प्रमाणपत्र

धारण करण्यापासून सूट मिळविलेली असणे आवश्यक राहील. अन््यथथा या पदावर पदोन्नती अनुज्ेय ठठरणार नाही.

(ख) नियम ३, ४, ६ किंवा ७ येथथे नमूद पदांवर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, संगणक हाताळणी ज्ान अर््हता

प्रमाणपत्ासंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, नियुक्तीपूर्वीी संगणक हाताळणी ज्ान अर््हता प्रमाणपत्र धारण केलेले नसल्यास,

याबाबतच्या नियमात नमूद केलेल्या विहित मुदतीत सदर प्रमाणपत्र धारण करणे आवश्यक राहील. त्याचप्रमाणे विहित मुदतीत प्रमाणपत्र

धारण न केल्यास, सदर संगणक हाताळणी ज्ान अर््हता प्रमाणपत्र धारण करेपर्यंंत वार््षषिक वेतनवाढ अनुज्ेय राहणार नाही. तसेच पुढील

पदांवरील पदोन्नती अनुज्ेय रहाणार नाही.

१२. (क) नियम ३, ४, ६ किंवा ७ येथथे नमूद पदावर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, महाराष्टट्र नागरी सेवा (लहान

कुटुंबाचे प्रतिज्ापन) नियम, २००५ मधील तरतुदीनुसार व त्याबाबत वेळोवेळी करण्यात येणाऱ्या नियमांनुसार, नियुक्तीच्या वेळी लहान

कुटुंबाचे प्रतिज्ापन सादर करणे आवश्यक राहील. तसेच यासंदर््भभात वेळोवेळी निर्गमित होणारे शासन आदेश लागू राहतील.

(ख) तसेच लहान कुटुंबाचे प्रतिज्ापन सादर करताना त्यामध्ये दोन पेक्षा अधिक अपत्ये नियुक्तीच्या वेळेेस हयात असल्यास

संबंधित उमेदवार शासकीय नियुक्तीसाठठी अपात्र राहील.

(ग) शासकीय सेवेत नियुक्ती झाल्यानंतर, नियुक्तीच््ययावेळी किंवा त्यानंतर दोन पेक्षा अधिक अपत्ये हयात असल्यास संबंधित

उमेदवार शासकीय नियुक्तीसाठठी अपात्र राहील.

१३. नियम ३, ४, ५, ६ किंवा ७ येथथे नमूद केलेल्या विभाग स््तरावरील पदावर नियुक्त केलेली व्यक््तीं संबंधित विभाग स््तरावर

बदलीसाठठी पात्र राहील. आणि संचालनालय व मंडळ स््तरावरील पदावर नियुक्त केलेली व्यक्ती संचालनालय ते मंडळ आणि मंडळ ते

संचालनालय स््तरावर बदलीसाठठी पात्र राहील.

१४. शासनाने विहित केलेल्या अटी व शर्तीी, शासनाने शासकीय कर््मचाऱ््ययाांांकरिता नियुक्ती नंतरचे वेळोवेळी निर्गमित केलेले अन्य

नियम, आदेश किंवा निर््णयदेखील शासकीय कर््मचाऱ्यास लागू राहतील.

NOTIFICATION

Constitution of India.

No. VEA-2021/CR.106/VE-4.—In exercise of the powers conferred by the proviso to article

309 of the Constitution of India and in supersession of all the existing rules, orders or instruments

issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of Junior Surveyor-cum-Junior Apprentice Adviser (Technical) and

Superintendent (Technical), Store Superintendent, Store Keeper and Assistant Store Keeper, Group-C

(Technical) in Maharashtra Education Services, in the Government Institute and Government

Offices , in the Directorate of Vocational Education and Training under the administrative control

of the Skills, Employment, Entrepreneurship and Innovation Department of the Government of

Maharashtra, namely :—

1. These rules may be called the Junior Surveyor-cum-Junior Apprentice Adviser (Technical)

and Superintendent (Technical), Store Superintendent, Store Keeper and Assistant Store Keeper,

Group-C (Technical) in Maharashtra Education Services, in the Directorate of Vocational Education

and Training (Recruitment) Rules, 2022.

2. In these rules, unless the context requires otherwise,—

(a) “Appointing Authority” means the Director, Directorate of Vocational Education and

Training, Mumbai, in respect of Group-C (Technical) posts in the office of Directorate: Director,

Maharashtra State Board of Skill, Vocational Education and Training, in respect of Group-C

(Technical) posts in the office of Board and the Joint Director, Vocational Education and Training

of the concerned region in respect of Group-C (Technical) posts in that region who shall be

competent to appoint the candidate to the concerned post in the Government service ;

(b) “Degree” means a Degree in Engineering or Technology of a statutory university or any

other qualification declared by the Government to be equivalent thereto ;

Education or equivalent educational qualification declared by the Government to be equivalent

thereto ;

(d) “Directorate” means the Directorate of Vocational Education and Training under the

administrative control of the Skills, Employment, Entrepreneurship and Innovation Department

of the Government ;

(e) “Eligibility for promotion” means the eligibility for promotion in accordance with the

terms and conditions specified for promotion in rules, resolutions or orders issued by the General

Administration Department of the Government, from time to time ;

(f)

“Engineering Trade” means trades in engineering group declared by the Directorate

General of Training, New Delhi under the Ministry of Skill Development and Entrepreneurship ;

(g) “Government” means the Government of Maharashtra ;

(h) “National Apprenticeship Certificate Examination” means Apprenticeship Certificate

Examination conducted by the National Council for Vocational Training, New Delhi ;

(i)

“National Trade Certificate Examination” means the Trade Certificate Examination

conducted by the National Council for Vocational Training, New Delhi ;

(j)

“Secondary School Certificate Examination” means the Secondary School Certificate

Examination conducted by the Divisional Boards constituted under the Maharashtra Secondary

and Higher Secondary Education Boards Act, 1965 (XLI of Maharashtra 1965) and includes any

other equivalent examination declared by the Government to be equivalent thereto ;

(k) “Selection Committee” means a Selection Committee constituted, from time to time, by

the Skills, Employment, Entrepreneurship and Innovation Department of the Government for

the purpose of selection of candidates for direct recruitment to the posts mentioned in these rules.

3. Appointment to the post of Junior Surveyor-cum-Junior Apprentice Adviser (Technical), in

the Directorate shall be made either,–

(a) by promotion of a suitable person having eligibility for promotion and having not less than

three years continuous service on the post of Superintendent (Technical) or Store Superintendent,

in Maharashtra Education Service, Group-C (Technical) on the basis of common seniority, as

per the common seniority list of persons holding the said posts; or

(b) by nomination from amongst the candidates recommended by the Selection Committee

on the basis of result of Competitive Examination conducted therefor, who fulfils the following

criteria, namely:—

(i) Age limit.–

(A) Lower Age Limit.—Eighteen years of age completed as on the last date of

receipt of applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.—Thirty-eight years of age completed for the persons not

belonging to reserved categories and forty three years completed for the persons

belonging to reserved categories as on the last date of receipt of applications as per

advertisement for recruitment to the post.

(ii) Minimum Educational Qualification.—Diploma in Engineering or Technology of

any Branch.

(iii) Experience.—An experience of work of survey or technical management or

consultancy or supervisory level of,—

(A) not less than one year after possessing a Degree,

(B) not less than three years after possessing a Diploma,

in the Government or Semi-Government or private establishments or any

Corporation or any other institute.

4. Appointment to the post of Superintendent (Technical), in the Directorate shall be made by

nomination from amongst the candidates recommended by the Selection Committee on the basis of

result of Competitive Examination conducted therefor, who fulfils the following criteria, namely:-

(i) Age limit.—

(A) Lower Age Limit.—Eighteen years of age completed as on the last date of receipt

of applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.—Thirty-eight years of age completed for the persons not belonging

to reserved categories and forty three years completed for the persons belonging to reserved

categories as on the last date of receipt of applications as per advertisement for recruitment

to the post.

(ii) Minimum Educational Qualification.—Diploma in Engineering or Technology of any

Branch.

(iii) Experience.—An experience of work of technical management or supervisory level of,—

(A) not less than one year after possessing a Degree,

(B) not less than three years after possessing a Diploma,

in the Government or Semi-Government or private establishments or any Corporation

or any other institute.

5. Appointment to the post of Store Superintendent, in the Directorate shall be made by

promotion of a suitable person having eligibility for promotion and having not less than three

years continuous service on the post of Store Keeper, in Maharashtra Education Service, Group-C

(Technical) on the basis of seniority, as per the common seniority list of persons holding the said posts.

6. Appointment to the post of Store Keeper, in the Directorate shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion and having not less

than three years continuous service on the post of Assistant Store Keeper, in Maharashtra

Education Service, Group-C (Technical) on the basis of seniority, as per the common seniority

list of persons holding the said posts; or

(b) by nomination from amongst the candidates recommended by the Selection Committee

on the basis of result of Competitive Examination conducted therefor, who fulfils the following

criteria, namely:-

(i) Age limit.—

(A) Lower Age Limit.—Eighteen years of age completed as on the last date of

receipt of applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.—Thirty-eight years of age completed for the persons not

belonging to reserved categories and forty three years completed for the persons

belonging to reserved categories as on the last date of receipt of applications as per

advertisement for recruitment to the post.

(ii) Minimum Educational Qualification.—

(A) passing of Secondary School Certificate Examination; and

(B) passing of the National Apprenticeship Certificate Examination in engineering

trade or passing of the National Trade Certificate Examination for those engineering

trades where the National Apprenticeship Certificate Examination is not held.

(iii) Experience.—An experience of work of Store handling or Store management of ,-

(A) not less than two years after possessing a Diploma,

(B) not less than three years after passing the National Apprenticeship Certificate

Examination,

in the Government or Semi-Government or private establishments or any

Corporation or any other institute.

7. Appointment to the post of Assistant Store Keeper, in the Directorate shall be made by

nomination from amongst the candidates recommended by the Selection Committee on the basis of

result of Competitive Examination conducted therefor, who fulfils the following criteria, namely:—

(i) Age limit.—

(A) Lower Age Limit.—Eighteen years of age completed as on the last date of receipt

of applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.—Thirty-eight years of age completed for the persons not belonging

to reserved categories and forty three years completed for the persons belonging to reserved

categories as on the last date of receipt of applications as per advertisement for recruitment

to the post.

(ii) Minimum Educational Qualification.—

(A) Passing of Secondary School Certificate Examination; and

(B) Passing of the National Apprenticeship Certificate Examination in engineering

trade or passing of the National Trade Certificate Examination for those engineering trades

where the National Apprenticeship Certificate Examination is not held.

(iii) Experience.—An experience of work of Store handling or Store management or Store

Assistant,-

(A) not less than two years after possessing a Diploma,

(B) not less than three years after passing the National Apprenticeship Certificate

Examination,

in the Government or Semi-Government or private establishments or any Corporation

or any other institute.

8. Appointment to the post mentioned in rule 3 shall be made by promotion and nomination,

in the ratio of 50:50, respectively:

Provided that, if exigencies of service so required, the Appointing Authority may make

appointment by promotion or nomination, as the case may be, by relaxing the ratio prescribed for

appointment by promotion or nomination.

9. Appointment to the post mentioned in rule 6 shall be made by promotion and nomination,

in the ratio of 75:25, respectively:

Provided that, if exigencies of service so required, the Appointing Authority may make

appointment by promotion or nomination, as the case may be, by relaxing the ratio prescribed for

appointment by promotion or nomination.

10. (1) A person to be appointed to the post mentioned in rule 3, 5 or 6 by promotion shall

pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the

Government, from time to time, unless he has already passed or has been exempted from passing

those examinations before getting promoted to the said post.

(2) A person appointed to the post mentioned in rule 3, 4, 6 or 7 by nomination shall pass the

Marathi and Hindi languages examinations as per the rules made in that behalf by the Government,

from time to time, within the prescribed time limit after appointment, unless he has already passed

or has been exempted from passing those examinations. He shall not be eligible for annual increment

or promotion to the next promotional post until he passes those examinations.

11. (1) A person to be appointed to the post mentioned in rule 3, 5 or 6 by promotion shall

possess a certificate of Computer Operations prescribed by rules or orders issued in that behalf by

the Government, from time to time, unless he has been exempted therefrom before getting promoted

to the said post.

(2) A person appointed to the post mentioned in rule 3, 4, 6 or 7 by nomination shall possess

a Certificate of Computer Operations prescribed by the Government, from time to time, within the

prescribed time limit after appointment, unless he has been exempted from possessing such Certificate

of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the

next promotional post until he possess the same.

12. (1) A person recommended for appointment by nomination to the post mentioned in rule 3,

4, 6 or 7 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil

Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued

in this behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small

Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more than

two children at the time of appointment or thereafter, then he shall be disqualified for continuing

on the said post in Government service.

सेवाप्रवेशाचे विनियमन करणारे पुढील नियम करीत आहेत :-

१. या नियमांना व््यवसाय शिक्षण व प्रशिक्षण संचालनालयामधील कॉम््पयुटर प्रोग्ामर, गट-क, महाराष्टट्र शिक्षण सेवा, (सेवाप्रवेश)

नियम, २०२२ असे संबोधण्यात यावे.

२. या नियमांत संदर््भभानुसार दुसरा अर््थ अभिप्रेप्रेत नसेल तर,-

(क) “संचालनालय” याचा अर््थ शासनाच्या कौशल्य, रोजगार, उद्योजकता व नावीन्यता विभागाच्या प्रशासकीय

नियंत्रणाखालील व््यवसाय शिक्षण व प्रशिक्षण संचालनालय असा आहे ;

(ख) “शासन” याचा अर््थ महाराष्टट्र शासन असा आहे ;

(ग) “पदवी” याचा अर््थ सांविधिक विद्यापिठठ

ाची पदवी किंवा शासनाने त्याच््ययाशी समतुल्य म््हणून घोषित केलेली अन्य

कोणतीही अर््हता असा आहे ;

(घ) “निवड समिती” याचा अर््थ या सेवाप्रवेश नियमातील पदांवरील सरळसेवा भरतीकरिता उमेदवारांच्या निवडीच्या

प्रयोजनार््थ कौशल्य, रोजगार, उद्योजकता व नावीन्यता विभाग यांचेकडून वेळोवेळी गठठीत करण्यात आलेली निवड समिती असा

आहे ;

३. संचालनालयामधील कॉम््पयुटर प्रोग्ामर, या पदावरील नियुक्ती निवड समितीद्ारे घेण्यात येणाऱ्या स््पर््धधात्मक परीक्षेच्या निकालाच्या

आधारे शिफारस करण्यात आलेल्या, व खालील निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :—

(एक) वयोमर््ययादा.-

(एक) किमान वयोमर््ययादा.- पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास अठठरा वर्षेे

पूर््ण.

(दोन) किमान शैक्षणिक अर््हता.-

संगणक अभियांत्रिकी किंवा संगणक तंत्रशास्तत्र किंवा संगणक विज्ान किंवा संगणक ॲप््ललिकेशन्स यामधील पदवी.

(तीन) अनुभवाची अर््हता.-

नियम ३ (दोन) येथथे नमूद अर््हता धारण केल्यानंतर दोन वर््षाांपेक्षा कमी नाही इतका शासकीय / निमशासकीय / खाजगी

स््वरूपाच्या आस््थापना / महामंडळेे / उद्योगातील कॉम््पयुटर प्रोग्रामिंगचा अनुभव.

४. नियम ३ येथथे नमूद पदांवर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, संगणक हाताळणी ज्ान अर््हता प्रमाणपत्ासंदर््भभात शासनाने

वेळोवेळी केलेल्या नियमांनुसार, नियुक्तीपूर्वीी संगणक हाताळणी ज्ान अर््हता प्रमाणपत्र धारण केलेले नसल्यास, याबाबतच्या नियमात

नमूद केलेल्या विहित मुदतीत सदर प्रमाणपत्र धारण करणे आवश्यक राहील. त्याचप्रमाणे विहित मुदतीत प्रमाणपत्र धारण न केल्यास,

भाग चार-अ—२अ

सदर संगणक हाताळणी ज्ान अर््हता प्रमाणपत्र धारण करेपर्यंंत वार््षषिक वेतनवाढ अनुज्ेय राहणार नाही. तसेच पुढील पदांवरील पदोन्नती

अनुज्ेय राहणार नाही.

५. (क) नियम ३ येथथे नमूद पदावर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, महाराष्टट्र नागरी सेवा (लहान कुटुंबाचे प्रतिज्ापन)

नियम, २००५ मधील तरतुदीनुसार व त्याबाबत वेळोवेळी करण्यात येणाऱ्या नियमांनुसार, नियुक्तीच्या वेळी लहान कुटुंबाचे प्रतिज्ापन

सादर करणे आवश्यक राहील. तसेच यासंदर््भभात वेळोवेळी निर्गमित होणारे शासन आदेश लागू राहतील.

संबंधित उमेदवार शासकीय नियुक्तीसाठठी अपात्र राहील.

७. शासनाने विहित केलेल्या अटी व शर्तीी, शासनाने शासकीय कर््मचाऱ््ययाांांकरिता नियुक्ती नंतरचे वेळोवेळी निर्गमित केलेले अन्य

नियम, आदेश किंवा निर््णयदेखील शासकीय कर््मचाऱ्यास लागू राहतील.

No.VEA-2018/CR.270/18/VE-4.—In exercise of the powers conferred by the proviso to article

309 of the Constitution of India and in supersession of all existing rules, orders or instruments

made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of Computer Programmer, Group-C, Maharashtra Education

Service, in the Directorate of Vocational Education and Training, Maharashtra State, Mumbai under

the administrative control of Skills, Employment, Entrepreneurship and Innovation Department of

Government of Maharashtra, namely :—

1. These rules may be called the Computer Programmer, Group-C, in the Maharashtra

Education Service, in the Directorate of Vocational Education and Training, Maharashtra State,

Mumbai (Recruitment) Rules, 2022.

2. In these rules, unless the context requires otherwise :—

(a) “Directorate” means the Directorate of Vocational Education and Training under the

administrative control of the Skills, Employment, Entrepreneurship and Innovation Department

of the Government ;

(b) “Government” means the Government of Maharashtra ;

by the Government to be equivalent thereto ;

(d) “Selection Committee” means a Selection Committee constituted, from time to time, by

the Skills, Employment, Entrepreneurship and Innovation Department of the Government for

the purpose of selection of candidates for direct recruitment to the posts mentioned in these rules.

3. Appointment to the post of Computer Programmer, Group C, in Maharashtra Education

Service, in the Directorate, shall be made by nomination from amongst the candidates recommended

by the Selection Committee on the basis of result of Competitive Examination conducted therefor,

who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower Age Limit.—Eighteen years completed as on the last date of receipt of

applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.—Thirty-eight years of age completed for the persons not belonging

to reserved categories and forty three years completed for the persons belonging to reserved

categories as on the last date of receipt of applications as per advertisement for recruitment

to the post.

(ii) Minimum Educational Qualification.—Graduate in Computer Engineering or Computer

Technology or Computer Science or Computer Application.

(iii) Experience.— An experience of computer programming of not less than two years after

possessing an educational qualification prescribed in sub-clause (ii),

in the Government or Semi-Government or private establishments or any Corporation

or any other institute.

4. A person appointed to the posts mentioned in rule 3 by nomination, shall pass the Marathi

and Hindi languages examinations as per the rules made in that behalf by the Government, from time

to time, before appointment unless he has already passed or shall pass the said examinations within

the prescribed time limit after appointment or has been exempted from passing these examinations.

He shall not be eligible for annual increment or promotion to the next promotional post till he passes

such examinations.

5. (1) A person appointed to the posts mentioned in rule 3 by nomination, shall submit a

declaration of Small Family as per the provisions of the Maharashtra Civil Services (Small Family

Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf, by the

Government, from time to time, otherwise he shall not be eligible for appointment to the post.

(2) A person having more than two children on the date of submission of Declaration of Small

Family, shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more

to time, shall also be applicable to the Government Servant.

इलेक्ट्रॉनिक्स), गट-क (तांत्रिक), महाराष्टट्र शिक्षण सेवा, पदांचे (सेवाप्रवेश) नियम, २०२२ ” असे संबोधण्यात यावे.

(ग) “संचालनालय” याचा अर््थ शासनाच्या कौशल्य, रोजगार, उद्योजकता व नाविन्यता विभागाच्या प्रशासकीय

नियंत्रणाखालील व््यवसाय शिक्षण व प्रशिक्षण संचालनालय असा आहे ;

(घ) “शासन” याचा अर््थ महाराष्टट्र शासन असा आहे ;

(च) “राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा” याचा अर््थ राष्ट्ीय व््यवसाय प्रशिक्षण परिषद, नवी दिल्ली यांचेद्ारे

घेण्यात येणारी शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा असा आहे ;

(छछ) “राष्ट्ीय व््यवसाय प्रमाणपत्र परीक्षा” याचा अर््थ राष्ट्ीय व््यवसाय प्रशिक्षण परिषद, नवी दिल्ली यांचेद्ारे घेण्यात येणारी

व््यवसाय प्रमाणपत्र परीक्षा असा आहे ;

(ज) “माध््यमिक शाळा प्रमाणपत्र परीक्षा” याचा अर््थ महाराष्टट्र राज्य माध््यमिक आणि उच्च माध््यमिक शिक्षण मंडळेे

असा आहे ;

(झ) “निवड समिती” याचा अर््थ या सेवाप्रवेश नियमातील पदांवरील सरळसेवा भरतीकरिता उमेदवारांच्या निवडीच्या

प्रयोजनार््थ कौशल्य, रोजगार, उद्योजकता व नाविन्यता विभाग यांचेकडून वेळोवेळी गठठीत करण्यात आलेली निवड समिती असा आहे.

३. संचालनालयामधील मिलराईट मेन््टटेेनन्स मेकॅनिक (मेकॅनिकल, इलेक्ट्रिकल किंवा इलेक्ट्रॉनिक्स), या पदावरील नियुक्ती

निवड समितीद्ारे घेण्यात येणाऱ्या स््पर््धधात्मक परीक्षेच्या निकालाच्या आधारे शिफारस करण्यात आलेल्या, व खालील निकष पूर््ण करणा-या

उमेदवारांमधून नामनिर्देशनाद्ारे :—

(एक) वययोमर््ययादा.—

(दोन) मेकॅनिक मशिन टूल मेन््टटेेनन्स या व््यवसायातील राष्ट्ीय व््यवसाय प्रमाणपत्र किंवा राष्ट्ीय शिकाऊ

उमेदवारी प्रमाणपत्र परीक्षा उत्तीर््ण.

(ब) मिलराईट मेन््टटेेनन्स मेकॅनिक (इलेक्ट्रिकल) पदाकरिता,—

(एक) माध््यमिक शालांत प्रमाणपत्र परीक्षा उत्तीर््ण ;

आणि

(दोन) विजतंत्ी या व््यवसायातील राष्ट्ीय व््यवसाय प्रमाणपत्र किंवा राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र

परीक्षा उत्तीर््ण.

(क) मिलराईट मेन््टटेेनन्स मेकॅनिक (इलेक्ट्रॉनिक्स) पदाकरिता,—

(एक) माध््यमिक शालांत प्रमाणपत्र परीक्षा उत्तीर््ण ;

आणि

(दोन) इलेक्ट्रॉनिक्स मेकॅनिक किंवा इन्सस्ट्रुमेंट मेकॅनिक या व््यवसायातील राष्ट्ीय व््यवसाय प्रमाणपत्र किंवा

राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा उत्तीर््ण.

(तीन) अनुभवाची अर््हता.— यंत्र सामग्ी दुरु्तती व परिरक्षणाच्या कामाचा अनुभव,—

(एक) पदवीधारक व्यक््तींकरिता एक वर््षषापेक्षा कमी नाही इतका,

(दोन) पदविकाधारक व्यक््तींकरिता तीन वर््षाांपेक्षा कमी नाही इतका,

(तीन) राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा उत्तीर््ण किंवा राष्ट्ीय व््यवसाय प्रमाणपत्र परीक्षा उत्तीर््ण व्यक््तींकरिता

पाच वर््षाांपेक्षा कमी नाही इतका,

शासकीय किंवा निमशासकीय किंवा खाजगी आस््थापना किंवा कोणत्याही महामंडळेे किंवा इतर कोणत्याही संस््थांमधील

संबंधित क्षेत्ातील.

४. नियम ३ येथथे नमूद केलेल्या पदावर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, हिंदी भाषा परीक्षा व मराठठी भाषा परीक्षा या

दोन्ही परीक््षाांांसंदर््भभात मराठठी भाषा विभागाने वेळोवेळी केलेल्या नियमांनुसार, हिंदी भाषा व मराठठी भाषा परीक्षा उत्तीर््ण केलेली नसेल अथवा

उत्तीर््ण होण्यापासून सूट मिळविलेली नसेल तर, नियुक्तीनंतर संबंधित नियमात नमूद केलेल्या विहित मुदतीत हिंदी भाषा व मराठठी भाषा

परीक्षा उत्तीर््ण होणे आवश्यक राहील. त्याचप्रमाणे विहित मुदतीत हिंदी भाषा व मराठठी भाषा परीक्षा उत्तीर््ण न झाल्यास सदर परीक्षा उत्तीर््ण

होईपर्यंंत वार््षषिक वेतनवाढ अनुज्ेय राहणार नाही. तसेच पुढील पदांवरील पदोन्नती अनुज्ेय रहाणार नाही.

५. नियम ३ येथथील पदावर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, संगणक अर््हता प्रमाणपत्ासंदर््भभात शासनाने वेळोवेळी

केलेल्या नियमांनुसार, नियुक्तीपूर्वीी संगणक अर््हता प्रमाणपत्र धारण केलेले नसल्यास, याबाबतच्या नियमात नमूद केलेल्या विहित मुदतीत

सदर प्रमाणपत्र धारण करणे आवश्यक राहील. त्याचप्रमाणे विहित मुदतीत प्रमाणपत्र धारण न केल्यास, सदर संगणक प्रमाणपत्र धारण

करेपर्यंंत वार््षषिक वेतनवाढ अनुज्ेय राहणार नाही. तसेच पुढील पदांवरील पदोन्नती अनुज्ेय रहाणार नाही.

६. (क) नियम ३ येथथे नमूद पदावर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, महाराष्टट्र नागरी सेवा (लहान कुटुंबाचे प्रतिज्ापन)

संबंधित उमेदवार शासकीय नियुक्तीसाठठी अपात्र राहील.

उमेदवार शासकीय नियुक्तीसाठठी अपात्र राहील.

७. नियम ३ येथथे नमूद केलेल्या पदावर नियुक्त केलेली व्यक्ती संबंधित विभाग स््तरावर बदलीसाठठी पात्र राहील.

८. शासनाने विहित केलेल्या अटी व शर्तीी, शासनाने शासकीय कर््मचाऱ््ययाांांकरिता नियुक्ती नंतरचे वेळोवेळी निर्गमित केलेले अन्य

नियम, आदेश किंवा निर््णयदेखील शासकीय कर््मचाऱ्यास लागू राहतील.

Constitution of India.

No.VEA/2021/CR.104/VE-4.— In exercise of the powers conferred by the proviso to article 309

of the Constitution of India and in supersession of all the existing rules, orders or instruments

issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of the Millwright Maintenance Mechanic (Mechanical , Electrical or

Electronics), Group-C (Technical), Maharashtra Education Services, in the Government Institute, in

the Directorate of Vocational Education and Training under the administrative control of the Skills,

Employment, Entrepreneurship and Innovation Department of the Government of Maharashtra,

namely :—

1. These rules may be called the Millwright Maintenance Mechanic (Mechanical , Electrical or

Electronics) Group-C (Technical), Maharashtra Education Service, in the Directorate of Vocational

Education and Training (Recruitment) Rules, 2022.

2. In these rules, unless the context requires otherwise,—

(a) “Degree” means a Degree in Engineering or Technology of a statutory university or any

other qualification declared by the Government to be equivalent thereto ;

(b) “Diploma” means a Diploma awarded by the Maharashtra State Board of Technical

Education or equivalent educational qualification declared by the Government to be equivalent

thereto ;

administrative control of the Skills, Employment, Entrepreneurship and Innovation Department

of the Government ;

(d) “Government” means the Government of Maharashtra ;

(e) “National Apprenticeship Certificate Examination” means Apprenticeship Certificate

Examination conducted by the National Council for Vocational Training, New Delhi ;

(f) “National Trade Certificate Examination” means the Trade Certificate Examination

conducted by the National Council for Vocational Training, New Delhi ;

(g) “Secondary School Certificate Examination” means the Secondary School Certificate

Examination conducted by the Divisional Boards constituted under the Maharashtra Secondary

and Higher Secondary Education Boards Act, 1965 (XLI of Maharashtra 1965) and includes any

other equivalent examination declared by the Government to be equivalent thereto ;

(h) “Selection Committee” means a Selection Committee constituted, from time to time, by

the Skills, Employment, Entrepreneurship and Innovation Department of the Government for

the purpose of selection of candidates for direct recruitment to the posts mentioned in these rules.

3. Appointment to the post of Millwright Maintenance Mechanic (Mechanical , Electrical

or Electronics), in the Directorate shall be made by nomination from amongst the candidates

recommended by the Selection Committee on the basis of result of Competitive Examination conducted

therefor, who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower Age Limit.— Eighteen years completed as on the last date of receipt of

applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.— Thirty-eight years of age completed for the persons not

belonging to reserved categories and forty three years completed for the persons belonging

to reserved categories as on the last date of receipt of applications as per advertisement

for recruitment to the post.

(ii) Minimum Educational Qualification.—

(I) For the post of Millwright Maintenance Mechanic (Mechanical),—

(A) passing of Secondary School Certificate Examination ;

And

(B) passing of the National Apprenticeship Certificate Examination or the

National Trade Certificate Examination in Mechanic Machine Tool Maintenance trade ;

(II) For the post of Millwright Maintenance Mechanic (Electrical),—

(A) passing of Secondary School Certificate Examination;

And

(B) passing of the National Apprenticeship Certificate Examination or the

National Trade Certificate Examination in Electrician trade ;

(III) For the post of Millwright Maintenance Mechanic (Electronics),—

(A) passing of Secondary School Certificate Examination;

And

(B) passing of the National Apprenticeship Certificate Examination or the

National Trade Certificate Examination in Electronics Mechanic or Instrument

Mechanic trade ;

(iii) Experience.— A work experience of repair and maintenance of machinery of,—

(A) not less than one year after possessing a Degree,

(B) not less than three years after possessing a Diploma,

Examination or the National Trade Certificate Examination, in the Government or

Semi-Government or private establishments or any Corporation or any other institute.

4. A person appointed to the post mentioned in rule 3 by nomination shall pass the Marathi

and Hindi languages examinations as per the rules made in that behalf by the Government, from

time to time, within the prescribed time limit after appointment, unless he has already passed or

has been exempted from passing those examinations. He shall not be eligible for annual increment

or promotion to the next promotional post until he passes those examinations.

5. A person appointed to the post mentioned in rule 3 by nomination shall possess a Certificate

of Computer Operations prescribed by the Government, from time to time, within the prescribed

time limit after appointment, unless he has been exempted from possessing such Certificate of

Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the

next promotional post until he possess the same.

6. (1) A person recommended for appointment by nomination to the post mentioned in rule 3

shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services

(Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this

behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small

Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more

than two children at the time of appointment or thereafter, then he shall be disqualified for continuing

on the said post in Government service.

7. A person appointed to the post mentioned in rule 3 shall be liable for transfer within the

concerned Division.

क्रमांक व््यशिअ-२०१६/प्र.क्र.४०५/१६/व््यशि-४.— भारतीय संविधानाच्या अनुच््छछेद ३०९ खालील परंतुकान््वये प्रदान करण्यात

आलेल्या शक््तींचा वापर करून आणि यासंदर््भभात सध्या अस््ततित््ववात असलेले सर््व विद्यमान नियम, आदेश किंवा अनुदेश यांचे अधिक्रमण

व््यवसाय शिक्षण व प्रशिक्षण संचालनालयामधील शासकीय संस््थेतील किंवा कार््ययालयातील, कार््ययालयय अधीक्षक, प्रमुख लिपिक,

वरिष््ठ लिपिक, गट-क महाराष्टट्र शिक्षण सेवा, पदावरील सेवाप्रवेशाचे विनियमन करणारे पुढील नियम करीत आहेत :—

१. या नियमांना व््यवसाय शिक्षण व प्रशिक्षण संचालनालयामधील कार््ययालय अधीक्षक, प्रमुख लिपिक, वरिष््ठ लिपिक,

गट-क, महाराष्टट्र शिक्षण सेवा, (सेवाप्रवेश) नियम, २०२२ असे संबोधण्यात यावे.

२. या नियमांत संदर््भभानुसार दुसरा अर््थ अभिप्रेप्रेत नसेल तर,—

(क) “नियुक्ती प्राधिकारी” याचा अर््थ, संचालक, व््यवसाय शिक्षण व प्रशिक्षण संचालनालय, मुंबई कार््ययालयाच्या

अधिनिस््त असलेल्या गट - क पदांच्या संदर््भभात असा राहील: संचालक, महाराष्टट्र राज्य कौशल्य, व््यवसाय शिक्षण व प्रशिक्षण

मंडळ कार््ययालयाच्या अधिनिस््त असलेल्या गट - क पदांच्या संदर््भभात असा राहील, संबंधित विभागाचा सहसंचालक, व््यवसाय

शिक्षण व प्रशिक्षण यांच्या अधिनिस््त असलेल्या गट - क पदांच्या संदर््भभात व शासन सेवेत संबंधित पदावर उमेदवाराची नियुक्ती

करण्यास सक्षम असणारा असा आहे ;

(ख) “पदवी” याचा अर््थ सांविधिक विद्यापीठठाची पदवी किंवा शासनाने त्याच््ययाशी समतुल्य म््हणून घोषित केलेली अन्य

कोणतीही अर््हता असा आहे ;

(ग) “संचालनालय” याचा अर््थ, व््यवसाय शिक्षण व प्रशिक्षण संचालनालय असा आहे ;

(घ) “पदोन्नतीसाठठीची पात्रता” याचा अर््थ, शासनाच्या सामान्य प्रशासन विभागाने वेळोवेळी निर्गमित केलेल्या नियम,

शासन निर््णय किंवा आदेशांमध्ये पदोन्नतीसाठठी विहित केलेल्या अटी व शर्ततींनुसार पदोन्नतीसाठठीची पात्रता असा आहे ;

(च) “शासन” याचा अर््थ, महाराष्टट्र शासन असा आहे ;

(छछ) “निवड समिती” याचा अर््थ, या सेवाप्रवेश नियमातील पदांवरील सरळसेवा भरतीकरिता उमेदवारांच्या निवडीच्या

प्रयोजनार््थ कौशल्य, रोजगार, उद्योजकता व नाविन्यता विभाग यांचेकडून वेळोवेळी गठठीत करण्यात आलेली निवड समिती असा

आहे.

३. संचालनालयामधील कार््ययालय अधीक्षक, या पदावरील नियुक्ती प्रमुख लिपिक, हे पद धारण करणाऱ्या व या पदावर किमान

तीन वर्षेे नियमित सेवा पूर््ण केलेल्या व्यक््तींची एकत्रित ज्येष््ठतेच्या आधारे, एकत्रित ज्येष््ठता सूचीनुसार योग्य व्यक्तीच्या पदोन्नतीने

करण्यात येईल.

४. संचालनालयामधील प्रमुख लिपिक, या पदावरील नियुक्ती वरिष््ठ लिपिक, हे पद धारण करणाऱ्या व या पदावर किमान तीन वर्षेे

नियमित सेवा पूर््ण केलेल्या व्यक््तींची एकत्रित ज्येष््ठतेच्या आधारे, एकत्रित ज्येष््ठता सूचीनुसार योग्य व्यक्तीच्या पदोन्नतीने करण्यात येईल.

५. संचालनालयामधील वरिष््ठ लिपिक, या पदावरील नियुक्ती पुढील मार््गगाने करण्यात येईल :—

(क) लिपिक-नि-टंकलेखक, हे पद धारण करणाऱ्या व या पदावर किमान तीन वर्षेे नियमित सेवा व सेवासातत्य पूर््ण

केलेल्या व्यक््तींमधून एकत्रित ज्येष््ठतेच्या आधारे, आणि विभागाने विहित प्रशिक्षण पूर््ण केलेले आणि विभागाने विहित परीक्षा

उत्तीर््ण केलेले किंवा या पदावर बढती मिळण्यापूर्वीी विभागाने विहित परीक्षा उत्तीर््ण होण्यापासून सूट देण्यात आलेल्या अशा योग्य

व्यक्तीच्या पदोन्नतीने करण्यात येईल ,

किंवा

निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :—

(एक) वययोमर््ययादा,—

(एक) किमान वयोमर््ययादा.— पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास

एकोणीस वर्षेे पूर््ण,

(दोन) कमाल वयोमर््ययादा.— पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास

मागास संवर््गगात समाविष्ट नसलेल्या व्यक््तींसाठठी अडतीस वर््ष पूर््ण व मागासवर्गीीय व्यक््तींसाठठी त्ेचाळीस वर्षेे पूर््ण.

(दोन) किमान शैक्षणिक अर््हता,—

(एक) कला किंवा वाणिज्य किंवा विज्ान किंवा कायदा या कोणत्याही मान्यता प्राप््तत सांविधिक विद्यापिठठ

ाची

पदवी किंवा शासनाने त्याच््ययाशी समतुल्य म््हणून घोषित केलेली अन्य कोणतीही अर््हता असा आहे;

आणि

(दोन) संगणक टंकलेखन प्रमाणपत्र किंवा मराठठी टंकलेखनात किमान ३० शब्द प्रति मिनिट वेगमर््ययादेचे आणि

इंग्रजी टंकलेखनात किमान ४० शब्द प्रति मिनिट वेगमर््ययादेचे शासकीय व््ययावसायिक प्रमाणपत्र.

आणि

(तीन) अनुभवाची अर््हता.— उपखंड दोन मध्ये नमूद केलेली किमान शैक्षणिक अर््हता प्राप््तत केल्यानंतर कोणत्याही

उद्योगात किंवा औद्योगिक उपक्रम किंवा व््ययावसायिक संस््था किंवा स््थथानिक प्राधिकरण किंवा महामंडळेे किंवा शासनाने

स््थापन केलेल्या मंडळामध्ये प्रशासन किंवा लेखा विषयक कामाचा किमान तीन वर््षाांचा प्रत्यक्ष कामाचा अनुभव :

परंतु व््यवसाय शिक्षण आणि प्रशिक्षण किंवा तंत्रशिक्षण संस््थांमधील प्रशासकीय कामाचा पुरेसे ज्ान असलेल्या

उमेदवारांना प्राधान्य दिले जाईल :

परंतु शासनाकडून संचालनालयाच्या शिफारशीनुसार अपवादात्मक परिस््थथितीमध्ये शैक्षणिक अर््हता किंवा अनुभव

किंवा दोन्ही अर््हताधारक उमेदवारांकरिता उच्च वयोमर््ययादा पाच वर््षषापर्यंंत शिथिलक्षम करता येईल.

६. नियम ५ येथथे नमूद केलेल्या पदावर पदोन्नती व नामनिर्देशनाने करावयाच्या नियुक्तीचे प्रमाण ७५ : २५ असे राहील.

७. नियम ५ मध्ये नमूद केलेल्या पदावर नामनिर्देशनाद्ारे नियुक्त केलेल्या व्यक्तीने विभागाने विहित प्रशिक्षण पूर््ण करणे आणि

विभागाने विहित परीक्षा उत्तीर््ण करणे अनिवार््य राहील.

८. या नियमांमध्ये नमूद असले तरी, जर निवड समितीचे असे मत झाल्यास आवश्यक किमान शैक्षणिक अर््हता किंवा अनुभव

किंवा दोन्ही मागास प्रवर््गगातील व्यक््तींसाठठी राखीव असलेल्या रिक्त जागा भरण्यासाठठी पुरेशी संख्या असलेले उमेदवार उपलब्ध नाहीत,

तर निवड समिती शैक्षणिक अर््हता किंवा अनुभव किंवा दोन्ही शिथिलक्षम करून मागासप्रवर््गगातील योग्य उमेदवाराची निवड करू शकतील.

९. या नियमांमध्ये नमूद असले तरी, जर शासनाचे असे मत झाल्यास सेवांची आवश्यकता लक्षात घेता त्याबाबतची लेखी कारणे

नोंदवून आवश्यक तेथथे पदोन्नतीने नियुक्त होण्यासाठठी कोणतीही पात्र व्यक्ती उपलब्ध नाही याची खात्ी झाल्यानंतर, निवड समितीशी

सल्लामसलत करून नियम ६ मधील विहित प्रमाण शिथिल करून नियम ५ मध्ये नमूद केलेल्या पदावर नामनिर्देशनाने नियुक्ती करू शकतील.

१०. नियम ५ मध्ये नमूद केलेल्या पदावर नामनिर्देशनाने नियुक्त झालेली व्यक्ती एक वर््षषाच्या कालावधीकरिता परिवीक्षाधीन

राहील. परिवीक्षाधीन कालावधी कमाल एक वर््षषापर्यंंत वाढविता येईल. संबंधित व्यक्तीने परिवीक्षाधीन कालावधी समाधानकारकरित्या पूर््ण

करणे आवश्यक राहील. संबंधित व्यक्तीने परिवीक्षाधीन कालावधी समाधानकारकरित्या पूर््ण न केल्यास त््ययाांांची सेवा समाप््त करण््ययाांांत येईल.

११. (क) नियम ३,४ किंवा ५ येथथे नमूद पदांवर पदोन्नतीने नियुक्त होणाऱ्या व्यक्तीने, पदोन्नतीपूर्वीी हिंदी भाषा परीक्षा व

मराठठी भाषा परीक्षा या दोन्ही परीक््षाांांसंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, हिंदी भाषा व मराठठी भाषा परीक्षा अगोदरच उत्तीर््ण

केलेली असणे अथवा उत्तीर््ण होण्यापासून सूट मिळविलेली असणे आवश्यक राहील. अन््यथथा या पदावर पदोन्नती अनुज्ेय ठठरणार नाही.

(ख) नियम ५ येथथे नमूद पदांवर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, हिंदी भाषा व मराठठी भाषा परीक्षा या दोन्ही परीक््षाांांसंदर््भभात

शासनाने वेळोवेळी केलेल्या नियमांनुसार, हिंदी भाषा व मराठठी भाषा परीक्षा नियुक्तीपूर्वीी उत्तीर््ण केलेल्या नसतील तर, हिंदी भाषा व मराठठी

भाषा परीक्षा नियमात नमूद केलेल्या विहित मुदतीत हिंदी भाषा व मराठठी भाषा परीक्षा उत्तीर््ण होणे आवश्यक राहील. त्याचप्रमाणे विहित

मुदतीत हिंदी भाषा व मराठठी भाषा परीक्षा उत्तीर््ण न झाल्यास सदर परीक्षा उत्तीर््ण होईपर्यंंत वार््षषिक वेतनवाढ अनुज्ेय राहणार नाही. तसेच

पुढील पदांवरील पदोन्नती अनुज्ेय राहणार नाही.

१२. (क) नियम ३, ४ किंवा ५ येथथे नमूद पदांवर पदोन्नतीने नियुक्त होणाऱ्या व्यक्तीने, पदोन्नतीपूर्वीी संगणक हाताळणी ज्ान

अर््हता प्रमाणपत्रसंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, संगणक हाताळणी ज्ान अर््हता प्रमाणपत्र धारण करणे अथवा सदर

प्रमाणपत्र धारण करण्यापासून सूट मिळविलेली असणे आवश्यक राहील. अन््यथथा या पदावर पदोन्नती अनुज्ेय ठठरणार नाही.

(ख) नियम ५ येथथे नमूद पदांवर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, संगणक हाताळणी ज्ान अर््हता प्रमाणपत्ासंदर््भभात

शासनाने वेळोवेळी केलेल्या नियमांनुसार, नियुक्तीपूर्वीी संगणक हाताळणी ज्ान अर््हता प्रमाणपत्र धारण केलेले नसल्यास, याबाबतच्या

नियमात नमूद केलेल्या विहित मुदतीत सदर प्रमाणपत्र धारण करणे आवश्यक राहील. त्याचप्रमाणे विहित मुदतीत प्रमाणपत्र धारण न

केल्यास, सदर संगणक हाताळणी ज्ान अर््हता प्रमाणपत्र धारण करेपर्यंंत वार््षषिक वेतनवाढ अनुज्ेय राहणार नाही. तसेच पुढील पदांवरील

पदोन्नती अनुज्ेय राहणार नाही.

१३. (क) नियम ५ येथथे नमूद पदावर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, महाराष्टट्र नागरी सेवा (लहान कुटुंबाचे

प्रतिज्ापन) नियम २००५ मधील तरतुदीनुसार व त्याबाबत वेळोवेळी करण्यात येणाऱ्या नियमांनुसार, नियुक्तीच्या वेळी लहान कुटुंबाचे

प्रतिज्ापन सादर करणे आवश्यक राहील. तसेच यासंदर््भभात वेळोवेळी निर्गमित होणारे शासन आदेश लागू राहतील.

संबंधित उमेदवार शासकीय नियुक्तीसाठठी अपात्र राहील.

१४. नियम ३, ४ किंवा ५ मध्ये नमूद केलेल्या पदावर नियुक्त केलेली व्यक्ती संबंधित नियुक्ती प्राधिकरणाच्या अधिकारक्षेत्ात

बदलीसाठठी पात्र असेल.

१५. शासनाने विहित केलेल्या अटी व शर्तीी, शासनाने शासकीय कर््मचाऱ््ययाांांकरिता नियुक्ती नंतरचे वेळोवेळी निर्गमित केलेले

अन्य नियम, आदेश किंवा निर््णयदेखील शासकीय कर््मचाऱ्यास लागू राहतील.

Constitution of India.

No. VEA-2016/CR.405/16/VE-4.— In exercise of the powers conferred by the proviso to article

309 of the Constitution of India and in supersession of all the existing rules, orders or instruments

issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the posts of Office Superintendent, Head Clerk, Senior Clerk in the

Government Institute or Office, Group-C, in the Maharashtra Education Service, in the Directorate

of Vocational Education and Training under the administrative control of the Skills, Employment,

Entrepreneurship and Innovation Department of the Government of Maharashtra, namely :—

1. These rules may be called the Office Superintendent, Head Clerk, Senior Clerk in the

Government Institute or Office, Group-C, in the Maharashtra Education Service, in the Directorate

of Vocational Education and Training (Recruitment) Rules, 2022.

2. In these rules, unless the context requires otherwise,—

(a) “Appointing Authority” means the Director, Directorate of Vocational Education and

Training, Mumbai, in respect of Group-C posts in the office of Directorate: Director, Maharashtra

State Board of Skill, Vocational Education and Training, in respect of Group-C posts in the office

of Board and the Joint Director, Vocational Education and Training of the concerned region in

respect of Group-C posts in that region who shall be competent to appoint the candidate to the

concerned post in the Government service ;

(b) “Degree” means a Degree of any faculty of a statutory University or any other essential

qualification declared by the Government as equivalent thereto ;

State, Mumbai ;

(d) “Eligibility for promotion” means the eligibility for promotion in accordance with the

terms and conditions specified for promotion in rules, resolutions or orders issued by the General

Administration Department of the Government, from time to time ;

(e) “Government” means the Government of Maharashtra ;

(f) “Selection Committee” means a Selection Committee constituted, from time to time, by

the Skills, Employment, Entrepreneurship and Innovation Department of the Government for

the purpose of selection of candidates for direct recruitment to the posts mentioned in these rules.

3. Appointment to the post of Office Superintendent in the Directorate shall be made by

promotion of a suitable person having eligibility for promotion and having not less than three years

regular service on the post of Head Clerk on the basis of seniority, as per the seniority list of persons

holding the said post.

4. Appointment to the post of Head Clerk, in the Directorate shall be made by promotion of a

suitable person having eligibility for promotion and having not less than three years regular service

on the post of Senior Clerk, on the basis of seniority, from amongst the persons holding the said post.

5. Appointment to the post of Senior Clerk in the Directorate shall be made either,---

(a) by promotion of a suitable person having eligibility for promotion and having not less than

three years regular service on the post of Clerk-cum-Typist, on the basis of seniority, from amongst

the persons holding the said post and has completed the departmental training and passed the

departmental examination or has been exempted from passing the departmental examination before

getting promoted to the said post ;

(b) by nomination from amongst the candidates recommended by the Selection Committee on

the basis of result of Competitive Examination conducted therefor, who fulfils the following criteria,

namely :—

(i) Age limit.—

(A) Lower Age Limit.— Nineteen years completed as on the last date of receipt of

applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.— Thirty-eight years of age completed for the persons not

belonging to reserved categories and forty three years completed for the persons belonging

to reserved categories as on the last date of receipt of applications as per advertisement

for recruitment to the post.

(ii) Minimum Educational Qualification.—

(A) passed Bachelor’s Degree in any faculty of Arts or Commerce or Science or Law

from a recognised institution approved by the statutory University or any other equivalent

qualification declared by the Government in this behalf; and

(B) possess the Government Commercial Certificate or Computer Typing Certificate

with a speed of not less than 30 words per minute in Marathi Typewriting and 40 words

per minute in English Typewriting.

and

(iii) Experience.— Possess a practical experience for minimum period of three years in

administration or accounting work in any industry or in an industrial enterprise or commercial

institutes or Local Authority or Corporation or Board established by the Government, after

acquiring the minimum educational qualification mentioned in sub-clause (ii) :

Provided that the preference shall be given to the candidates having adequate knowledge of

administration of vocational education and Training or technical education institutions :

Provided that, the upper age limit may be relaxed upto five years in case of candidates having

exceptional qualification or experience or both by the Government on the recommendation of the

Directorate.

6. Appointment to the post mentioned in rule 5 shall be made by promotion and nomination,

in the ratio of 75:25, respectively.

7. A person appointed to the post mentioned in rule 5 by nomination shall be required to

complete the Departmental Training and pass the prescribed Departmental Examination.

8. Notwithstanding anything contained in these rules, if the Selection Committee is of the

opinion that sufficient number of candidates possessing requisite minimum educational qualification

or experience or both are not available to fill up the vacancies reserved for the persons belonging

to reserved categories, then the Selection Committee may relax the educational qualification or

experience or both and select the suitable candidate belonging to reserved categories.

9. Notwithstanding anything contained in these rules, the opinion of the Government, that

the exigencies of services so requires, the Government may for reasons to be recorded in writing and

after ascertaining that no qualified person is available for being appointed by promotion wherever

necessary, make appointment to the post mentioned in rule 5 by nomination in relaxation of the ratio

prescribed in rule 6 in consultation with the Selection Committee.

10. A person appointed to the post mentioned in rule 5 by nomination shall be on probation

for a period of one years. Probation period may be extended up to a maximum of one year. A person

shall be required to complete the probation period successfully. If a person does not complete the

probation period successfully within the stipulated period or is not found suitable for the post, then

a person shall be liable to be terminated from the service.

भाग चार-अ—४

11. (1) A person to be appointed to the post mentioned in rule 3, 4 or 5 by promotion shall

pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the

Government, from time to time, unless he has already passed or has been exempted from passing

those examinations before getting promoted to the said post.

(2) A person appointed to the post mentioned in rule 5 by nomination shall pass the Marathi

and Hindi languages examinations as per the rules made in that behalf by the Government, from

time to time, within the prescribed time limit after appointment, unless he has already passed or

has been exempted from passing those examinations. He shall not be eligible for annual increment

or promotion to the next promotional post until he passes those examinations.

12. (1) A person to be appointed to the post mentioned in rule 3, 4 or 5 by promotion shall

possess a certificate of Computer Operations prescribed by rules or orders issued in that behalf by

the Government, from time to time, unless he has been exempted therefrom before getting promoted

to the said post.

(2) A person appointed to the post mentioned in rule 5 by nomination shall possess a Certificate

of Computer Operations prescribed by the Government, from time to time, within the prescribed

time limit after appointment, unless he has been exempted from possessing such Certificate of

Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the

next promotional post until he possess the same.

13. (1) A person recommended for appointment by nomination to the post mentioned in rule 5

shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services

(Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this

behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small

Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more than

two children at the time of appointment or thereafter, then he shall be disqualified for continuing

on the said post in Government service.

14. A person appointed to the post mentioned in rule 3, 4 or 5 shall be liable for transfer within

the jurisdiction of the Appointing Authority.

15. The terms and conditions specified by the Government, subsequent to the appointment of

any Government Servant in any rules, orders or resolutions issued by the Government, from time

to time, shall also be applicable to the Government Servant.

क्रमांक व््यशिअ-२०२१/प्र.क्र. ७५/व््यशि-४.—भारतीय संविधानाच्या अनुच््छछेद ३०९ खालील परंतुकान््वये प्रदान करण््ययाांांत आलेल्या

शक््तींचा वापर करून आणि या संदर््भभात सध्या अस््ततित््ववात असलेले सर््व विद्यमान नियम, आदेश किंवा अनुदेश यांचे अधिक्रमण करुन,

महाराष्ट्ाचे राज्यपाल याद्ारे महाराष्टट्र शासनाच्या कौशल्य, रोजगार, उद्योजकता व नाविन्यता विभागाच्या प्रशासकीय नियंत्रणाखालील

व््यवसाय शिक्षण व प्रशिक्षण संचालनालयामधील शासकीय संस््थेतील पूर््णवेळ शिक्षक, पूर््णवेळ शिक्षक (प्रात््यक्षिक), सहाय्यक

अधिव्याख्याता, गट-क (तांत्रिक), महाराष्टट्र शिक्षण सेवा, पदावरील सेवाप्रवेशाचे विनियमन करणारे पुढील नियम करीत आहेत :—

१. या नियमांना व््यवसाय शिक्षण व प्रशिक्षण संचालनालयामधील पूर््णवेळ शिक्षक, पूर््णवेळ शिक्षक (प्रात््यक्षिक), सहाय्यक

अधिव्याख्याता गट-क (तांत्रिक), महाराष्टट्र शिक्षण सेवा, (सेवाप्रवेश) नियम, २०२२ असे संबोधण्यात यावे.

२. या नियमांत संदर््भभानुसार दुसरा अर््थ अभिप्रेप्रेत नसेल तर,—

(क) “परिशिष्ट” याचा अर््थ या नियमांना जोडलेले परिशिष्ट असा आहे;

(ख) “नियुक्ती प्राधिकारी” याचा अर््थ संबंधित विभागाचा सहसंचालक, व््यवसाय शिक्षण व प्रशिक्षण असा आहे;

(ग) “पदवी” याचा अर््थ सांविधिक विद्यापिठठ

ाची अभियांत्रिकी किंवा तंत्रशास्तत्र गटातील पदवी किंवा शासनाने त्याच््ययाशी

समतुल्य म््हणून घोषित केलेली अन्य कोणतीही अर््हता असा आहे;

(घ) “पदविका” याचा अर््थ महाराष्टट्र राज्य तंत्र शिक्षण मंडळाने प्रदान केलेली अभियांत्रिकी किंवा तंत्रशास्तत्र गटातील पदविका

(च) “संचालनालय” याचा अर््थ शासनाच्या कौशल्य, रोजगार, उद्योजकता व नाविन्यता विभागाच्या प्रशासकीय

नियंत्रणाखालील व््यवसाय शिक्षण व प्रशिक्षण संचालनालय असा आहे;

(छछ) “पदोन्नतीसाठठीची पात्रता” याचा अर््थ शासनाच्या सामान्य प्रशासन विभागाने वेळोवेळी निर्गमित केलेल्या नियम, निर््णय

किंवा आदेशांमध्ये पदोन्नतीसाठठी विहित केलेल्या अटी व शर्ततींनुसार पदोन्नतीसाठठीची पात्रता असा आहे ;

(ज) “शासन” याचा अर््थ महाराष्टट्र शासन असा आहे;

(झ) “राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा” याचा अर््थ राष्ट्ीय व््यवसाय प्रशिक्षण परिषद, नवी दिल्ली यांचेद्ारे घेण्यात

येणारी शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा असा आहे;

(त्र) “राष्ट्ीय व््यवसाय प्रमाणपत्र परीक्षा” याचा अर््थ, राष्ट्ीय व््यवसाय प्रशिक्षण परिषद, नवी दिल्ली यांचेद्ारे घेण्यात येणारी

व््यवसाय प्रमाणपत्र परीक्षा असा आहे;

(ट) “माध््यमिक शाळा प्रमाणपत्र परीक्षा” याचा अर््थ, महाराष्टट्र राज्य माध््यमिक आणि उच्च माध््यमिक शिक्षण मंडळेे

असा आहे;

(ठठ) “निवड समिती” याचा अर््थ, या सेवाप्रवेश नियमातील पदांवरील सरळसेवा भरतीकरीता उमेदवारांच्या निवडीच्या

प्रयोजनार््थ कौशल्य, रोजगार, उद्योजकता व नाविन्यता विभाग यांचे कडून वेळोवेळी गठठीत करण्यात आलेली निवड समिती असा

आहे;

भाग चार-अ—५

३. संचालनालयामधील पूर््णवेळ शिक्षक, या पदावरील नियुक्ती पुढील मार््गगाने करण्यात येईल :—

(क) पूर््णवेळ शिक्षक (प्रात््यक्षिक) किंवा सहाय्यक अधिव्याख्याता, गट-क (तांत्रिक), महाराष्टट्र शिक्षण सेवा, हे पद धारण

करणाऱ्या व या पदावर किमान तीन वर्षेे नियमित सेवा व सेवासातत्य पूर््ण केलेल्या व्यक््तींमधून एकत्रित ज्येष््ठतेच्या आधारे, योग्य

व्यक्तीच्या पदोन्नतीने करण्यात येईल;

किंवा

(ख) निवड समितीद्ारे घेण्यात येणाऱ्या स््पर््धधात्मक परीक्षेच्या निकालाच्या आधारे शिफारस करण्यात आलेल्या, व खालील

निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :—

(एक) वयोमर््ययादा.—

(एक) किमान वयोमर््ययादा.—पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास अठठरा

वर्षेे पूर््ण.

त्ेचाळीस वर्षेे पूर््ण.

(दोन) किमान शैक्षणिक अर््हता.—

सोबतच्या परिशिष्ट-अ मध्ये नमूद संबंधित व््यवसाय अभ्यासक्रमासाठठी विहित केलेली द्वितीय श्रेणीतील पदविका.

(तीन) अनुभवाची अर््हता.— अध्यापन कामाचा प्रत्यक्ष अनुभव,—

(एक) पदवी धारण झाल्यानंतर एक वर््षाांपेक्षा कमी नाही इतका,

(दोन) पदविका धारण झाल्यानंतर दोन वर््षाांपेक्षा कमी नाही इतका,

औद्योगिक क्षेत्ातील.

४. संचालनालयामधील पूर््णवेळ शिक्षक (प्रात््यक्षिक), या पदावरील नियुक्ती निवड समितीद्ारे घेण्यात येणाऱ्या स््पर््धधात्मक

परीक्षेच्या निकालाच्या आधारे शिफारस करण्यात आलेल्या, व खालील निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :—

(एक) वयोमर््ययादा.—

(एक) किमान वयोमर््ययादा.—पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास अठठरा वर्षेे पूर््ण.

(दोन) कमाल वयोमर््ययादा.—पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास मागास संवर््गगात

(दोन) किमान शैक्षणिक अर््हता.—

(एक) माध््यमिक शालांत प्रमाणपत्र परीक्षा उत्तीर््ण ;

आणि

(दोन) सोबतच्या परिशिष्ट- ब मध्ये नमूद संबंधित व््यवसाय अभ्यासक्रमासाठठी विहित केलेली राष्ट्ीय शिकाऊ उमेदवारी

प्रमाणपत्र परीक्षा उत्तीर््ण किंवा राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा नसलेल्या व््यवसाय अभ्यासक्रमांकरिता सोबतच्या

परिशिष्ट- ब मध्ये नमूद संबंधित व््यवसाय अभ्यासक्रमासाठठी विहित केलेली राष्ट्ीय व््यवसाय प्रमाणपत्र परीक्षा उत्तीर््ण.

(तीन) अनुभवाची अर््हता.—औद्योगिक क्षेत्ातील कामाचा अनुभव,—

(एक) पदवी धारण झाल्यानंतर एक वर््षाांपेक्षा कमी नाही इतका,

(दोन) पदविका धारण झाल्यानंतर दोन वर््षाांपेक्षा कमी नाही इतका,

(तीन) राष्ट्ीय शिकाऊ उमेदवारी प्रमाणपत्र परीक्षा उत्तीर््ण झाल्यानंतर तीन वर््षाांपेक्षा कमी नाही इतका,

(चार) राष्ट्ीय व््यवसाय प्रमाणपत्र परीक्षा उत्तीर््ण झाल्यानंतर चार वर््षाांपेक्षा कमी नाही इतका.

५. संचालनालयामधील सहाय्यक अधिव्याख्याता, या पदावरील नियुक्ती निवड समितीद्ारे घेण्यात येणाऱ्या स््पर््धधात्मक परीक्षेच्या

निकालाच्या आधारे शिफारस करण्यात आलेल्या, व खालील निकष पूर््ण करणाऱ्या उमेदवारांमधून नामनिर्देशनाद्ारे :—

(एक) वयोमर््ययादा.—

(एक) किमान वयोमर््ययादा.— पदभरतीच्या जाहिरातीत नमूद केलेल्या अर््ज स््ववीकृतीच्या अंतिम दिनांकास अठठरा वर्षेे

पूर््ण.

(दोन) किमान शैक्षणिक अर््हता.—

अभियांत्रिकी किंवा तंत्रशास्तत्र या मधील यंत्र अभियांत्रिकी किंवा विद्युत किंवा इलेक्ट्रॉनिक्स किंवा ऑटोमोबाईल

विषयातील किमान द्वितीय श्रेणीतील पदविका.

(तीन) अनुभवाची अर््हता.— अध्यापन कामाचा प्रत्यक्ष अनुभव,—

(एक) पदवी धारण झाल्यानंतर एक वर््षाांपेक्षा कमी नाही इतका,

(दोन) पदविका धारण झाल्यानंतर दोन वर््षाांपेक्षा कमी नाही इतका,

औद्योगिक क्षेत्ातील.

६. नियम ३ येथथे नमूद केलेल्या पदावर पदोन्नती व नामनिर्देशनाने करावयाच्या नियुक्तीचे प्रमाण ५०: ५० असे राहील.

परंतु आणखी असे की, पदोन्नतीद्ारे नियुक्ती देण्याकरीता योग्य उमेदवार उपलब्ध नसतील तर नियुक्ती प्राधिकाऱ्याच्या सहमतीने

पदोन्नती व नामनिर्देशन याद्ारे करावयाच्या नियुक्तीकरीता विहित करण्यात आलेले प्रमाण त्या भरती वर््षषापुरते शिथिल करून सदर पदे

नामनिर्देशनाद्ारे भरता येतील.

७. (क) नियम ३ येथथे नमूद पदांवर पदोन्नतीने नियुक्त होणाऱ्या व्यक्तीने, पदोन्नतीपूर्वीी हिंदी भाषा परीक्षा व मराठठी भाषा परीक्षा

या दोन्ही परीक््षाांांसंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, हिंदी भाषा व मराठठी भाषा परीक्षा अगोदरच उत्तीर््ण केलेली असणे अथवा

उत्तीर््ण होण्यापासून सूट मिळविलेली असणे आवश्यक राहील. अन््यथथा या पदावर पदोन्नती अनुज्ेय ठठरणार नाही.

(ख) नियम ३, ४ किंवा ५ येथथे नमूद पदांवर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, हिंदी भाषा व मराठठी भाषा परीक्षा या दोन्ही

परीक््षाांांसंदर््भभात शासनाने वेळोवेळी केलेल्या नियमांनुसार, हिंदी भाषा व मराठठी भाषा परीक्षा नियुक्तीपूर्वीी उत्तीर््ण केलेल्या नसतील तर,

राहणार नाही. तसेच पुढील पदांवरील पदोन्नती अनुज्ेय रहाणार नाही.

८. (क) नियम ३ येथथे नमूद पदांवर पदोन्नतीने नियुक्त होणाऱ्या व्यक्तीने, पदोन्नतीपूर्वीी संगणक हाताळणी ज्ान अर््हता

(ख) नियम ३, ४ किंवा ५ येथथे नमूद पदांवर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, संगणक हाताळणी ज्ान अर््हता

पदांवरील पदोन्नती अनुज्ेय रहाणार नाही.

९. (क) नियम ३, ४ किंवा ५ येथथे नमूद पदावर नामनिर्देशनाद्ारे नियुक्त होणाऱ्या व्यक्तीने, महाराष्टट्र नागरी सेवा (लहान कुटुंबाचे

प्रतिज्ापन) नियम, २००५ मधील तरतुदीनुसार व त्याबाबत वेळोवेळी करण्यात येणाऱ्या नियमांनुसार, नियुक्तीच्या वेळी लहान कुटुंबाचे

संबंधित उमेदवार शासकीय नियुक्तीसाठठी अपात्र राहील.

उमेदवार शासकीय नियुक्तीसाठठी अपात्र राहील.

१०. नियम ३, ४, ५ किंवा ६ येथथे नमूद केलेल्या पदावर नियुक्त केलेली व्यक््तींसंबंधित विभाग स््तरावर बदलीसाठठी पात्र राहील.

११. शासनाने विहित केलेल्या अटी व शर्तीी, शासनाने शासकीय कर््मचाऱ््ययाांांकरीता नियुक्ती नंतरचे वेळोवेळी निर्गमित केलेले

अन्य नियम, आदेश किंवा निर््णय देखील शासकीय कर््मचाऱ्यास लागू राहतील.

परिशिष््ट अ

पूर््णवेळ शिक्षक पदावरील नियुक्तीकरिता विहित पदवी किंवा पदविका अभ्यासक्रम व अनुभव

SKILLS, EMPLOYMENT, ENTREPRENEURSHIP AND INNOVATION DEPARTMENT

NOTIFICATION

Constitution of India.

No. VEA/2021/CR.75/VE-4.—In exercise of the powers conferred by the proviso to article 309 of

the Constitution of India and in supersession of all the existing rules, orders or instruments issued

in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating

recruitment to the post of the Full-Time Teacher, Full-Time Teacher (Practical), Assistant Lecturer,

Group-C (Technical), Maharashtra Education Services, in the Government Institute, in the Directorate

of Vocational Education and Training under the administrative control of the Skills, Employment,

Entrepreneurship and Innovation Department of the Government of Maharashtra, namely :—

1. These rules may be called the Full-Time Teacher, Full-Time Teacher (Practical), Assistant

Lecturer, Group-C (Technical), Maharashtra Education Service, in the Directorate of Vocational

Education and Training (Recruitment) Rules, 2022.

2. In these rules, unless the context requires otherwise,—

(a) “Appendix” means an Appendix appended to these rules;

(b) “Appointing Authority” means the Joint Director, Vocational Education and Training

of the concerned region;

other qualification declared by the Government to be equivalent thereto;

(d) “Diploma” means a Diploma awarded by the Maharashtra State Board of Technical

Education or equivalent educational qualification declared by the Government to be equivalent

thereto;

(e) “Directorate” means the Directorate of Vocational Education and Training under the

administrative control of the Skills, Employment, Entrepreneurship and Innovation Department

of the Government;

(f) “Eligibility for promotion” means the eligibility for promotion in accordance with the

terms and conditions specified for promotion in rules, resolutions or orders issued by the General

Administration Department of the Government, from time to time;

(g) “Government” means the Government of Maharashtra;

(h) “National Apprenticeship Certificate Examination” means Apprenticeship Certificate

Examination conducted by the National Council for Vocational Training, New Delhi;

(i) “National Trade Certificate Examination” means the Trade Certificate Examination

conducted by the National Council for Vocational Training, New Delhi;

(j) “Secondary School Certificate Examination” means the Secondary School Certificate

Examination conducted by the Divisional Boards constituted under the Maharashtra Secondary

and Higher Secondary Education Boards Act, 1965 (XLI of Maharashtra 1965) and includes any

other equivalent examination declared by the Government to be equivalent thereto;

(k) “Selection Committee” means a Selection Committee constituted, from time to time, by

the Skills, Employment, Entrepreneurship and Innovation Department of the Government for

the purpose of selection of candidates for direct recruitment to the posts mentioned in these rules.

3. Appointment to the post of Full-Time Teacher, in the Directorate shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion and having not less

than three years regular and continuous service on the post of Full-Time Teacher (Practical) or

Assistant Lecturer, Group-C (Technical), Maharashtra Education Service on the basis of common

seniority, from amongst the persons holding the said posts; or

(b) by nomination from amongst the candidates recommended by the Selection Committee

on the basis of result of Competitive Examination conducted therefor, who fulfils the following

criteria, namely :—

(i) Age limit.—

(A) Lower Age Limit.- Eighteen years completed as on the last date of receipt of

applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.- Thirty-eight years of age completed for the persons not

belonging to reserved categories and forty three years completed for the persons

belonging to reserved categories as on the last date of receipt of applications as per

advertisement for recruitment to the post.

(ii) Minimum Educational Qualification.- A Diploma at least in second class in the

relevant vocational course prescribed in Appendix-A.

(iii) Experience.- Practical experience of teaching work of,—

(A) not less than one year after possessing a Degree,

(B) not less than two years after possessing a Diploma,

in the industrial sector.

4. Appointment to the post of Full-Time Teacher (Practical), in the Directorate shall be made

by nomination from amongst the candidates recommended by the Selection Committee on the basis

of result of Competitive Examination conducted therefor, who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower Age Limit.- Eighteen years completed as on the last date of receipt of

applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.- Thirty-eight years of age completed for the persons not

belonging to reserved categories and forty three years completed for the persons

belonging to reserved categories as on the last date of receipt of applications as per

advertisement for recruitment to the post.

(ii) Minimum Educational Qualification.—

(A) passing of Secondary School Certificate Examination; and

(B) passing of the National Apprenticeship Certificate Examination in relevant

trade as prescribed in Appendix-B or passed the National Trade Certificate Examination

for those trades where the National Apprenticeship Certificate Examination is not

prescribed in Appendix –B.

(iii) Experience.—Industrial work experience of,—

(A) not less than one year after possessing a Degree,

(B) not less than two years after possessing a Diploma,

Examination,

(D) not less than four years after passing the National Trade Certificate

Examination.

5. Appointment to the post of Assistant Lecturer, in the Directorate shall be made by nomination

from amongst the candidates recommended by the Selection Committee on the basis of result of

Competitive Examination conducted therefor, who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower Age Limit.- Eighteen years completed as on the last date of receipt of

applications as per advertisement for recruitment to the post.

(B) Upper Age Limit.- Thirty-eight years of age completed for the persons not belonging

to reserved categories and forty three years completed for the persons belonging to reserved

categories as on the last date of receipt of applications as per advertisement for recruitment

to the post.

(ii) Minimum Educational Qualification.- A Diploma at least in second class in Mechanical

or Electrical or Electronics or Automobile Engineering or Technology.

(iii) Experience.- Practical experience of teaching work of,—

(A) not less than one year after possessing a Degree,

(B) not less than two years after possessing a Diploma,

in the industrial sector.

6. Appointment to the post mentioned in rule 3 shall be made by promotion and nomination,

in the ratio of 50 : 50, respectively:

Provided that, if a suitable person is not available for promotion, the Appointing Authority

may make appointment by nomination by relaxing the ratio prescribed for appointment by promotion.

7. (1) A person to be appointed to the post mentioned in rule 3 by promotion shall pass the

Marathi and Hindi languages examinations as per the rules made in that behalf by the Government,

from time to time, unless he has already passed or has been exempted from passing those examinations

before getting promoted to the said post.

(2) A person appointed to the post mentioned in rule 3, 4 or 5 by nomination shall pass the

Marathi and Hindi languages examinations as per the rules made in that behalf by the Government,

from time to time, within the prescribed time limit after appointment, unless he has already passed

or has been exempted from passing those examinations. He shall not be eligible for annual increment

or promotion to the next promotional post until he passes those examinations.

8. (1) A person to be appointed to the post mentioned in rule 3 by promotion shall possess

a Certificate of Computer Operations prescribed by rules or orders issued in that behalf by the

Government, from time to time, unless he has been exempted therefrom before getting promoted to

the said post.

(2) A person appointed to the post mentioned in rule 3, 4 or 5 by nomination shall possess a

Certificate of Computer Operations prescribed by the Government, from time to time, within the

prescribed time limit after appointment, unless he has been exempted from possessing such Certificate

of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the

next promotional post until he possess the same.

9. (1) A person recommended for appointment by nomination to the post mentioned in rule 3,

4 or 5 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil

Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued

in this behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small

Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more than

two children at the time of appointment or thereafter, then he shall be disqualified for continuing

on the said post in Government service.

10. A person appointed to the post mentioned in rule 3, 4, 5 or 6 shall be liable for transfer

within the concerned Division.

11. The terms and conditions specified by the Government, subsequent to the appointment of

any Government Servant in any rules, orders or resolutions issued by the Government, from time

to time, shall also be applicable to the Government Servant.
