आधार (िवƫीय व इतर अथɑसहाċय, लाभ आिण सेवा यांचे लिȦत िवतरण) अिधिनयम, २०१६.

ĸमांक संकीणɑ-२६२२/Ō.ĸ.१८२/ना.पु.२९.—ùयाअथȯ, सेवा िकȽवा लाभ िकȽवा अथɑसहाċय यांचे िवतरण करĀयासाठी ओळख

पटवĀयाचा दĒतऐवज Ċहणून, आधारचा वापर कɁčयामुळɂ, राùय शासनाची िवतरण Ōिĸया सुलभ होते, āयात पारदशɑकता व कायɑȦमता

येते आिण लाभाĂयाɕना āयांचे हòक, सोयीĒकर व अखंड रीतीने आिण एखाǐा ďयòतीची ओळख पटिवĀयासाठी बहुिवध दĒतऐवज सादर

करĀयाची गरज टाळȴन थेटपणे िमळणे शòय होते;

आिण ùयाअथȯ, अąन, नागरी पुरवठा व ĺाहक संरȦण िवभाग, महाराđł शासन (यात यापुढɂ याचा िनदɨश “राùय िवभाग” असा

कɁला) Ǒारे कमाल आधारभूत िकȽमत योजने÷या (यात यापुढɂ िजचा िनदɨश “एमएसपी” असा कɁला आहे) अंमलबजावणीमĄये महाराđł

राùया÷या एकिŇत िनधीमधून कɁलेčया आवतȯ खचाɑचा अंतभाɑव आहे;

āयाअथȯ, आता, आधार (िवƫीय व इतर अथɑसहाċय, लाभ, सेवा यांचे लिȦत िवतरण) अिधिनयम, २०१६ (“कायदा”) (२०१६

चा १८) (यात यापुढɂ ùयाचा िनदɨश,“उòत अिधिनयम” असा कɁला आहे.) कलम ४ ÷या उप-कलम (४) ÷या खंड (बी) ÷या उपखंड

(ii) व आधार Ōमाणीकरण (सामािजक कčयाण, नवीनता, मािहती) िनयम, २०२० ÷या िनयम ५ नुसार महाराđł शासन, याǑारे, पुढील-

Ōमाणे अिधसूिचत करीत आहे:—

१.

(१) एमएसपी अंतगɑत धान/भरडधाąय राùय शासनाला िवकȳ इȬ÷छणारी शेतकरी असलेली आिण िवकलेčया

धानानुसार/भरडधाąयानुसार रोख हĒतांतरण ŌाĆत करĀयासाठी पाŇ असलेčया ďयòतीने, आधार ĸमांक धारण कɁčयाचा पुरावा

सादर करणे िकȽवा आधार ĸमांकाचे अिधŌमाणन कȠन घेणे आवĐयक असेल. एमएसपी अंतगɑत धान/भरडधाąय िवकĀयासाठी

जी Ēवतःची नɻदणी कȠ इȬ÷छत असेल, अशी, तो Ēवतः िकȽवा ती Ēवतः अशा कोणāयाही नवीन शेतकरी असलेčया ďयòतीने-

देखील आधार ĸमांक धारण कɁčयाचा पुरावा सादर करणे िकȽवा आधार ĸमांकाचे अिधŌमाणन कȠन घेणे आवĐयक असेल.

(२) एमएसपी अंतगɑत राùय शासनाला धान/भरडधाąय िवकĀयासाठी आिण राùय शासनाकडȴन रोख हĒतांतरण ŌाĆत

करĀयासाठी नɻदणी कȠ इȬ÷छत आहेत अशा सवɑ इ÷छȲक शेतकरी ďयòती, जी ďयòती आधार ĸमांक धारण करीत नाही िकȽवा िजने

अǐाप आधारसाठी नाव नɻदणी कɁलेली नाही अशा या योजनेखालील लाभ िमळवĀयासाठी इ÷छȲक असलेčया कोणāयाही ďयòतीने,

आधार नाव नɻदणीकȫरता िदनांक ३१ माचɑ, २०२३ पयɕत अजɑ करणे आवĐयक असेल, परंतु ती ďयòती उòत अिधिनयमा÷या

कलम ३ नुसार आधार ĸमांक ŌाĆत करĀयासाठी हòकदार असली पािहजे आिण अशी ďयòती आधार नɻदणी कȠन घेĀयासाठी

कोणāयाही आधार नाव नɻदणी कɟʼnास (भारतीय अनąयसाधारण ओळख Ōािधकरण (UIDAI) संकɁतĒथळ (www.uidai.

gov.in येथे सूची उपलĈध आहे) येथे भेट देऊ शकɁल.

(३) आधार (नाव नɻदणी व अǐावत करणे) िविनयम, २०१६ या÷या व िनयम १२ नुसार िवभागाने āया÷या अंमलबजावणी

अिभकरणामाफɒत, ùयांनी अǐाप आधारसाठी नाव नɻदणी कɁलेली नाही, अशा लाभाĂयाɕकȫरता आधार नाव नɻदणी सुिवधा देणे

आवĐयक आहे. जर संबंिधत गटात िकȽवा तालुòयात िकȽवा तहसीलात कोणतेही आधार नाव नɻदणी कɟʼn ȬĒथत नसेल, तर िवभाग

āया÷या अंमलबजावणी अिभकरणामाफɒत UIDAI ÷या िवǐमान Ōबंधका÷या समąवयाने िकȽवा ते Ēवतः UIDAI चे Ōबंधक होऊन

सोयी÷या िठकाणी आधार नाव नɻदणी सुिवधा पुरिवल:

परंतु, लाभाĂयाɑस आधार ĸमांक नेमून देईपयɕत, एमएसपी अंतगɑत राùय शासनाला धान/भरडधाąय िवकĀयासाठी राùय शासनाकडȴन

रोख हĒतांतरण ŌाĆत करĀयासाठी पुढील दĒतऐवज सादर करĀयास अधीन राहून, āयांना अशा सेवा िकȽवा अथɑसहाċय िकȽवा लाभ देĀयात

येतील:—

(क) राùय शासनाने िनगɑिमत कɁलेले िशधावाटप पिŇका; आिण

(ख) (एक) āयाने िकȽवा ितने आधार नाव नɻदणी कɁली असेल तर, āयाची िकȽवा ितची आधार नɻदणी कɁčयाची ओळख

िचƿी; िकȽवा

(दोन) पȫर÷छɂद २ ÷या उप पȫर÷छɂद (२) मĄये िबनिवđट कɁčयाŌमाणे आधार नɻदणी करĀयासाठी āयाने/ितने िवनंती

कɁčयाची Ōत; आिण

(ग) (एक) भारता÷या िनवडणूक आयोगाने िदलेले मतदार छायािचŇ ओळखपŇ; िकȽवा

(दोन) आयकर िवभागाने िदलेली Ēथायी खाते ĸमांक पिŇका (पॅन काडɓ); िकȽवा

(तीन) पारपŇ (पासपोटɓ); िकȽवा

(चार) मोटार वाहन अिधिनयम, १९८८(१९८८ चा ५९) अąवये लायसन देणाķया Ōािधकरणाने िदलेले वाहन चालन

लायसन; िकȽवा

(पाच) राजपिŇत अिधकाķयांनी िकȽवा तहसीलदाराने कायाɑलयीन नाममुʼnीत पŇावर िदलेले अशा ďयòतीचे छायािचŇ

असलेले ओळख ŌमाणपŇ; िकȽवा

(सहा) पोĒट िवभागाने िदलेले नाव व छायािचŇासह पƫा असलेली पिŇका; िकȽवा

(सात) िकसान पिŇका पासबुक; िकȽवा

(आठ) राùय शासनाने िविनिदɑđट कɁलेला कोणतेही अąय दĒतऐवज:

परंतु आणखी असे की, वरील कागदपŇे या Ōयोजनासाठी राùय शासनाने पदिनदɨिशत कɁलेčया अिधकाķयाकडȴन तपासĀयात येतील.

२. धान/भरडधाąय इāयादी÷या Ōापणाशी संबंिधत सेवा सुलभतेने व āवरेने पुरवĀयासाठी राùय शासन, पुढील बाबȮचा

समावेश असलेली आवĐयक ती सवɑ ďयवĒथा करील:—

(१) या योजने अंतगɑत लाभाĂयाɕना आधार काडɓ÷या आवĐयकतेची āयांना जाणीव कȠन देĀयासाठी धान/भरडधाąय

यां÷या Ōापणाशी संबंिधत Ōिसnjी व ďयȬòतगत सूचना िजčहा पुरवठा अिधकाķयामाफɒत देĀयात येईल. ùयांनी या आधीच नाव

नɻदणी कɁली नसेल āयाबाबतीत, उपलĈध असलेčया जवळ÷या नाव नɻदणी कɟʼnांमĄये जाऊन िदनांक ३१ माचɑ, २०२३

पयɕत āयांनी Ēवतःची नाव नɻदणी कȠन õयावी असा āयांना सčला देĀयात येईल. Ēथािनकरीāया उपलĈध असलेčया नाव

नɻदणी कɟʼnाची सूची āयांना उपलĈध कȠन देĀयात येईल.

(२) धाना÷या/भरडधाąया÷या Ōापणाशी संबंिधत ďयòतȮ÷या बाबतीत, नाव नɻदणी कɟʼn नसčयामुळɂ संबंिधत गटात

िकȽवा तालुòयात िकȽवा िजčǡात िकȽवा राùयात नाव नɻदणी नसčयामुळɂ, नाव नɻदणी करणे शòय नसेल तर माŇ, राùय शासन,

āया÷या अंमलबजावणी अिभकरणामाफɒत UIDAI ÷या िवǐमान Ōबंधका÷या समąवयाने िकȽवा ते Ēवतः UIDAI चे Ōबंधक

होऊन सोयी÷या िठकाणी आधार नाव नɻदणी सुिवधा पुरवील आिण धान/भरडधाąये यां÷या Ōापणाशी संबंिधत ďयòतȮना āयांचे

नाव, पƫा, ŏमणĄवनी ĸमांक, िशधापिŇका ĸमांक पȫर÷छɂद १ ÷या उप-पȫरछɂद (३) ÷या परंतुकात िविनिदɑđट कɁलेला āयां÷या

Ōापण कɟʼnासह अąय तपशील देऊन िकȽवा āया Ōयोजनासाठी तरतूद कɁलेčया वेब पोटɓलवर नाव नɻदणीची िवनंती करता येईल.

३. ही अिधसूचना महाराđł राùया÷या शासकीय राजपŇात Ōिसnj झाčया÷या ित÷या िदनांकापासून अंमलात येईल.

४. राùय शासन, वैयȬòतक शेतकķयांǑारे आधार ĸमांक धारण कɁčयाचा पुरावा ŌाĆत झाčयापासून तीस िदवस इतòया

कालावधी÷या आत, अशा ďयòतȮना Ōापण नɻदणी ओळखपŇ ĸमांकाला आधार ĸमांक जोडील.

FOOD, CIVIL SUPPLIES AND CONSUMER PROTECTION DEPARTMENT

NOTIFICATION

No. Sankirn-2622/C.R. 182/CS-29.—Whereas the use of Aadhaar as an identity document

for the delivery of services or benefits or subsidies simplifies the Government delivery processes,

brings transparency and efficiency, and enables beneficiaries to get their entitlements directly in a

convenient and seamless manner and Aadhaar obviates the need for producing multiple documents

to prove one’s identity.

And whereas, implementation of Minimum Support Price Scheme (hereinafter referred to as

MSP) by Food, Civil Supplies and Consumer Protection Department, Government of Maharashtra

(hereinafter referred to as ‘State Department’) involves recurring expenditure from the Consolidated

Fund of Maharashtra.

Now, therefore, in pursuance of the provisions of sub-clause (ii) of clause (b) of sub-section

(4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and

Services) Act, 2016 (“Act”) (18 of 2016) (hereinafter referred to as the ‘said Act’), read with Rule 5 of

the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules,

2020; the State Government hereby notifies the following, namely :—

1. (1) An individual farmer willing to sell paddy/coarse grains to State Government under

MSP and eligible to receive a cash transfer against the sold paddy/foodgrains is hereby required

to furnish proof of possession of an Aadhaar number or undergo Aadhaar authentication. Any

new individual farmer who is willing to register himself or herself for selling paddy / foodgrains

under MSP is also required to furnish proof of possession of Aadhaar number or undergo Aadhaar

authentication as stated in ensuing clauses.

(2) All such interested individual farmers who are willing to register, sell paddy / coarse

grains to and receive cash transfer from the State Government under MSP, who do not possess

the Aadhaar Number or, are not yet enrolled for Aadhaar are hereby required to make an

application for Aadhaar enrolment by 31st March, 2023, provided he or she is entitled to obtain

Aadhaar as per Section 3 of the said Act. All such individuals may visit any Aadhaar enrolment

centre (list available at www.uidai.gov.in) to get enrolled for Aadhaar.

(3) As per regulation 12 of Aadhaar (Enrolment and Update) Regulations, 2016, the State

Department which requires an individual to furnish Aadhaar is required to offer enrolment

facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar

enrolment centre located in the respective Block or Taluka or Tehsil, the State Department is

required to provide enrolment facilities at convenient locations in coordination with the UIDAI

or the existing Registrars of UIDAI or by becoming UIDAI registrar themselves:

Provided that, till the Aadhaar is assigned to the individuals who wish to register, sell paddy /

coarse grains to and receive cash transfer from the State Government under MSP, service or subsidy

or benefits shall be given to a such individual, subject to the production of the following identification

documents, namely :—

(a) Ration Card issued by the State Government; and

(b) (i) If he or she has enrolled, his or her Aadhaar Enrolment ID slip; or

(ii) a copy of his or her request made for Aadhaar enrolment, as specified in sub-paragraph

(2) of Paragraph 2; and

(c) (i) Voter ID card issued by the Election Commission of India; or (ii) Permanent Account

Number Card issued by Income Tax Department; or (iii) Passport; or (iv) Driving License issued

by Licensing authority under Motor Vehicles Act, 1988 (59 of 1988); or (v) Certificate of Identity

having photo issued by the Gazetted officer or Tehsildar on an official letterhead; or (vi) Address

card having Name and Photo issued by Department of Posts; or (vii) Kisan Photo Passbook; or

(viii) any other document as specified by the State Government :

Provided further that the above documents shall be checked by an officer designated by the

State Government for that purpose.

2. To provide convenient and hassle-free services related to procurement of paddy/ coarse

grains etc. the State Department shall make all the required arrangements including the

following, namely :—

(1) Publicity and individual notices through the District Supply Office shall be given

to individuals related to procurement of paddy/ coarse grains to make them aware of the

requirement of Aadhaar under the scheme and they may be advised to get themselves

enrolled at the nearest enrolment centres available in their areas by 31st March, 2023 in

case they are not already enrolled. The list of locally available enrolment centres shall be

made available to them.

(2) In case, individuals related to the procurement of paddy/coarse grains are not able

to enroll due to the non-availability of enrolment centres in near vicinities such as in the

Block or the Tehsil or the District or the State; State Government is required to provide

enrolment facilities at convenient locations in coordination with the UIDAI or the existing

Registrars of UIDAI or by becoming UIDAI registrar themselves and the individuals related

to the procurement of paddy/coarse grains may register their request for enrolment by giving

their name, address, mobile number, ration card number and other details specified in the

proviso to sub-paragraph (3) of paragraph 1 with their procurement centre or through the

web portal provided for the purpose.

3. This notification shall come into effect from the date of its publication in the Official

Gazette in Maharashtra State.

4. The State Government shall, within a period of thirty days from the receipt of proof of

possession of the Aadhaar number furnished by individual farmers, link the Aadhaar number

with procurement registration identification number issued to such individual.
