क्रमांं�क सेेप्रनि� २४१४/प्र.क्र.७४/ उद्योोग-३.— भारतीीय संविि¦धाानााच्या अनुुच्छेेद ३०९ खाालील परंतुुकान्वये प्रदान करण्यात आलेल्या

शक्तींचा वापर करून आणिि” या संदर्भा�त सध्या अस्तिĒित्वात असलेेले सेेवाप्रवेश नि�यम अधि�क्रमि�त करून महााराष्ट्रााचे राज्यपाल याद्वाारे

उद्योोग, उर्जाा�, कामगाार व खनि�कर्मम विि¦भागाच्या प्रशासकीीय नि�यंंत्रणााखाालील उद्योोग संचालनाालयातीील “उद्योोग उप संचालक (तांं�त्रि�क),

गट-अ (राजपत्रि�त)” या पदाच्या सेेवा प्रवेशाचे विि¦नि�यमन करण्यासाठीी याद्वाारे पुुढीील नि�यम करीत आहेत :—

१. या नि�यमांं�ना “उद्योोग संचालनाालयातीील उद्योोग उप संचालक (तांं�त्रि�क), गट-अ (राजपत्रि�त) (सेेवाप्रवेश) नि�यम २०२४”

असेे संबोधण्यात यावे.

२. या नि�यमात संदर्भा�नुुसाार दुसरा अर्थथ अभि�प्रेत नसेेल तर,—

(क) “संचालनाालय” याचा अर्थथ उद्योोग, ऊर्जाा�, कामगाार व खनि�कर्मम विि¦भागाच्या अधि�पत्याखाालील उद्योोग संचालनाालय

असा आहे.

(ख) “ज्येष्ठताा अधि�न पात्रताा” याचा अर्थथ, सामान्य प्रशासन विि¦भागाने यासंदर्भा�त वेळोोवेळी नि�र्गगमि�त केलेले आदेश, नि�यम,

नि�यमनााद्वाारे पदोन्नतीीसाठीी विि¦हि�त केलेल्या अटी व शतीीनुुसाारची पात्रताा असा आहे.

(ग) “शासन” याचा अर्थथ महााराष्ट्र शासन असा आहे,

संंचालनाालयातीील उद्योोग उप संचालक (तांं�त्रि�क), गट-अ (राजपत्रि�त) या पदावरील नि�युुक्तीी पुुढीील मार्गा�नेे

करण्यात येईल.—

(क) संंचालनाालयातीील उद्योोग अधि�काारी (तांं�त्रि�क), गट-ब हे पद धाारण करणाऱ्या तसेेच सदर पदावर तीीन वर्षांंɕहुुन कमी

नसेेल इतकीी सलग व नि�यमीत सेेवा झाालेल्या आणिि” विि¦भागीय परीक्षाा उत्तीीर्णण असलेेले किं�ंवा त्यातून सूट मि�ळाालेल्या व्यक्तींमधूून

ज्येष्ठताा अधि�न पात्रताा या नि�कषाावर योग्य व्यक्तीीच्या पदोन्नतीीने;

किं�ंवा

(ख) खाालील बाबींची पूर्तताा करणाऱ्या व महााराष्ट्र लोकसेेवा आयोगाकडूून घेेण्यात येणाऱ्या स्पधाा�त्मक परीक्षेच्या नि�काालाच्या

आधाारे शि�फाारस करण्यात आलेल्या उमेदवारां�मधू

ून नाामनि�र्देेशनााद्वाारे :—

(एक) वयोमर्या�दा —

ेल्या व्यक्तीी

(दोन) कि�माान शैक्षणि�क अर्हहता— सांं�विि¦धाानि�क विि¦द्यापीठाची अभि�यां�त्रि�कीमधीील पदवी (स्थाापत्य

अभि�यां�त्रि�की तसेेच स्थाापत्य अभि�यां�त्रि�कीमधीील विि¦षयांं�च्या गटां�शीी संलग्न असलेेल्या वास्तुविि¦द्या, नगररचनाा

इ. विि¦षयांं�व्यति�रि�क्त) किं�ंवा तंत्रज्ञाानमधी

ील पदवी.

४. नि�युुक्तीी मार्गा�नुुसाार नि�युुक्तीी प्रमाणे नि�यम ३ येथेे नमूूद केलेल्या पदाच्या एकूण मंंजूूर पदसंंख्येसाठीी, पदोन्नतीीने व नाामनि�र्देेशनााने

नि�युुक्तीी देण्याचे प्रमाण हे अनुुक्रमे ५०:५० असेे राहील.

५. नि�यम ३ येथेे नमूूद केलेल्या पदावर एकत्रि�त परि�विि¦क्षााधीन प्रशि�क्षण कार्ययक्रम (सीपीटीपी) आणिि” पदव्युत्तर पदवी धाारण

केलेल्या उमेदवाराची नाामनि�र्देेशनााने नि�युुक्त करण्यात येईल. सदर उमेदवारांं�स सेेवाज्येष्ठताा, परि�विि¦क्षाा कालावधीी, विि¦भागीय परीक्षाा तसेेच

अन्य अनुुषंंंगि�क बाबींसाठीी सामान्य प्रशासन विि¦भागाने वेळोोवेळी विि¦हि�त करण्यात आलेल्या तरतूदी लागू राहतीील.

६. (क) नि�यम ३ येथेे नमूूद केलेल्या पदावर पदोन्नतीीने नि�युुक्त होणाऱ्या व्यक्तीीने, पदोन्नतीीपूर्वी हिं�ंदी भाषाा परीक्षाा व मरााठीी भाषाा

परीक्षाा उत्तीीर्णण होण्यापासून सूट दि—ली असल्याखेरीज या दोन्ही परीक्षांं�संंदर्भा�त शासनााने वेळोोवेळी केलेल्या नि�यमांं�नुुसार हिं�ंदी, मरााठीी भाषाा

परीक्षाा उत्तीीर्णण केलेली असणेे आवश्यक राहील.

(ख) नि�यम ३ येथेे नमूूद केलेल्या पदावर नाामनि�र्देेशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीीने, हिं�ंदी, मरााठीी भाषाा परीक्षाा पूर्वीच उत्तीीर्णण

असल्याखेरीज अथवाा उत्तीीर्णण होण्यापासून सूट दि—ली असल्याखेरीज, या दोन्ही परीक्षांं�संंदर्भा�त शासनााने वेळोोवेळी केलेल्या नि�यमांं�नुुसार

नि�युुक्तीीनंंतर विि¦हीत वेळेत हिं�ंदी भाषाा व मरााठीी भाषाा परीक्षाा उत्तीीर्णण होणे आवश्यक राहील. अन्यथाा सदर परीक्षाा उत्तीीर्णण होईपर्यंंत वरि�ष्ठ

पदावर पदोन्नतीी तसेेच वार्षि�िक वेतनवााढ अनुुज्ञेय राहणाार नााही.

७. (क) नि�यम ३ येथीील पदावर पदोन्नतीीने नि�युुक्त होणाऱ्या व्यक्तीीने, संगणक अर्हताा प्रमाणपत्र सादर करण्यापासून सूट

मि�ळाालेली असल्याखेरीज, पदोन्नतीीपूर्वी संगणक अर्हताा प्रमाणपत्राासंदर्भा�त शासनााने वेळोोवेळी केलेल्या नि�यमांं�नुुसार, संगणक अर्हताा

प्रमाणपत्र धाारण करणे आवश्यक राहील.

(ख) नि�यम ३ येथीील पदावर नाामनि�र्देेशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीीने, संगणक अर्हताा प्रमाणपत्र सादर करण्यापासून सूट

मि�ळाालेली असल्याखेरीज, संगणक अर्हताा प्रमाणपत्राासंदर्भा�त शासनााने वेळोोवेळी केलेल्या नि�यमांं�नुुसार नि�युुक्तीीनंंतर विि¦हीत वेळेत संगणक

अर्हताा प्रमाणपत्र धाारण करणे आवश्यक राहील. अन्यथाा सदर संगणक अर्हताा प्रमाणपत्र धाारण करेपर्यंंत वरि�ष्ठ पदावर पदोन्नतीी तसेेच

वार्षि�िक वेतनवााढ अनुुज्ञेय राहणाार नााही

८. (क) नि�यम ३ येथीील पदां�वर नाामनि�र्देेशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीीने, महााराष्ट्र नाागरी सेेवा (लहाान कुटुंȾबाचे प्रति�ज्ञाापन)

नि�यम २००५ मधीील तरतूदीनुुसाार व त्याबाबत वेळोोवेळी करण्यात येणाऱ्या नि�यमांं�नुुसार, नि�युुक्तीीच्या वेळी लहाान कुटुंȾबाचे प्रति�ज्ञाापन

सादर करणे आवश्यक राहील.

(ख) लहाान कुटुंȾबाचे प्रति�ज्ञाापन सादर करतानाा त्यामध्ये दोन पेक्षाा अधि�क अपत्ये नि�युुक्तीीच्या वेळेस हयाात असल्यास संबंधि�त

उमेदवार शासकीीय नि�युुक्तीीसाठीी अपात्र राहील.

(ग) तसेेच शासन सेेवेतीील नि�युुक्तीीनंंतर जर उमेदवारास दोन पेक्षाा जाजाास्त अपत्ये हयाात असल्याचे नि�दर्शशनाास आल्यास सदर

उमेदवारास शासन सेेवेसाठीी अपात्र ठरविि¦ण्यात येईल.

NOTIFICATION

Constitution of India.

No. Seprani 2414/ C.R. No. 74.— In exercise of the powers conferred by the proviso to article

309 of the Constitution of India and in supersession of all the existing rules, orders or instruments

issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of “Deputy Director of Industries (Technical), Group A (Gazetted)”

in the office of Directorate of Industries under the administrative control of the Industries, Energy,

Labour and Mining Department of the Government of Maharashtra.

1. These rules may be called the Deputy Director of Industries (Technical), Group A (Gazetted),

in the office of Directorate of Industries (Recruitment) Rules, 2024.

2. In these rules unless the context requires otherwise,—

(a) “Directorate” means Directorate office under the administrative control of Industries,

Energy, Labour and Mining Department ;

(b) “eligibility for promotion” means eligibility for promotion in accordance with the terms

and conditions specified for promotion in rules, resolution or orders issued by the General

Administration Department of the Government, from time to time ;

3. Appointment to the post of Deputy Director of Industries (Technical) Group A (Gazetted),

in the office of Directorate shall be made either,—

(a) By promotion of a suitable person having eligibility for promotion and having not less

than three years of regular and continue service on the post of Industries Officer (Technical)

(Group-B) in the office of Directorate, on the basis of seniority from amongst the person holding

the said post and have passed the prescribed Departmental Examination or he has been exempted

from passing the said examination before getting promoted to the said post ;

(b) by nomination of candidates recommended by Maharashtra Public Service Commission

on the basis of result of Competitive Examination conducted therefore, who fulfils the following

criteria, namely :—

(1) Age limit :—

(i) Lower Age Limit.— Not less than eighteen years of age as on the last date of

receipt of applications as per advertisement for recruitment to the said post.

(ii) Upper Age Limit.— Not more than thirty-eight years of age for the persons

not belongs to reserved categories and not more than forty-three years of age for the

persons belonging to reserved categories as on the last date of receipt of applications

as per advertisement for recruitment to the said post.

Engineering (Other than Civil Engineering, Architecture, Town Planning or any other subject

linked with Civil Engineering Group of subject) or Technology from a statutory university.

4. Appointment to the post mentioned in rule 3 by promotion and nomination shall be made

in the ratio of 50:50, respectively.

5. The candidate appointed to the post mentioned in rule 3 by nomination shall complete

Combined Probationary Training Programme (CPTP) and post Graduate Programme. The seniority,

departmental examination, probation period and other related matters shall be regulated as per the

notification, rules, orders or any other instruments issued in this behalf by the General Administration

Department, from time to time.

6. (a) A person to be appointed to the post mentioned in rule 3 by promotion shall pass the

Marathi and Hindi language examinations as per the rules made in that behalf by the Government,

from time to time, unless he has been exempted from passing those examinations before getting

promoted to the said post.

(b) A person appointed to the post mentioned in rule 3 by nomination shall pass the Marathi

and Hindi language examinations as per the rules made in that behalf by the Government, from

time to time, within the prescribed time limit after appointment, unless he has already passed or

has been exempted from passing those examination. He shall not be eligible for annual increment

and promotion to the next promotional post until he passes those examinations.

7. (a) A person to be appointed to the post mentioned in rule 3 by promotion shall possess

a Certificate of Computer Operations prescribed by rules or orders issued in that behalf by the

Government, from time to time, unless he has been exempted therefrom before getting promoted to

the said post.

(b) A person to be appointed to the post mentioned in rule 3 by nomination shall possess a

Certificate of Computer Operations prescribed by the Government, from time to time, within the

prescribed time limit after appointment, unless he has been exempted from possessing such Certificate

of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the

next promotional post until he possess the same.

8. (1) A person recommended for appointment by nomination to the post mentioned in rule 3

by nomination shall submit a declaration of Small Family as per the provisions of the Maharashtra

Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments

issued in this behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small

Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more

than two children at the time of appointment or thereafter, then he shall be disqualified for continuing

on the said post in Government service.

9. The person appointed on the post mentioned in rule 3 shall be liable to be transferred

anywhere in the state of Maharashtra.

10. The terms and conditions specified by the Government subsequent to the appointment of

any Government Servant in any rules, orders or resolution issued by the Government, from time to

time, shall also be applicable to the Government Servant appointed under these rules.
