क्रमांं�क आस्थाा-२०२२/प्र.क्र.६७/काा.१५.–भाारतीय संंविि¦धाानााच्या अनुच्छेेद ३०९ च्या परंतुकााद्वाारे प्रदाान करण्यात आलेल्या

अधि�काारांं�चाा वापर करून, आणिि” यासंंदर्भाभाा�त सध्या अस्ति�ित्त्वात असलेेले सर्वव विि¦द्यमान नि�यम, कााढलेले आदेश किं�ंवा संंलेख यां�चेे

अधि�क्रमण करून, महााराष्ट्रााचे राज्यपाल, याद्वाारे, महााराष्ट्र शासनााच्या आदि�वाासी विि¦काास विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील

आदि�वाासी विि¦काास आयुक्ताालयातील शासकीीय आश्रमशााळेेतील, कनि�ष्ठ महााविि¦द्यालयीन शि�क्षक, गट-क, या पदांं�वरील सेवाप्रवेशाचे

विि¦नि�यमन करणारे पुढील नि�यम करीीत आहेत :–

१.  या नि�यमांं�स, आदि�वाासी विि¦काास विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील आदि�वाासी विि¦काास आयुक्ताालयातील शासकीीय

आश्रमशााळेेतील, कनि�ष्ठ महााविि¦द्यालयीन शि�क्षक, गट-क, आदि�वाासी विि¦काास सेवा (सेवाप्रवेश) नि�यम, २०२४ असे संंबोधण्यात यावे.

२.  या नि�यमांं�त, संंदर्भाभाा�नुुसार दुसराा अर्थथ अभि�प्रेेत नसेेल तर,–

(क) “आयुक्ताालय” याचाा अर्थथ, आदि�वाासी विि¦काास विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील आदि�वाासी विि¦काास

आयुक्ताालय, असा आहे;

(ख) “पदवीी” याचाा अर्थथ, एखाद्या सांं�विि¦धि�क विि¦द्यापीठाची कोणत्याही शाखेतील पदवीी किं�ंवा ति�च्याशी समतुुल्य असल्याचे

शासनााने घोोषिि¨त केलेली अन्य कोणतीीही अर्हहताा, असा आहे;

(ग) “विि¦भााग” याचाा अर्थथ, शासनााचाा आदि�वाासी विि¦काास विि¦भााग, असा आहे;

(घ) “शासन” याचाा अर्थथ, महााराष्ट्र शासन, असा आहे;

(ड) “नि�वड समि�तीी” याचाा अर्थथ, आदि�वाासी विि¦काास विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील आदि�वाासी विि¦काास

आयुक्ताालयातील, शासकीीय आश्रमशााळेेतील, कनि�ष्ठ महााविि¦द्यालयीन शि�क्षक, गट-क, या पदाावरील सरळसेेवा भरतीकरिताा

उमेदवाारां�चीी नि�वड करण्याच्या प्रयोजनाार्थथ, शासनााने वेळोवेळी गठीत केलेली नि�वड समि�तीी, असा आहे.

३.  

आदि�वाासी विि¦काास विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील, आदि�वाासी विि¦काास आयुक्ताालयातील, शासकीीय

आश्रमशााळेेतील, कनि�ष्ठ महााविि¦द्यालयीन शि�क्षक, गट-क, आदि�वाासी विि¦काास सेवा या पदाावरील नि�युुक्ती, पुढील नि�कषांं�चीी पूर्तताा

करणाऱ्या व स्पधाा�त्मक परीक्षेच्या नि�काालाच्या आधाारे नि�वड समि�तीीने शि�फाारस केलेल्या उमेदवाारां�मधू

ून, नाामनि�र्देेशनााद्वाारे करण्यात येईल,–

(एक) वयोमर्या�दा.–

(क) कि�मा

ान वयोमर्या�दा.– त्या पदााच्या भरतीसाठी दि�लेेल्या जाहि�राातीनुसार अर्जज स्वीकृतीच्या अंति�म दि�नांं�काास,

अठरा वर्षांंɕपेक्षा कमीी नसेेल इतकेे वय पूर्णण असलेेले.

(ख) कमाल वयोमर्या�दा.– त्या पदााच्या भरतीसाठी दि�लेेल्या जाहि�राातीनुसार अर्जज स्वीकृतीच्या अंति�म दि�नांं�काास,

राखीव प्रवर्गांंɕतील नसले

ेल्या व्यक्तींसाठी अडतीस वर्षांंɕपेक्षा अधि�क वय नसले

ेले आणिि” राखीव प्रवर्गांंɕतील असलेेल्या

व्यक्तींसाठी त्रेचााळीस वर्षांंɕपेक्षा अधि�क वय नसले

ेले.

(दोन) कि�मा

ान शैक्षणि�क अर्हहता.- राष्ट्रीय शि�क्षण परि�षदेेने वेळोवेळी घोोषिि¨त केल्याप्रमाणे बी.एड. पदवीी अर्हतेेसह

सांं�विि¦धि�क विि¦द्यापीठाने मान्यताा दि�लेेल्या मान्यतााप्राप्त संंस्थेतील कोणत्याही शाखेतील पदव्युत्तर पदवीी धाारण केलेले.

४.  नि�यम ३ येथे नमूूद केलेल्या पदाावर नि�युुक्ती केवळ नाामनि�र्देेशनााद्वाारे करण्यात येईल.

५.  नि�यम ३ मध्ये नमूूद केलेल्या पदाावर नाामनि�र्देेशनााद्वाारे नि�युुक्त केलेली व्यक्ती, अगोदरच मरााठी भााषा व हिं�ंदी भााषा परीक्षा

उत्तीर्णण नसेेल किं�ंवा त्या परीक्षा उत्तीर्णण होण्यापासून त्या व्यक्तीला सूट देण्यात आलेली नसेेल तर, ती व्यक्ती, शासनााने, त्याबाबतीत

वेळोवेळी केलेल्या नि�यमांं�नुसार किं�ंवा कााढलेल्या आदेशानुसार, मरााठी भााषा व हिं�ंदी भााषा परीक्षा उत्तीर्णण करीील. ती व्यक्ती, या परीक्षा

उत्तीर्णण होईपर्यंंत, वार्षिि¨िक वेतनवााढीसाठी पात्र असणाार नााही.

६.  नि�यम ३ मध्ये नमूूद केलेल्या पदाावर नाामनि�र्देेशनााद्वाारे नि�युुक्त कराावयाच्या व्यक्तीने, संंगणक हातााळणीी प्रमाणपत्र धाारण

करण्यापासून त्या व्यक्तीला सूट देण्यात आलेली नसेेल तर, ती व्यक्ती, शासनााने, त्याबाबतीत वेळोवेळी विि¦हि�त केलेले संंगणक हातााळणीी

प्रमाणपत्र, नि�युुक्तीनंंतर विि¦हि�त मुदतीीत धाारण करीील, अन्यथाा ती व्यक्ती, ते प्रमाणपत्र धाारण करेेपर्यंंत, वार्षिि¨िक वेतनवााढीसाठी पात्र असणाार

नााही.

७.  (१) नि�यम ३ येथील पदांं�वर नाामनि�र्देेशनााद्वाारे नि�युुक्तीसाठी शि�फाारस केलेली व्यक्ती, महााराष्ट्र नाागरी सेवा (लहान कुटुंȾबाचे

प्रति�ज्ञाापन) नि�यम, २००५ मधीील तरतुदीनुसार किं�ंवा शासनााने, याबाबतीत वेळोवेळी केलेले अन्य कोणतेेही नि�यम, कााढलेले आदेश

किं�ंवा संंलेख यानुसार लहान कुटुंȾबाचे प्रति�ज्ञाापन सादर करीील.

(२) लहान कुटुंȾबाचे प्रति�ज्ञाापन सादर कराावयाच्या दि�नांं�काास दोनपेेक्षा अधि�क अपत्ये असणाारी व्यक्ती, शासकीीय सेवेतील

नि�युुक्तीसाठी अपात्र असेल.

(३) एखाद्या व्यक्तीची शासकीीय सेवेत नि�युुक्ती झााल्यानंंतर, जर त्या व्यक्तीला, नि�युुक्तीच्या वेळी किं�ंवा त्यानंंतर दोनपेेक्षा अधि�क

अपत्ये असल्याचे सि�द्ध झााले तर, ती व्यक्ती, शासकीीय सेवेतील उक्त पदाावर नि�यमि�त ठेवण्यास अपात्र असेल.

८.  नि�यम ३ मध्ये नमूूद केलेल्या पदाावर नि�युुक्त केलेली व्यक्ती, संंबंधि�त अपर आयुक्त, आदि�वाासी विि¦काास यांं�च्या अधि�काारक्षेत्राात

कोठेही बदलीीसाठी पात्र असेल.

९.  शासकीीय सेवेतील नि�यक्तीसाठी या नि�यमांं�द्वाारे विि¦हि�त करण्यात आलेल्या अटी व शर्तीची पूर्तताा करणे आवश्यक आहे. सदर

नि�यमानुसार शासकीीय सेवेत नि�युुक्ती झााल्यानंंतर, संंबंधि�त शासकीीय कर्ममचााऱ्यास, शासकीीय सेवेच्या काालावधीीत महााराष्ट्र नाागरी सेवा

नि�यम, तसेेच सेवाविि¦षयक बाबींसंंदर्भाभाा�त राज्य शासनााने वेळोवेळी अधि�नि�यम / अधि�सूूचनाा/ शासन नि�र्णणय/ शासन आदेशाद्वाारे नि�र्गगमि�त

केलेले अन्य नि�यम लागू राहतीील.

NOTIFICATION

Constitution of India.

No. Aastha-2022/ Cr.No.67/ Ka.15.– In exercise of the powers conferred by the proviso to article

309 of the Constitution of India and in supersession of all the existing rules, orders or instruments

issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of Junior College Teacher, Group-C in the Government Ashram

School, Tribal Development Services, in the Tribal Development Commissionerate, under the

administrative control of Tribal Development Department, Government of Maharashtra, namely :–

1.  These rules may be called the Junior College Teacher, Group-C in the Government Ashram

School, Tribal Development Services, in the Tribal Development Commissionerate, under the

administrative control of Tribal Development Department (Recruitment) Rules, 2024.

2.  In these rules, unless the context requires otherwise,–

(a)  “Commissionerate” means the Tribal Development Commissionerate of the Government

of Maharashtra under the administrative control of the Tribal Development Department;

(b)  “Degree” means a degree of any discipline of a statutory University or any other essential

qualification as may be declared by the Government to be equivalent thereto;

(c)  “Department” means Tribal Development Department of Government of Maharashtra;

(d)  “Government” means Government of Maharashtra;

(e)  “Selection Committee” means the Selection Committee constituted from time to time

by the Government, for the purpose of selection of candidates for direct recruitment to the posts

of Junior College Teacher, Group-C in the Government Ashram School, Tribal Development

Services, in the Tribal Development Commissionerate, under the administrative control of

Tribal Development Department.

3.  Appointment to the post of Junior College Teacher, Group-C in the Government Ashram

School, Tribal Development Services, in the Tribal Development Commissionerate, under the Tribal

Development Department, shall be made by nomination from amongst the candidates recommended

by the Selection Committee on the basis of result of Competitive Examination conducted therefor,

and fulfilling the following criteria, namely,–

(i) Age limit.–

(A) Lower Age Limit.– Not less than eighteen years of age completed as on the last date

of receipt of applications as per advertisement for recruitment to the said post.

(B) Upper Age Limit.– Not more than thirty-eight years of age for the persons not

belonging to reserved categories and forty-three years of age for the persons belonging to

reserved categories as on the last date of receipt of applications as per advertisement for

recruitment to the said post.

(ii) Minimum Educational Qualification.–

Possesses Master’s Degree in any discipline from a recognised institution approved by

the statutory University along with B.Ed. degree qualification as may be declared by National

Council for Teachers Education (NCTE) from time to time.

4.  Appointment to the post mentioned in rule 3 shall be made by nomination only.

5.  A person appointed to the post mentioned in rule 3, shall be required to pass the Marathi

and Hindi languages examinations as per the rules made in that behalf by the Government, from

time to time, unless he has already passed or has been exempted from passing those examinations,

otherwise he shall not be eligible for annual increment until he possess the same.

6.  A person appointed to the post mentioned in rule 3 by nomination shall possess a Certificate

of Computer Operations prescribed by the Government, from time to time, within the prescribed time

limit after appointment, unless he has been exempted from possessing such Certificate of Computer

Operations, otherwise he shall not be eligible for annual increment until he possess the same.

7.  (1) A person recommended for appointment by nomination to the post mentioned in rule 3

shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services

(Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this

behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small

Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more than

two children at the time of appointment or thereafter, then he shall be disqualified for continuing

on the said post in Government service.

8.  A person appointed to the post mentioned in rule 3 shall be liable for transfer within the

jurisdiction of the concerned Additional Tribal Commissioner, Tribal Development.

9.  The terms and conditions specified by the Government, subsequent to the appointment of

any Government Servant in any rules, orders or resolutions issued by the Government, from time to

time, shall also be applicable to the Government Servant appointed under these rules.
