क्रमांं�क सेप्रनि� २०२२/प्र.क्र. ४८/ऊर्जाɑ-१.—भाारतीय संविि¦धाानााच्या अनुच्छेेद ३०९ खाालील परंतुकान्वये प्रदाान करण्यात आलेल्या

शक्तींचाा वापर करून, महाराष्ट्रााचे राज्यपाल याद्वाारे महाराष्ट्र शासनााच्या उद्योोग, ऊर्जाɑ, कामगार व खनि�कर्मम विि¦भाागाच्या प्रशासकीय

नि�यंंत्रणााखाालील “मुख्य विि¦द्युत नि�रीीक्षक” यांं�च्या कार्याɑलयाातील महाराष्ट्र विि¦द्युत अभि�यांं�त्रि�की सेवेतील विि¦द्युत नि�रीीक्षक, गट-अ (राजपत्रि�त)

या पदााच्या सेवा प्रवेशाचे विि¦नि�यमन करण्यासाठीी याद्वाारे पुढीील नवीीन नि�यम करीत आहेत :-

१. संक्षिȦप्त नाव, प्राारंभ

(१) या नि�यमां�नाा मुख्य विि¦द्युत नि�रीीक्षक यांं�च्या कार्याɑलयाातील महाराष्ट्र विि¦द्युत अभि�यांं�त्रि�की सेवेतील “विि¦द्युत नि�रीीक्षक,

गट-अ (राजपत्रि�त) सेवाप्रवेश नि�यम, २०२४” असे संबोधण्यात यावे.

(२) सदर नि�यम शाासन रााजपत्र प्रसि�ध्द झााल्याच्या दि�नांं�कापासून अंमलाात येतील.

२. व्याख्या — या नि�यमात संदर्भाभााɑनुसार दुसरा अर्थथ अभि�प्रेेत नसेेल तर, —

(क) “शासन” याचाा अर्थथ, महाराष्ट्र शासन असा आहे;

(ख) “उद्योोग, ऊर्जाɑ, कामगार व खनि�कर्मम विि¦भााग” याचाा अर्थथ भाारतीय संविि¦धाानााच्या अनुच्छेेद -१६६ अन्वये बनविि¦लेल्या

महाराष्ट्र शासन कार्ययनि�यमावलीीच्या पहि�ल्या अनुसूचीमध्ये विि¦नि�र्दि�िष्ट केलेलाा उद्योोग, ऊर्जाɑ, कामगार व खनि�कर्मम विि¦भााग असा आहे;

(ग) “मुख्य विि¦द्युत नि�रीीक्षक” यां�चेे कार्याɑलय याचाा अर्थथ उद्योोग, ऊर्जाɑ, कामगार व खनि�कर्मम विि¦भाागाच्या प्रशासकीय

नि�यंंत्रणााखाालील महाराष्ट्र शासनााचे मुख्य विि¦द्युत नि�रीीक्षक यां�चेे कार्याɑलय असा आहे;

(घ) “आयोग” याचाा अर्थथ, महाराष्ट्र लोकसेवा आयोग असा आहे.

(ड) “पदवीी” याचाा अर्थथ, पदवीी याचाा अर्थथ वैधाानि�क विि¦द्यापीठाची अखि�ल भाारतीय तां�त्रि�क शि�क्षण परि�षदेने मान्यता दि�लेेली

विि¦द्युत अभि�यांं�त्रि�की पदवीी किं�ंवा ति•च्याशी समतुल्य असलेली अर्हताा असा आहे.

(च) “नि�युुक्ती प्राधि�काारी” याचाा अर्थथ, शासकीय सेवेतील विि¦द्युत नि�रीीक्षक, गट-अ या पदाावर उमेदवााराची नि�युुक्ती

करण्यासाठीी मा. मुख्यमंत्री, महाराष्ट्र शासन हे नि�युुक्ती प्राधि�काारी आहेत.

(छ) “ज्येष्ठताा अधीन पात्रताा” याचाा अर्थथ, सेवाज्येष्ठताा यादीनुसार ज्येष्ठताा व सामान्य प्रशासन विि¦भाागाने दि�नांं�क १ ऑगस्ट

२०१९ च्या आदेशाव्दाारे व त्यानंंतर वेळोोवेळी यासंदर्भाभााɑत नि�र्गगमि�त केलेल्या आदेशाद्वाारे पदोन्नतीीसाठीी विि¦हि�त केलेल्या अटी व

शर्तीनुसारची पात्रताा असा आहे.

३. वि�द्युुत नि�रीीक्षक, गट-अ (रााजपत्रि�त) या पदावरील नि�युुक्ती पुढीील मार्गा�ने करण्यात येेईल.

(क) पदोन्नतीने नि�युुक्तीचाा मार्गग-

“सहाय्यक विि¦द्युत नि�रीीक्षक, गट-अ (राजपत्रि�त)” हे पद धाारण करणााऱ्या तसेच सदर पदाावर सात वर्षांंɕपेक्षा कमी

नसेेल इतकी सलग नि�यमि�त सेवा झाालेल्या तसेच विि¦द्युत अभि�यांं�त्रि�की विि¦षयातील पदवीी ही शैक्षणि�क अर्हताा धाारण करणााऱ्या

व्यक्तींमधून ज्येष्ठताा अधीन पात्रताा या नि�कषावर योग्य व्यक्तींच्या पदोन्नतीीने नि�युुक्ती करण्यात येईल. किं�ंवा

(ख) नामनि�र्देदेेशनााने नि�युुक्तीचाा मार्गग-

खाालील बाबींची पुर्ततता करणााऱ्या व महाराष्ट्र लोकसेवा आयोगाकडून घेण्यात येणााऱ्या स्पधााɑत्मक परीक्षेच्या नि�काालााच्या

आधाारे शि�फाारस करण्यात आलेल्या उमेदवाारांं�मधून नाामनि�र्देेशनााद्वाारे करण्यात येईल.

(एक) वयोमर्या�दाा:-

(एक) कि�मान वयोमर्याɑदाा- सदर पदााच्या पदभरतीच्या जाहि�राातीत नमूूद केलेल्या अर्जज स्वीकृतीच्या अंति•म

दि�नांं�कास अठराा वर्षे पूर्णण.

(दोन) कमाल वयोमर्याɑदाा- सदर पदााच्या पदभरतीच्या जाहि�राातीत नमूूद केलेल्या अर्जज स्वीकृतीच्या अंति•म

दि�नांं�कास खुल्या वर्गाɑतील व्यक्तींसाठीी अडतीस वर्षे पूर्णण व मागासवर्गीय व्यक्तींसाठीी त्रेचााळीस वर्षे पूर्णण.

(दोन) कि�मा

ान शैक्षणि”क अर्हताा:-

ज्यां�नीी सांं�विि¦धि�क विि¦द्यापीठाची विि¦द्युत अभि�यांं�त्रि�की विि¦षयातील पदवीी किं�ंवा ति•च्याशी समतुल्य असलेली,

शासनााने जाहीर केलेली कोणतीीही इतर अर्हताा धाारण करीत असलेली व्यक्ती.

(तीन) अनुभव:-

वरील दोनमध्ये नमूूद केलेली शैक्षणि�क अर्हताा संपादन केल्यानंंतर विि¦द्युत अभि�यंंता म्हणूून शासकीय/

नि�मशासकीय/ खााजगी कार्याɑलयाातील कि�मान आठ वर्षांंɕपेक्षा कमी नााही इतक्या कालाावधीीचाा अनुभव धाारण करीत

असतील. या आठ वर्षांंɕच्या अनुभवाापैकी उमेदवाारां�नेे खाालील क्षेत्राातील कि�मान दोन वर्षांंɕचाा अनुभव धाारण करणे

आवश्यक आहे.

(अ) विि¦द्युत अभि�यांं�त्रि�की कार्ययशाळा किं�ंवा विि¦जेची नि�र्मि�िती किं�ंवा पारेषण किं�ंवा विि¦तरण किं�ंवा,

(ब) विि¦द्युत अधि�नि�यम, २००३ (२००३ चाा ३६) आणि� त्याखााली तयार केलेले नि�यम यांं�च्या प्रशासनााच्या

कामातील जबाबदाारीच्या पदाावरील अनुभव.

टीप: जबाबदाारीच्या पदाावरील अनुभव म्हणजेे मुख्य विि¦द्युत नि�रीीक्षक यांं�च्या अधि�पत्याखाालील सहाय्यक अभि�यंंता

श्रेेणी-२ / शाखाा अभि�यंंता, गट-ब या पदाावरील किं�ंवा अन्य शासकीय/ नि�म-शासकीय/ खााजगी कार्याɑलयाातील समकक्ष

पदाावरील किं�ंवा त्यापेक्षा वरि�ष्ठ पदाावरील अनुभव आवश्यक राहील.

४. नि�युुक्ती मार्गा�नुसार नि�युुक्तीचे प्रमााण:-

नि�यम ३ येथेे नमूूद केलेल्या विि¦द्युत नि�रीीक्षक, गट-अ (राजपत्रि�त) या पदाावर पदोन्नतीी व नाामनि�र्देेशन याद्वाारे करावयाच्या

नि�युुक्तीचे प्रमाण अनुक्रमे ८०:२० या प्रमाणाात राहतीील.

५. परि�वि�क्षाधीन कालावधी:-

नि�यम ३ मध्ये नमूूद केलेल्या पदाावर नाामनि�र्देेशनााने नि�युुक्ती झाालेली व्यक्ती दोन वर्षांंɕच्या कालाावधीीकरि�ता परि�विि¦क्षाधीन

राहील. परि�विि¦क्षा कालाावधीी हा कमाल एक वर्षाɑपर्यंंत वाढविि¦ता येईल. सदर परि�विि¦क्षा कालाावधीी (वाढीीव कालाावधीीसह) शासनााच्या

महाारााष्ट्र शाासन रााजपत्र भााग चाार-अ , ऑक्टोबर ३-९, २०२४/आश्विन १

१-१७, शके १९

परि�विि¦क्षा धोरणाानुसार समाधाानकाारकरि�त्या पूर्णण करणे आवश्यक राहील. तथाापि�, परि�विि¦क्षा कालाावधीीत (वाढीीव कालाावधीीसह)

शासनााच्या परि�विि¦क्षा धोरणाानुसार समाधाानकाार‍‍करि�त्या पूर्णण न केल्यास त्यां�चीी सेवा समाप्त करण्यात येईल.

६. हिं�ंदी व मरााठी भााषाा परीक्षेबाबतचीी तरतूूद:-

(क) नि�यम ३ येथेे नमूूद केलेल्या पदाावर पदोन्नतीीने नि�युुक्त होणााऱ्या व्यक्तीने, पदोन्नतीीपूर्वी हिं�ंदी भााषा परीक्षा व मराठीी

भााषा परीक्षा या दोन्ही परीक्षांं�संंदर्भाभााɑत शासनााने वेळोोवेळी केलेल्या नि�यमां�नुुसार, हिं�ंदी भााषा व मराठीी भााषा परीक्षा अगोदरच उत्तीीर्णण

केलेली असणे अथवाा उत्तीीर्णण होण्यापासून सूट मि�ळविि¦लेली असणे आवश्यक राहील.

(ख) नि�यम ३ येथेे नमूूद केलेल्या पदाावर नाामनि�र्देेशनााद्वाारे नि�युुक्त होणााऱ्या व्यक्तीने, हिं�ंदी भााषा परीक्षा व मराठीी भााषा परीक्षा

या दोन्ही परीक्षासंदर्भाभााɑत शासनााने वेळोोवेळी केलेल्या नि�यमां�नुुसार, हिं�ंदी भााषा व मराठीी भााषा परीक्षा उत्तीीर्णण केलेली नसेेल अथवाा

उत्तीीर्णण होण्यापासून सूट मि�ळविि¦लेली नसेेल तर, नि�युुक्तीनंंतर संबंधि�त नि�यमात नमूूद केलेल्या विि¦हि�त मुदतीीत हिं�ंदी भााषा व मराठीी

भााषा परीक्षा उत्तीीर्णण होणे आवश्यक राहील. त्याचप्रमाणे विि¦हि�त मुदतीीत हिं�ंदी भााषा व मराठीी भााषा परीक्षा उत्तीीर्णण न झााल्यास सदर

परीक्षा उत्तीीर्णण होईपर्यंंत वार्षि�िक वेतनवााढ अनुज्ञेेय राहणाार नााही. तसेच वरि�ष्ठ पदाावर पदोन्नतीी अनुज्ञेेय राहणाार नााही.

७. संगणक अर्हताा प्रमााणपत्राबाबतचीी तरतूूद:-

(क) नि�यम ३ येथीील पदाावर पदोन्नतीीने नि�युुक्त होणााऱ्या व्यक्तीस, पदोन्नतीीपूर्वी संगणक अर्हताा प्रमाणपत्र सादर करण्यापासून

सूट मि�ळाालेली नसल्यास, संगणक अर्हताा प्रमाणपत्राासंदर्भाभााɑत शासनााने वेळोोवेळी केलेल्या नि�यमां�नुुसार, संगणक अर्हताा प्रमाणपत्र

धाारण करणे आवश्यक राहील.

(ख) नि�यम ३ येथीील पदाावर नाामनि�र्देेशनााद्वाारे नि�युुक्त होणााऱ्या व्यक्तीने, संगणक अर्हताा प्रमाणपत्राासंदर्भाभााɑत शासनााने वेळोोवेळी

केलेल्या नि�यमां�नुुसार, संगणक अर्हताा प्रमाणपत्र सादर करण्यापासून सूट मि�ळविि¦लेली नसल्यास नि�युुक्तीनंंतर विि¦हि�त मुदतीीत संगणक

अर्हताा प्रमाणपत्र धाारण करणे आवश्यक राहील. त्याचप्रमाणे विि¦हि�त मुदतीीत प्रमाणपत्र धाारण न केल्यास, सदर संगणक प्रमाणपत्र

धाारण करेपर्यंंत वार्षि�िक वेतनवााढ किं�ंवा वरि�ष्ठ पदाावर पदोन्नतीी अनुज्ञेेय राहणाार नााही.

८. लहाान कुटुंȾबाच्या प्रति�ज्ञाापनाबाबतचीी तरतूूद:-

(अ) नि�यम ३ येथीील पदाावर नाामनि�र्देेशनााने नि�युुक्त होणााऱ्या व्यक्तीने, महाराष्ट्र नाागरी सेवा (लहाान कुटंंबाचे प्रति•ज्ञापन)

नि�यम, २००५ मधील तरतुदीनुसार किं�ंवा इतर कोणत्याही नि�यम, आदेश किं�ंवा अन्य साधनााद्वाारे, त्याबाबत वेळोोवेळी करण्यात

येणााऱ्या नि�यमां�नुुसार, नि�युुक्तीच्या वेळी लहाान कुटुंं�बाचे प्रति•ज्ञापन सादर करणे आवश्यक राहील.

(ब) लहाान कुटुंं�बाचे प्रति•ज्ञापन सादर करतानाा त्यामध्ये दोनपेेक्षा अधि�क अपत्ये नि�युुक्तीच्या वेळेस हयाात असल्यास संबंधि�त

उमेदवाार शासकीय नि�युुक्तीसाठीी अपात्र राहील.

(क) शासन सेवेत नि�युुक्तीच्या वेळी अथवाा नि�युुक्तीनंंतर एखााद्या व्यक्तीस दोनपेेक्षा अधि�क अपत्ये असल्याचे सि�ध्द झााल्यास

तो शासन सेवेतील सदर पदाावर पूढीील सेवेसाठीी अपात्र ठरविि¦ण्यात येईल.

९. बदलीीबाबतचीी तरतूूद :-

नि�यम ३ येथीील पदाावर नि�युुक्त होणाारी व्यक्ती ही महाराष्ट्राात कुठेही बदलीीसाठीी पात्र राहील.

१०. शाासकीय सेवेत प्रवेेश केल्यानंतर सेवावि�षयक अन्य आदेेश/ नि�यम लागू होतील:-

सदर नि�यमां�नुुसार शासकीय सेवेत नि�युुक्ती झााल्यानंंतर, संबंधि�त शासकीय कर्ममचााऱ्यास, शासकीय सेवेच्या कालाावधीीत राज्य

शासनााने वेळोोवेळी नि�र्गगमि�त केलेले नि�यम, अधि�सूूचनाा, शासन नि�र्णणय किं�ंवा शासन आदेश लाागू राहतीील.

NOTIFICATION

Constitution of India.

No. SRR-2022/C.R.-48/Energy-1.—In exercise of the powers conferred by the proviso to article

309 of the Constitution of India and in supersession of all the existing rules, orders or instruments

issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of Electrical Inspector, Group-A (Gazetted), in the office of Chief

Electrical Inspector under the administrative control of the Industries, Energy, Labour and Mining

Department of the Government of Maharashtra, namely:—

1. These rules may be called the “Electrical Inspector, Group-A (Gazetted), in the office of Chief

Electrical Inspector (Recruitment) Rules, 2024.”

2. In these rules unless the context requires otherwise,-

(a) “The Government” means the Government of Maharashtra;

(b) “Industries, Energy, Labour and Mining Department” means the Industries,

Energy, Labour and Mining Department specified in First Schedule appended to The Maharashtra

Government Rules of Business made under Article 166 of the Constitution of India.

under the Administrative control of the Industries, Energy, Labour and Mining Department of

the Government of Maharashtra;

(d) “Commission” means the Maharashtra Public Service Commission.

(e) “Degree” means a degree in Electrical Engineering of a statutory university or any

other qualification declared by the Government to be equivalent thereto;

(f) “Appointing Authority” means Hon’ble Chief Minister, Government of Maharashtra,

is the appointing authority for the appointing a candidate to the post of Electrical Inspector,

Group-A in the Government Service.

(g) “Eligibility For Promotion” means the eligibility for promotion in accordance with

the terms and conditions specified for promotion in rules, resolutions or orders issued by the

General Administration Department of the Government, from time to time;

3. Appointment to the post of Electrical Inspector, Group-A (Gazetted), in the office of Chief

Electrical Inspector shall be made either,-

(a) by promotion of suitable person having eligibility for promotion and having not less

than seven years of regular and continuous service on the post of Assistant Electrical Inspector,

Group-A (Gazetted), in the office of Chief Electrical Inspector, on the basis of seniority subject

to fitness from amongst the persons holding the said post; or

(b) by nomination of candidates recommended by the Maharashtra Public Service

Commission on the basis of result of Competitive Examination conducted therefor, who fulfills

the following criteria, namely:-

(i) Age Limit.—

(A) Lower Age Limit— Not less than eighteen years of age as on the last date

of receipt of applications as per advertisement for recruitment to the said post.

(B) Upper Age Limit— Not more than thirty-eight years of age for the persons

not belonging to reserved categories and not more than forty-three years of age for the

persons belonging to reserved categories as on the last date of receipt of applications

as per advertisement for recruitment to the said post.

(ii) Minimum Educational Qualification.– A candidate shall possess a bachelor’s degree

in Electrical Engineering from a statutory university or any other qualification declared

by the Government to be equivalent thereto

(iii) Experience.— A candidate shall have minimum eight years of experience as an

Electrical Engineer in Government or Semi-Government or Private offices after acquiring

minimum educational qualification as mentioned in sub-clause (ii) of rule 3. Out of these

eight years, a candidate shall have not less than two years’ of experience,-

(a) in Electrical Engineering workshop or work relating to generation or

transmission or distribution of Electricity; or

(b) in the administration of the Electricity Act, 2003 (36 of 2003), and the rules

made thereunder on a responsible post.

Explantion— The term “responsible post” means the post of Assistant Engineer Grade-2

or Section Engineer, “Group-B” in the office of Chief Electrical Inspector or any other posts

equivalent or senior to the above mentioned posts in other Government or Semi-Government

or Private offices.

4. Appointment to the post mentioned in rule 3 by promotion and nomination shall be made in

the ratio of 80:20, respectively.

5. A person appointed by nomination to the post mentioned in rule 3 shall be on probation

for a period of two years. The probation period may be extended upto one year. Completion of the

probation period (including extended period) satisfactorily as per probation policy of the Government

is mandatory. In the event of failing to complete the probation period (including extended period) as

per probation policy of the Government, his services shall liable to be terminated.

6. (a) A person to be appointed to the post mentioned in rule 3 by promotion shall pass the

Marathi and Hindi languages examinations as per the rules made in that behalf by the Government,

from time to time, unless he has been exempted from passing those examinations before getting

promoted to the said post.

(b) A person appointed to the post mentioned in rule 3 by nomination shall pass the Marathi

and Hindi languages examinations as per the rules made in that behalf by the Government, from

time to time, within the prescribed time limit after appointment, unless he has already passed or

has been exempted from passing those examinations. He shall not be eligible for annual increment

and promotion to the next promotional post until he passes those examinations.

7. (a) A person to be appointed to the post mentioned in rule 3 by promotion shall possess

a Certificate of Computer Operations prescribed by rules or orders issued in that behalf by the

Government, from time to time, unless he has been exempted therefrom before getting promoted to

the said post.

(b) A person to be appointed to the post mentioned in rule 3 by nomination shall possess a

Certificate of Computer Operations prescribed by the Government, from time to time, within the

prescribed time limit after appointment, unless he has been exempted from possessing such Certificate

of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the

next promotional post until he possess the same.

8. (1) A person recommended for appointment by nomination to the post mentioned in rule 3

by nomination shall submit a declaration of Small Family as per the provisions of the Maharashtra

Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments

issued in this behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of Small

Family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government service, if it is proved that he has more than

two children at the time of appointment or thereafter, then he shall be disqualified for continuing

on the said post in Government service.
