लाभ सुवि�धााजनकरी

ीत्या प्रत्यक्षपणे मि�ळणे सुलभ होते, आणि� आधारमुळे ओळख सि�द्ध करण्यासाठीी एकाापेक्षा जास्त दस्ताावेज सादर

करण्याची गरज दूर होते;

आणि� ज्याअर्थी, इतर माागास व बहुुजन कल्याण वि�भााग (यापुढेे ज्याचाा "वि�भााग" असा उल्लेख करण्यात येत आहे) अंतर्गगत

महााराष्ट्र संंशोधन, उन्नतीी व प्रशि�क्षण प्रबोधि�नीी (अमृत) हीी स्वाायत्त संंस्थाा १८ ते ६५ वर्षेे वयोोगटातील उमेदवाारांं�चाा अमृत संंस्थे-

माार्फफत राबवि�ण्यात येणाऱ्या लाभााच्या योजनांं�चाा लाभ देण्यासाठीी (यापुढेे ज्याचाा "योजनाा" असा उल्लेख करण्यात येत आहे), जि�चीी

अंमलबजावणीी व्यवस्थाापकीय संंचाालक, महााराष्ट्र संंशोधन, उन्नतीी, व प्रशि�क्षण प्रबोधि�नीी (अमृत) (यापुढेे ज्यांं�चाा "अंमलबजावणीी

यंत्रणाा" असा उल्लेख करण्यात येत आहे) यां�चेेकडूून होत आहे;

आणि� ज्याअर्थी, योजनेच्या उपलब्ध माागगदर्शशक सूचनांं�नुुसार, अंमलबजावणीी यंत्रणेेकडूून १८ ते ६५ वर्षेे वयोोगटातील उमेदवाारांं�चाा

(यापुढेे ज्याचाा "लाभाार्थी" असा उल्लेख करण्यात येत आहे) यां�नाा अमृत संंस्थेच्या वि�वि�ध योजनांं�च्या मााध्यमाातून आर्थि�िक सहााय्य (यापुढेे

ज्याचाा "लाभ" असा उल्लेख करण्यात येत आहे) देण्यात येते;

आणि� ज्याअर्थी, उपरोक्त योजनेमध्ये महााराष्ट्र राज्याच्या एकत्रि�त नि�धीीतून आवर्ती खचाा�चाा समाावेश आहे;

आणि� ज्याअर्थी, उपरोक्त योजनेमध्ये महााराष्ट्र राज्याच्या एकत्रि�त नि�धीीमधूून आवर्ती खर्चच करणे समाावि�ष्ट आहे, त्यामुळे आताा आधार

(आर्थि�िक आणि� इतर अनुदााने लाभ आणि� सेवांं�चे लक्ष्यििȤित वि�तरण) अधि�नि�यम, २०१६ (२०१६चाा १८) (यापुढेे “उक्त अधि�नि�यम”

असा उल्लेख) च्या कलम ७ मधीील तरतुदीच्या महााराष्ट्र शाासन पुढीलप्रमााणे अधि�सूूचि�त करीीत आहे :–

१. (१) योजनेअंतर्गगत लाभ घेेण्यास पात्र असलेेली व्यक्ती आधार क्रमांं�क बाळगत असल्याचाा पुरावाा सादर करेेल किं�ंवाा आधार

अधि�प्रमााणन करेेल,

(२) योजनेअंतर्गगत लाभ मि�ळवण्यासाठीी इच्छुुक असलेेली कोणतीीही व्यक्ती, जि�च्याकडेे आधार क्रमांं�क नााही किं�ंवाा जि�नेे अद्याापि�

आधार नोंंदणीीसाठीी अर्जज केलेला नााही, ति�नेे योजनेसाठीी नोंंदणीी करण्यापूर्वी आधार नोंंदणीीकरि�ताा अर्जज करणे आवश्यक असेल, परंतु

असे की, तो उक्त अधि�नि�यमााच्या कलम ३ अन्वयेे आधार मि�ळवि�ण्यास हक्कदाार असणेे आवश्यक असेल, आणि� अशाा सर्वव व्यक्ती,

आधार नोंंदणीीसाठीी अर्जज करण्याकरताा नजीीकच्या कोणत्याही आधार केंद्राास (UIDAI च्या www.uidai.gov.in या संंकेतस्थळाावर

यादी उपलब्ध) भेट देतील.

(३) आधार (नोंंदणीी आणि� अद्ययाावत) वि�नि�यम, २०१६ च्या नि�यम १२ नुसार, अद्यााप आधार नोंंदणीी न केलेल्या लाभाार्थीसाठीी

संंबंधि�त ब्लॉक किं�ंवाा ताालुकाा किं�ंवाा तहसीीलमध्ये आधार नोंंदणीी केंद्र उपलब्ध नसल्यास वि�भाागाने अंमलबजावणीी यंत्रणेेच्या मााध्यमाातून

किं�ंवाा UIDAI च्या वि�द्यमाान नि�बंंधकांं�च्या समन्वयााने किं�ंवाा स्वतःःच UIDAI रजि�स्ट्रार बनून सोयीच्या ठि�कााणी नाावनोंंंदणीी सुवि�धाा प्रदाान

करणे आवश्यक आहे:

परंतु व्यक्तीला आधार मि�ळेेपर्यंंत खालील ओळखपत्रे सादर करण्याच्या अधीन राहून अशाा व्यक्तींनाा योजनेचाा लाभ देण्यात येईल.–

(अ) जर ति�नेे नाावनोंंंदणीी केली असेल, तर त्यां�चीी आधार नोंंदणीी आयडी स्लि��प :

आणि�

(ब) पुढीलपैकी कोणतेेही एक काागदपत्र–

(i) छायाचि�त्र असलेेले बँक किं�ंवाा पोस्ट पासबुुक; किं�ंवाा

(ii) काायम खाते क्रमांं�क (पैन) काार्ड; किं�ंवाा

(iii) पारपत्र; किं�ंवाा

(iv) शि�धाापत्रि�काा; किं�ंवाा

(v) मतदाार ओळखपत्र; किं�ंवाा

(vi) मनरेेगा काार्ड; किं�ंवाा

(vii) कि�साान फोोटोो पासबुुक; किं�ंवाा

(viii) मोटार वााहन काायदाा, १९८८ (१९८८ चाा ५९) अंतर्गगत परवाानाा

प

्रााधि�करणाने नि�र्गगमि�त केलेला वााहनचाालन परवाानाा ; किं�ंवाा

(ix) राजपत्रि�त अधि�काारी किं�ंवाा तहसीीलदाार यां�नीी नि�र्गगमि�त केलेले छायाचि�त्र

असलेेले अधि�कृृत लेटर हेडवरीील ओळख प्रमााणपत्र ; किं�ंवाा

(x) वि�भाागाने वि�हि�त केलेले इतर कोणतेेही दस्तऐवज :

परंतु पुढेे असे की, वरीील काागदपत्रे त्या प्रयोजनाासाठीी राज्याने नि�युुक्त केलेल्या अधि�कााऱ्याद्वाारे तपाासलीी जाऊ शकताात.

२. योजनेंंतर्गगत, लाभाार्थ्यां�ंɕनाा सहजरीत्या लाभ मि�ळाावाा यासाठीी उक्त आवश्यक बाबींबाबत लाभाार्थींनाा मााहि�तीी करून देण्याकरि�ताा

प्रसि�द्धीी मााध्यमांं�मधूून व्यापक प्रसि�द्धीी करण्यात येईल, याची वि�भााग आपल्या अंमलबजावणीी यंत्रणेेच्या मााध्यमाातून व्यवस्थाा करेेल.

लाभाार्थीच्या खराब बायोमेट्रि�क्समुुळे किं�ंवाा कोणत्याही काारणामुळे आधार प्रमााणीकरण अयशस्वी झााल्यास, अशाा सर्वव

प्रकरणांं�मध्ये, खालील उपाययोजनाा अवलंंबण्यात येतील :–

(अ) बोटांं�च्या ठशांं�ची गुणवत्ता खराब असल्यास, सुवि�धााजनक लाभ प्रदाानााकरि�ताा, प्रमााणीकरणासाठीी एकत्रि�त जोखीम

मााहि�तीी प्रणाली (IRIS) स्कॅन किं�ंवाा चेहराा अधि�प्रमााणन सुवि�धाा अवलंंबण्यात येईल, त्याद्वाारे वि�भााग त्याच्या अंमलबजावणीी

यंत्रणेेच्या मााध्यमाातून IRIS स्कॅनर किं�ंवाा चेहराा अधि�प्रमााणनाासहीीत बोटांं�च्या ठश्यांं�द्वाारे अधि�प्रमााणनााची व्यवस्थाा करेेल;

(ब) बोटांं�चे ठसेे किं�ंवाा IRIS स्कॅन किं�ंवाा चेहराा अधि�प्रमााणन इ. च्या मााध्यमाातून बायोमेट्रि�क अधि�प्रमााणन यशस्वी न झााल्यास,

शक्य आणि� अनुज्ञेेय असेल तेथे प्रकरणपरत्वे, वन टाइम पासवर्डड किं�ंवाा मर्या�दि�त वेळ वैधताा असलेेले काालावधीी-आधारि�त वन-

टाइम पासवर्डडद्वाारे अधि�प्रमााणन उपलब्ध करून देण्यात येईल;

(क) बायोमेट्रि�क किं�ंवाा आधार वन-टाइम पासवर्डड किं�ंवाा काालावधीी-आधारि�त वन-टाइम पासवर्डड इ.च्या मााध्यमाातून

प्रमााणीकरण शक्य नााही, अशाा इतर सर्वव प्रकरणांं�मध्ये आधारपत्राावर छापण्यात आलेल्या क्यूआर कोडच्या आधारे ज्यां�चीी अधि�कृृतताा

तपाासलीी जाऊ शकतेे अशाा भौति�क आधार पत्रांं�च्या आधारे योजनेअंतर्गगत लाभ दि�लेे जाऊ शकताात आणि� वि�भााग, अंमलबजावणीी

यंत्रणेेच्या मााध्यमाातून सोयीच्या ठि�कााणी क्यूआर कोड रीडरची व्यवस्थाा करेेल.

४. उपरोक्त मुद्यांं�व्यति�रि�क्त, कोणतीीही वाास्तवि�क

लाभाार्थी लाभाापासून वंचि�त राहू नयेे याकरि�ताा, वि�भााग अंमलबजावणीी यंत्रणेेच्या

मााध्यमाातून डीबीटी मि�शन, कॅबि�नेेट सचि�व

, भाारत सरकाार यां�चेे काार्या�लयीन आदेश दि�नांं�क १९ डि�सेंंबर, २०१७ मध्ये आखून दि�लेेल्या

अपवााद हातााळणी प्रणालीचे अनुसरण करेेल.

५. हीी अधि�सूूचनाा महााराष्ट्र राज्यातील अधि�कृृत रााजपत्रात प्रकााशि�त झााल्याच्या ताारखेपासून लागू होईल.

OTHER BACKWARD CLASS WELFARE DEPARTMENT

NOTIFICATION

Aadhaar (Targeted Delivery of Financial and other Subsides, Benefits and Services) Act, 2016.

No. MHJ-2023/C.R. 86/Desk-Organisation.—Whereas, the use of Aadhaar as an identity

document for delivery of services or benefits or subsidies simplifies the Government delivery processes,

brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in

a convenient and seamless manner by obviating the need to produce multiple documents to prove

one’s identity;

And whereas, Academy of Maharashtra Research, Upliftment, and Training (AMRUT), an

autonomous organization under the Other Backward Class Welfare Department (hereinafter to

“Department”) is administering the various Schemes mentioned in the SCHEDULE appended hereto

(hereinafter referred to as “the Schemes”) to disburse the benefits or subsidies to the individuals

between the age of 18 to 65 years for the benefits implemented through the AMRUT Institute

(hereinafter referred to as the “Beneficiary”) being implemented by the Managing Director, Academy

of Maharashtra Research, Upliftment, and Training (AMRUT), (hereinafter referred to as the

“implementing agency”);

And whereas under these Schemes financial assistance (hereinafter referred to as “the benefit”)

is given to the individuals between the age group of 18 to 65 years (hereinafter referred to as “the

beneficiaries”) by the implementing agency as per the extant Scheme guidelines;

And whereas, the aforesaid Scheme involves recurring expenditure incurred from the

Consolidated Fund of the State of Maharashtra;

Now, therefore, in pursuance of section 7 of the Aadhaar (Targeted Delivery of Financial and

Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as “the said

Act”), the Government of Maharashtra hereby notifies the following, namely :–

1. (1) An beneficiary eligible for receiving the benefits under the Scheme shall hereby be

required to furnish proof of possession of the Aadhaar number or undergo Aadhaar authentication.

(2) Any beneficiary desirous of availing benefits under the Scheme, who does not possess the

Aadhaar number or, has not yet enrolled for Aadhaar, shall be required to make an application for

Aadhaar enrolment before registering for the Scheme provided that he is entitled to obtain Aadhaar

number as per section 3 of the said Act, and such individuals shall visit any Aadhaar enrolment

centre (list available at the Unique Identification Authority of India (UIDAI) website www.uidai.

gov.in) to get enrolled for Aadhaar.

(3) As per regulation 12 of the Aadhaar ( Enrolment and Update) Regulations, 2016, the

Department through Implementing Agency, is required to offer Aadhaar enrolment facilities for the

beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre

located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency

shall provide Aadhaar enrolment facilities at convenient locations in co-ordination with the existing

Registrars of UIDAI or by becoming UIDAI Registrar themselves:

Provided that, till the time Aadhaar is assigned to the beneficiary, the benefits under the Scheme

shall be given to such beneficiary, subject to the production of the following documents, namely :-

(a) if he has enrolled, his Aadhaar Enrolment Identification slip; and

(b) any of the following documents, namely :—

(i) Bank or Post Office Passbook with Photograph; or

(ii) Permanent Account Number (PAN) Card; or

(iii) Passport; or

(iv) Ration Card; or

(v) Voter Identity Card; or

(vi) MGNREGA Card; or

(vii) Kisan Photo Passbook; or

(viii) Driving license issued by the Licensing Authority under the Motor Vehicles Act,

1988 (59 of 1988); or

(ix) Certificate of identity having photo of individual issued by a Gazetted Officer on

an official letter head; or

(x) Any other documents as specified by the Department:

Provided further that, the above documents shall be checked by an officer specifically

designated by the implementing agency for that purpose.

2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the

Department through its Implementing Agency shall make all the required arrangements to ensure

that wide publicity through the media shall be given to the beneficiaries to make them aware of the

said requirement.

3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries

or due to any other reason, the following remedial mechanism shall be adopted, namely :–

(a) in case of poor finger print quality, Integrated Risk Information System scan or face

authentication facility shall be adopted for authentication, thereby the Department through its

Implementing Agency shall make provisions for Integrated Risk Information System scanners

or face authentication along with fingerprint authentication for delivery of benefits in seamless

manner;

(b) in case the biometric authentication through fingerprints or Integrated Risk Information

System scan or face authentication is not successful, wherever feasible and admissible

authentication by Aadhaar One Time Password (OTP) or Time based One Time Password (TOTP)

with limited time validity, as the case may be, shall be offered;

One Time Password (TOTP) authentication is not possible, benefits under the Scheme may be

given on the basis of physical Aadhaar letter whose authenticity can be verified through the

Quick Response Code printed on the Aadhaar letter and the necessary arrangements of Quick

Response Code reader shall be provided at the convenient location by the Department through

its Implementing Agency.

4. In addition to above, in order to ensure that no bonafide beneficiary under the Scheme

is deprived of his due benefits, the Department through its Implementing Agency shall follow the

exception handling mechanism as outlined in the Office Memorandum of DBT Mission, Cabinet

Secretariat, Government of India, dated the 19th December of 2017.

5. This notification shall come into effect from the date of its publication in the Maharashtra

Official Gazette.
