क्रमांं�क आयडीीसीी २०२४/प्र.क्र.१११/उ-१४.—ज्याअर्थीी, महााराष्ट्र औद्योोगि�क विि¦काास अधिि˜नि�यम, १९६१ च्या कलम ४३ च्या

खंंड (१ ब) द्वाारे प्रदाान करण्यात आलेल्या अधिि˜काारांं�चाा वापर करून महााराष्ट्र औद्योोगि�क विि¦काास महाामंडळााने (यात यानंंतर ज्याचाा

उल्लेख “उक्त महाामंडळ” असा करण्यात आला आहे) कााढलेल्या अधिि˜सूचनाा क्र. मऔविि¦म/आय.आय.ए./पी९०४९६/२०२४,

दि�नांं�क २६ माार्चच २०२४ द्वाारे “एकाात्मि��क औद्योोगि�क क्षेेत्र” (यात यानंंतर ज्याचाा उल्लेख “उक्त आयआयए” असा करण्यात आला

आहे) म्हणूून, मे. मॉ उमि�याा औद्योोगि�क सहकाारी वसााहत लि�. (यात यानंंतर ज्याचाा उल्लेख “उक्त विि¦काासक” असा करण्यात

आला आहे.) यांं�च्याकडूून विि¦कसि�त

करण्यात येत असलेेल्या नाागपूर जि�ल्ह्याातील, काामठीी ताालुक्याच्या काापसीी (बु.) व तरोोडीी

(बु.) गावामधीील एकूण १३१.४६ हे.आर इतकेे क्षेेत्र (यात यानंंतर ज्याचाा उल्लेख “उक्त क्षेेत्र” असा करण्यात आला आहे)

अधिि˜सूचि�त केलेले आहे;

आणि� ज्याअर्थीी, अशीी अधिि˜सूचनाा कााढण्यात आल्यानंंतर महाामंडळ हे, महााराष्ट्र प्रादेशि�क व नगररचनाा अधिि˜नि�यम, १९६६

(यात यानंंतर ज्याचाा उल्लेख “उक्त अधिि˜नि�यम” असा करण्यात आला आहे) अन्वये, उक्त “आयआयए” यासाठीी “ विि¦शेष

नि�योोजन प्राधिि˜करण” झाालेले आहे;

आणि� ज्याअर्थीी, शासन नि�र्णणय उद्योोग, ऊर्जा� व काामगाार विि¦भााग क्रमांं�क आयडीीसीी २०१६/प्र.क्र. ९३/उद्योोग-१४, दि�नांं�क २७

डि�सेंंबर, २०१६ द्वाारे महााराष्ट्र शासनााने “आयआयए” च्या विि¦काासासंबंधीची काार्ययपद्धती विि¦हि�त करण्यात आलेली आहे;

आणि� ज्याअर्थीी, उक्त अधिि˜नि�यमााच्या कलम १५१ च्या पोट-कलम (१) अन्वये प्रदाान करण्यात आलेल्या अधिि˜काारां�नुुसार

खाजगी जमि�नींंवरील “एकाात्मि��क औद्योोगि�क क्षेेत्र”च्या संबंधिि˜त, उक्त अधिि˜नि�यमााच्या कलम ४०, पोट-कलम (३) च्या खंंड (ड)

च्या उप खंंड (१) अन्वये नि�योोजन प्रस्तााव मंजूर करण्याचाा अधिि˜काार, शासकीीय अधिि˜सूचनाा नगरविि¦काास विि¦भााग क्रमांं�क टीपीबी

४३१७/प्र.क्र. ५४/२०१७/नविि¦-११, दि�नांं�क २ जून २०१७ द्वाारे प्रधान सचि�व

(उद्योोग) यां�नाा प्रदाान करण्यात आला आहे ;

आणि� ज्याअर्थीी, उक्त महाामंडळााने उक्त अधिि˜नि�यमााच्या कलम ४० मध्ये तसेेच कलम ११५ च्या पोट-कलम (२) मध्ये

नि�र्धा�रि�त केलेली काार्ययपद्धती पार पाडलेेली आहे आणि� राज्य शासनााकडेे त्याच्या मंजुरीसाठीी बृहत आराखडाा प्रस्तााव सादर केला आहे .

त्याअर्थीी, आताा उक्त अधिि˜नि�यमााच्या कलम ४० च्या पोट-कलम (३) चाा खंंड (ड) तसेेच कलम ११५ चे पोट-कलम

(३) याद्वाारे प्रदाान करण्यात आलेल्या अधिि˜काारांं�चाा आणि� याबाबत त्यास समर्थथन करणाऱ्या इतर सर्वव अधिि˜काारांं�चाा वापर करून,

प्रधान सचि�व

(उद्योोग), उद्योोग, ऊर्जा� व काामगाार विि¦भााग याद्वाारे, आराखड्याावर दर्शशविि¦ण्यात आल्याप्रमााणे, उक्त्त क्षेेत्रााच्या बृहत

आराखडाा प्रस्ताावाला पुढील शर्तीच्या अधिि˜नतेेने मंजुरी देत आहे :—

(१) जमि�नीीचाा वापर, सोई-सुविि¦धांं�च्या जागा, मोकळ्या जागा, रस्त्याचे स्वरूप यासारख्या सदर मंजुरी केवळ प्रस्तााविि¦त

प्रस्ताावां�सााठीी आहे.

(२) महााराष्ट्र औद्योोगि�क विि¦काास महाामंडळााच्या “आयआयए” विि¦काास नि�यंंत्रण नि�यमाावलीनुसार, महााराष्ट्र औद्योोगि�क

विि¦काास महाामंडळााकडूून विि¦न्यास/बांं�धकाामााचाा आराखडाा अंतर्गगत प्रवेश माागग, तलपृष्ठ नि�र्देेशांं�क, वाहनतळ

व्यवस्थाा इत्यादींची

सखोोल छााननीी करण्यात यावी.

(३)महााराष्ट्र प्रदुषण नि�यंंत्रण मंडळााने नमूूद केलेल्या शर्ती आणि� संबंधिि˜त प्राधिि˜करणाकडीील पर्या�वरणविि¦षयक परवानगीी

(लागू असल्यास) बंधनकाारक राहील.

(४)बांं�धकााम आराखड्यााला मंजुरी देताानाा, उक्त विि¦काासक सार्ववजनि�क बांं�धकााम विि¦भााग, महााविि¦तरण (म.रा.विि¦.म.)

इत्यादी विि¦भाागां�कडू

ून जेथेे जेथेे आवश्यक असेल तेथेे तेथेे नाा-हरकत प्रमााणपत्र घेेईल.

(५) प्रस्तााविि¦त सोई-सुविि¦धां�चीी जागा आणि� मोकळीी जागा यामध्ये करण्यात येणारे वापर महााराष्ट्र औद्योोगि�क विि¦काास

महाामंडळााच्या “आयआयए” विि¦काास नि�यंंत्रण नि�यमाावलीच्या आवश्यकतेेनुसार असतीील.

(६) उक्त विि¦काासक, भूमि� अभि�लेेख विि¦भाागाकडीील, नि�योोजन प्रस्ताावानुसार सीीमांं�कन आराखडाा प्राप्त करीील.

(७) उक्त अधिि˜नि�यमााच्या कलम ४० च्या पोट-कलम (३) चाा खंंड (ड) तसेेच कलम ११५ चे पोट-कलम (३)

यान्वये माान्यताा मि�ळााल्याच्या दि�नांं�काापासून प्रस्तााव ताात्कााळ अंमलाात येतील.

(८) विि¦नाा परवानगीी बांं�धकाामााकरि�ताा प्रशमन

शुल्क (Compounding Charges) आकाारण्याबाबत म. औ. विि¦.

महाामंडळााने दि�नांं�क १० जानेवारी २०२२ रोजीचे धोरण लागू राहील.

नि�योोजन प्रस्तााव दर्शशविि¦णारा आराखडाा सामाान्य जनेतच्या नि�रीीक्षणाासाठीी महााराष्ट्र औद्योोगि�क विि¦काास महाामंडळााच्या काार्या�लयांं�मध्ये

काार्या�लयीन वेळेत उपलब्ध करून देण्यात येईल.

INDUSTRIES, ENERGY, LABOUR AND MINING DEPARTMENT

Madam Cama Marg, Hutatma Rajguru Chowk,

Mantralaya, Mumbai 400 032, dated the 25th November 2024 .

Order

Maharashtra Regional and Town Planning Act, 1966.

No. IDC 2024 /C.R.111 /IND-14.– Whereas, Maharashtra Industrial Development Corporation

(hereinafter referred to as ‘the said Corporation’) vide Notification No. MIDC/IIA/P90496/2024,

dated the 26th March 2024 issued in exercise of powers conferred by clause (1B) of section 43 of the

Maharashtra Industrial Development Act, 1961 has notified total area of 131.46 Hectare are from

village Kapsi (Bu.) and Tarodi (Bu.) of Taluka Kamthi in District Nagpur (hereinafter referred to as

‘the said Area’) for being developed by M/s. Maa Umiya Audyogik Sahakari Vasahat Ltd. (hereinafter

referred to as ‘the said Developer’) to be an “Integrated Industrial Area (hereinafter referred to as

‘the said IIA’) ;

And whereas upon such notification, the Corporation has become the ‘Special Planning Authority’

for the said IIA under the Maharashtra Regional and Town Planning Act, 1966 (hereinafter referred

to as ‘the said Act’) ;

And whereas, the Government of Maharashtra vide Government Resolution, Industry, Energy

and Labour Department No. IDC/2015/C.R.93/Industry-14, dated the 26th December, 2016 has laid

down the procedure regarding development of the IIA ;

And whereas, in pursuance of the powers conferred under sub-section (1) of section 151 of the

said Act, the power to approve Planning Proposals under sub-clause (1) of clause (d) of sub-section (3)

of section 40 of the said Act regarding Integrated Industrial Area on private lands has been delegated

to Principal Secretary (Industries) vide Government Notification, Urban Development Department

No. TPB 4317/CR-54/2017/UD-11, dated the 2nd June 2017 ;

And whereas, the said corporation has completed the procedure laid down in section 40 read

with sub-section (2) of section 115 of the said Act and submitted the Master Plan proposal to the

State Government for its approval.

Now therefore, in exercise of the powers conferred by clause (d) of sub-section (3) of section 40

read with sub-section (3) of section 115 of the said Act and of all other powers enabling him in this

behalf, the Principal Secretary (Industries) of Industry, Energy and Labour Department hereby

grant approval to the Master Plan proposal of the said Area as shown on plan, subject to following

conditions, namely :—

(1) This sanction is only for the planning proposals like proposed land use, amenity spaces,

open spaces, road pattern.

(2) Detailed scrutiny of layout/building plans, internal means of access, FSI, parking etc.

should be done by MIDC according to MIDC’s IIA DCR.

(3) Conditions mentioned by MPCB (Maharashtra Pollution Control Board) and

Environmental Clearance from the respective authority shall be binding (if applicable).

(4) While sanctioning building plans, the said Developer shall take NOC from PWD,

Mahavitaran (MSEB) etc. Departments wherever necessary.

(5) Users provided in proposed amenity space and open space shall be as per requirement

of MIDC’s IIA DCR.

(6) The said developer shall obtain demarcation plan as per planning proposals from the

land record department.

(7) The proposals shall immediately came into effect from date of approval under clause (d)

if sub-section (3) of section 40 read with sub-section (3) of section 115 of the said Act.

(8) Compounding Charges will be applicable to Unauthorized construction as per

Maharashtra Industrial Development Corporation dated 10th January 2022 Policy.

The plan showing the planning proposal shall be made available for inspection for general public

during office hours in offices of MIDC.
