भाारतााचे संवि�धान.

क्रमांं�क एसजीएच-१०१२/प्र.क्र.१९/राशि§-२.— भाारतीीय संविि¦धाानााच्या अनुुच्छेेद ३०९ खाालील परंतुुकान्वये प्रदान करण्यात

आलेल्या शक्तींचाा वापर करून आणिि” या संदर्भाभााɑत सध्या अस्तिĒित्वात असलेले नि�यम, आदेश क्रमांं�क-राअगृ-१००६/प्र.क्र.२८/२००६/३१,

दिि—नांं�क १२ सप्टेंबर २००७ चे सेवाप्रवेश नि�यम अधि�क्रमि�त करुन, महाराष्ट्रााचे राज्यपाल याद्वाारे सामान्य प्रशासन विि¦भाागाच्या प्रशासकीय

अधि�पत्याखाालील राजशि§ष्टााचाार कार्याɑसनााच्या नि�यंंत्रणााखाालील बृहन्मुं�बई येथीील राज्य अति�थीीगृहातीील “व्यवस्थापक, गट-ब

(अराजपत्रि�त), सहायक व्यवस्थापक (प्रशासन), सहायक व्यवस्थापक (सेवा), सहायक व्यवस्थापक (स्वंयपाकगृह), मुुख्य बटलर,

भांं�डाारपाल (गट-क), खाानसाामा, बटलर, कि�चन हेेल्पर, शि§पाई, स्टोअरमन (गट-ड)” या पदांं�च्या सेवाप्रवेशाचे विि¦नि�यमन करण्यासाठीी

याद्वाारे पुुढीील नवीीन नि�यम करीत आहेेत :—

(१) या नि�यमां�नाा राजशि§ष्टााचाार कार्याɑसनााच्या नि�यंंत्रणााखाालील बृहन्मुं�बई येथीील राज्य अति�थीीगृहातीील “व्यवस्थापक,

गट-ब (अराजपत्रि�त), सहायक व्यवस्थापक (प्रशासन), सहायक व्यवस्थापक (सेवा), सहायक व्यवस्थापक (स्वयंपाकगृह),

मुुख्य बटलर, भांं�डाारपाल (गट-क), खाानसाामा, बटलर, कि�चन हेेल्पर, शि§पाई, स्टोअरमन (गट-ड)” (सेवाप्रवेश) नि�यम,

२०२४ असे संबोधण्यात येईल.

(२) व्याख्या.— या नि�यमात संदर्भाभााɑनुुसाार दुुसरा अर्थथ अपेक्षििȦत नसेेल तर—

(क) “शासन” याचाा अर्थथ महाराष्ट्र शासन असा आहेे.

(ख) “सामान्य प्रशासन विि¦भााग” याचाा अर्थथ भाारतीीय संविि¦धाानााच्या अनुुच्छेेद -१६६ अन्वये बनविि¦लेल्या महाराष्ट्र

शासन कार्ययनि�यमावलीीच्या पहि�ल्या अनुुसूूचीमध्ये विि¦नि�र्दिि—िष्ट केलेलाा सामान्य प्रशासन विि¦भााग असा आहेे.

(ग) “राजशि§ष्टााचाार कार्याɑसन” याचाा अर्थथ सामान्य प्रशासन विि¦भााग या प्रशासकीय विि¦भाागाच्या अधि�पत्याखाालील

राजशि§ष्टााचाार कार्याɑसन असा आहेे.

(घ) “राज्य अति�थीीगृह” म्हणजे

े महाराष्ट्र शासनााच्या सामान्य प्रशासन विि¦भाागां�तर्गगत राजशि§ष्टााचाार विि¦भाागाच्या

प्रशासकीय नि�यंंत्रणााखाालील सह्यााद्रीी, हायमाऊंंट, नंंदगि�री व कलाानगर राज्य अति�थीीगृह असा आहेे.

(च) “नि�वड

समि�तीी” याचाा अर्थथ, शासकीय सेवेतीील गट-ब (अराजपत्रि�त), गट-क व गट-ड च्या पदां�वरील

सरळसेवा भरतीीकरीता उमेदवारांं�च्या नि�वडीीच्या प्रयोजनाार्थथ शासनााकडून वेळोवेळी गठीीत करण्यात आलेली समि�तीी असा

आहेे.

(छ) “पदवी” याचाा अर्थथ, सांं�विि¦धि�क विि¦द्याापीठाची कोणत्याही शाखेतीील पदवी किं�ंवा शासनााने त्याच्याशी समतुुल्य

म्हणूून घोषिि¨त केलेली अन्य कोणतीीही अर्हहताा;

(ज) “पदविि¦का” याचाा अर्थथ, अखि�ल भाारतीीय तंत्रशि§क्षण परि�षद किं�ंवा तत्सम शासनमाान्य संस्थेच्या अखत्यारि�तीील

पदविि¦का अभ्यासक्रम;

(झ) “उच्च माध्यमि�क शालांं�त प्रमाणपत्र परीक्षा” याचाा अर्थथ महाराष्ट्र माध्यमि�क आणिि” उच्च माध्यमि�क शि§क्षण मंडळेे

अधि�नि�यम, १९६५ (१९६५ चाा महा.४१) या अन्वये स्थापन करण्यात आलेल्या विि¦भाागीय मंडळााने आयोजि�त केलेल्या

माध्यमि�क शाळा प्रमाणपत्र परीक्षा असा आहेे आणिि” त्यात शासनााने त्याच्याशी समतुुल्य म्हणूून जाहीर केलेल्या अन्य कोणत्याही

परि�क्षेचाा समावेश आहेे.

(ट) “माध्यमि�क शालांं�त प्रमाणपत्र परीक्षा” याचाा अर्थथ महाराष्ट्र माध्यमि�क आणिि” उच्च माध्यमि�क शि§क्षण मंडळेे

अधि�नि�यम १९६५ (१९६५ चाा महा.४१) या अन्वये स्थापन करण्यात आलेल्या विि¦भाागीय मंडळााने आयोजि�त केलेल्या

परि�क्षेचाा समावेश आहेे.

(ठ) “मान्यताप्राप्त संस्था” याचाा अर्थथ अखि�ल भाारतीीय तंत्रशि§क्षण परि�षद, राष्ट्रीय हॉटेल व्यवस्थापन व खााद्यपेेय

तंत्रज्ञाान परि�षद तसेेच राज्य शासनााची मान्यता असलेल्या अन्य संस्था असा आहेे.

(ड) “पदोन्नतीीसाठीी पात्रताा” याचाा अर्थथ, सामान्य प्रशासन विि¦भाागाने वेळोवेळी यासंदर्भाभााɑत नि�र्गगमि�त केलेल्या आदेशाद्वाारे

पदोन्नतीीसाठीी विि¦हि�त केलेल्या अटी व शर्तीतीीनुुसाारची पात्रताा असा आहेे.

(ढ) “ज्येष्ठताा अधि�न पात्रताा” याचाा अर्थथ, सेवाज्येष्ठताा यादीनुुसाार ज्येष्ठताा व सामान्य प्रशासन विि¦भाागाने दिि—नांं�क

०१.०८.२०१९ च्या आदेशाद्वाारे व त्यानंंतर वेळोवेळी यासंदर्भाभााɑत नि�र्गगमि�त केलेल्या आदेशाव्दारे पदोन्नतीीसाठीी विि¦हि�त केलेल्या

अटी व शर्तीतीीनुुसाारची पात्रताा असा आहेे.

(३) व्यवस्थाापक गट-ब (अरााजपत्रि�त) या पदावरील नि�युुक्तीी सहाायक व्यवस्थाापक (प्रशाासन), सहाायक

व्यवस्थाापक (सेवा), सहाायक व्यवस्थाापक (स्वयंपाकगृह), गट-क हेे पद धाारण करणाऱ्या, सदर पदावर तीीन वर्षांंɕपेक्षा कमी

नााही इतकीी नि�यमि�त सेवा पूर्णण केलेल्या तसेेच “पदवी” ही शैक्षणिि”क अर्हहताा धाारण करणाऱ्या व्यक्तींमधून एकत्रि�त सेवाज्येष्ठताा

यादीमधील ज्येष्ठताा यादी आधाारे ज्येष्ठताा अधि�न पात्रताा या नि�कषावर योग्य व्यक्तीीच्या पदोन्नतीीने नि�युुक्तीी करण्यात येईल.

(४) सहाायक व्यवस्थाापक (प्रशाासन), गट-क या पदावरील नि�युुक्तीी लि�पि�क-टंकलेेखक किं�ंवा भांं�डारपााल हेे पद

धाारण करणाऱ्या, सदर पदावर तीीन वर्षाɑपेक्षा कमी नााही इतकीी नि�यमि�त सेवा पूर्णण केलेल्या तसेेच “पदवी” ही शैक्षणिि”क अर्हहताा धाारण

करणाऱ्या व्यक्तींमधून, या दोन संवर्गाɑच्या एकत्रि�त सेवाज्येष्ठताा यादी आधाारे ज्येष्ठताा अधि�न पात्रताा या नि�कषावर योग्य व्यक्तीीच्या

पदोन्नतीीने करण्यात येईल.

(५) सहाायक व्यवस्थाापक (सेवा), गट-क या पदावर मुख्य बटलर हेे पद धाारण करणाऱ्या तसेेच सदर पदावर तीीन

वर्षाɑपेक्षा कमी नााही इतकीी नि�यमि�त सेवा पूर्णण केलेल्या ज्येष्ठताा अधि�न पात्रताा या नि�कषावर पात्र ठरविि¦लेल्या योग्य व्यक्तीीच्या

पदोन्नतीीने करण्यात येईल.

(६) सहाायक व्यवस्थाापक (स्वयंपाकगृह), गट-क या पदावर खानसामा हेे पद धाारण करणाऱ्या तसेेच सदर पदावर

तीीन वर्षाɑपेक्षा कमी नााही इतकीी नि�यमि�त सेवा पूर्णण केलेल्या ज्येष्ठताा अधि�न पात्रताा या नि�कषावर पात्र ठरविि¦लेल्या योग्य व्यक्तीीच्या

पदोन्नतीीने करण्यात येईल.

(७) भांं�डारपााल, गट-क या पदावरील नि�युुक्तीी “स्टोअरमन” हेे पद धाारण करणाऱ्या, सदर पदावर तीीन वर्षांंɕपेक्षा कमी

नााही इतकीी नि�यमि�त सेवा पूर्णण केलेल्या, “पदवी” ही शैक्षणिि”क अर्हहताा धाारण केलेल्या व्यक्तींमधून ज्येष्ठताा अधि�न पात्रताा या

नि�कषावर पात्र ठरविि¦लेल्या योग्य व्यक्तींच्या पदोन्नतीीने करण्यात येईल,

परंतुु असे की, सदर सेवाप्रवेश नि�यम शाासन रााजपत्रात प्रसि�द्ध होण्याच्या दिि—नांं�कापूर्वी स्टोअरमन पद धाारण करणाऱ्या आणिि”

ज्यां�नीी नि�यम क्र.१३ च्या खंड (ii) (अ) येथीील पात्रताा धाारण केलेली आहेे, अशा व्यक्तींचाा देखील, या नि�यमांं�च्या प्रसि�द्धीपासून

पाच वर्षाɑपर्यंंत पदोन्नतीीसाठीी विि¦चाार करता येईल,

(८) मुख्य बटलर, गट-क या पदावरील नि�युुक्तीी पुुढीील मार्गाɑने करण्यात येईल.—

(क) बटलर हेे पद धाारण करणाऱ्या तसेेच सदर पदावर तीीन वर्षाɑपेक्षा कमी नााही इतकीी नि�यमि�त सेवा पूर्णण केलेल्या

व्यक्तींमधून ज्येष्ठताा अधि�न पात्रताा या नि�कषावर पात्र ठरविि¦लेल्या योग्य व्यक्तींच्या पदोन्नतीीने नि�युुक्तीी करण्यात येईल.

परंतुु, बटलर हेे पद धाारण करणाऱ्या व ज्यां�चीी हेे सेवाप्रवेश नि�यम अस्तिĒित्वात येईपर्यंंत पदोन्नतीी झालेली नााही अशा

व्यक्तींनाा, हा नि�यम दिि—.१२.०९.२००७ पासून लाागू असल्याचे मानण्यात येईल.

किं�ंवा

(ख) पुुढीील अटी पूर्णण करणाऱ्या व नि�वड

समि�तीी मार्फफत घेण्यात येणाऱ्या स्पधााɑत्मक परीक्षेच्या नि�काालााच्या आधाारे

शि§फाारस करण्यात आलेल्या उमेदवारांं�मधून नाामनि�र्देशनााने—

(i) वयोमर्या�दाा :—

(अ) कि�मान वयोमर्याɑदा- अठराा वर्षे पूर्णण.

(ब) कमाल वयोमर्याɑदा- खुुल्या वर्गाɑतीील व्यक्तींसाठीी अडतीीस वर्षे पूर्णण व मागासवर्गीय व्यक्तींसाठीी

त्रेचााळीस वर्षे पूर्णण.

(क) वयोमर्याɑदेची गणनाा- जाहि�राातीीत नमूूद केलेल्या अर्जज स्वीकृतीीच्या अंति�म दिि—नांं�कास, उपरोक्त प्रमाणे

नमूूद केलेली कि�मान व कमाल वयोमर्याɑदा धाारण केलेली असणे आवश्यक राहील.

(ii) कि�मान शैक्षणि�क पात्रता :—

(अ) जे उमेदवार उच्च माध्यमि�क शालांं�त प्रमाणपत्र परि�क्षा (एच.एस.सी.) उत्तीीर्णण आहेेत आणिि” ज्या

उमेदवारां�नीी शासनमाान्य संस्थेकडून खाानपाान सेवा/ गृहव्यवस्थापन/ हॉटेल मॅनेजमेंट या क्षेत्राातीील शासन

मान्यताप्राप्त पदवी किं�ंवा पदविि¦का किं�ंवा कि�मान १ वर्षाɑचाा प्रमाणपत्र अभ्यासक्रम पूर्णण केलाा आहेे, आणिि”

(iii) अनुभव :—

(अ) ज्या उमेदवारास शासकीय/नि�मशासकीय/सहकाारी संस्थेमध्ये किं�ंवा राज्य अति�थीीगृहात किं�ंवा

३/४/५ तारां�कि�त हॉटेलमध्ये कि�मान २ वर्षे काम केल्याचाा अनुुभव

आहेे.

(ग) मुुख्य बटलर या पदाच्या एकूण पदसंख्येसाठीी, पदोन्नतीीने व नाामनि�र्देशनााने नि�युुक्तीी देण्याचे प्रमाण हेे अनुुक्रमे

७०:३० असे राहील.

(९) खानसामा, गट-ड या पदावरील नि�युुक्तीी पुुढीील मार्गाɑने करण्यात येईल :—

(क) कि�चन हेल्पर हेे पद धाारण करणाऱ्या तसेेच सदर पदावर तीीन वर्षाɑपेक्षा कमी नााही इतकीी नि�यमि�त सेवा पूर्णण

केलेल्या व्यक्तींमधून ज्येष्ठताा अधि�न पात्रताा या नि�कषावर पात्र ठरविि¦लेल्या योग्य व्यक्तींच्या पदोन्नतीीने नि�युुक्तीी करण्यात

येईल.

किं�ंवा

(ख) पुुढीील अटी पूर्णण करणाऱ्या व नि�वड

शि§फाारस करण्यात आलेल्या उमेदवारांं�मधून नाामनि�र्देशनााने—

(i) वयोमर्या�दाा :—

(अ) कि�मान वयोमर्याɑदा.— अठराा वर्षे पूर्णण.

त्रेचााळीस वर्षे पूर्णण.

नमूूद केलेली कि�मान व कमाल वयोमर्याɑदा धाारण केलेली असणे आवश्यक राहील.

(ब) ज्या उमेदवारां�नीी शासनमाान्य संस्थेकडून खााद्य व पेय/अन्न उत्पादन/खाानपाान/ हॉटेल मॅनेजमेंट

या क्षेत्राातीील शासन मान्यताप्राप्त पदवी किं�ंवा पदविि¦का किं�ंवा कि�मान १ वर्षाɑचाा प्रमाणपत्र अभ्यासक्रम पूर्णण केलाा

आहेे, आणिि”

(iii) अनुभव :—

(अ) ज्या उमेदवारास शासकीय/नि�मशासकीय/सहकाारी संस्थेमध्ये किं�ंवा विि¦श्राामगृहात/ राज्य

अति�थीीगृहात किं�ंवा ३/४/५ तारां�कि�त हॉटेलमध्ये कि�मान २ वर्षे काम केल्याचाा अनुुभव

आहेे.

(ग) खाानसाामा या पदाच्या एकूण पदसंख्येसाठीी, पदोन्नतीीने व नाामनि�र्देशनााने नि�युुक्तीी देण्याचे प्रमाण हेे अनुुक्रमे

७०:३० असे राहील.

(१०) बटलर, गट-ड या पदावर नि�युुक्तीी पुुढीील अटी पूर्णण करणाऱ्या व नि�वड

समि�तीी मार्फफत घेण्यात येणाऱ्या स्पधााɑत्मक

परीक्षेच्या नि�काालााच्या आधाारे शि§फाारस करण्यात आलेल्या उमेदवारांं�मधून नाामनि�र्देशनााने—

(i) वयोमर्या�दाा :—

(अ) कि�मान वयोमर्याɑदा- अठराा वर्षे पूर्णण.

(ब) कमाल वयोमर्याɑदा- खुुल्या वर्गाɑतीील व्यक्तींसाठीी अडतीीस वर्षे पूर्णण व मागासवर्गीय व्यक्तींसाठीी त्रेचााळीस

वर्षे पूर्णण.

नमूूद केलेली कि�मान व कमाल वयोमर्याɑदा धाारण केलेली असणे आवश्यक राहील.

(ii) कि�मान शैक्षणि�क पात्रता: —

(अ) जे उमेदवार माध्यमि�क शालांं�त प्रमाणपत्र (एस.एस.सी.) परीक्षा उत्तीीर्णण आहेेत, आणिि”

(ब) ज्या उमेदवारां�नीी शासनमाान्य संस्थेकडून गृह व्यवस्थापन/अन्न उत्पादन/खाानपाान /हॉटेल मॅनेजमेंट या

क्षेत्राातीील शासन मान्यताप्राप्त पदवी किं�ंवा पदविि¦का किं�ंवा कि�मान १ वर्षाɑचाा प्रमाणपत्र अभ्यासक्रम पूर्णण केलाा आहेे,

आणिि”

(iii) अनुभव :—

(अ) ज्या उमेदवारास शासकीय/नि�मशासकीय/सहकाारी संस्थेमध्ये किं�ंवा राज्य अति�थीीगृहात किं�ंवा ३/४/५

तारां�कि�त हॉटेलमध्ये काम केल्याचाा कि�मान १ वर्षाɑचाा अनुुभव

आहेे.

(११) कि�चन हेल्पर, गट-ड या पदावर नि�युुक्तीी पुुढीील अटी पूर्णण करणाऱ्या व नि�वड

समि�तीी मार्फफत घेण्यात येणाऱ्या

स्पधााɑत्मक परीक्षेच्या नि�काालााच्या आधाारे शि§फाारस करण्यात आलेल्या उमेदवारांं�मधून नाामनि�र्देशनााने—

(i) वयोमर्या�दाा:-

(अ) कि�मान वयोमर्याɑदा- अठराा वर्षे पूर्णण.

वर्षे पूर्णण.

(क) वयोमर्याɑदेची गणनाा- जाहि�राातीीत नमूूद केलेल्या अर्जज स्वीकृतीीच्या अंति�म दिि—नांं�कास, उपरोक्त प्रमाणे नमूूद

केलेली कि�मान व कमाल वयोमर्याɑदा धाारण केलेली असणे आवश्यक राहील.

(iii) अनुभव:-

तारां�कि�त हॉटेलमध्ये काम केल्याचाा कि�मान १ वर्षाɑचाा अनुुभव

आहेे.

(१२) शि�पााई गट-ड या पदावर नि�युुक्तीी पुुढीील अटी पूर्णण करणाऱ्या व नि�वड

समि�तीी मार्फफत घेण्यात येणाऱ्या स्पधााɑत्मक

(i) वयोमर्या�दाा:-

(अ) कि�मान वयोमर्याɑदा- अठराा वर्षे पूर्णण.

वर्षे पूर्णण.

केलेली कि�मान व कमाल वयोमर्याɑदा धाारण केलेली असणे आवश्यक राहील.

(ii) कि�मान शैक्षणि�क पात्रता:-

(अ) जे उमेदवार माध्यमि�क शालांं�त प्रमाणपत्र (एस.एस.सी.) परीक्षा उत्तीीर्णण आहेेत.

(१३) स्टोअरमन, गट-ड या पदावर नि�युुक्तीी पुुढीील अटी पूर्णण करणाऱ्या व नि�वड

समि�तीी मार्फफत घेण्यात येणाऱ्या

स्पधााɑत्मक परि�क्षेच्या नि�काालााच्या आधाारे शि§फाारस करण्यात आलेल्या उमेदवारांं�मधून नाामनि�र्देशनााने—

(i) वयोमर्या�दाा:-

(अ) कि�मान वयोमर्याɑदा- अठराा वर्षे पूर्णण.

वर्षे पूर्णण.

केलेली कि�मान व कमाल वयोमर्याɑदा धाारण केलेली असणे आवश्यक राहील.

(ii) कि�मान शैक्षणि�क पात्रता :—

(ब) ज्या उमेदवारां�नीी शासनमाान्य संस्थेकडून भांं�डाार व्यवस्थापन/गृह व्यवस्थापन/अन्न उत्पादन/खाानपाान/

हॉटेल मॅनेजमेंट या क्षेत्राातीील शासन मान्यताप्राप्त पदवी किं�ंवा पदविि¦का किं�ंवा कि�मान १ वर्षाɑचाा प्रमाणपत्र अभ्यासक्रम

पूर्णण केलाा आहेे, आणिि”

(iii) अनुभव :—

तारां�कि�त हॉटेलमध्ये काम केल्याचाा कि�मान १ वर्षाɑचाा अनुुभव

आहेे.

(१४) हिं�ंदी व मरााठी भााषाा परीक्षेबाबतचीी तरतूूद—

(क) नि�यम ३ ते ८ येथे नमूूद केलेल्या पदां�वर पदोन्नतीीने नि�युुक्त होणाऱ्या व्यक्तीीने, पदोन्नतीीपूर्वी हिं�ंदी भााषा परीक्षा

केलेली नसेेल अथवाा उत्तीीर्णण होण्यापासून सूट मि�ळविि¦लेली नसेेल तर, नि�युुक्तीीनंंतर संबंधि�त नि�यमात नमूूद केलेल्या विि¦हि�त

मुदतीीत हिं�ंदी भााषा व मराठीी भााषा परीक्षा उत्तीीर्णण होणे आवश्यक राहील. त्याचप्रमाणे विि¦हि�त मुदतीीत हिं�ंदी भााषा व मराठीी भााषा

परीक्षा उत्तीीर्णण न झाल्यास सदर परीक्षा उत्तीीर्णण होईपर्यंंत वार्षिि¨िक वेतनवााढ अनुुज्ञेय राहणाार नााही. तसेेच वरि�ष्ठ पदावर पदोन्नतीी

अनुुज्ञेय राहणाार नााही.

(१५) संगणक अर्हताा प्रमााणपत्राबाबतचीी तरतूूद—

(क) नि�यम ३ ते ८ येथीील पदां�वर पदोन्नतीीने नि�युुक्त होणाऱ्या व्यक्तीीने, पदोन्नतीीपूर्वी संगणक अर्हहताा प्रमाणपत्रांं�संंदर्भाभााɑत

शासनााने वेळोवेळी केलेल्या नि�यमां�नुुसाार, संगणक अर्हहताा प्रमाणपत्र धाारण करणे अथवाा सामान्य प्रशासन विि¦भााग (माहि�तीी

व तंत्रज्ञाान) यां�नीी वेळोवेळी शासन आदेशाद्वाारे नमूूद केलेल्या संगणक/माहि�तीी तंत्रज्ञाान विि¦षयक परीक्षा उत्तीीर्णण होणे अथवाा

सामान्य प्रशासन विि¦भाागाने वेळोवेळी शासन आदेशानुुसाार नि�श्चि�ित

केलेल्या वयोमर्याɑदेनुुसाार संगणक अर्हहताा प्रमाणपत्र सादर

करण्यापासून सूट मि�ळविि¦लेली असणे आवश्यक राहील. अन्यथा, नि�यम ३ ते ८ येथीील पदावर पदोन्नतीी अनुुज्ञेय ठरणार

नााही.

(ख) नि�यम ८ येथीील पदां�वर नाामनि�र्देशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीीने, संगणक अर्हहताा प्रमाणपत्रांं�संंदर्भाभााɑत शासनााने

वेळोवेळी केलेल्या नि�यमां�नुुसाार, नि�युुक्तीीपूर्वी संगणक अर्हहताा प्रमाणपत्र धाारण केलेले नसल्यास, याबाबतच्या नि�यमात नमूूद

केलेल्या विि¦हि�त मुदतीीत सदर प्रमाणपत्र धाारण करणे आवश्यक राहील. त्याचप्रमाणे विि¦हि�त मुदतीीत प्रमाणपत्र धाारण न केल्यास,

सदर संगणक प्रमाणपत्र धाारण करेपर्यंंत वार्षिि¨िक वेतनवााढ अनुुज्ञेय राहणाार नााही. तसेेच वरि�ष्ठ पदावर पदोन्नतीी अनुुज्ञेय राहणाार

नााही.

(१६) लहाान कुटुं�बााच्या प्रति�ज्ञाापनाबाबतचीी तरतूूद-

(क) नि�यम ८ ते १३ येथे नमूूद केलेल्या पदां�वर नाामनि�र्देशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीीने, महाराष्ट्र नाागरी सेवा

(लहाान कुटुंȾबाचे प्रति�ज्ञाापन) नि�यम, २००५ मधील तरतूदीनुुसाार व त्याबाबत वेळोवेळी करण्यात येणाऱ्या नि�यमां�नुुसाार,

नि�युुक्तीीच्या वेळी लहाान कुटुंȾबाचे प्रति�ज्ञाापन सादर करणे आवश्यक राहील.

(ख) तसेेच लहाान कुटुंȾबाचे प्रति�ज्ञाापन सादर करतानाा त्यामध्ये दोन पेक्षा अधि�क अपत्य नि�युुक्तीीच्या वेळेस हयाात

असल्यास संबंधि�त उमेदवार शासकीय नि�युुक्तीीसाठीी अपात्र राहील. तसेेच यासंदर्भाभााɑत वेळोवेळी नि�र्गगमि�त होणारे शासन आदेश

लाागू राहतीील.

(ग) शासकीय सेवेत नि�युुक्तीीनंंतर, जर नि�युुक्तीीच्या वेळी दोन किं�ंवा त्यापेक्षा अधि�क अपत्य असल्याचे नि�दर्शशनाास

आल्यास त्यांं�च्या सेवा समाप्त करण्यात येतीील.

(१७) बदलीीबाबतचीी तरतूूद—

नि�यम ३ ते १३ येथीील पदावर नि�युुक्त होणाऱ्या व्यक्तीी सामान्य प्रशासन विि¦भाागां�तर्गगत राजशि§ष्टााचाार कार्याɑसनााच्या

अधि�नस्त असलेल्या एका राज्य अति�थीीगृहातून दुुसऱ्या राज्य अति�थीीगृहात बदलीीस पात्र असतीील.

(१८) शाासकीय सेवेत प्रवेेश केल्यानंतर सेवावि�षषयक अन्य आदेेश/नि�यम लागू होतील.—

शासकीय सेवेतीील नि�युुक्तीीसाठीी या नि�यमांं�द्वाारे विि¦हि�त करण्यात आलेल्या अटी व शर्तींची पूर्तताा करणे आवश्यक आहेे.

सदर नि�यमां�नुुसाार शासकीय सेवेत नि�युुक्तीी झाल्यानंंतर, संबंधि�त शासकीय कर्ममचााऱ्यास, शासकीय सेवेच्या कालाावधीीत,

No. SGH-1012/C.R.19/Rashi-2.— In exercise of the powers conferred by the proviso to article

309 of the Constitution of India and in supersession of all existing rules (No.SGH-1006/C.R.28/2006/31,

dated 12.09.2007), orders or instruments issued in this behalf. the Governor of Maharashtra is hereby,

pleased to make the following rules regulating recruitment the posts of the Manager

Group-B (Non Gazetted), Assistant Manager (Administration), Assistant Manager (Service), Assistant

Manager (Kitchen), Chief Butler, Bhandarpal (Group-C), Khansama, Butler, Kitchen Helper, Peon

and Storeman (Group-D) in the State Guest House, under the control of General Administration

Department (Protocol Division) of the Government of Maharashtra namely :—

1. These rules may be called the Manager Group - B (Non Gazetted), Assistant

Manager (Administration), Assistant Manager (Service), Assistant Manager (Kitchen),

Chief Butler, Bhandarpal (Group-C), Khansama, Butler, Kitchen Helper, Peon,

Storeman (Group-D) in the State Guest House, under the control of General Administration

Department (Protocol Division) of the Government of Maharashtra (Recruitment) Rules, 2024.

In these rules, unless the context requires otherwise,—

(a) “Government” means the Government of Maharashtra;

(b) “General Administration Department” means the General Administration

Department specified in the First Schedule appended to the Maharashtra Government

Rules of Business made under article 166 of the Constitution of India;

of the General Administration Department;

(d) “State Guest House” means the Guest Houses, Sahyadri, Highmount, Nandagiri

and Kalanagar under the administrative control of the General Administration Department

(Protocol Division), Government of Maharashtra;

(e) “Selection Committee” means the Selection Committee constituted from time to

time by the Government for the purpose of selection of candidates for direct recruitment to

the posts of Group-B (Non Gazetted), Group–C and Group- D in the Government service;

(f) “Degree” means a degree of any discipline of a statutory university or any other

qualification, as may be declared by the Government to be equivalent thereto;

(g) “Diploma” means a diploma of any discipline of All India Council for Technical

Education or any other qualification as may be declared by the Government to be equivalent

thereto;

(h) “Higher Secondary School Certificate Examination” means the Higher Secondary

School Certificate Examination conducted by the Divisional Board established under the

Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 (Mah . XLI of

1965) and any other examination as may be declared by the Government to be equivalent

thereto;

(i) “Secondary School Certificate Examination” means the Secondary School Certificate

Examination conducted by the Divisional Board established under the Maharashtra

Secondary and Higher Secondary Education Boards Act, 1965 ( Mah. XLI of 1965 ) and

any other examination as may be declared by the Government to be equivalent thereto;

(j) “Recognised institution” means the All India Council for Technical Education,

National Council of Hotel Management and Food and Beverage Technology and other

institutions recognized by the State Government;

(k) “Eligibility for promotion” means the eligibility for promotion in accordance with

the terms and conditions specified for promotion in rules, resolutions or orders issued by

the General Administration Department of the Government, from time to time;

(l) “Eligibility subject to the Seniority” means the seniority according to seniority list

issued by the General Administration Department vide order dated 01.08.2019 and further

orders issued in this behalf, from time to time;

Appointment to the post of Manager, Group-B (Non-Gazetted) shall be made by

promotion of a suitable person having eligibility for promotion and having not less than three

years regular and continuous service on the post of Assistant Manager (Administration) Group

C or Assistant Manager (Service) Group C or Assistant Manager (Kitchen) Group C and possesses

a Degree, on the basis of seniority from amongst the persons holding the said post.

Appointment to the post of Assistant Manager (Administration), Group-C shall

be made by promotion of a suitable person having eligibility for promotion and having not less

than three years regular and continuous service on the post of Clerk-typist or Bhandarpal

Group-C and possesses a Degree, on the basis of combined seniority, from amongst the persons

holding the said post.

Appointment to the post of Assistant Manager (Service), Group C shall be made

by promotion of a suitable person having eligibility for promotion and having not less than three

years regular and continuous service on the post of Chief Butler Group C, on the basis of seniority,

from amongst the persons holding the said post.

Appointment to the post of Assistant Manager (Kitchen), Group C shall be made

by promotion of a suitable person having eligibility for promotion and having not less than three

years regular and continuous service on the post of Khansama Group-D, on the basis of seniority,

from amongst the persons holding the said post.

Appointment to the post of Bhandarpal, Group C shall be made by promotion of a

suitable person having eligibility for promotion and having not less than three years regular

and continuous service on the post of Storeman Group-D, and possess a Degree, on the basis of

seniority, from amongst the persons holding the said post.

provided that, person holding the post of Storeman and possessing qualification as prescribed

in clause (ii)(A) of rule 13 of these rules, shall be considered for promotion for the period of five

years from the date of publication of these rule in the Official Gazette.

Appointment to the post of Chief Butler, Group C shall be made either,—

(a) by promotion of a suitable person having eligibility for promotion and having not

less than three years regular and continuous service on the post of Butler Group D on the

basis of seniority, from amongst the persons holding the said post;

Provided that, this rule deemed to be applicable with effect from dt.12.09.2007, to such

persons who are working on the post of Butler and have not promoted till the enforcement

of these Recruitment Rules; or

(b) by nomination from amongst the candidates recommended by the Selection

Committee on the basis of results of Competitive Examination conducted therefor and who

fulfills the following criteria, namely :—

(i) Age limit.—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons

not belonging to reserved categories and forty-three years of age for the persons

belonging to reserved categories.

(a) by promotion of a suitable person having eligibility for promotion and having not

less than three years regular and continuous service on the post of Kitchen Helper Group-D,

on the basis of seniority from amongst the persons holding the said post; or

(b) by nomination from amongst the candidates recommended by the Selection

Committee on the basis of results of Competitive Examination conducted therefor and who

fulfils the following criteria, namely :—

(i) Age limit—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons

not belonging to reserved categories and forty-three years of age for the persons

belonging to reserved categories.

(i) Age limit.—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not

belonging to reserved categories and forty-three years of age for the persons belonging

to reserved categories.

(i) Age limit.—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not

belonging to reserved categories and forty-three years of age for the persons belonging

to reserved categories.

Examination conducted therefor and who fulfils the following criteria, namely :—

(i) Age limit.—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not

belonging to reserved categories and forty-three years of age for the persons belonging

to reserved categories.

13. Appointment to the post of Storeman, Group-D shall be made by nomination from

amongst the candidates recommended by Selection Committee on the basis of results of

Competitive Examination conducted therefor and who fulfils the following criteria, namely :—

(i) Age limit—

(A) Lower age limit - Not less than eighteen years.

(B) Upper age limit - Not more than thirty-eight years of age for the persons not

belonging to reserved categories and forty-three years of age for the persons belonging

to reserved categories.

in the advertisement, the candidate must possess the minimum and maximum age

limit as mentioned in the advertisement.

(ii) Minimum Educational Qualification.—

(A) passing of Secondary School Certificate Examination; and

(B) possess a Degree or Diploma or minimum one year certificate course in Store

Keeping or Catering Services or Housekeeping or Hotel Management from a

Government recognised institution.

( iii ) Experience.—

(A) An experience of working in Government or Semi Government or Co-operative

Organization : or State Guest House or minimum one years working experience in

three or four or five star hotel.

14. (A) A person to be appointed to the post mentioned in rule 3 to 8 by promotion shall

pass the Marathi and Hindi languages examinations as per the rules made or orders issued in

that behalf by the Government, from time to time, unless he has already passed or has been

exempted from passing those examinations before getting promoted to the said post.

(B) A person appointed to the post mentioned in rule 8 by nomination shall pass the Marathi

and Hindi languages examinations as per the rules made or order issued in that behalf by the

Government, from time to time , within the prescribed time limit after appointment , unless he

has already passed or has been exempted from passing those examinations . He shall not be

eligible for annual increment or promotion to the next promotional post until he passes these

examinations.

15. (A) A person to be appointed to the post mentioned in rule 3 to 8 by promotion shall

possess a Certificate of Computer Operations prescribed by rules made or orders issued in that

behalf by the Government , from time to time, unless he has been exempted therefrom before

getting promoted to the said post.

(B) A person appointed to the post mentioned in rule 8 by nomination shall possess a

Certificate of Computer Operations prescribed by the Government, from time to time, within

the prescribed time limit after appointment, unless he has been exempted from possessing such

Certificate of Computer Operations, otherwise he shall not be eligible for annual increment or

promotion to the next promotional post until he possess the same.

16. (A) A person recommended for appointment by nomination to the post mentioned in

rule 8 to 13 shall submit a Declaration of Small Family as per the provisions of the Maharashtra

Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any

instruments issued in this behalf by the Government, from time to time.

(B) A person having more than two children on the date of submission of Declaration of

Small Family shall be disqualified for the appointment in the Government Service.

for continuing on the said post in the Government service.
