आहे) चे कलम ३१, पोट-कलम (१) अन्वये प्राप्त अधिि˜कारां�चाा वापर करून राज्य शासनााने अधिि˜सूचनाा क्र. टि�पीीबी-४३१७/६२९/

बृहन्मुंं�बई प्रारूप विि¦कास योजनाा-२०३४ (यापुुढेे याचा उल्लेख “उक्त विि¦कास योजनाा” असा करणेेत आलेला आहे) सह विि¦कास नि�यंंत्रण

व प्रोत्साहन नि�यमावली-२०३४ ला उक्त अधिि˜सूचनेसोबतचे परि�शिि§ष्ट-ब मध्ये दर्शविि¦लेले सारभूूत स्वरुपाचे फेेरबदल (ई.पीी.) वगळूून

उक्त अधिि˜सूचनेसोबतचे परि�शिि§ष्ट-अ मध्ये दर्शविि¦लेल्या सुधाारणेेसह मंंजुरीी दि—ली आहे ; आणि� ज्याअर्थीी शासनााने उक्त अधिि˜सूचनेस

समक्रमांं�काचे शुुद्धीीपत्रक दि—नांं�क २२ जून २०१८ रोजी नि�र्गगमि�त केले आहे ; आणि� ज्याअर्थीी, त्यानंंतर उक्त अधिि˜सूचनेस शासनााने

समक्रमांं�काचे शुुद्धीीपत्रक व पुुरकपत्र दि—नांं�क २९ जून, २०१८ रोजी पारि�त केले असून सदर शुुद्धीीपत्रक व पुुरकपत्र महााराष्ट्र शासनाच्या

राजपत्राात दि—नांं�क ३० जून, २०१८ रोजी प्रसि�द्ध करण्यात आले आहे; आणि� ज्याअर्थीी, उक्त नि�यमावली दि—नांं�क १ सप्टेंंबर २०१८

पासून अंमलाात आली आहे ;

आणि� ज्याअर्थीी, उक्त विि¦कास योजनेमध्ये सॉल्ट पॅन महसूूल विि¦भागातील भूूकर क्र.४ (पै.) व ५(पै.) ही जमीन पुुनर्ववसन व

पुुनर्स्था�ा�पन (RR २.१) या आरक्षणााने, बेस्ट बस सुविि¦धा (ET१.४) या नाामनि�र्देेशनााने व नैसर्गि�िक क्षेेत्र (NA) इ. ने बाधिि˜त होत आहे ;

केलेल्या पत्राामध्ये (यापुुढेे याचा उल्लेख “उक्त पत्र” असा करणेेत आलेला आहे) सॉल्ट पॅन महसूूल विि¦भागातील भूूकर क्र.४ (पै.) चे

६,४७५ चौ.मी. आणि� भूूकर क्र.५(पै.) च्या १७,६८९ चौ.मी. जमि�नीीवर (यापुुढेे ज्याचा उल्लेख “उक्त जमि�न” असा करणेेत आलेला

आहे) कां�दळवन

किं�ंवा डोंगर अस्ति�ित्वात नसल्याचे व उक्त जमीनीपैकी बरीच जागा मुंं�बई मेट्रो रेल कॉर्पोरेशन लि�. यां�नाा मेट्रो प्रकल्पाचे

कामाकरि�ता तात्पुुरत्या स्वरूपात देण्यात आली असून सदर जमि�नीीवर एम.एम.आर.सी.एल. ने बां�धकाम केल्याचे दि—सून येत असल्याचे

नमूूद करून उक्त जमि�नीीवरील ‘नैसर्गि�िक क्षेेत्र ‘ वगळूून सदर जमि�नीीचा सार्ववजनि�क वापर करण्यासाठी योग्य असे आरक्षण दर्शविि¦ण्याबाबत

विि¦नंंती केली आहे ;

आणि� ज्याअर्थीी, त्यानुुषंंगाने शासन महसूूल विि¦भागाकडून नगरविि¦कास विि¦भागास संदर्भभ प्राप्त झााला असून, त्यामध्ये असे नमूूद आहे

की, मा. मंंत्रीमंंडळााचे दि—नांं�क १६ मार्चच २०२४ रोजीचे बैठकीीमध्ये झाालेल्या नि�र्णणयााचे अनुुषंंगाने सॉल्ट पॅन महसूूल विि¦भागातील भूूकर

क्रमांं�क ५ (पै.) चे १३,८४३.८२ चौ. मी. जमीन ‘आयएएस असोसि�एशनलाा’ यां�नाा ‘नाागरी सेवा संस्थाा जि�मखाानाा’ करि�ता देण्याचे शासन

महसूूल विि¦भागाचे विि¦चाराधीन आहे; आणि� ज्याअर्थीी, महसूूल विि¦भागाने त्यानुुसाार, सॉल्ट पॅन महसूूल विि¦भागातील भूूकर क्रमांं�क ४ (पै.)

चे ६,४७५ चौ. मी. इतके क्षेेत्र मुंं�बई उपनगर जि�ल्ह्यााकरि�ता ईव्हीएम आणि� व्हीव्हीपीीएटी मशीीन्स साठवण्यासाठी गोदाम बांं�धणेे व पार्किं�ंग या

प्रयोजनााकरि�ता व भूूकर क्रमांं�क ५ (पै.) चे १३,८४३.८२ चौ. मी. क्षेेत्र ‘आयएएस असोसि�एशनलाा’ ‘नाागरी सेवा संस्थाा जि�मखाानाा’ या

प्रयोजनााकरि�ता प्रदान करणेेकरि�ता उक्त जमि�नीीवरील ‘नैसर्गि�िक क्षेेत्र’ वगळूून योग्य असे आरक्षण दर्शविि¦ण्यासाठी उक्त विि¦कास योजनेत

फेेरबदल करणेेबाबत शासन नगरविि¦कास विि¦भागास विि¦नंंती केली आहे ;

आणि� ज्याअर्थीी, वरील विि¦नंंतीच्या अनुुषंंगाने उक्त महाानगरपालि�केने दि—नांं�क १० मार्चच २०२५ रोजीचे पत्राान्वये शासन नगरविि¦कास

विि¦भागास अहवााल सादर केला असून, सदर प्रकरणी शासनााने योग्य तो नि�र्णणय घेेण्याबाबत विि¦नंंती केली आहे ;

आणि� ज्याअर्थीी, जि�ल्हााधिि˜कारी, मुंं�बई शहर तसेच शासन महसूूल विि¦भागाने केलेली विि¦नंंती व त्यावरील बृहन्मुंं�बई महाानगरपालि�केचा

अहवााल विि¦चारात घेेता, उक्त जागेवर सार्ववजनि�क वापरााकरि�ता योग्य असे आरक्षण दर्शविि¦ण्यासाठी सॉल्ट पॅन महसूूल विि¦भागातील भूूकर

क्रमांं�क ४ (पै.) चे ६,४७५ चौ. मी. क्षेेत्र व भूूकर क्रमांं�क ५ (पै.) चे १३,८४३.८२ चौ. मी. इतक्या क्षेेत्रााकरि�ता उक्त विि¦कास योजनेमध्ये

खालील परि�शिि§ष्टामध्ये दर्शविि¦ल्याप्रमाणेे फेेरबदल करणेे हे सार्ववजनि�क हि�तााचे दृष्टीने आवश्यक आहे, असे शासनााचे मत झााले आहे

(यापुुढेे याचा उल्लेख “प्रस्ताविि¦त फेेरबदल” असा करण्यात आलेला आहे).

आणि� त्याअर्थीी, उपरोोक्त परि�स्थि�ितीी व वस्तुस्थि�ितीी विि¦चारात घेेता, आणि� उक्त अधिि˜नि�यमाच्या कलम ३७ च्या पोट-कलम (१कक)

अन्वये प्राप्त अधिि˜कार आणि� त्या संदर्भा�तील प्राप्त इतर सर्वव शक्तींचा वापर करून, शासन याद्वाारे प्रस्ताविि¦त फेेरबदलाविि¦षयीी उक्त

अधिि˜नि�यमाच्या कलम ३७, पोट-कलम (१कक) चे खंड(क) नुुसाार कोणत्याही व्यक्तीकडून हरकती/सूचनाा मागवण्यासाठी तसेच

संभाव्य बाधिि˜त होणाऱ्या व्यक्तींच्या माहि�तीीसाठी सदर सूचनाा प्रसि�द्ध करीत आहे. शासनााकडून असेही कळविि¦णेेत येत आहे की, खालील

परि�शिि§ष्टात नमूूद प्रस्ताविि¦त फेेरबदलाविि¦षयीी कोणत्याही हरकती/सूचनाा महााराष्ट्र शासनाच्या राजपत्राात सदर सूचनाा प्रसि�द्ध झााल्याच्या

दि—नांं�कापासून एक महि�न्याच्या आत उपसंंचालक, नगररचनाा, बृहन्मुंं�बई यां�चेेकडे इन्सा हटमेंंंटस, ई-ब्लॉक, आझााद मैदान, महाापालि�का

मार्गग, मुंं�बई ४०० ००१ या कार्या�लयाचे पत्त्यावर पाठविि¦ण्यात याव्यात. सदर प्राप्त हरकती/सूचनांं�वर सुनाावणीी देऊन तसेच लागू असेल

त्याप्रमाणेे उक्त महाानगरपालि�केचे म्हणणेे घेेऊन त्यावरील अहवााल शासनाास सादर करण्यासाठी उपसंंचालक, नगररचनाा, बृहन्मुंं�बई यां�नाा

शासनााचे वतीने “अधिि˜कारी” म्हणूून प्राधिि˜कृत करण्यात येत असून यांं�च्याकडे सदरच्या कालावधीत प्राप्त होणाऱ्या हरकती/सूचनाा यावर

उक्त अधिि˜नि�यमाच्या कलम ३७ च्या पोट-कलम (१कक) अन्वये कार्ययवाही करण्यात येईल ;

प्रस्ताविि¦त फेेरबदल दर्शविि¦णारा भाग नकााशा जनतेेच्या अवलोकनाासाठी खालील ठि�कााणी ठेेवण्यात आला आहे :—

(१) प्रमुुख अभि�यंंता(विि¦.नि�.), बृहन्मुंं�बई महाानगरपालि�का यां�चेे कार्या�लय, महाापालि�का मार्गग, मुंं�बई ४०० ००१.

(२) उपसंंचालक, नगररचनाा, बृहन्मुंं�बई यां�चेे कार्या�लय, इन्साहटमेंंंट, ई ब्लॉक, आझााद मैदान, महाापालि�का मार्गग,

मुंं�बई ४०० ००१.

परि�शिि§ष्ट

1. “ The ‘Natural Area (NA)’ shown on the land admeasuring 6,475 sq.mt. of C.S. No.4(pt.) is

proposed to be deleted. The land so deleted from ‘Natural Area (NA)’ is proposed to be included in

‘R Zone’ and proposed to be reserved for ‘Government Office RO2.1 (EVM and VVPAT Machines

Warehouse)’.

2. “The ‘Natural Area (NA)’ shown on the land admeasuring 13,843.82 sq.mt. of C.S. No.5(pt.) of

Salt Pan Division, Mumbai is proposed to be deleted. The land so deleted from ‘Natural Area (NA)’

is proposed to be included in ‘R Zone’ for the use of ‘Civil Services Institute Gymkhana’.”

Notice

Maharashtra Regional and Town Planning Act,1966.

No. TPB-4324/2232/CR-68/2025/UD-11.—Whereas, the Municipal Corporation of Greater

Mumbai is the Planning Authority for the area within its jurisdiction (hereinafter referred to as

“the said Corporation”) as per the provision of Maharashtra Regional and Town Planning Act, 1966

(hereinafter referred to as “the said Act”) ;

Whereas, in exercise of the powers conferred by sub-section (1) of Section 31 of the Maharashtra

Regional and Town Planning Act, 1966 (hereinafter referred to as “the Said Act”), the State

Government vide Notification No. TPB-4317/629/CR-118/2017/DP/UD-11, dated 8th May 2018

(hereinafter referred to as “the said Notification”) has accorded sanction to the Draft Development

Plan-2034 of Greater Mumbai (hereinafter referred to as “the said Development Plan”) along with

the Development Control and Promotion Regulations-2034 for Greater Mumbai with modifications

shown in Schedule-A appended to the said Notification excluding the substantial modifications

as shown in Schedule-B appended to the said Notification; And whereas, Government has issued

corrigendum of even number dated 22nd June 2018 ; and whereas, thereafter Government has issued

a Corrigendum and Addendum of even number dated 29th June 2018 to the said Notification, which

is published in Government Gazette dated 30th June, 2018; and whereas, the said Regulations have

come into force from 1st September 2018 ;

And whereas, as per the said Development Plan, the land bearing C.S. No.4(pt) and (5(pt) of

Salt Pan Division, Mumbai is affected by reservation of Rehabilitation and Resettlement (RR2.1),

designation of BEST Bus Facilities (ET1.4) and Natural Area (NA); And whereas, Government vide its

notification dated 28th May 2025 has sanctioned modification proposal in respect of land admeasuring

3846.08 sq.mt. of C.S. No.5 (pt.) to show reservation of ‘ Government Office-RO2.1 (EVM and VVPAT

Machines Warehouse) by deleting ‘Natural Area (NA)’ ;

And whereas, District Collector, Mumbai City vide his letter dated 23rd October 2024 (hereinafter

referred to as “the said letter”) addressed to Government in Revenue Department has requested to

delete ‘Natural Area (NA)’ shown on the land admeasuring 6,475 sq.mt. of C.S. No.4(pt) and 17,689

sq.mt. of C.S. No.5(pt.) of Salt Pan Division, Mumbai (hereinafter referred to as “the said land”) and

to show the suitable reservation so as to use the said Land for public purpose by stating in the said

letter that the said Land is not affected by mangroves or hills and most part of the said land has been

transferred to Mumbai Metro Rail Corporation Limited (MMRCL) on temporary basis and there are

some structures on some part of the said land ;

And whereas, Accordingly Government in Urban development Department has received a

reference from Government in Revenue Department wherein it is stated that as per decision taken

in Hon. Cabinet meeting dated 16th March 2024, the Revenue Department is considering to allot the

land admeasuring 13,843.82 sq.mt. of C.S. No.5(pt) to ‘IAS association’ for ‘Civil Services Institute

Gymkhana’; And whereas, Revenue Department has requested Urban Development Department to

modify the said Development Plan to show suitable reservation so as to allot the land admeasuring

6,475 sq.mt. of C.S. No.4(pt.) for construction of the warehouse for the storage of EVM and VVPAT

Machines of Mumbai Suburban District and for parking and the land admeasuring 13,843.82 sq.mt.

of C.S. No.5(pt.) for ‘Civil Services Institute Gymkhana’ to ‘IAS association’ by deleting ‘Natural Area

(NA)’ shown in the said Development Plan ;

And whereas, the said Corporation vide its letter dated 10th March 2025 has submitted its report

on the above said request wherein, the said Corporation has requested the Government in Urban

Development Department to take the appropriate decision in the subject matter ;

And whereas, considering the request of the District Collector, Mumbai City, Revenue Department

and report of the said Corporation, the Government is of the opinion that in the public interest it

is expedient to modify the said Development Plan in respect land admeasuring 6,475 sq.mt. of C.S.

No.4(pt.) and the land admeasuring 13,843.82 sq.mt. of C.S. No. 5 (pt.) so as to show the suitable

reservation/use on the said land for public purpose more specifically described in the schedule given

below (hereinafter referred to as “the Proposed Modification”) ;

Now, therefore, after considering the above facts and circumstances and in exercise of the powers

vested in it under sub-section (1AA) of Section 37 of the said Act, and all other powers enabling it in

this behalf, the Government hereby publishes a Notice for inviting objections / suggestions from any

persons with respect to the Proposed Modification, as required by clause (a) of sub-section (1AA) of

Section 37 of the said Act, for information of all persons likely to be affected thereby. The Government

is further pleased to inform that any objections/ suggestions in respect of Proposed Modification

mentioned in the schedule given below may be forwarded before expiry of one month from the date

of publication of this Notice in the Maharashtra Government Gazette to the Deputy Director of Town

planning, Greater Mumbai having his office at ENSA Hutments, E-Block, Azad Maidan, Mahapalika

Marg, Mumbai 400 001. Any objections/suggestions, which may be received within the said period

shall be dealt with in accordance with the provisions of sub-section (1AA) of section 37 of the said Act

by the Deputy Director of Town planning, Greater Mumbai, who is hereby authorised as an “Officer”

on behalf of the Government to hear suggestions/objections which are received and say of the said

Corporation, as the case may be and submit his report to the Government.

A part plan showing the proposed modification is kept open for the inspection of the general

public at the following offices :—

(1) Office of the Chief Engineer (Development Plan) Municipal Corporation of Greater Mumbai,

Mahapalika Marg, Mumbai 400 001.

(2) Office of the Deputy Director of Town Planning, Greater Mumbai, having his office at ENSA

Hutments, E-Block, Azad Maidan, Mahapalika Marg, Mumbai 400 001.

Schedule
