संबंधिि˜त महाानगरपालि�काा त्यांं�च्याा मंजूूर वि�काास योजनेेप्रमाणेे उक्त मंजूूर वि�काास योजनेेची अंमलबजाावणीी करू शकणाार असल्यााने

एमएमआरडीए ची वि�शेेष नि�योोजन प्राधिि˜करण म्हणूून नि�युुक्ती काायम ठेवणेेचे प्रयोजन राहत नसल्यााने शाासनाने, क्र. टि�पीीबीी-४३१६/प्र.

क्र.२५७/२०१६/नवि�-११, दि�. १६/०३/२०१७ रोजीच्याा अधिि˜सुचनेद्वाारे मुं�बई महाानगर प्रादेशि�क वि�काास प्राधिि˜करण याा वि�शेेष नि�योोजन

प्राधिि˜करणाची नि�युुक्ती रद्द करून सदर क्षेेत्राासाठी नि�योोजन प्राधिि˜करण म्हणूून संबंधिि˜त महाानगरपालि�केेची नि�युुक्ती केली आहे.

ज्यााअर्थीी, मि�राा-भााईंदर महाानगरपालि�केेने (याापुुढेे यााचाा उल्लेख “उक्त नि�योोजन प्राधिि˜करण” असा केला आहे), ति�च्याा

अधिि˜पत्यााखालील मौजे-उत्तन, पाली, चौक, ताारोडी, डोंगरी व मोरवाा क्षेेत्रााची (याापुुढेे यााचाा उल्लेख “उक्त क्षेेत्र” असा केला आहे),

महााराष्ट्र प्रादेशि�क नि�योोजन व नगररचनाा अधिि˜नि�यम, १९६६ (याापुुढेे यााचाा उल्लेख “उक्त अधिि˜नि�यम” असा केला आहे), चे कलम

३८ सह कलम-२३(१) अन्वयेेच्याा तरतुुदीनुसाार प्रारुप सुधाारीत वि�काास योजनाा, (याापुुढेे यााचाा उल्लेख “उक्त प्रारुप वि�काास योजनाा”

असा केला आहे), तयाार करण्यााचाा इरादा जाहीर करण्याासाठी सर्वसाधारण सभेचाा (प्रशाासकीय ठरााव) क्र. ४६०, दि�नांं�क १३ मार्चच,

२०२४ अन्वयेे मान्यताा दि�लीी असून त्यााबाबतचीी सूचनाा महाराष्ट्र शासन राजपत्र, असाधारण भााग-२ मध्ये दि�नांं�क १३ मार्चच, २०२४

रोजी प्रसि�द्ध केली आहे ;

आणि� ज्यााअर्थीी, उक्त अधिि˜नि�यमााच्याा कलम २४ च्याा तरतुुदीस अनुुसरुन मि�राा-भााईंदर महाानगरपालि�केेने उक्त क्षेेत्राासाठी उक्त

प्रारुप वि�काास योजनाा तयाार करण्याासाठी सहाायक संचाालक, नगररचनाा, मि�राा-भााईंदर महाानगरपालि�काा यांं�ची “नगररचनाा अधिि˜काारी”

म्हणूून आदेश क्र. मि�भाा/मनपा/नर/८६/२०२४-२५, दि�नांं�क २५ एप्रि�ल २०२४ अन्वयेे नेमणूूक केली आहे ;

आणि� ज्यााअर्थीी, उक्त अधिि˜नि�यमााच्याा तरतुुदीनुसाार, नगररचनाा अधिि˜काारी तथाा सहाायक संचाालक, नगररचनाा, मि�राा-भााईंदर

महाानगरपालि�काा यांं�नी, उक्त अधिि˜नि�यमााचे कलम २५ अन्वयेे वि�द्यमान जमीीन वाापर नकााशाा तयाार केल्याानंतर, उक्त क्षेेत्रााची उक्त प्रारुप

वि�काास योजनाा तयाार करून ती मि�राा-भााईंदर महाानगरपालि�केेकडेे उक्त अधिि˜नि�यमााचे कलम २६(१) अन्वयेे प्रसि�द्ध करणेेसाठी हस्तांं�तरीीत

केली आहे ;

आणि� ज्यााअर्थीी, मि�राा-भााईंदर महाानगरपालि�केेने उक्त अधिि˜नि�यमााचे कलम २६(१) अन्वयेे उक्त प्रारुप वि�काास योजनाा जनतेकडूून

सूचनाा / हरकतीी मागवि�णेेकरि�ताा प्रसि�द्ध करण्याासाठी ठरााव क्र.२३७, दि�नांं�क २३ सप्टेंबर २०२५ पारि�त केला आहे.

त्यााअर्थीी, उक्त नि�योोजन प्राधिि˜करण उक्त प्रारुप वि�काास योजनाा, वि�काास योजनाा अहवाालासह उक्त अधिि˜नि�यमााचे कलम २६(१)

अन्वयेे, नागरि�कांं�कडून सूचनाा / हरकतीी मागवि�णेेसाठी प्रसि�द्ध करीीत आहे. सदरहू योजनेेसंबंधीचे नकााशे व अहवााल काामकााजाच्याा

दि�वशीी काायाा�लयीन वेळेेत नागरीकांं�च्याा अवलोोकनाार्थथ, खाली नमूद केलेल्याा काायाा�लयाात उपलब्ध आहेत.

उक्त प्रारुप वि�काास योजनेेतील तरतुुदीसंबंधी नागरीकांं�च्याा कााही सूचनाा / हरकतीी असतील तर त्यांं�नी सदरची सूचनाा महाराष्ट्र

शासनाच्या राजपत्रात प्रसि�द्ध झाालेल्याा दि�नांं�काापासून ३० दि�वसांं�च्याा आत प्रशाासक तथाा आयुुक्त, मि�राा-भााईंदर महाानगरपालि�काा,

स्व. इंदि�राा गां�धीी भवन, मुुख्य काायाा�लय, दुुसरा मजलाा, छत्रपती

ी शि�वााजी महााराज मार्गग, स्टेशन रोड, भााईंदर (पश्चिĐिम), जि�ल्हाा

ठााणेे ४०१ १०१ यांं�चेकडेे लेखी स्वरुपात काारणांं�सह पाठवााव्याात. सदरची सूचनाा महाराष्ट्र शासन राजपत्र प्रसि�द्ध झााल्यााच्याा दि�नांं�काापासून

Notice

Maharashtra Regional and Town Planning Act, 1966.

Whereas, the Government of Maharashtra has appointed the Mumbai Metropolitan Region

Development Authority (hereinafter referred to as its acronym “MMRDA”) established under the

Mumbai Metropolitan Region Development Authority Act, 1974(Mah. IV of 1975) to be the Special

Planning Authority by the state Government in Urban Development Department’s Notification

No. TPB-4307/108/CR- 29/07/UD-11, Dated 1st December 2007 promulgated in exercise of its

powers conferred by sub-section (1) of section 40 of Maharashtra Regional and Town Planning Act,

1966 (hereinafter referred to as “the said Act”) for the area of villages Manori & Gorai (Municipal

Corporation of Greater Mumbai) and Uttan, Pali, Chowk, Tarodi, Dongari, Morva (Mira Bhaynader

Municipal Corporation) notified in the schedule of the said Notification (hereinafter referred to as

Notified Area”), to be developed as Recreation and Tourism Development Zone as per proposal of

Sanctioned Regional Plan ;

And whereas, the MMRDA as a Special Planning Authority has completed its obligatory duty to

prepare a plan for the Notified area and, submitted the same to the State Government for sanction

under section 30 of the said Act ;

And whereas, in exercise of its powers under sub-section (1) of section 31 of the said Act, the

Government of Maharashtra in Urban Development Department by its Notification No. TPB-

4312/323/CR-23/2013/UD-11, dated the 13th May 2013 and dated the 3rd June 2016 has sanctioned

the Development Plan of Notified Area (hereinafter referred to as “the said Sanctioned Development

Plan”) submitted by the MMRDA ;

And whereas, as the Notified Area falls in the limit of Municipal Corporation of Greater

Mumbai and Municipal Corporation of Mira-Bhayandar, (hereinafter referred to as the “said

planning authority”) and the concerned Municipal Corporations are implementing their sanctioned

Development Plan as a Planning Authority, therefore to continue the appointment of MMRDA as a

Special Planning Authority for implementation of the said Plan is no more required, the concerned

Municipal Corporations shall implement the said plan along with their sanctioned Development Plans.

Therefore, the Government Cancelled the appointment of MMRDA as special Planning Authority

vide notification No. TPB-4316/P. No. 257/2016/UD-11, dated 16th March 2017 for the said notified

area, and the said area merge it, in the area of respective jurisdiction of the said Conserned Planning

Authority.

And whereas, the Mira-Bhayandar Municipal Corporation (hereinafter referred to as the “said

planning authority”) vide Resolution No.460, dated 13th March, 2024, had declared its intention to

Revision of Draft Development Plan of Villages-Uttan, Pali, Chowk, Tarodi, Dogri & Morva included

in Mira-Bhayandar Municipal Corporation, (hereinafter referred to as the “said Draft Development

Plan”) for the area under its jurisdiction, (hereinafter referred to as the said “area” ) as per the

provision of section 38 read with section 23(1) of Maharashtra Regional & Town Planning Act, 1966.

(hereinafter referred to as the “said Act”) and notice to that effect is published in Maharashtra

Government Gazette extra-ordinary Part II on 13th March 2024.

And whereas, as per the provision in section 24 of the said Act, the Mira-Bhayandar Municipal

Corporation, vide Order No.MNP/TP/86/2024-25, dated 25th April, 2024 has appointed Assistant

Director of Town Planning, Mira-Bhayandar Municipal Corporation as “Town Planning Officer” to

prepare the said Draft Development Plan for the said area ;

And whereas, as per the provisions of the said Act, the Town Planning Officer and Assistant

Director, Town Planning, Mira-Bhayandar Municipal Corporation, after preparing the existing land

use map under section 25 of the said Act, has prepared the said Draft Development Plan of the said

section 26(1) of the said Act ;

And whereas, the said Planning Authority has passed Resolution No.237, dated 23/09/2025 to

publish the said Draft (Revised) Development Plan under section 26(1) of the said Act, for inviting

suggestions/objections from the public.

Therefore, Mira-Bhayandar Municipal Corporation, hereby publishes the said Draft (Revised)

Development Plan along with the Report under section 26(1) of the said Act for inviting suggestions/

objections from the public. The copy of the said Draft (Revised) Development Plan and Report thereof

are kept open for inspection of the public at the following offices on all working days during office

hours.

The copies of the said Draft (Revised) Development Plan and particulars shall be available to

the public at reasonable price in the office of Town Planning Officer and Assistant Director of Town

Planning, Mira-Bhayandar Municipal Corporation.

The suggestions/objections if any, in writing from the public in this regard with reasons, shall

be submitted to The Municipal Commissioner, Mira-Bhayandar Municipal Corporation, Late Indira

Gandhi Bhavan, Head Office, Second Floor, Chhatrapati Shivaji Maharaj Road, Station Road,

Bhayandar (West), District Thane 401 101, Mira-Bhayandar, within the period of 30 days from the

date of publication of the Notice in Maharashtra Goverment Gazette. Suggestions/objections received

by the Mira-Bhayandar Municipal Corporation, Bhayandar within the period of the 30 days from

the date of publication of this Notice in Maharashtra Government Gazette shall only be considered.
