भाारतााचे संवि�धाान.

क्रमांं�क बीसीीआर २०२१/प्र.क्र.३/ई(सीीआर).— भाारतााच्या संविि¦धाानााच्या अनुच्छेेद-३०९ च्या परंतुकाान्वये प्रदाान करण्यात आलेल्या

अधि�काारांं�चाा वापर करून आणिि” याबाबतीत केलेले सर्वव विि¦द्यमाान नि�यम, आदेश किं�ंवा संलेख अधि�क्रमि�त करुन, महााराष्ट्रााचे राज्यपाल,

याद्वाारे, महााराष्ट्र शासनााच्या, जलसंपदाा विि¦भाागाच्या प्रशासकीीय नि�यंंत्रणााखालील महााराष्ट्र विि¦द्युत अभि�यांं�त्रि�कीी सेवेतील मुख्य अभि�यंंताा

(विि¦द्युत), गट-अ या पदााच्या सेवाप्रवेशाचे विि¦नि�यमन करण्यासाठीी पुढीील नि�यम करीीत आहेत :—

१.  या नि�यमांं�स, जलसंपदाा विि¦भाागातील महााराष्ट्र विि¦द्युत अभि�यांं�त्रि�कीी सेवेतील, मुख्य अभि�यंंताा (विि¦द्युत), गट-अ या

पदााचे (सेवाप्रवेश) नि�यम, २०२५, असे म्हणाावे.

२.  या नि�यमाात, संदर्भाभाा�नुुसार दुसराा अर्थथ अपेक्षििȦत नसेेल तर,—

(क) “नि�युुक्ती प्राधि�काारी” याचाा अर्थथ, महााराष्ट्र विि¦द्युत अभि�यांं�त्रि�कीी सेवेतील, मुख्य अभि�यंंताा (विि¦द्युत), गट-अ या

पदाावर उमेदवााराची नि�युुक्ती करण्यासाठीी सक्षम प्राधि�काारी असणाारे मुख्यमंत्री, असा आहे;

(ख) “आयोग” याचाा अर्थथ, महााराष्ट्र लोकसेेवा आयोग, असा आहे;

(ग) “पदवीी” याचाा अर्थथ, विि¦द्युत अभि�यांं�त्रि�कीीमधीील सांं�विि¦धि�क विि¦द्यापीठाची पदवीी किं�ंवा शासनााने ति�च्याशी समतुुल्य

म्हणूून घोोषिि¨त केलेली अन्य कोणतीीही अर्हहताा, असा आहे;

(घ) “विि¦भााग” याचाा अर्थथ, महााराष्ट्र शासनााचाा जलसंपदाा विि¦भााग, असा आहे;

(ङ) “पदोन्नतीीसाठीी पात्रताा” याचाा अर्थथ, सामाान्य प्रशासन विि¦भाागाने, वेळोोवेळी, केलेले नि�यम, घेतलेेले नि�र्णणय किं�ंवा

कााढलेेले आदेश यांं�मध्ये पदोन्नतीीसाठीी विि¦नि�र्दि�िष्ट केलेल्या अटी व शर्तींनाा अनुसरून असलेेली पदोन्नतीीसाठीीची पात्रताा,

असा आहे;

(च) "शासन" याचाा अर्थथ, महााराष्ट्र शासन, असा आहे.

३.  महााराष्ट्र विि¦द्युत अभि�यांं�त्रि�कीी सेवेतील, मुख्य अभि�यंंताा (विि¦द्युत), गट-अ पदाावरील नि�युुक्ती, अधीक्षक अभि�यंंताा (विि¦द्युत),

गट-अ पद धाारण करणाऱ्या व्यक्तींमधूून ज्येष्ठतेेच्या आधाारे, पदोन्नतीीसाठीी पात्र असणााऱ्या आणिि” या पदाावर पाच वर्षांंɕपेक्षा कमीी नसेेल

इतकीी नि�यमि�त व अखंडिि’त सेवा असणााऱ्या आणिि” विि¦द्युत अभि�यांं�त्रि�कीीमधीील पदवीी धाारण केलेल्या योग्य व्यक्तीच्या पदोन्नतीीद्वाारे करण्यात

येईल :

परंतु, अधीक्षक अभि�यंंताा (विि¦द्युत), गट-अ पद धाारण करणारी आणिि” या पदाावर पाच वर्षांंɕपेक्षा कमीी नसेेल इतकीी नि�यमि�त व

अखंडिि’त सेवा असणाारी योग्य व्यक्ती उपलब्ध न झााल्यास, ज्येष्ठतेेच्या आधाारे, अधीक्षक अभि�यंंताा (विि¦द्युत), गट-अ पदाावर तीन

वर्षांंɕपेक्षा कमीी नसेेल इतकीी नि�यमि�त व अखंडिि’त सेवा असणााऱ्या योग्य व्यक्तीची मुख्य अभि�यंंताा (विि¦द्युत), गट-अ या पदाावर नि�युुक्ती

करण्यात येऊ शकेल.

४.  नि�यम ३ मध्ये नमूूद केलेल्या पदाावर पदोन्नतीीद्वाारे नि�युुक्त कराावयाची व्यक्ती, उक्त पदाावर पदोन्नतीी मि�ळण्यापूर्वी अगोदरच

मरााठीी भााषा व हिं�ंदी भााषा परीक्षा उत्तीीर्णण नसेेल किं�ंवा त्या परीक्षा उत्तीीर्णण होण्यापासून ति�लाा सूट देण्यात आलेली नसेेल तर, ती, शासनााने,

त्याबाबतीत, वेळोोवेळी, केलेल्या नि�यमांं�नुसार, नि�युुक्तीनंंतर मरााठीी भााषा व हिं�ंदी भााषा परीक्षा उत्तीीर्णण करीील.

५.  नि�यम ३ मध्ये नमूूद केलेल्या पदाावर पदोन्नतीीद्वाारे नि�युुक्त कराावयाच्या व्यक्तीने, उक्त पदाावर पदोन्नतीी मि�ळण्यापूर्वी संगणक

हातााळणीी प्रमााणपत्र धाारण केलेले नसेेल किं�ंवा असे प्रमााणपत्र धाारण करण्यापासून ति�लाा सूट देण्यात आली नसेेल तर, ती, शासनााने,

त्याबाबतीत, वेळोोवेळी, विि¦हि�त केलेले संगणक हातााळणीी प्रमााणपत्र धाारण करीील.

६.  नि�यम ३ मध्ये नमूूद केलेल्या पदाावर नि�युुक्त केलेल्या व्यक्तीची सेवाज्येष्ठताा सूची राज्य स्तराावर ठेवण्यात आल्यामुळे उक्त

व्यक्ती महााराष्ट्र राज्यात कोठेही बदलीीसाठीी पात्र असेल.

७.  कोोणत्याही शासकीीय कर्ममचााऱ्याच्या नि�युुक्तीनंंतर, शासनााने, वेळोोवेळी, नि�र्गगमि�त केलेले कोणतेेही नि�यम, कााढलेेले आदेश

किं�ंवा नि�र्णणय यांं�मध्ये शासनााने विि¦नि�र्दि�िष्ट केलेल्या अटी व शर्ती नि�यम ३ मध्ये नमूूद केलेल्या पदाावर नि�युुक्त केलेल्या शासकीीय कर्ममचााऱ्यास

लागू असतीील.

NOTIFICATION

Constitution of India.

No.BCR 2021/C.R.3/E(CR) .— In exercise of the powers conferred by the proviso to article 309 of

the Constitution of India, and in supersession of all the existing rules, orders or instruments issued

in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating

the recruitment to the post of the Chief Engineer (Electrical), Group -A in the Maharashtra Service

of Electrical Engineers, under the administrative control of Water Resources Department of the

Government of Maharashtra, namely :—

1.  These rules may be called the Chief Engineer (Electrical), Group- A in the Maharashtra

Services of Electrical Engineers, in the Water Resources Department ( Recruitment) Rules, 2025.

2.  In these rules, unless the context requires otherwise,—

(a)  “Appointing Authority” means the Chief Minister, who is competent to appoint a

candidate to the post of Chief Engineer (Electrical) Group-A, in the Maharashtra Service’s

of Electrical Engineers in the Government Service;

(b)  “Commission” means the Maharashtra Public Service Commission;

(c)  “Degree” means a degree of a statutory University in the Electrical Engineering or

any other qualification declared by the Government to be equivalent thereto;

(d)  “Department’’ means the Water Resources Department of the Government of

Maharashtra;

(e)  “Eligibility for Promotion’’ means the eligibility for promotion in accordance with

the terms and conditions specified in rules, resolutions or orders issued by the General

Administrative Department, from time to time ;

(f)  “Government” means the Government of Maharashtra.

3.  Appointment to the post of Chief Engineer (Electrical), Group-A, shall be made by promotion

of a suitable person having eligibility for promotion, on the basis of seniority, from amongst the persons

holding the post of Superintending Engineer (Electrical), Group-A in the Maharashtra Service’s of

Electrical Engineers, having not less than five years of regular and continuous service on that post

and possessing a degree in Electrical Engineering:

Provided that, where a suitable person holding the post of Superintending Engineer (Electrical),

Group-A having not less than five years of regular and continuous service on the post is not available,

then a suitable person on the basis of seniority having not less than three years of regular and

continuous service on the post of Superintendent of Engineers (Electrical) may be appointed to the

post of the Chief Engineer (Electrical), Group- A.

4.  A person to be appointed to post mentioned in rule 3 by promotion shall pass the Marathi

and Hindi languages examinations as per the rules made in that behalf by the Government, from

time to time, unless he has already passed or has been exempted from passing those examinations

before getting promoted to the said post.

5.  A person to be appointed to the post mentioned in rule 3 by promotion shall possess Certificate

of Computer Operation prescribed by rules or orders issued in that behalf by the Government, from

time to time, unless he has been exempted therefrom, before getting promoted to the said post.

6.  A person to be appointed to the post mentioned in rule 3 shall be liable to be transferred

anywhere in the State of Maharashtra, as the seniority list of the said post is maintained at the

State level.

7.  The terms and conditions specified by the Government, subsequent to the appointment of

any Government Servant in any rules, orders or resolutions issued by the Government, from time to

time, shall also be applicable to the Government Servant appointed to the post mentioned in rule 3.
