क्रमांं�क एसपीीबी-२०२१/प्र.क्र.०९(भााग-३)/सांं�.काा.१.— भाारतााच्या संविि¦धाानााच्या अनुच्छेेद-३०९ च्या परंंतुकाान्वये प्रदाान

करण्यात आलेल्या अधि�काारांं�चाा वापर करून, आणिि” याबाबतीत यापूर्वी कााढलेले सर्वव नि�यम, आदेश व संलेख यां�चेे अधि�क्रमण करून,

महााराष्ट्रााचे राज्यपाल, याद्वाारे, महााराष्ट्र शासनााच्या पर्यटन

व सांं�स्कृति�क काार्यय विि¦भाागाच्या प्रशासकीय नि�यंंत्रणााखालील रंगभूमी परि�नि�रीीक्षण

मंडळााच्या काार्या�लयातील सचि�व, गट-ब (राजपत्रि�त) या पदााच्या सेवाप्रवेशाचे विि¦नि�यमन करण्यासाठीी पुढील नि�यम करीीत आहेत :-

१. संक्षि�प्त नााव व प्रारंभ :-

(१) या नि�यमांं�स, पर्यटन

व सांं�स्कृति�क काार्यय विि¦भाागाच्या प्रशासकीय नि�यंंत्रणााखालील रंगभूमी परि�नि�रीीक्षण मंडळााच्या

काार्या�लयातील सचि�व, गट-ब (राजपत्रि�त) या पदााचे (सेवाप्रवेश) नि�यम, २०२५ असे म्हणाावे.

(२) हे नि�यम महाारााष्ट्र शाासनाच्या रााजपत्रात प्रसि�द्ध झााल्याच्या दि�नांं�काापासून अंमलाात येतील.

२. व्याख्या :- या नि�यमाात संदर्भाभाा�नुुसार दुसरा अर्थथ आवश्यक नसेेल तर,-

(क) “नि�युुक्तीी प्राधि�काारी” याचाा अर्थथ, मंडळााच्या काार्या�लयातील सचि�व, गट-ब (राजपत्रि�त) या पदाावर उमेदवााराची

नि�युुक्तीी करण्यासाठीी सक्षम प्राधि�काारी असणारे विि¦भाागाचे मंत्री, असा आहे;

(ख) “मंडळ” याचाा अर्थथ, पर्यटन

व सांं�स्कृति�क काार्यय विि¦भाागाच्या प्रशासकीय नि�यंंत्रणााखालील रंगभूमी परि�नि�रीीक्षण मंडळ,

असा आहे;

(ग) "शासन" याचाा अर्थथ, महााराष्ट्र शासन, असा आहे;

(घ) “पदोोन्नतीीची पात्रताा” याचाा अर्थथ, सामाान्य प्रशासन विि¦भाागाने वेळोवेळी केलेले नि�यम, कााढलेले शासन नि�र्णणय किं�ंवा

आदेश यांं�मध्ये पदोोन्नतीीसाठीी विि¦नि�र्दि�िष्ट केलेल्या अटी व शर्तींनुसार असलेली पदोोन्नतीीची पात्रताा, असा आहे;

३. नि�युुक्तीीची पद्धत पुढीलप्रमााणे असेल :-

(क) पदोोन्नतीीद्वाारे.-

मंडळााच्या काार्या�लयातील सचि�व, गट-ब (राजपत्रि�त) पदाावरील नि�युुक्तीी, उक्त काार्या�लयातील अधीक्षक, गट क पद धाारण

करणाऱ्या व्यक्तींंमधूून ज्येष्ठतेेच्या आधाारे, पदोोन्नतीीसाठीी पात्र असणाऱ्या आणिि” या पदाावर तीन वर्षांंɕपेक्षा कमीी नसेेल इतकीी नि�यमि�त

व अखंडि�त सेवा असणाऱ्या योग्य व्यक्तीीची पदोोन्नतीी करण्यात येईल; किं�ंवा

(ख) प्रति�नि�युुक्तीीद्वाारे.-

जर अधीक्षक, गट क पद धाारण करणाऱ्या व्यक्तींंमधूून पदोोन्नतीीसाठीी पात्र आणिि” योग्य उमेदवाार उपलब्ध झााला नााही तर

अशावेळी प्रति�नि�युुक्तीीद्वाारे इतर विि¦भाागाकडूून समतुुल्य पद धाारण करणाऱ्या व्यक्तींंमधूून योग्य व्यक्तीीची प्रति�नि�युुक्तीीवर बदलीी

करण्यात येईल.

परंंतु, सामाान्य प्रशासन विि¦भाागाद्वाारे योजलेल्या प्रति�नि�युुक्तीी धोरणामधीील विि¦हि�त अटी व शर्तींचे पालन करून प्रति�नि�युुक्तीीद्वाारे

नि�युुक्तीी केली जाईल.

४. हिं�ंदी आणिि” मरााठीी भााषाा परीीक्षा :- नि�यम ३ मध्ये नमूूद केलेल्या पदाावर पदोोन्नतीीद्वाारे नि�युुक्त कराावयाची व्यक्तीी, उक्त पदाावर

पदोोन्नतीी मि�ळण्यापूर्वी अगोदरच मरााठीी भााषाा व हिं�ंदी भााषाा परीीक्षा उत्तीीर्णण नसेेल किं�ंवा त्या परीीक्षा उत्तीीर्णण होण्यापासून ति�लाा सूट देण्यात

आलेली नसेेल तर, ती, शासनााने, त्याबाबतीत वेळोवेळी केलेल्या नि�यमांं�नुसार, नि�युुक्तीीनंंतर मरााठीी व हिं�ंदी भााषाा परीीक्षा उत्तीीर्णण करीील.

५. संगणक हातााळणीी प्रमााणपत्र :-

नि�यम ३ मध्ये नमूूद केलेल्या पदाावर पदोोन्नतीीद्वाारे नि�युुक्त कराावयाच्या व्यक्तीीने, उक्त पदाावर पदोोन्नतीी मि�ळण्यापूर्वी संगणक

हातााळणीी प्रमााणपत्र धाारण केलेले नसेेल किं�ंवा असे प्रमााणपत्र धाारण करण्यापासून ति�लाा सूट देण्यात आली नसेेल तर, ती, शासनााने,

त्याबाबतीत वेळोवेळी केलेल्या नि�यमांं�नुसार किं�ंवा कााढलेल्या आदेशानुसार विि¦हि�त केलेले संगणक हातााळणीी प्रमााणपत्र, धाारण करीील.

६. इतर आदेश/नि�यम लागू होणे:-

कोणत्याही शासकीय कर्ममचााऱ्याच्या नि�युुक्तीीपूर्वी किं�ंवा त्यानंंतर, शासनााने याबाबतीत वेळोवेळी केलेले कोणतेेही नि�यम, आदेश

किं�ंवा नि�र्णणय यांं�मध्ये शासनााने विि¦नि�र्दि�िष्ट केलेल्या अटी व शर्ती देखील अशा शासकीय कर्ममचााऱ्यास लागू असतील.

NOTIFICATION

Constitution of India.

No.SPB-2021/CR-09(Part-3)/Sanka-1.—In exercise of the powers conferred by the proviso to

article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments

made in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules

regulating recruitment to the post of Secretary, Group B (Gazetted), in the office of Stage Performance

Scrutiny Board under the administrative control of the Tourism and Cultural Affairs Department of

Government of Maharashtra, namely:-

1. Short title and commencement.-

(1) These rules may be called the Secretary, Group B (Gazetted) in the office of Stage

Performance Scrutiny Board, under the administrative control of the Tourism and Cultural

Affairs Department (Recruitment) Rules, 2025.

(2) These rules shall come into force on the date of publication of these rules in the

Maharashtra Official Gazette.

2. Definitions.- In these rules unless the context requires otherwise,-

(a) “Appointing Authority” means the Minister of the Department who shall be the

competent to appoint a candidate on the post of Secretary, Group B (Gazetted) in the office of

Board;

(b) “Board” means Stage Performance Scrutiny Board under the administrative control of

the Tourism and Cultural Affairs Department of the Government of Maharashtra;

(d) “Eligibility for promotion” means the eligibility for promotion in accordance with

the terms and conditions specified in the rules, resolutions or orders, issued by the General

Administration Department of the Government, from time to time.

3. Mode of appointment.-

(a) by Promotion.-

Appointment to the post of the Secretary, Group B (Gazetted) in the office of the Board

shall be made by promotion of a suitable person having eligibility for promotion, on the basis

of seniority, from amongst the persons holding the post of Superintendent, Group C in the said

office and having not less than three years regular and continuous service on the said post; or

(b) by Deputation.-

If eligible and suitable candidate for promotion from amongst the post of Superintendent,

Group C is not available then, by transfer on deputation of a suitable person from amongst the

persons holding the equivalent post from other Department by deputation.

Provided that, the appointment by deputation shall be made by adhering to the terms

and conditions as prescribed in the deputation policy framed by the General Administration

Department.

4. Hindi and Marathi Languages Examinations.-

A person to be appointed to the post mentioned in rule 3 by promotion shall pass the Marathi

and Hindi languages examinations as per the rules made in that behalf by the Government, from

time to time, unless he has already passed or has been exempted from passing those examinations,

before getting promoted to the said post.

5. Certificate in Computer Operations.-

A person to be appointed to the post mentioned in rule 3 by promotion shall possess a Certificate

of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from

time to time, unless he already possesses such Certificate or has been exempted therefrom, before

getting promoted to the said post.

6. Applicability of other Orders/ Rules.-

The terms and conditions specified by the Government, in any rules, order or resolutions issued

in this behalf by the Government, from time to time before or subsequent to appointment of any

Government Servant, shall also be applicable to Government Servant.
