क्रमांं�क मबााआ-२०२२/प्र.क्र.६१/का-७.—भाारतााच्या संवि�धाानाच्या अनुुच्छेेद ३०९ च्या परंतुुकान्वयेे प्रदान करण्यात आलेल्या

अधि�काारांं�चाा वापर करून आणिि” त्याबाबतीत करण्यात आलेले सर्व वि�द्यमान नि�यम, आदेश व अनुदेेश अधि�क्रमीत करून महााराष्ट्रााचे

राज्यपाल याद्वाारे, महााराष्ट्र शाासनाच्या महि�लाा व बाल वि�काास वि�भाागाच्या प्रशाासकीय नि�यंत्रणााखाालील महि�लाा व बाल वि�काास

आयुुक्ताालयाच्या अधि�पत्याखाालील संरक्षण अधि�काारीीी, गट-ब (अराजपत्रि�त) व संरक्षण अधि�काारीीी (कनि�ष्ठ), गट-क मधीील

पदां�चेे सेवाप्रवेशााचे वि�नि�यमन करणारे पुुढीील नवीीन नि�यम तयाार करीत आहेत :—

१. या नि�यमांं�ना, महि�लाा व बाल वि�काास आयुुक्ताालयाच्या अधि�पत्याखाालील संरक्षण अधि�काारीीी, गट-ब (अराजपत्रि�त)

व संरक्षण अधि�काारीीी (कनि�ष्ठ), गट-क या पदां�चेे सेवाप्रवेश नि�यम, २०२५ असे म्हणाावे. सदर नि�यम शासन राजपत्र प्रसि�ध्द

झााल्याच्या दि—नां�काापासून अंमलाात येतील.

२. या नि�यमांं�मध्ये, संदर्भाभाा�नुसाार दुुसरा अर्थथ अपेक्षििȦत नसेल तर,—

(क) “नि�युुक्तीीी प्राधि�काारीीी” यांं�चाा अर्थथ आयुुक्त, महि�लाा व बाल वि�काास असा आहे.

(ख) “आयुक्तालय” याचाा अर्थथ महि�लाा व बाल वि�काास वि�भाागाच्या अधि�पत्याखाालील महि�लाा व बाल वि�काास आयुुक्ताालय

असा आहे.

(ग) “पदवीीी” याचाा अर्थथ, संवि�धाानि�क वि�द्याापीठााची कोणत्याही शााखेतील पदवीी किं�ंवा शाासनाने त्याच्याशी समतुुल्य म्हणूून

घोोषिि¨त केलेली अन्य कोणतीीही अर्हहताा असा आहे.

(घ) “वि�भााग” याचाा अर्थथ भाारतीय संवि�धाानाच्या अनुुच्छेेद-१६६ अन्वयेे बनवि�लेेल्या महााराष्ट्र शाासन कार्ययनि�यमावलीीच्या

पहि�ल्या अनुसूूचीमध्ये वि�नि�र्दिदि—िष्ट केलेला महि�लाा व बाल वि�काास वि�भााग असा आहे.

(ड) “पदोन्नतीीसाठीीी पात्रता” याचाा अर्थथ, सामान्य प्रशाासन वि�भाागाने वेळोोवेळी नि�र्गगमि�त केलेल्या नि�यम, शाासन नि�र्णणय

किं�ंवा आदेशााव्दारे पदोन्नतीसाठी वि�हि�त केलेल्या अटी व शर्तीं नुसाार पात्रताा असा आहे.

(च) “शासन” याचाा अर्थथ महााराष्ट्र शाासन असा आहे.

(छ) “नि�वड समि�तीीी” याचाा अर्थथ संरक्षण अधि�काारी (कनि�ष्ठ) (गट क) या पदां�वरील सरळसेेवा भरती करीताा

उमेदवाारांं�च्या नि�वडीीच्या प्रयोजनार्थथ महि�लाा व बाल वि�काास वि�भाागाने वेळोोवेळी गठीत करण्यात आलेली समि�तीी असा आहे.

३. संरक्षण अधि�काारीीी, गट-ब (अराजपत्रि�त)

आयुुक्ताालयातील संरक्षण अधि�काारी, गट-ब (अराजपत्रि�त) या पदावरीील नि�युुक्ती ही आयुुक्ताालयातील संरक्षण अधि�काारी

(कनि�ष्ठ), गट-क हे पद धाारण करणाऱ्या व या पदावर तीन वर्षा�पेक्षा कमी नसेल इतकीी नि�यमि�त सेवा करणाऱ्या व्यक्तींमधूून ज्येष्ठतेेनुसाार

पदोन्नतीसाठी पात्रताा धाारण करणाऱ्या सुयोोग्य व्यक्तीच्या पदोन्नतीव्दारे नि�युुक्ती प्राधि�कााऱ्याच्या मान्यतेने करण्यात येईल.

४. संरक्षण अधि�काारीीी (कनि�ष्ठ) (गट-क)

आयुुक्ताालयातील संरक्षण अधि�काारी (कनि�ष्ठ) (गट-क) या पदावरीील नि�युुक्ती ही नि�वड समि�तीीव्दारे घेण्यात येणाऱ्या स्पधाा�त्मक

परीक्षेच्या नि�कालाच्या आधाारे शि�फाारस करण्यात आलेल्या उमेदवाारां�मधू

ून खाालील नि�कषां�चीी पूर्तताा करण्याऱ्या उमेदवााराची नामनि�र्देशनााने,

नि�युुक्ती प्राधि�कााऱ्यांं�च्या मान्यतेने करण्यात येईल.

(क) वयोमर्या�दा—

(१) कि�माान वयोोमर्या�दा- सदर पद भरतीच्या जाहि�राातीत नमूद केलेल्या अर्जज स्वीीकृतीच्या अंति�म दि—नां�काास अठराा

वर्षष पूर्णण असावे.

(२) कमाल वयोोमर्या�दा- सदर पद भरतीच्या जाहि�राातीत नमूद केलेल्या अर्जज स्वीीकृतीच्या अंति�म दि—नां�काास अमागास

प्रवर्गा�तीील व्यक्तीचे वय अडतीस वर्षष पूर्णण व मागास प्रवर्गा�तीील व्यक्तींचे वय ४३ वर्षष पूर्णण पेक्षा अधि�क नसावे.

(ख) शैक्षणि�क अर्हहता- कोणत्याही वि�षयाातील पदवीी धाारण करणारी व्यक्ती.

५. नि�यम ४ येथेे नमूद केलेल्या पदावर नामनि�र्देशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीने नि�यमानुसाार “वि�भाागीय परीक्षा” ३ संधीत

उत्तीीर्णण व्हाावे लागेल किं�ंवा प्रचलि�त

नि�यमानुसाार “वि�भाागीय परीक्षा” उत्तीीर्णण होण्यापासून सूट मि�ळणेे आवश्यक राहील, अन्यथाा वि�हि�त

मुुदतीनंतर वि�भाागीय परीक्षा उत्तीीर्णण होईपर्यंत वार्षिि¨िक वेतनवाढ अनुुज्ञेेय राहणाार नाही. तसेेच वरि�ष्ठ पदावर पदोन्नती अनुुज्ञेेय राहणाार नाही.

६. नि�यम ४ येथेे नमूद पदावर नामनि�र्देशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीने हिं�ंदी भााषा परीक्षा व मरााठी भााषा परीक्षा या दोन्ही

परीक्षांं�संदर्भाभाा�त शाासनाने वेळोोवेळी केलेल्या नि�यमांं�नुुसार सदर दोन्ही भााषा परीक्षा उत्तीीर्णण केली असणे, अथवाा या दोन्ही भााषा परीक्षा उत्तीीर्णण

होण्यापासून सूट मि�ळवि�लेेली असणे आवश्यक राहील किं�ंवा सदर दोन भााषा परीक्षा नि�युुक्तीपूवीी उत्तीीर्णण केलेल्या नसतील तर, दोन्ही भााषा

परीक्षा नि�यमात नमूद केलेल्या वि�हि�त मुुदतीत सदर दोन्ही भााषा परीक्षा उत्तीीर्णण होणे आवश्यक राहील अन्यथाा वि�हि�त मुुदतीनंतर परीक्षा

उत्तीीर्णण होईपर्यंत वार्षिि¨िक वेतनवाढ अनुुज्ञेेय राहणाार नाही. तसेेच वरि�ष्ठ पदावर पदोन्नती अनुुज्ञेेय राहणाार नाही.

७. नि�यम ४ येथेे नमूद पदावर नामनि�र्देशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीने संगणक अर्हहताा प्रमाणपत्राासंदर्भाभाा�त शाासनाने वेळोोवेळी

केलेल्या नि�यमांं�नुुसार, संगणक अर्हहताा प्रमाणपत्र धाारण करणे अथवाा सदर प्रमाणपत्र धाारण करण्यापासून सूट मि�ळवि�लेेली असणे आवश्यक

राहील, संगणक अर्हहताा प्रमाणपत्र धाारण केलेले नसल्यास, याबाबतच्या नि�यमात नमूद केलेल्या वि�हि�त मुुदतीत सदर प्रमाणपत्र धाारण करणे

आवश्यक राहील. अन्यथाा संगणक प्रमाणपत्र धाारण करेपर्यंत वार्षिि¨िक वेतनवाढ अनुुज्ञेेय राहणाार नाही. तसेेच वरि�ष्ठ पदावर पदोन्नती

अनुुज्ञेेय राहणाार नाही.

८. लहान कुटुंȾबाचे प्रतिति•ज्ञाापन—

(एक) नि�यम ४ येथीील पदावर नामनि�र्देशनााद्वाारे नि�युुक्त होणाऱ्या व्यक्तीने महााराष्ट्र नागरी सेवा (लहाान कुटुंȾबाचे प्रति�ज्ञाापन)

नि�यम, २००५ मधीील तरतुुदीनुसाार व त्याबाबत वेळोोवेळी करण्यात येणाऱ्या नि�यमांं�नुुसार नि�युुक्तीच्या वेळी लहाान कुटुंȾबाचे प्रति�ज्ञाापन

सादर करणे आवश्यक राहील.

(दोन) लहाान कुटुंȾबाचे प्रति�ज्ञाापनामध्ये जर अपत्यसंख्या दोनपेक्षा अधि�क असल्याचे नमूद केल्याचे नि�दर्शनाास आल्यास,

संबंधि�त उमेदवाार शाासकीय नि�युुक्तीसाठी अपात्र राहील.

(तीन) एखााद्या व्यक्तीची शाासकीय सेवेत नि�युुक्ती झााल्यानंतर, जर नि�युुक्तीच्या वेळी किं�ंवा त्यानंतर त्याला दोनपेक्षा जास्त

अपत्ये असल्याचे सि�द्ध झााले, तर ती व्यक्ती शाासन सेवेकरि�ताा अनर्हह राहील.

९. नि�यम ३ व ४ मध्ये नमूद केलेल्या पदावर पदोन्नतीने किं�ंवा नामनि�र्देशनााने नि�युुक्त झाालेला व्यक्ती महााराष्ट्र राज्यात कोठेही

बदलीसाठी पात्र असेल.

१०. नि�यम ३ व ४ मध्ये नमूद केलेल्या पदावर पदोन्नतीने किं�ंवा नामनि�र्देशनााने नि�युुक्त झाालेल्या व्यक्तीने शाासकीय सेवेतील

नि�युुक्तीसाठी या नि�यमांं�द्वाारे वि�हि�त करण्यात आलेल्या अटी व शर्तींची पूर्तताा करणे आवश्यक आहे. सदर नि�यमांं�नुुसार शाासकीय सेवेत

नि�युुक्ती झााल्यानंतर संबंधि�त शाासकीय कर्ममचााऱ्यास, शाासकीय सेवेच्या कालावधीीत, महााराष्ट्र नागरी सेवा नि�यम, तसेेच सेवावि�षयक

बाबींसंदर्भाभाा�त राज्य शाासनाने वेळोोवेळी अधि�नि�यम/ अधि�सूूचनाा/शाासन नि�र्णणय/ शाासन आदेशााद्वाारे नि�र्गगमि�त केलेले अन्य नि�यम लागू राहतीील.

NOTIFICATION

Constitution of India.

No.MBA-2022/C.R.61/D-VII.—In exercise of the powers conferred by the proviso to article 309 of

the Constitution of India, and in supersession of all the existing rules, orders or instruments made

in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating

recruitment to the post of Protection Officer Group-B (Non-Gazetted) and Protection Officer (Junior),

Group-C, under the administrative control of the Women and Child Development Department of

Government of Maharashtra, namely :—

1. These rules may be called the Protection Officer, Group-B (Non Gazetted) and Protection

Officer (Junior), Group-C under the administrative control of the Women and Child Development

Department (Recruitment) Rules, 2025.

2. In these rules, unless the context requires otherwise :—

(a) “Appointing Authority” means the Commissioner, Women and Child Development;

(b) “Commissionerate” means the Commissionerate of Women and Child Development,

under the administrative control of Women and Child Development Department of the

Government of Maharashtra;

declare by the Government to be equivalent thereto;

(d) “Department” means the Department of Women and Child Development Department

of the Government of Maharashtra;

(e) “Eligibility for promotion” means the eligibility for promotion in accordance with

the terms and conditions specified in the rules, resolutions or order issued by the General

Administrative Department of the Government, from time to time;

(f) “Government” means the Government of Maharashtra;

(g) “Selection Committee” means the Committee constituted by the Women and Child

Development Department, from time to time, for the purpose of selection of candidates for direct

recruitment to the post of the Protection Officer (Junior) (Group-C) in the Commissionerate.

3. Protection Officer, Group-B (Non-Gazetted)

Appointment to the Post of Protection Officer (Group B) (Non-Gazetted) under the

Commissionerate shall be made by promotion of a suitable person having eligibility for promotion

on the basis of seniority from amongst the persons holding the post of Protection Officer (Junior)

(Group-C) in the said office and having not less than three years regular and continuous service on

the said post.

4. Protection Officer (Junior) (Group-C)

Appointment to the post of Protection Officer (Junior) (Group-C) under the Commissionerate,

shall be made by Nomination from amongst the Candidates recommended by the selection committee

on the basis of result of Competitive Examination conducted by the Selection Committee, who fulfils

the following criteria, namely :—

(I) Age Limit—

(a) Lower Age Limit—Eighteen years of age should be completed on the last date of

receipt of applications as per the advertisement for recruitment to the said post.

(b) Upper Age Limit—Thirty-eight years of age completed for the persons not belonging

to reserved categories and forty-three years of age for the persons belonging to reserved

categories as on the last date of receipt of applications as per advertisement for recruitment

to the said post.

(II) Minimum Educational Qualification — A person holding a degree.

5. A person appointed to the post mentioned in rule 4 by nomination, shall be required to pass

the prescribed Departmental Examination for the post, within the three attempts, unless he has been

exempted from passing that examination. If such person does not pass the prescribed Departmental

Examination within the prescribed time limits, then he shall not be eligible for annual increment or

for the promotion, until the person passes the said examination or has been exempted from passing

the Examination.

6. A person appointed to the mentioned in rule 4 by nomination shall pass the Marathi and

Hindi Languages examinations as per the rules made in that behalf by the Government, from time

to time, within the prescribed time limit after appointment, unless he has already passed the said

examinations or he has been exempted from passing those examinations. He shall not be eligible for

annual increment or promotion to the next promotional post until he passed those examinations.

7. A person appointed to the post mentioned in rule 4 by nomination shall possess a Certificate

of Computers Operations prescribed by Government, from time to time, within the prescribed time

limit after appointment, unless he has been exempted from possessing such Certificate, otherwise

he shall not be eligible for annual increment or promotion to the next promotional post until he

possesses such certificate.

8. Affidavit of small family—

(1) A person recommended for appointment by nomination to the post mentioned in rules

4 shall submit a declaration of Small Family as per the provision of the Maharashtra Civil

Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments

issued in this behalf by the Government, from time to time.

(2) A person having more than two children on the date of submission of Declaration of

small family shall be disqualified for the appointment in Government Service.

(3) After appointment of a person in the Government Service, if it is proved that he has

more than two children at the time of appointment or thereafter, then he shall be disqualified

for continuing on the said post in the Government Service.

9. A person appointed by nomination or promotion on the post mentioned in rules 3 and 4 shall

be liable to be transferred anywhere in the State of Maharashtra.

10. The terms and condition specified by the Government, in any rules, or resolution issued by

Government from time to time, before or subsequent to the appointment of any Government Servant

shall also be applicable to the person appointed on the post mentioned in rules 3 and 4.
