काार्या�लयातील अधीक्षक, गट-ब (अराजपत्रि�त), प्रमुख लि�पि�क‍‍ आणिि” वरि�ष्ठ लि�पि�क, गट-क (सेवाप्रवेश) नि�यम, २०१८ अधि�क्रमि�त

करून महााराष्ट्राचे राज्यपाल, याद्वाारे, महााराष्ट्र शासनााच्या, विि¦धि� व न्याय विि¦भाागाच्या प्रशासकीय नि�यंंत्रणााखाालील नि�बंंधक भाागीदाारी

संस्थाा, मुं�बई आणिि” त्यां�चीी विि¦भाागीय काार्या�लये यामधीील अधीक्षक, गट-ब (अराजपत्रि�त), प्रमुख लि�पि�क‍‍ आणिि” वरि�ष्ठ लि�पि�क, गट-क

या पदांं�च्या सेवाप्रवेशाचे विि¦नि�यमन करण्यासाठी याद्वाारे पुढीील नवीीन नि�यम करीीत आहेत, ते असे :—

१. संक्षििȦप्त नाव—या नि�यमांं�ना, नि�बंंधक भाागीदाारी संस्थाा, महााराष्ट्र राज्य, मुं�बई आणिि” त्यां�चीी विि¦भाागीय काार्या�लये यामधीील

अधीक्षक, गट-ब (अराजपत्रि�त), प्रमुख लि�पि�क‍‍ आणिि” वरि�ष्ठ लि�पि�क, गट-क “ सेवाप्रवेश नि�यम, २०२५” असे संबोधण्यात यावे.

२. व्याख्या—या नि�यमांं�त, संदर्भाभाा�नुुसार दुसरा अर्थथ अभि�प्रेेत नसेेल तर,—

(क) “नि�युुक्ती प्राधि�काारी” याचाा अर्थथ, नि�बंंधक भाागीदाारी संस्थाा, महााराष्ट्र राज्य, मुं�बई जे अधीक्षक, प्रमुख लि�पि�क‍‍ आणिि”

वरि�ष्ठ लि�पि�क पदांं�वर उमेदवााराची नि�युुक्ती करण्यासाठी सक्षम आहेत असा प्राधि�काारी असा आहे;

(ख) “विि¦भााग” याचाा अर्थथ, महााराष्ट्र शासनााचाा विि¦धि� व न्याय विि¦भााग असा आहे;

(ग) “विि¦भाागीय काार्या�लये” याचाा अर्थथ, नि�बंंधक भाागीदाारी संस्थाा, महााराष्ट्र राज्य, मुं�बई यांं�च्या अधि�पत्याखाालील काार्या�लये

असा आहे;

(घ) “पदोोन्नतीीसाठीची पात्रताा” याचाा अर्थथ, शासनााच्या सामाान्य प्रशासन विि¦भाागाने वेळोोवेळी यासंदर्भाभाा�त नि�र्गगमि�त केलेले

नि�यम, शासन नि�र्णणय किं�ंवा आदेशाव्दाारे पदोोन्नतीीसाठी विि¦हि�त केलेल्या अटी व शर्तीनुसार पदोोन्नतीीसाठीची पात्रताा असा आहे ;

(ङ) “शासन” याचाा अर्थथ, महााराष्ट्र शासन असा आहे ;

(च) “नि�बंंधक” याचाा अर्थथ, भाारतीय भाागीदाारी अधि�नि�यम, १९३२ (१९३२ चाा ९) मधीील कलम ५७ च्या उपकलम (१)

अन्वये नि�युुक्त करण्यात आलेले नि�बंंधक, भाागीदाारी संस्थाा असा आहे.

३. “अधीक्षक” गट-ब (अराजपत्रि�त), या पदाावरील नि�युुक्ती नि�बंंधक भाागीदाारी संस्थाा काार्या�लयातील प्रमुख लि�पि�क हे पद

धाारण करणाऱ्या व सदर पदाावर तीन वर्षांंɕहून कमीी नसेेल इतकीी सलग नि�यमि�त सेवा झाालेल्या आणिि” पदोोन्नतीीसाठीच्या पात्रतेेचे नि�कष

पूर्णण करणाऱ्या योग्य व्यक्तींमधूून सेवाज्येष्ठतेनुसार पदोोन्नतीीने करण्यात येईल.

४. “प्रमुख लि�पि�क”, या पदाावरील नि�युुक्ती नि�बंंधक भाागीदाारी संस्थाा काार्या�लयातील वरि�ष्ठ लि�पि�क हे पद धाारण करणाऱ्या व

सदर पदाावर तीन वर्षांंɕहून कमीी नसेेल इतकीी सलग नि�यमि�त सेवा झाालेल्या आणिि” पदोोन्नतीीसाठीच्या पात्रतेेचे नि�कष

पूर्णण करणाऱ्या योग्य

व्यक्तींमधूून सेवाज्येष्ठतेनुसार पदोोन्नतीीने करण्यात येईल.

५. “वरि�ष्ठ लि�पि�क”, या पदाावरील नि�युुक्ती नि�बंंधक भाागीदाारी संस्थाा काार्या�लयातील लि�पि�क-टंकलेेखक हे पद धाारण करणाऱ्या

व सदर पदाावर तीन वर्षांंɕहून कमीी नसेेल इतकीी सलग नि�यमि�त सेवा झाालेल्या आणिि” पदोोन्नतीीसाठीच्या पात्रतेेचे नि�कष

पूर्णण करणाऱ्या योग्य

व्यक्तींमधूून सेवाज्येष्ठतेनुसार पदोोन्नतीीने करण्यात येईल.

६. नि�यम ३, ४ व ५ मध्ये नमूूद केलेल्या पदांं�वरील नि�युुक्ती, नि�युुक्ती प्राधि�कााऱ्याच्या माान्यतेने करण्यात येईल.

७. नि�यम ३, ४ व ५ मध्ये नमूूद केलेल्या पदांं�वर पदोोन्नतीीने नि�युुक्ती करण्यात येणाऱ्या व्यक्तीने उक्त पदाावर पदोोन्नतीी देण्यापूर्वी,

अगोदरच मरााठी भााषाा व हिं�ंदी भााषाा परीीक्षा उत्तीीर्णण नसेेल किं�ंवा त्या परीीक्षा उत्तीीर्णण होण्यापासून ति�लाा सूट देण्यात आलेली नसेेल तर, ती,

शासनााने, त्याबाबतीत वेळोोवेळी केलेल्या नि�यमांं�नुसार, मरााठी भााषाा व हिं�ंदी भााषाा परीीक्षा उत्तीीर्णण करीील. अन्यथाा नि�यम ३, ४ व ५ मध्ये

नमूूद केलेल्या पदांं�वर पदोोन्नतीी अनुज्ञेेय असणार नााही.

८. नि�यम ३, ४ व ५ मध्ये नमूूद केलेल्या पदांं�वर पदोोन्नतीीने नि�युुक्ती करण्यात येणाऱ्या व्यक्तीने उक्त पदाावर पदोोन्नतीी देण्यापूर्वी,

अगोदरच संगणक हातााळणीी प्रमााणपत्र धाारण केलेले नसेेल किं�ंवा असे प्रमााणपत्र धाारण करण्यापासून ति�लाा सूट देण्यात आलेली नसेेल

तर, ती, शासनााने, त्याबाबतीत वेळोोवेळी केलेल्या नि�यमांं�नुसार किं�ंवा कााढलेेल्या आदेशां�नुुसार विि¦हि�त केलेले संगणक हातााळणीी प्रमााणपत्र

धाारण करीील. अन्यथाा नि�यम ३, ४ व ५ मध्ये नमूूद केलेल्या पदांं�वर पदोोन्नतीी अनुज्ञेेय असणार नााही.

९. नि�यम ३, ४ व ५ मध्ये नमूूद केलेल्या पदांं�वर नि�युुक्त केलेल्या व्यक्तींची सेवाज्येष्ठताा यादी राज्यस्तरावर ठेवण्यात येईल

आणिि” अशा व्यक्ती, महााराष्ट्र राज्यात कोठेही बदलीीसाठी पात्र असतील.

१०. शासकीय कर्ममचााऱ्यांं�च्या नि�युुक्तीनंंतर, शासनााने, वेळोोवेळी नि�र्गगमि�त केलेले नि�यम, आदेश किं�ंवा शासन नि�र्णणयामध्ये

शासनााने विि¦नि�र्दि�िष्ट केलेल्या अटी, शर्ती देखील शासकीय कर्ममचााऱ्यास लागू राहतीील.

NOTIFICATION

Constitution of India.

No. IPA-2116/251/C.R.65/Desk-1.—In exercise of the powers conferred by the proviso to article

309 of the Constitution of India and in supersession of the Superintendent, Group-B (Non-Gazetted),

Head Clerk and Senior Clerk, Group-C, on the establishment of Registrar of Partnership Firms,

State of Maharashtra, Mumbai and its Divisional Offices Recruitment Rules, 2018, the Governor of

Maharashtra is hereby pleased to make the following rules regulating recruitment to the posts of

Superintendent, Group-B (Non-Gazetted), Head Clerk and Senior Clerk, Group-C on the establishment

of Registrar of Partnership Firms, State of Maharashtra, Mumbai and its Divisional Offices under

the administrative control of the Law and Judiciary Department of the Government of Maharashtra,

namely :—

1. Short title.—These rules may be called “the Superintendent, Group-B (Non-Gazetted), Head

Clerk and Senior Clerk, Group-C on the establishment of Registrar of Partnership Firms, State of

Maharashtra, Mumbai and its Divisional Offices “Recruitment Rules, 2025”.

2. Definition.—In these rules, unless the context requires otherwise,—

(a) “Appointing Authority” means, the Registrar of Partnership Firms, State of

Maharashtra, Mumbai who shall be the competent authority to appoint a candidate to the posts

of Superintendent, Head Clerk and Senior Clerk;

(b) “Department” means the Law and Judiciary Department of the Government of

Maharashtra;

Firms, Maharashtra State, Mumbai;

(d) “Eligibility for Promotion” means the eligibility for Promotion in accordance with

the terms and conditions specified in the rules, resolutions or orders issued by the General

Administration Department of the Government, from time to time;

(e) “Government” means the Government of Maharashtra;

(f) “Registrar” means the Registrar of Firms appointed under sub-section (1) of section 57

of the Indian Partnership Act, 1932 (IX of 1932).

3. Appointment to the post of ‘Superintendent’ Group-B (Non-Gazetted) shall be made by

promotion of a suitable person having eligibility, for promotion, on the basis of seniority, from amongst

the persons holding the post of Head Clerk on the establishment of Registrar of Partnership Firms,

and having not less than three years regular and continuous service on the said post.

4. Appointment to the post of ‘Head Clerk’ shall be made by promotion of a suitable person

having eligibility, for Promotion, on the basis of seniority, from amongst the persons holding the post

of Senior Clerk on the establishment of Registrar of Partnership Firms, and having not less than

three years regular and continuous service on the said post.

5. Appointment to the post of ‘Senior Clerk’ shall be made by promotion of a suitable person

having eligibility, for Promotion, on the basis of seniority, from amongst the persons holding the

post of Clerk-cum-Typist on the establishment of Registrar of Partnership Firms, and having not

less than three years regular and continuous service on the said post.

6. The appointment to the posts mentioned in rules 3, 4 and 5 shall be made with the approval

of the Appointing Authority.

7. A person to be appointed to the posts mentioned in rules 3, 4 and 5 by promotion shall

pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the

Government, from time to time, unless he has already passed or has been exempted from passing

those examinations, before getting promoted to the said post. Else will not be entitled to the promotion

on the posts mentioned in rules 3, 4 and 5.

8. A person to be appointed to the posts mentioned in rules 3, 4 and 5 by promotion shall

possess a Certificate of Computer Operations prescribed by rules or orders issued in that behalf by

the Government, from time to time, unless he already possess such certificate or has been exempted

therefrom before getting promoted to the said post. Else will not be entitled to the promotion on the

posts mentioned in rules 3, 4 and 5.

9. A person appointed to the posts mentioned in rules 3, 4 and 5 shall be liable to be transferred

anywhere in the State of Maharashtra, as the seniority list of the said post is maintained at the

State Level.

10. The terms and conditions specified by the Government, in any rules, orders or resolutions

issued by the Government, from time to time, before or subsequent to the appointment of any

Government Servant shall also be applicable to the Government Servant.
