(१९६२ चाा महाा. अधि� ५) याच्या कलम २७४ च्या पोटट-कलम (२) खंंड (३९) द्वाारे प्रदान करण्यात आलेल्या आणि� त्या

बाबतीत समर्थथ करणााऱ्या इतर सर्वव शक्तींचाा वापर करून, महााराष्ट्र शासन याव्दारे, महााराष्ट्र जििल्हाा परि�षदा जििल्हाासेेवा (सेेवाप्रवेश)

नि�यम, १९६७ मध्ये सुुधाारणाा करण्यासाठीी पुुढीील नि�यम करीीत आहे. हे नि�यम उक्त कलम २७४ च्या पोटट-कलम (३) द्वाारे

आवश्यक असल्याप्रमाणेे यापूर्वी प्रसि�द्ध करण्यात आले आहेत.

नि�यम

१. या नि�यमांंsना महााराष्ट्र जििल्हाा परि�षद जििल्हाा सेेवा (सेेवाप्रवेश) (सुुधाारणाा) नि�यम, २०२५ असेे संंबोोधण्यात येईल.

सदर नि�यम शासन राजपत्र प्रसि�द्ध झााल्याच्या दि—नांंsकाापासून अंंमलात येतील.

२. महााराष्ट्र जििल्हाा परि�षदा जििल्हाा सेेवा (सेेवाप्रवेश) नि�यम, १९६७ मधील परि�शि�ष्टट पाच-अ मध्ये जििल्हाा तांंsत्रििŇक सेेवा

(वर्गग-३/गटट-क) (आरोग्य) श्रेेणीी-३ मधील अनुुक्रमांंsक एक येथील आरोग्य कर्ममचाारी नोंदीसमोोर स्तंभ क्र.४ मध्ये, “नि�युुक्तीसाठीी

पात्रता आणि� पद्धती” या शीर्षषकााखाली, प्रचलीीत नि�यमाऐवजी, पुुढीीलप्रमाणेे सुुधाारि�त नि�यम करण्यात येत आहे, म्हणजेे :—

“(१) आरोग्य सेेवक (पुुरुष) पदावर यापैकी एकाा प्रकाारे नेमणूूक केली जाईल,—

“(अ) जििल्हाा परि�षद सेेवेतील गटट-ड (परि�चर) हे पद धारणण करणााऱ्या तसेेच सदर पदावर तीन वर्षांंɕपेक्षाा कमीी

नसेेल इतकी नि�यमि�त सेेवा झाालेल्या व्यक्तींमधून पात्रता व ज्येष्ठतेेच्या अधीन, खालील नि�कष पूर्णण करणााऱ्या योग्य

व्यक्तींच्या पदोन्नतीने, म्हणजेे,—

(१) वि�ज्ञाान या वि�षयासह उच्च माध्यमि�क शालांंsत प्रमाणणपत्र परीक्षाा किं�ंवा समतुुल्य अर्हताा परीक्षाा उत्तीीर्णण;

आणि�

परंतुु असेे की, सदरचे सेेवाप्रवेश नि�यम प्रसि�द्ध झाालेल्या दि—नांंsकाापूर्वी जििल्हाा परि�षद सेेवेत असलेेल्या गटट-ड

(परि�चर) पद धारणण करणााऱ्या आणि� तीन वर्षष नि�यमि�त सेेवा करणााऱ्या आणि� ज्यांंsनी माध्यमि�क शालान्त परि�क्षाा

उत्तीीर्णण केली आहे. अशा व्यक्ती देखील जेष्ठतेेच्या अधि�न राहुुन सदरचे सेेवाप्रवेश नि�यम प्रसि�द्ध झााल्याच्या

दि—नांंsकाापासून पूढीील पाच वर्षांंɕपर्ययत पदोन्नतीसाठीी पात्र राहतीील.

(२) आणि�, अशा पदोन्नती प्राप्त कर्ममचााऱ्यांंsना शासनााच्या वि�भाागीय आरोग्य आणि� कुटुंंȾब कल्याणण

प्रशि�क्षणण केंद्र आणि� सार्ववजनि�क आरोग्य संंस्था, नागपूर यांंsच्याकडूून घेेण्यात येणाारा बहुुउद्देेशीय आरोग्य कर्ममचाारी

(पुुरुष) किं�ंवा शासनााने समकक्ष ठरवलेल्या इतर संंस्थेतील अभ्यासक्रम तीन संंधीीमध्ये यशस्वीरि�त्या पूर्णण करणेे

आवश्यक राहील.

(ब) नि�वड समि�ती

ीने घेेतलेल्या स्पर्धा� परीक्षेच्या नि�काालाच्या आधारे नि�वडलेल्या व खालील नि�कष पूर्णण करणााऱ्या

उमेदवारांंsमधून नामनि�र्देशनाने, म्हणजेे,—

(१) वयोमर्या�दा :—

(अ) कि�माान वयोमर्या�दा.—पदावरील भरतीसाठीी जाहि�राातीनुसाार अर्जज प्राप्त करण्याच्या शेवटटच्या

तारखेला कि�माान अठराा वर्षे पूर्णण असणेे आवश्यक राहि�ल.

(ब) कमााल वयोमर्या�दा.—पदावरील भरतीसाठीी दि—लेल्या जाहि�राातीनुसाार अर्जज प्राप्त होण्याच्या शेवटटच्या

तारखेपर्यंंत, आरक्षि�त प्रवर्गा�तील नसलेेल्या व्यक्तींचे वय अडतीस वर्षांंɕपेक्षाा जास्त असू नये आणि� आरक्षि�त

प्रवर्गा�तील व्यक्तींचे वय त्रेचााळीीस वर्षांंɕपेक्षाा जास्त असू नये.

(२) कि�माान शैक्षणि�क

पात्रता :—

(अ) वि�ज्ञाान या वि�षयासह उच्च माध्यमि�क शालांंsत प्रमाणणपत्र परीक्षाा किं�ंवा समतुुल्य अर्हताा परीक्षाा

उत्तीीर्णण; आणि�

(ब) बहुुउद्देेशीय आरोग्य कर्ममचाारी (पुुरुष) यांंsचेसाठीी शासनााच्या वि�भाागीय आरोग्य आणि� कुटुंंȾब

कल्याणण प्रशि�क्षणण केंद्र आणि� सार्ववजनि�क आरोग्य संंस्था, नागपूर यांंsचेकडूून घेेण्यात येणाारे १२ महि�न्यांंsचे

मूलभूत प्रशि�क्षणण किं�ंवा शासनााने समकक्ष ठरवलेल्या इतर संंस्थेतील अभ्यासक्रम तीन संंधीीमध्ये यशस्वीरि�त्या

पूर्णण करणेे आवश्यक राहील.

(२) आरोग्य सेेवक (पुुरुष) या पदावरील पदोन्नती व नामनि�र्देशन यांंsचे प्रमाणण अनुुक्रमे २५:७५ असेे राहील.

(३) आरोग्य सेेवक (पुुरुष) पदावर नि�युुक्त होणााऱ्या व्यक्तीने, वि�भाागीय सेेवा परीक्षाा उत्तीीर्णण केलेली नसेेल किं�ंवा ती

परीक्षाा उत्तीीर्णण होण्यापासून सूटट देण्यात आली नसेेल तर, जेथे लागू असेेल तेथे, त्याबाबतीत केलेल्या नि�यमानूसार ती परीक्षाा

उत्तीीर्णण होणेे आवश्यक राहील.

(४) (१) पदोन्नतीने आरोग्य सेेवक (पुुरुष) या पदावर नि�युुक्त होणााऱ्या व्यक्तीने, हिं�ंदी भााषा परीक्षाा व मराठीी भााषा

परीक्षाा दोन्ही परीक्षांंsसंंदर्भाभाा�त शासनााने वेळोवेळीी केलेल्या नि�यमांंsनुसाार, मराठीी आणि� हिं�ंदी भााषा परीक्षाा अगोदरच उत्तीीर्णण केलेली

असणेे अथवा उत्तीीर्णण होण्यापासून सूटट मि�ळवि�लेेली असणेे आवश्यक राहील. अन्यथा ते पदोन्नतीस पात्र होणाार नाहीत.

(२) आरोग्य सेेवक (पुुरुष) या पदावर नामनि�र्देशनाने नि�युुक्त होणााऱ्या व्यक्तीने, हिं�ंदी भााषा परीक्षाा व मराठीी भााषा

परीक्षाा या दोन्ही परीक्षांंsसंंदर्भाभाा�त शासनााने वेळोवेळीी केलेल्या नि�यमांंsनुसाार, हिं�ंदी भााषा व मराठीी भााषा उत्तीीर्णण केलेली नसेेल

अथवा उत्तीीर्णण होण्यापासून सूटट मि�ळवि�लेेली नसेेल तर, नि�युुक्तीनंंतर संंबंंधि�त नि�यमांंsत नमूद केलेल्या वि�हि�त मुदतीत हिं�ंदी

भााषा व मराठीी भााषा परीक्षाा उत्तीीर्णण होणेे आवश्यक राहील. त्याचप्रमाणेे वि�हि�त मुदतीत हिं�ंदी भााषा व मराठीी भााषा परीक्षाा उत्तीीर्णण

न झााल्यास सदर परीक्षाा उत्तीीर्णण होईपर्यंंत वार्षि�िक वेतनवाढ तसेेच वरि�ष्ठ पदावर पदोन्नती अनुज्ञेेय राहणाार नाही.

(५) (१) पदोन्नतीने आरोग्य सेेवक (पुुरुष) या पदावर नि�युुक्त होणााऱ्या व्यक्तीने, संंगणक अर्हताा प्रमाणणपत्रासंंदर्भाभाा�त

वेळोवेळीी केलेल्या नि�यमांंsनुसाार, संंगणक अर्हताा प्रमाणणपत्र धारणण करणेे अथवा संंगणक अर्हताा प्रमाणणपत्र सादर करण्यापासून

पदोन्नती पूर्वी सूटट मि�ळवि�लेेली असणेे आवश्यक राहील.

(२) आरोग्य सेेवक (पुुरुष) या पदावर नामनि�र्देशनाद्वाारे नि�युुक्त होणााऱ्या व्यक्तीने, संंगणक अर्हताा प्रमाणणपत्रासंंदर्भाभाा�त

शासनााने वेळोवेळीी केलेल्या नि�यमांंsनुसाार, संंगणक आर्हताा प्रमाणणपत्र धारणण करणेे आवश्यक राहील. नि�युुक्तीपूर्वी संंगणक

अर्हताा प्रमाणणपत्र धारणण केलेले नसल्यास, याबाबतच्या नि�यमांंsत नमूद केलेल्या वि�हीीत मुदतीत सदर प्रमाणणपत्र धारणण करणेे

आवश्यक राहील. त्याचप्रमाणेे वि�हि�त मुदतीत प्रमाणणपत्र सादर न केल्यास, सदर संंगणक अर्हताा प्रमाणणपत्र धारणण करेेपर्यंंत

वार्षि�िक वेतनवाढ तसेेच वरि�ष्ठ पदावर पदोन्नती अनुज्ञेेय राहणाार नाही.

(६) (१) आरोग्य सेेवक (पुुरुष) या पदावर नामनि�र्देशनाद्वाारे नेमणुुकीीसाठीी शि�फाारस केलेल्या व्यक्तीने, महााराष्ट्र

नागरी सेेवा (लहाान कुटुंंȾबांंsचे प्रति�ज्ञाापन) नि�यम, २००५ मधील तरतुदीीनुसाार व त्याबाबत शासनााने वेळोवेळीी नि�र्गगमि�त केलेले

नि�यम, आदेश व अनुदेेश यानुसाार, नि�युुक्तीच्या वेळीी लहाान कुटुंंȾबाचे प्रति�ज्ञाापन सादर करणेे आवश्यक राहील.

(२) लहाान कुटुंंȾबाचे प्रति�ज्ञाापन सादर केल्याच्या तारखेला दोनपेक्षाा अधि�क अपत्ये असल्यास संंबंंधि�त उमेदवार शासकीीय

सेेवेतील नि�युुक्तीसाठीी अपात्र राहील.

(३) एखाद्याा व्यक्तीची शासकीीय सेेवेत नि�युुक्ती झााल्यानंंतर, नि�युुक्तीच्या वेळीी किं�ंवा त्यानंंतर ति�ला दोनपेक्षाा जास्त

अपत्ये असल्याचे सि�द्ध झााल्यास, ती शासकीीय सेेवेत सदर पदावर सेेवा चाालू ठेवण्यास अपात्र ठरेेल.

(७) कोणणत्याही शासकीीय कर्ममचााऱ्याच्या नि�युुक्तीनंंतर, शासनााने वेळोवेळीी नि�र्गगमि�त केलेले नि�यम, आदेश किं�ंवा नि�र्णणय

यामध्ये वि�र्नि�िदि—ष्टट केलेल्या अटीी व शर्ती देखील, या नि�यमान्वये नि�युुक्ती केलेल्या शासकीीय कर्ममचााऱ्यास लागू राहतीील."

NOTIFICATION

Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961.

No. Sankirn-2022/C.R.565/Astha-12.—In exercise of the powers conferred by clause (xxxix) of

sub-section (2) of section 274 of the Maharashtra Zilla Parishads and Panchayat Samitis Act, 1961

(Mah. V of 1962) and of all other powers enabling it in this behalf, the Government of Maharashtra

hereby, makes the following rules, the same having been previously published as required by

sub-section (3) of said section 274 of the said Act, namely :—

RULES

1. These rules may be called the Maharashtra Zilla Parishads District Services (Recruitment)

(Amendment) Rules, 2025.

The said rules will come into force from the date of publication in the Government Gazette.

2. In APPENDIX V-A to the Maharashtra Zilla Parishads District (Recruitment) Rules, 1967, in

entry relating to “District Technical Service, (Class III) (Health), Grade III”, against the entry “Health

Worker (Male)”, in column 4, under the heading “Qualifications for and methods of appointment”,

for the existing rules, the following shall be substituted, namely :—

“(1) Appointment to the post of Health Worker (Male) shall be made either,—

(a) by promotion of a suitable person on the basis of seniority subject to fitness from

amongst the persons holding the post of Group D (Attendant) in the service of the Zilla

Parishad, not having less than three years of regular service on the said post and who fulfils

the following criteria, namely :—

(i) passing of Higher Secondary School Certificate Examination with science as

one of the subject or equivalent qualification thereto; and

Provided that, those holding the post of Group-D (Attendant) in the Zilla Parishad

service before the date of publication of these rules and having served for 3 years

regularly and who have passed the Secondary School Examination shall also be eligible

for promotion subject to seniority for a period of five years from the date of publication

of these service entry rules.

(ii) shall require to undergo and complete successfully twelve months Basic

Training Course for Multipurpose Health Workers (Male), conducted by Regional

Health and Family Welfare Training Centers of Governments and Public Health

Institute, Nagpur or any other course declared by the Government to be equivalent

thereto, within three attempts.

(b) by nomination from amongst the candidates selected by the Selection Committee on

the basis of result of Competitive Examination conducted therefor, who fulfils the following

criteria, namely :—

(i) Age limit—

(A) Lower Age Limit. Eighteen years completed as on the last date of receipt

of applications as per advertisement for recruitment to the post.

(B) Upper Age Limit. Thirty-eight years of age completed for the persons not

belonging to reserved categories and forty-three years completed for the persons

belonging to reserved categories as on the last date of receipt of applications as

per advertisement for recruitment to the post.

(ii) Minimum Educational Qualification.—

(A) passing of Higher Secondary School Certificate Examination with science

as one of the subject or equivalent qualification thereto; and

(B) shall require to undergo and complete successfully twelve months Basic

Training Course for Multipurpose Health Workers (Male) conducted by the

Regional Health and Family Welfare Training Centers of Governments and the

Public Health Institute, Nagpur or any other course declared by the Government

to be equivalent thereto, within three attempts unless he has completed the same.

(2) Appointment to the post of Health Worker (Male) shall be made by promotion and

nomination, in the ratio of 25:75, respectively.

(3) A person appointed to the post Health Worker (Male) shall require to pass the

Departmental Examination, wherever applicable, according to the rules made in that behalf,

unless he has already passed or has been exempted from passing the examination.

(4) (1) A person to be appointed to the post of Health Worker (Male) by promotion shall

pass the Marathi and Hindi languages examinations as per the rules made in that behalf by

the Government, from time to time, unless he has already passed or has been exempted from

passing those examinations before getting promoted to the said post, otherwise they wiil not be

eligible for promotion;

(2) A person appointed to the post of Health Worker (Male) by nomination shall pass

the Marathi and Hindi languages examinations as per the rules made in that behalf by the

Government, from time to time, within the prescribed time limit after appointment, unless he

has already passed or has been exempted from passing those examinations. He shall not be

eligible for annual increment or promotion to the next promotional post until he passes those

examinations.

(5) (1) A person appointed to the post of Health Worker (Male) by promotion shall possess

a Certificate of Computer Operations prescribed by rules or orders issued in that behalf by the

Government, from time to time, unless he has been exempted therefrom before getting promoted

to the said post;

(2) A person appointed to the post of Health Worker (Male) by nomination shall possess a

Certificate of Computer Operations prescribed by the Government, from time to time, within

the prescribed time limit after appointment, unless he has been exempted from possessing such

Certificate of Computer Operations, otherwise he shall not be eligible for annual increment or

promotion to the next promotional post until he possess the same.

(6) (1) A person recommended for appointment to the post of Health Worker (Male) by

nomination submit a declaration of Small Family as per the provisions of the Maharashtra

Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or instruments

issued in this behalf the Government, from time to time;
