म, २००८.

क्रमांं�क असांं�स १३२५/प्र.क्र.१५५/काा.१४१७.— केंद्र शाासनााच्या सांं�ख्यिóिकीी संंग्रहण अधिि˜नि�यम, २००८ च्या कलम ३ व ४ द्वाारे

( २००९ चे ७), दि�लेेल्या अधिि˜कााराचाा वापर करून सांं�ख्यिóिकीी संंग्रहण नि�यम, २०११ च्या नि�यम ५ व ७ अन्वये, महााराष्ट्र शाासन,

सोबत जोडलेल्या अनुसूची १ मध्ये उल्लेख केलेल्या तपशीलानुसार सांं�ख्यिóिकीी पाहणीी (यापुढेे अधिि˜सूचनेेत " वार्षिि¨िक उद्योोग पाहणीी

२०२४-२५ (राज्य नमुुनाा)" असेे संंबोधले गेले आहे) याद्वाारे वस्तुनि�र्माा�ण व त्यासंंबंधिि˜त अनुषंगि�क काार्ये यां�चीी आकडेेवारी संंकलन

करण्याचे आदेश देत आहे.

२. महााराष्ट्र शाासन उपरोक्त आदेशाासंंदर्भाभाा�त सोबत जोडलेल्या अनुसूची - २ मध्ये उल्लेख केलेल्या अधिि˜कााऱ्यां�चीी राज्याच्या

भौगोलि�क क्षेेत्राातील उद्योोगासंंबंधी सांं�ख्यिóिकीी माहि�तीी गोळाा करण्यासाठीी सांं�ख्यिóिकीी अधिि˜काारी म्हणूून नि�युुक्ती करीीत आहे.

३. सबंंधिि˜त सांं�ख्यिóिकीी अधिि˜कााऱ्याद्वाारे प्राधिि˜कृत केलेल्या व्यक्तींनाा, प्रत्येक माहि�तीीदाात्याद्वाारे दि�ल्या गेलेल्या माहि�तीीची पडतााळणीी,

त्यासंंबंधीच्या लेख्यांं�ची / काागदपत्रांं�चीी पाहणीी करणे व ते तपाासणेे तसेेच आवश्यकतेेनुसार त्यासंंबंधी स्पष्टीीकरण मागणे या काामासाठीी

सांं�ख्यिóिकीी अधिि˜कााऱ्याच्या काार्ययक्षेेत्राात नि�युुक्त केले जाईल. माहि�तीी गोळाा करण्यासाठीी प्राधिि˜कृत केलेल्या प्रत्येक व्यक्तीकडेे सबंंधिि˜त

सांं�ख्यिóिकीी अधिि˜कााऱ्याने दि�लेेल्या छाायाचि�त्राासह असलेेले ओळखपत्र किं�ंवा प्राधिि˜काार पत्र सोबत असेेल.

४. वार्षिि¨िक उद्योोग पाहणीी २०२४-२५ (राज्य नमुुनाा) अंतर्गगत माहि�तीी देणाऱ्याकडूून सोबत जोडलेल्या वि�हि�त नमुुन्यात गोळाा

केलेल्या माहि�तीीची योग्य ती छााननीी व तपाासणीी केल्यानंंतर अर्थथ व सांं�ख्यिóिकीी संंचाालनाालय, नि�योोजन वि�भााग, महााराष्ट्र शाासन यांं�च्या

काार्या�लयीन व्यक्तींकडूून माहि�तीीचे संंस्करण केले जाईल.

५. वार्षिि¨िक उद्योोग पाहणीी २०२४-२५ (राज्य नमुुनाा) च्या कोणत्याही काामाशी संंबंधिि˜त सर्वव व्यक्तींनाा सांं�ख्यिóिकीी संंग्रहण अधिि˜नि�यम,

२००८ ( २००९ चे ७ ) तसेेच सांं�ख्यिóिकीी संंग्रहण नि�यम, २०११ मधीील तरतूदीं लागू असतीील. कोणत्याही सांं�ख्यिóिकीी अधिि˜कााऱ्याला

अधिि˜नि�यमाच्या कलम ४ च्या उप कलम (४) अथवाा (६) नुसार कोणतेही अधिि˜काार देण्यात आलेले नााहीत.

अनुसूची १

१. सांं�ख्यिóिकीी संकलन करण्याचाा वि�षय व प्रयोोजन – वार्षिि¨िक उद्योोग पाहणीी २०२४-२५ (राज्य नमुुनाा) द्वाारे संंघटि�त

वस्तुनि�र्माा�ण (ज्यात उत्पादन प्रक्रि�या, दुरुस्ती सेेवा, वायु व पाणी पुरवठा आणि� शीतगृृहे या संंबंधिि˜त काार्यांंɕचाा समाावेश आहे) क्षेेत्रााची वाढ,

रचनाा व संंरचनाा सबंंधिि˜त आकडेेवारी गोळाा केली जाते.

२. सांं�ख्यिóिकीी संकलनाासाठीचे भौगोलि�क क्षेेत्र – सांं�ख्यिóिकीी संंग्रहण अधिि˜नि�यम, २००८ ( २००९ चे ७ ) अंतर्गगत वार्षिि¨िक

उद्योोग पाहणीी २०२४-२५ (राज्य नमुुनाा) ही संंपूर्णण महााराष्ट्रात केली जात आहे.

३. सांं�ख्यिóिकीी संकलनााची पध्दतीी– प्रत्येक सांं�ख्यिóिकीी अधिि˜काारी त्याच्या काार्ययक्षेेत्रांं�तर्गगगत माहि�तीीदाात्यास सूचनाापत्र नि�र्गगमि�त

करेेल. या सूचनाापत्राात ज्या दि�नांं�काापर्यंंत माहि�तीी पुरवावयाची आहे तो दि�नांं�क, ज्या अधिि˜काारी / काार्या�लयास माहि�तीी पुरवावयाची आहे

ते अधिि˜काारी / काार्या�लय, ज्या घटक / घटकांं�साठीी माहि�तीी पुरवावयाची आहे तो / ते घटक आणि� माहि�तीी पुरवण्याकरीीतााचे आवश्यक

वि�हि�त नमुुन्यातील प्रपत्र या बाबी दर्शशवि�लेल्या असतीील. सांं�ख्यिóिकीी अधिि˜काारी सूचनाापत्राात उल्लेखि�लेल्या इतर अटींच्या अधिि˜न राहून

नमुुन्यातील माहि�तीी / आकडेेवारी ही इलेक्ट्रॉनि�क माध्यमातून नोंंदवि�ण्यासाठीी माहि�तीीदाात्यास अनुमतीी देऊ शकताात.

४. ज्यांं�च्याकडूून माहि�तीी संकलि�त केली जाणार अशाा माहि�तीीदात्यांं�चे स्वरूप – सांं�ख्यिóिकीी अधिि˜काारी यां�चेेमार्फफत २m(i)

& २m(ii) चाा काारखानाा अधिि˜नि�यम, १९४८ अंर्ततगत नोंंदणीीकृत काारखाने किं�ंवा बि�डी आणि� सि�गाारेट काामगाार (रोजगाराच्या अटीी)

अधिि˜नि�यम, १९६६ अंतर्गगत नोंंदणीीकृत आस्थाापनाा किं�ंवा केंद्रीय वि�द्युुत प्राधिि˜करणाकडेे नोंंदणीीकृत नसले

ेले वि�द्युुत उपक्रम यां�चेे मालक

किं�ंवा घटक ज्याच्या तााब्यात आहे यापैकी ज्याला सूचनाापत्र दि�लेे जाईल, त्यां�नाा घटकाासंंबंधी माहि�तीी उपलब्ध करून द्यावी लागेल. एकााच

समुुहाच्या / व्यवस्थाापनााच्या अंतर्गगत असलेेल्या दोन किं�ंवा अधिि˜क घटकांं�संंंबंधी माहि�तीी घटकनि�हा

ाय वेगवेगळी उपलब्ध होत नसल्यास

आणि� अशाा सारख्या इतर अटीी ज्या सूचनाापत्राात नमुुद केल्या आहेत अशाा बाबतीत सांं�ख्यिóिकीी अधिि˜काारी मालक अथवाा ज्यांं�च्या तााब्यात

तो घटक आहे त्या व्यक्तीकडूून अशाा घटकांं�ची एकत्रि�त माहि�तीी मागू शकतोो.

५. सांं�ख्यिóिकीी संकलन करण्याचाा अपेक्षि�त कालावधी – सूचनाापत्राात सूचनााकर्त्या�ा�द्वाारे माहि�तीी सादर करण्याबाबतचाा दि�नांं�क

नमूूद केलेला असेेल व तो साधारणपणे जानेवारी, २०२६ ते जून, २०२६ या काालावधी दरम्यान असेेल.

६. संदर्भभ कालावधी – दि�नांं�क १ एप्रि�ल, २०२४ ला सुरु होणारे व दि�नांं�क ३१ मार्चच, २०२५ रोजी संंपणारे आर्थि�िक वर्षष किं�ंवा

दि�नांं�क १ एप्रि�ल, २०२४ आणि� दि�नांं�क ३१ मार्चच, २०२५ रोजी दरम्यान कोणत्याही ताारखेला संंपणारे घटकााचे लेखावर्षष यासाठीी माहि�तीी

उपलब्ध करून देणे आवश्यक आहे.

७. संकलि�त केल्या जाणाऱ्या माहि�तीीचे स्वरूप – मागि�तलेेली माहि�तीी ही सोबत जोडलेल्या वि�हि�त नमुुन्यात संंकलि�त

करण्यात येईल. त्यात मत्ताा व दाायि�त्वे, जमा, खर्चच, नि�वि�ष्टीी - वापरण्यात आलेला (स्वदेशी किं�ंवा आयात माल) मुख्य उत्पादन व उप

उत्पादनेे, वि�तरणावरील खर्चच, रोजगार व रोजगारावरील खर्चच इत्यादींचाा समाावेश आहे.

८. माहि�तीीदात्याने ज्या भााषेेत माहि�तीी सादर केली पाहि�जेे ती भााषाा – माहि�तीीदााताा सोबत जोडलेल्या नमुुन्यात मरााठीी

अथवाा इंग्रजी भााषेमध्ये माहि�तीी सादर करेेल.

९. माहि�तीीदात्यासाठी बंंधनेे – घटकााचाा मालक किं�ंवा घटक ज्याच्या तााब्यात आहे त्यास संंबंधिि˜त सांं�ख्यिóिकीी अधिि˜कााऱ्याकडूून

प्राप्त झाालेल्या सूचनाापत्राात नमुुद केल्याप्रमाणे त्याचप्रकाारे व त्यात दि�लेेल्या दि�नांं�काापर्यंंत माहि�तीी सादर कराावी लागेल. सांं�ख्यिóिकीी अधिि˜काारी

किं�ंवा त्यां�नीी प्राधिि˜कृत केलेल्या व्यक्तीस नि�रि�क्षणाासाठीी संंबंधिि˜त काागदपत्रे उपलब्ध करून द्यावी लागतील तसेेच मागि�तलेेल्या माहि�तीी

संंदर्भाभाा�त वि�चाारलेल्या प्रश्नांं�स उत्तरेे द्यावी लागतील.

१०. व्यवसायासंबधीी कागदपत्रे व नि�रि�क्षणेे होऊ शकतील अशाा लेेख्यां�चेे स्वरूप – सांं�ख्यिóिकीी अधिि˜काारी किं�ंवा त्याने

प्राधिि˜कृत केलेली व्यक्ती घटकााच्या व्यवसायासंंबधीची काागदपत्रे, जसेे तााळेबंद, नफाा-तोटा पत्रक, हजेेरी पत्रक, श्रम ताासांं�ची नोंंदवही,

वेतन पत्रक, उद्योोगाच्या / घटकााच्या संंचाालकांं�चाा अहवााल अथवाा घटकााद्वाारे सादर केलेल्या माहि�तीीच्या पृष्ट्यर्थथ / समर्थथनाार्थथ कोणत्याही

अन्य दस्तााऐवजां�चेे नि�रि�क्षण करु शकेेल.

११. नि�रि�क्षणााची पद्धत – संंबंधिि˜त सांं�ख्यिóिकीी अधिि˜काारी किं�ंवा त्यां�नीी प्राधिि˜कृत केलेली व्यक्ती, घटकााच्या काारभाारां�चेे लेखे तसेेच

इतर काागदपत्रे यांं�च्या आधारे घटकााकडूून दि�ल्या गेलेल्या माहि�तीीची सत्यताा पडतााळू शकेेल तसेेच संंबंधिि˜त मालक अथवाा घटक

ज्याच्या तााब्यात आहे ती व्यक्ती किं�ंवा घटकााच्या व्यवस्थाापनााने प्राधिि˜कृत केलेल्या व्यक्तीकडेे त्या संंबंधीचे स्पष्टीीकरण मागेल.

NOTIFICATION

Collection of Statistics Act, 2008.

No DES1325/C.R.155/D.1417.— In exercise of the powers conferred by sections 3 and 4 of the

Collection of Statistics Act, 2008 (7 of 2009), read with rules 5 and 7 of the Collection of Statistics Rules,

2011, the Government of Maharashtra hereby directs the collection of statistics on manufacturing

and related activities through a statistical survey (hereinafter referred to as “Annual Survey of

Industries 2024-25 (State Sample)”) as per the details mentioned in Schedule-I appended hereto.

2. The Government of Maharashtra hereby appoints the Officer as also his assignees in offices,

mentioned in Schedule-II appended hereto, as Statistics Officer in respect of the geographical units

mentioned therein for the purpose of collecting statistics with reference to the aforesaid direction.

3. The persons in the jurisdiction of the Statistics Officer authorized by the concerned Statistics

Officer shall be engaged in verification of information furnished by each informant, for inspecting

relevant records and for seeking clarifications, as may be necessary. Each person authorised to collect

information shall carry a photo identity card or a letter of authorization issued by the concerned

Statistics Officer.

4. The statistics collected in the Form appended herewith in respect of the Annual Survey of

Industries 2024-25 (State Sample) furnished by the informants, after due verification and scrutiny,

shall be processed by officials working at the Directorate of Economics and Statistics, under the

Planning Department of the Government of Maharashtra.

5. All persons engaged in any activity in respect of the Annual Survey of Industries 2024-25

(State Sample) are governed by the provisions of the Collection of Statistics Act, 2008 (7 of 2009)

and the Collection of Statistics Rules, 2011, framed thereunder. No power has been delegated to any

Statistics Officer under sub-section (4) or (6) of section 4 of the said Act.

SCHEDULE I

1. Subject and purpose for collection of statistics. - Statistics relating to the growth,

composition and structure of organized manufacturing sector, comprising activities related to

manufacturing processes, repair services, gas and water supply and cold storage, is collected through

Annual Survey of Industries 2024-25 (State Sample).

2. Geographical area for collection of statistics. - The Annual Survey of Industries 2024-

25 (State Sample) shall be conducted in the whole of the State of Maharashtra under the Collection

of Statistics Act, 2008 (7 of 2009).

3. Method of data collection. - A notice shall be issued by each Statistics Officer to informants

under his jurisdiction, indicating therein the date by which, the officer or offices to whom, the unit

or units for which, and the forms in which information is required to be furnished. The Statistics

Officer may permit an informant to file the information in electronic form, subject to such other

conditions that he may specify in the notice.

4. Nature of informants from whom data may be collected. - The owner or occupier

or person in-charge of factories registered under the 2m(i) & 2m(ii) of the Factories Act,1948 or of

establishments registered under the Beedi and Cigar Workers (Conditions of Employment) Act, 1966

or the electricity undertaking with the Central Electricity Authority (CEA) to whom the notice has

been issued by a Statistics Officer shall furnish information about the unit.

The Statistics Officer may require an owner or occupier or person in-charge to furnish consolidated

information in respect of two or more units under single management, in case information is not

separately available for individual unit and subject to such other conditions, as he may specify, in

the notice.

5. Period during which collection of statistics may be completed. - The date for

submission of information by each informant shall be mentioned in the notice and it would generally

fall during the period from January 2026 to June 2026.

6. Reference period. - Information is required to be furnished for the financial year

commencing from the 1st April 2024 and ending on the 31st March 2025 or for the accounting year

of a unit ending on any date between the 1st April 2024 to 31st March 2025.

7. Nature of information to be collected. - The information required shall be collected in

the Form appended herewith. The Form contains the assets and liabilities, receipts, expenses, input

items- (indigenous and imported) products and by-products, distributive expenses, employment and

labour cost, etc., of a unit.

8. Form and language in which information is to be furnished by informant. - An

informant shall furnish the information in the Form appended herewith either in Marathi or English

language.

9. Obligation of informant. - An owner or occupier or person in-charge of a unit shall

furnish information in the manner and by the date mentioned in the notice received by him from

the concerned Statistics Officer. He shall also furnish relevant records for inspection and answer

the questions in relation to the information sought, as may be required by the Statistics Officer or

a person authorized by him.

10. Nature of business records and other records which may be inspected. - The

business records of a unit, such as balance sheet, profit and loss account, muster rolls, attendance

information furnished by the unit may be inspected by the Statistics Officer or a person authorized

by him.

11. Manner of inspection. - The concerned Statistics Officer or a person authorized by him

may verify the information furnished by a unit on the basis of business records and other records

of the unit and seek clarifications from the concerned owner or occupier or a person authorized by

the management of the unit.

Note: Reasons for negative working capital and for any abnormal values or entries (high or low) in respect to important characteristics (Such as GVA,
